The problem of researching the clash of civilizations in political science is becoming more and more urgent in connection with the current environment, in which the study of differences between societies is most acute and can lead to an understanding of how they function society and how to resolve the accumulated contradictions. The authors' proposed series of articles aims to analyse such methodological approaches as the study of civilizations as Western-oriented, Western-skeptic, cultural, biological or natural approach, as well as decadent. This article explores a basic structurally-designed approach as a Western-oriented.

THE DEVELOPMENT OF THEORETICAL PROPOSITIONS ON TRENDING STATE POLICY OF THE RUSSIAN FEDERATION ON COUNTERING MIGRATION EXTREMISM

The article is devoted to the elimination of “white spots” in theoretical ideas on extremism caused by population migration, which in recent years is increasingly manifested in migration relations, as well as “white spots” in theoretical ideas about government policy to counter this socially dangerous phenomenon. It justifies the need to introduce the concept of “migration extremism” into political vocabulary and a number of concepts closely related to it, which are defined by the authors. The author’s methodological approach to the formation of a trending policy of the Russian Federation on countering migration extremism is presented.

CONCEPTS OF E-DEMOCRACY IN MODERN STUDIES

The aim of the paper is to establish a conceptual relationship between the models of democracy according to J. Habermas and the concepts of E-democracy. This involves their review and identification of advantages and disadvantages, as well as an evaluation of the prospects for implementation.

The research methods are based on the analysis of scientific literature using the formal-logical method and SWOT analysis.

The paper concludes that the difference in approaches to the use of digital tools in the political process is due to reliance on the basic values of liberal, deliberative and participatory democracy. The opportunities and threats of the implementation the E-democracy theories are also formulated.

The inconsistency of approaches to the evaluation of E-democracy theories was explained. This allows a better review of both the research literature and the practice of implementation digital tools in the political process.

ROLE OF EXHIBITION ACTIVITIES IN THE DEVELOPMENT OF AVIATION AND COSMONAUTICS IN MODERN RUSSIA

The article considers the current level of development of exhibition communication management in relation to the sphere of Russian aviation and cosmonautics. The practice of holding and experience accumulated during the implementation of such high-brand domestic world-class exhibitions as The military-technical forum "Army-2019", held for the fourteenth time, the aerospace salon "MAKS-2019", the international helicopter industry exhibition HeliRussia 2019 and some others, including similar events in China, the United Arab Emirates, and Australia, are discussed in detail.

It is noted that holding prestigious aerospace exhibitions, forums and salons promotes cooperation and healthy competition of ideas, thoughts and projects in aviation industry for both military and peaceful purposes, the creation and application of new materials and technologies, and raises aviation and cosmonautics to the new heights.

ENVIRONMENTAL SECURITY: THREATS, VULNERABILITIES, AND UNCERTAINTIES

The development of scientific and technological progress creates new threats and contributes to the uncertainty of the impact of human activities on the environment. The article emphasizes the need for broader public management of future uncertainty within the framework of ensuring environmental safety. It is only by taking into account all potential threats that it becomes possible to consider sources of uncertainty and adjust the appropriate state response measures. Special attention in ensuring environmental safety is given to the concept of environmental vulnerability, which in many ways shapes public attitudes to the importance of environmental problems in different historical periods. Investigating uncertainties, identifying vulnerabilities, and developing adequate responses will significantly improve environmental security.

ENGINEERING EDUCATION AS A TOOL OF THE NEW INDUSTRIAL POLICY OF RUSSIA: REFORMING THE SYSTEM OF BUDGET FINANCING

In this article the author analyzes the state policy in relation to engineering education in the field of budget financing after 2014. The peculiarity of this period is a new goal-setting in relation to the previous period. Engineering education is considered by the state as a strategically significant tool for achieving the goals of the new industrial policy and import substitution by changing the financing system for engineering education and increasing the financial custody of the state; changes in the policy of admission to universities of the Russian Federation; changes in the content of education. The author analyzes the main trends in the financing of higher engineering education. He traces the changes in the indicators of financing, on the basis of this analysis, estimates the new – per capita – mechanism of financing education as low-effective. From the point of view of financing, the Russian education system continues to be the object of administrative centralization and unification of management, which leads to its bureaucratization and redundancy of legal regulation. Statistics indicate an increase in prices for paid educational services provided by the state to the population, even during the years of economic crises, when real incomes of the population decreased, state budget revenues also decreased, while public spending on education froze or fell, and education prices for the population continued to rise.

