MEDVEDEV NIKOLAY PAVLOVICH

D.Sc., Political Science, President of the National Union of Political Scientists, Professor at the Peoples’ Friendship University of Russia.

Medvedev N.P. is a leading Russian scientist in federative relations area and organization of regional and municipal rule.

He is a prominent politician and statesman in the 90s, a people’s deputy of the Russian Federation (1990-1993), the chairman of the commission on national and state structure and inter-ethnic relations of the Supreme Soviet of Russia, the head of department handling the work with territories and the President’s envoys and president administration’s ties with parliament (1993-1994), Deputy Minister of the Russian Federation on cooperation with the member countries of the CIS (1994-1995) and deputy of the Lower House of Russian parliament, Duma (1995-1999).

Medvedev N.P. is one of the developers of the contemporary concept of Russia’s territorial and political structure and federative agreement and the author of the third chapter of the constitution, “Federative Structure”.

Medvedev N.P. has delivered lectures more than once on issues in political, administrative and federative relations at universities and parliamentary centres in Belgium, Denmark, Georgia, Hungary, the Netherlands, Poland, Switzerland, the US, Estonia, France and other countries.

From 2001 to 2004, executive secretary of the Russian Presidential Council for the Development of Civil Society Institutions and Human Rights. From 2004 to 2009, member of the Russian Presidential Council for the Development of Civil Society and Human Rights.

Vyacheslav Alexandrovich Mikhailov, DSc (history), professor, head of the chair of national and federative relations, Merited Scientist of the Russian Federation.

After graduating in 1961 from the Lvov State University named after I. Franko, V.A. Mikhailov for more than ten years has been working as a teacher of history, then head teacher in Lvov and Tselinograd Regions, then he was head of the propaganda department at the Lvov Regional Party Committee of the Communist party of Ukraine, member of staff, propaganda department, Central Committee of the CPSU and from 1984 to 1987 – secretary of the Lugansk Regional Committee of the Communist party of Ukraine.

While working in this direction, V.A. Mikhailov proved himself to be a knowledgeable and motivated person, capable of taking highly qualified and effective management decisions. Since 1987, he has been head of section at the Institute of Marxism-Leninism of the Central Committee of the Communist Party of the Soviet Union. From 1987 to 1991, he was deputy head of the national policy department of the CPSU Central Committee.

From 1992, he continued to lecture at the MGIMO of the Russian Ministry of Foreign Affairs.

From 1993, he began to actively work at the Ministry for the Nationalities Affairs of the Russian Federation. From 1995 to 2000, he was Minister of the Federation and Nationalities Affairs. From May 1998 to May 1999, he was first deputy to the Secretary of the Security Council of the Russian Federation.

In recognition of his services in the sphere of national development, his effective and fruitful work in this area the International biographical center in Cambridge in 1998 announced V.A. Mikhailov International Man of the Year.

Since 2000, he has been working at the Russian Presidential Academy of National Economy and Public Administration, where he started to work as head of the chair of foreign affairs and successfully transformed this chair into the leading chair of national and federative relations of the School of Public Administrational and Human Resources Management of the Russian Presidential Academy of National Economy and Public Administration.

V.A. Mikhailov has made a considerable contribution to the development of national and federative relations at the present stage of public administration as head of the working group for the implementation of the Strategy of the State National Policy of the Russian Federation for the period up to year 2025 of the Presidential Council for Interethnic Relations.

For more than twenty years, V.A. Mikhailov has been working in the areas of academic research and education. He has been academic advisor to over 50 persons who have defended their PhD and Doctorate theses. V.A. Mikhailov lectures, leads discussion and training sessions on state national policy and management of ethno-political processes, theory and history of nations and national relations for students, post-graduate students, persons working for master degree and studying at the additional education and advanced training programs.

V.A. Mikhailov enjoys great authority among scientists and regularly participates in the world academic forums. He constantly participates in international research and hands-on conferences organized by leading Russian and CIS universities, as well as other organizations.

Principal topics of his academic interest are:

- foreign policy activities and international relations;

- national policy of the Russian Federation;

- development of theory of nations and national relations;

- interethnic relations;

- geopolitics.

Organization and holding of extended meeting of the working group for drafting State National Policy of the Russian Federation at the Russian Presidential Academy of National Economy and Public Administration.

Participation in the meetings at the Public Chamber, Higher School of Economics, State Duma, Federation Council, Ministry for Regional Development, in a number of subjects of the Russian Federation on issues of implementation of the state national policy and ethno-cultural development of Russian regions.

Vladimir Federovich PRYAKHIN, DSc (political science), PhD (history), professor, chair of world policy and international relations, Russian State University for the Humanities (RGGU).

V.F. Pryakhin graduated from the Moscow State Institute of International Relations (MGIMO) of the Ministry for Foreign Relations of the USSR in 1967 and from the MGIMO distant learning post-gradual course in 1977. In 1968, he began to work at the Ministry for Foreign Relations of the USSR at various diplomatic posts at the central offices of the USSR and Russian Ministries for Foreign Relations and abroad. From 1995 to 1997, he was deputy director of the Fourth Department for the CIS countries; from 1997 to 2002 - senior advisor at the Permanent Mission of the Russian Federation to the OSCE in Vienna; from 2002 to 2003 he was deputy director of the Second Department for the CIS countries of the Russia’s Ministry of Foreign Affairs; from 2003 to 2007 - Ambassador, head of the OSCE Office in Yerevan, Republic of Armenia; from 2007 to 2009 - Ambassador, head of the OSCE Office in Tadzhikistan; from 2009 to 2010 - professor of the Moscow City Pedagogical University; from 2010 to 2011 - chief advisor to the UN Regional Center for Preventive Diplomacy for Central Asia in Bishkek.

V.F. Pryakhin’s sphere of scientific interests includes theory of international relations and conflictology.

In 1976, he was the first person in the USSR to defend the theses on the issue of multipolarity world. At the same time, the Hungarian journal “Nemzetkoezi Szemle” published his first article on this topic titled “Goliath’s Dilemmas”. In the field of conflictology V.F. Pryakhin combines academic studies with practical work at the international organizations (UN and OSCE).

As a member of the Russian National Committee for the support of the Club of Rome and a member of the Council for Global Issues of the All-Russian Institute of Scientific Information on Social Sciences, V.F. Pryakhin became famous for his unordinary approach to today conflicts as a part of the general civilization crisis. His latest monograph on this topic called “How to survive? New ideology for the mankind” was published with a foreword of the Secretary General of the Organization for Security and Cooperation in Europe.

He has received awards from the Governments of the Russian Federation, the Republic of Armenia and the Republic of Tadzhikistan.
