The article is devoted to information revolution, which has made radical and qualitative changes in the technology of creating, gathering and spreading information. The application of advanced information and communication technology in political areas, including the government and the shifting of political processes to the Internet information media are real trends in the development of liberal principles in organizing political and administrative procedures and shifting to direct polyarchal democracy of new type, which is known as “e-democracy”. The article unfolds the essence of “e-government”. It also examines issues links to providing legislative guarantees to the “e-government”.

POLITICAL MODERNIZATION AS SEARCH FOR EFFECTIVE MODEL OF POLITICAL AND ADMINISTRATIVE GOVERNANCE

This is an article about contemporary Russia’s system-modernization. It analyses the content of three models of political development (political modernization): “Gorbachev model” for reforming the Soviet system under the conditions of openness, the second - “Yeltsin model” of radical political and economic reforms, the third – “Putin model” of authoritarianism and centralization.

PARLIAMENTARISM AS FACTOR OF STABLE DEVELOPMENT AND POLITICAL STABILITY IN RUSSIAN SOCIETY

This is an article about the role of the State Duma, legislative (representative) bodies in the Russian entities and the entire system of Russian parliamentarism in guaranteeing stable development and political stability to the Russian society. According to the author, in the absence of effective influence of the parliamentarism, it’s impossible to maintain regulatory functionality of the political system in society and a constructive level of resolving social and political contradictions, and develop long-term positive steps to strengthen political stability in society.

It examines the role and the personality of ethnos in political and legal life in the Russian multinational society. It shows the necessity for using the ethnological method of studies for revealing the roots of the mechanism of legislative regulation of ethnic processes and relations at all levels and plains of the Russian federalism.

The article examines how to optimize cooperation between the federal government and regions. The author studies the background for creation of the institution of presidential envoy to the Federal Districts and analyses the basic trends towards the work of the presidential envoys in the districts. He reveals the role of the presidential envoys in coordinating federal and regional interests.
