STATE’S ROLE IN IMPLEMENTATION OF MODERNIZATION PROJECTS: FLEXIBILITY OF RUSSIAN AUTHORITIES

The need for scientific understanding of the phenomenon of modernization of the Russian society is stipulated by complexity and inconsistency of this process during the past 20 years of post-Soviet history. Modernization processes launched in contemporary Russia occupy special place in a row of these phenomena that are being carried out in other countries. At present, the modernization processes are significantly determined by the involvement of the government and its institutional structures in a wide network of social relations, which on their part, cannot be formed without the control and protection of the government. Modernization processes and the problems linked to them have not received comprehensive theoretical explanation in scientific literature dedicated to this topic. In the article, the author makes attempts to examine several peculiarities in the development of modernization in contemporary Russia in a specified retrospective.

MODERNIZATION OF POLITICAL SYSTEM IN OFFICIAL DISCOURSE OF THE GOVERNMENT OF CONTEMPORARY RUSSIA

The paper presents the content-analysis of the problem of modernization, as stated in the texts of the messages of the President of Russia to the Federal Assembly of Russian Federation in 2002-2012. The measures connected with the realization of objectives were stated. The urgent questions of electoral system’s reformation, forming of modern partioma’s model were put.

SEARCH FOR THEORETICAL AND METHODOLOGICAL PRINCIPLES OF MODERNIZATION: POLITICAL SCIENCE DIMENSION

The vector of the country’s development was determined by D.A. Medvedev in his State of the Nation Address, and this is the path of modernization. The word “modernization” is being always used by politicians, journalists, scientists, students and the population as a whole. As we see, V.V Putin is continuing the course of modernization launched by his predecessor. As long as, there is no alternative to modernization in Russia, it’s high time to formulate a comprehensive system of reforms and bring it into correlation with the multinational country’s interests.

RUSSIA’S SUB-FEDERATIVE MODERNIZATION: “GOVERNORS’ MISSION”

On the 15th of November of 2012, Russian President D.A. Medvedev submitted to the State Duma a draft law on direct election of the heads of Russian entities. The document triggered a mixed reaction in the country. Some people say that the election of a regional leader is a display of democracy. But some others insist that this is another trick of the authorities, and this is an opportunity to conclude an agreement with the systematic and non-systematic opposition after they stepped up their activity in December 2011. The article analyses the given facts.

SOME ASPECTS OF POLITICAL WORLD ORDER IN THE GLOBALIZATION

Globalization makes the world very quickly becoming more and more interdependent one. But it has not yet developed a system of world order corresponding to the achieved level of international division of labor. The level of the global world management remains extremely low. The enhanced negative impact of global problems more and more requires the effective preemptive measures jointly developed by all stakeholders of the international community and implemented by them at high level of coordination and subordination. Sovereign states can not agree on the measures necessary to preserve the conditions of existence of homo sapiens on the planet. The old political mechanisms are unable to provide effective management of social processes. The world faces a global crisis of governability. The article presents the author's vision of this crises resolution based on discussions within the Strategic Social Initiative "Russia 2045".

MULTIPARTY SYSTEM IN THE CONTEXT OF A GLOBAL INDEX OF HOPE AND DESPAIR

This article examines the relationship of knowledge about political and social attitudes, characteristics of public administration, derived from various global rankings, with the desire of people to support this or that political force, formed a political party. It is shown that in the fall of the indices of hope political expectations of the population can be translated into support for exotic, humorous parties which are the paraparties.

POLITICAL TANDEM AS FACTOR OF MATURENESS OF RUSSIAN RULE

The inauguration of the Russian President V.V. Putin was held on the 7th of May 2012, and although this put everything in their places, passions over the existing political duet have not subsided yet and are gaining momentum with a growth in new political developments and forecasts. The article makes a political science analysis of the Russian political tandem-democracy, reveals historical roots of this political phenomenon and forecasts its future developments and about the role that will be played by each of its participants in Russian politics.

INFLUENCE OF POLITICAL REFORMS ON TRANSFORMATION OF INSTITUTION OF RUSSIAN PRESIDENT’S ENVOY TO FEDERAL DISTRICT

In the article, the author analyzes the process of the transformation of the institution of the Presidential envoy to a Federal District in the context of political reforms. After studying the issue, he arrives at a conclusion that one of the basic aims of the undertaken administrative reforms in the regions of the Russian Federation is the optimization of economic and political space for assuring the country’s economic integration, upgrading the efficiency of state and territorial administration and leveling the regions’ potentials.

In the article, the author examines history of the formation of the Council of Federation of the Federal Assembly of the Russian Federation and the procedure of its formation at various stages of the country’s political process. He analyzes the existing problems in the formation of the Upper House of the Russian parliament, examines prerequisites and proposes to return to direct Federation Council elections. He also examines the latest proposals by the Russian President on the formation of the Federation Council.

AN OUTLOOK OF NEW PARTIES EMERGENCE IN THE CONTEXT OF RUSSIAN MULTIPARTY

The author describes changes in the law on the formation of political parties. The state of the electoral field are described and an estimate of the possible emergence of new political parties of various orientation are given. The author makes an analysis of opposition rallies, and the reasons for these rallies. He makes assumptions about the possible ways of reducing opposition rallies intensity and makes proposals for the solution of the socio-political crisis.

MULTIPLICITY OF PARTIES IN POLITICAL COMPETITION AS FACTOR OF COUNTERING POLITICAL CORRUPTION

Under the conditions of declared reforming of the Russian political system, a search is necessary for new type of interrelations between the authorities (government) and political parties (part of the civil society), as key participants in the political process both at the federal and regional levels. Special emphasis should be laid to the growth in civil activity under the conditions of which another round of forming up of multiplicity of parties is taking place in the Russian political history.

The article "Development of the multiparty system and the national question in Russia today", showed the role of the multiparty system as an important instrument for maintaining stability and order in the complex set of conflicting and competing groups, which the modern society is. Therefore, the most important criterion for evaluating the current political system should not be the number of parties, but their influence on the decision of critical issues facing the nation.

ROLE OF “COLOUR REVOLUTIONS” IN THE POST-SOVIET REPUBLICS: DANGER FOR RUSSIA

In the past 10 years, a wave of “colour revolutions” has spread across the former Soviet Union and the Soviet block. Some countries could withstand but some others failed. What is the origin of these revolutions? What are the reasons that led to these uprisings? The article answers these and other questions. The basic reasons for these revolutions are hidden in the governments themselves, and internal contradictions, and conflict situations in the society. The best way to prevent them is to make well-thought and balanced political decisions on ruling the country.