HOUSING POLICY OF A LARGE CITY

The high social importance of housing policy is related with the fact that housing conditions create the basis for the development of the individual person and the whole family. Analysis of security statistics in the housing sector has shown that the housing problem is not being effectively addressed in large cities. It is proved that a comprehensive program of housing policy is necessary and, above all, an awareness of the importance of housing in the social and economic life of the country. The article is devoted to the issues of interaction between civil society institutions and public authorities in the implementation of housing policy in a large city.

THE ROLE OF THE MEDIA IN PUBLIC DECISION-MAKING IN THE POSTMODERN ERA

The article analyzes the influence of postmodernism philosophy on the role of the media in state decision-making. The relevance of this topic is due to the fact that as a result of the adaptation of the modern system of public administration to the realities of the postmodern era, the place and role of the media in the process of making state decisions and implementing state policy have significantly changed. The article uses methods of historical and logical analysis and synthesis to consider the prerequisites for the formation of postmodern ideas; using the hypothetical-deductive method, the main challenges and limitations of the new paradigm in relation to the sphere of political communications are identified: deconstruction of such metanarratives as ideology, political continuity, and the linearity of socio-political evolution, which necessitates a more thorough and regular description of the current agenda and the balance of forces in the political arena; change of key approaches to positioning political actors; and acceleration of information exchange; high competition for the attention of the target audience in the conditions of constant expansion of the amount of available information. The need to respond to these challenges leads to an increasing role of the media and information support in general in the effective and efficient implementation of public policy. The paper concludes that the new place of the media in the political arena causes an increase in the responsibility of the media to the audience and the state.

IDEOLOGICAL ATTITUDES IN YOUTH CONSCIOUSNESS: А NARRATIVE ANALYSIS OF COGNITIVE CONCEPTS

At present, society is concerned about manifestations of extremist and right-wing radical moods among young people, which may adversely affect the stability of the political system. The influence of ideologies on youth consciousness in rapidly changing social, economic and political processes requires constant monitoring and evaluation. There is also the problem of the complex relationship of fragmented social consciousness and ideological systems, requiring scientific analysis and reflection.

The aim of this work is to analyze the transformation of ideologies, that is, “proto-ideological” concepts, expressed in linguistic and symbolic forms, into relatively stable conceptual narratives and ideological attitudes in youth consciousness and their typology. The theoretical and methodological base of the research was made by the work of M. Frieden and who proposed a morphological approach to ideologies in which the units of study are concepts. Cognitive understanding of ideology includes not only the morphology of ideologies, but also a subconscious level, with its spontaneous in siderations are born narratives so on SIC research method was chosen narrative analysis. Empirical material was collected by the use of this qualitative method in combination with the quantitative method of interviewing students from the south of Russia.

An analysis of ideologues made it possible to identify relatively stable cognitive ideological concepts: truth, justice, openness, imagination/representation of the surrounding world. It has been established that the most common ideological attitudes (attitudes) in terms of the topics raised in the study should include the expectation of change, the willingness to act within the law in achieving their goals, the attitude towards collective actions (prevailing), the attitude towards individual actions, the anti-war attitude, faith in oneself.

In general, despite the situational ideological indifference to the great ideological their narratives in the minds of students of the South of Russia is obvious predominance of n Signs of left-liberal ideology.

IDEOLOGY AND VALUES IN THE PUBLIC GOVERNANCE OF MODERN RUSSIA PART II

In this article, we aim to understand what role ideological concepts presented in the modern Russian public space play directly in public administration (in determining the development guidelines of the state and its policy directions), as well as in the public segment of public administration (in consolidating the values and efforts of society for the implementation of the intended policy). To this end, we conduct the analysis of conformity of the officially declared Russian state policy, and then of its actually implemented state policy, to the ideological guidelines that are publicly presented. Then – the analysis of the compliance of these guidelines with the values that really exist in the public consciousness. And, finally, the analysis of the conformity of the values cultivated by the ideological forms implanted by the state with the objectively priority task of our country, its innovative development, in accordance with world challenges. Based on the conducted analysis, it turns out that only the conservative ideology, mainly in the form of “special way” concepts, realizes itself successfully in the practice of public administration. The priority of the policy she sets is largely the reason for the fact that other important declared ideological foundations of Russian public administration are not being realized in practice. For this reason, modern Russian ideological concepts of conservative nature presented in public policy are not so much an interpretation of state policy guidelines for citizens, as manipulation of the mass consciousness in the face of acute and chronic dissatisfaction with the basic needs of society, caused by the nature of public administration. Wherein, they are unable to ensure sustainable consolidation of society, because of being inconsistent with its current values. In addition, appealing only to the traditionalist components of public consciousness, such ideologies cannot provide a value base for the innovative development of Russia. Thus, the ideological concepts presented in the public space of modern Russia are neither in fact the tools for creating a strong foundation for state policy, nor for consolidating society for realization of the policy.

THE ROLE OF INFORMATION WARFARE ON THE EXAMPLE OF THE 2008 ARMED CONFLICT IN SOUTH OSSETIA

The main direction of the war is the impact on the socio-political structure of society. This can lead to devastating consequences for the country and its allies. Information wars can lead to political changes. Promote the emergence of new strategic alliances. The relevance of the article is due to the importance of information wars as the main component of ethno-political conflicts in the modern world, as well as the most important tool of political coercion. Information wars are one of the most important aspects of modern society due to the development of information and communication technologies. The object of this study is information warfare in ethno-political conflicts. The subject of the Republic of South Ossetia. The theoretical aspects of the phenomenon of “information war” are analyzed, which is of great applied importance, since the study of this phenomenon contributes to the development of strategies in matters of national security, and also reduces the degree of information and psychological influence. The degree of influence of the information component during the information war in the formation of world public opinion is revealed. The study analyzes the importance of information war using the example of the Republic of South Ossetia. The phenomenon of "information war" relatively recently appeared in scientific terminology. Therefore, this aspect is not well understood, which requires further in-depth comprehensive research.

FEATURES OF RELIGIOUS EXTREMISM IN THE POST-SOVIET COUNTRIES

This article analyzes the phenomenon of religious extremism, reveals its essence and features of manifestation in the post-Soviet States. Religious extremism includes several components: from extreme radicalism to violent practices. The reasons and factors for the spread of religious extremism are, among other things, systemic errors of state and official structures in the formation of educational policy. The neophyte syndrome is discussed separately in the context of religious extremism.

ETHNO-POLITICAL CONFLICTS IN RUSSIA AS PREREQUISITES FOR NATIONAL SELF-DETERMINATION ON THE EXAMPLE OF THE CHECHEN REPUBLIC AND ROSSEL’S IDEAS

Like any multinational state, the Russian Federation is subject to the action of centrifugal currents emerging from ethno-political conflicts. In this article, using concrete examples of attempts to create the Chechen Republic of Ichkeria and the Ural Republic, two ways of solving such situations and their logical conclusion are considered. Analyzing the opinions of participants in those events and events taking place in our modern state, the author makes an attempt to assess and prospects for the development of this situation and its impact on the territorial integrity of the country.

INTERCOUNTRY LABOR MOVEMENTS IN MODERN POLITICAL CONDITIONS

This article analyzes modern cross-country movements of labor resources. The dynamically increasing level of migration testifies to the intensified social, economic, political and demographic ties between countries, which actualizes the stated theme. The significance of the problem under consideration is complemented by the presence of internal conflicts and the complexity of the ongoing political processes, their impact on international relations. The purpose of this study is to identify the characteristics of modern cross-country movements of labor resources. The methods of political science used allow us to consider this problem as a factor of political influence and conclude that modern movements of labor resources represent a complex multi-level problem, the solution of which determines the political stability and national security of states.

US ELIMINATION OF IRANIAN GENERAL KASEMA SULEYMANI AS AN ACT OF STATE INTERNATIONAL TERRORISM

The article reveals the specifics of the assassination of General Kassem Suleimani, head of the Quds special forces unit of the Iranian Revolutionary Guards Corps (IRGC) with a missile salvo from American drones by order of U.S. President Donald Trump, without the consent of the U.S. Congress. The US Armed Forces acted as the subject of liquidation. At the same time, during the liquidation of the Iranian general, a serious violation by the President of the United States of international and American law was revealed. The tremendous merit of General Kassem Su-leimani as responsible for Iran’s policies in Iraq, Syria, Libya, Lebanon, Gaza and Afghanistan is presented. At the same time, his main role was shown after he carried out a special operation to rescue the Russian aerospace forces officer, pilot-bomber SU-24 K. Murakhtin, shot down by a Turkish missile in November 2015. The role of the USA as an aggressor state is revealed, which wages several hybrid and real wars at the same time. Hybrid wars, when the aggressor state conducts various diplomatic, political, informational, terrorist and other actions on the territory and against the target states.

ACTIVITIES OF ASEAN: ACHIEVEMENTS AND CHALLENGES

The paper provides an analysis of the ASEAN evolution, progress in economics, politics and security as well as social and cultural spheres. Some problems which require further actions are also identified. They include the necessity to improve the ASEAN Charter, terrorism, human trafficking, smuggling and illicit drug trafficking, violation of the rights of labour migrants, significant gap in economic indicators between CLMV countries (Cambodia, Lao PDR, Myanmar and Vietnam) and the rest of ASEAN, and a problem of poverty. Participation of ASEAN in the larger formats (ASEAN+1, ASEAN+3, ASEAN+6, ASEAN Regional Forum, East Asia Summit and ADMM-Plus) is also reviewed. Specific attention is given to the partnership of ASEAN with Russia and the European Union as well as ASEAN cooperation with the International Atomic Energy Agency.

THE INFLUENCE OF GERMAN MEDIA ON THE MODERN GLOBAL PROCESSES

The article discusses the possibilities and ways of influencing the German media on the global processes of the modern world. The ability of German media to influence the global agenda is determined by determining their size and focus on the foreign market. Among the basic global processes, five basic ones stand out, such as “westernization”, “unification”, “glocalization”, multiculturalism and “cosmopolitanism”. The role of the German media in them is considered based on the content of their informational messages.

COMPARATIVE ANALYSIS OF THE NATIONAL SECURITY STRATEGY OF RUSSIA AND THE USA

The article gives a comparative analysis of some, in the opinion of the author, key components of the national security strategy of the Russian Federation and the United States. Showing the similarity of a number of their provisions and attitudes, the main focus is on substantiating the thesis of radical differences in their content, goals, purpose, orientation. If the national security strategy of the Russian Federation in the very complex, rapidly changing geopolitical realities of the modern world is predominantly defensive in nature, its American counterpart is aimed at an offensive, interventionist orientation. In this context, it is shown that Washington, whose strategy is dominated by the desire to maintain a unipolar world order as a condition for guaranteeing its hegemony in the world, prefers force means and methods for solving world problems, while Moscow puts the diplomatic, negotiated way of solving them based on international law at the forefront.

THE PROBLEM OF NATIONAL SELF-PRESERVATION OF FRENCH IDENTITY

According to the expert’s view, there is a need to rethink the concepts of "civilization", "national identity", "self-identification", etc. The author of the article notes that the European system of values and way of life were perceived as perfect and deserving of assimilation, imitation and adaptation, which is not true of the countries of modern Western Europe. The migration flow increase is also contributed to the "erosion of European culture". The author briefly describes the model of assimilation of sociologists of the Chicago school ("melting pot"), which assumes that immigrants would abandon traditional ties, habitual way of life and accept the "American". The article also considers the policy of multiculturalism aimed at preserving cultural diversity without requiring cultural minorities to assimilate with the main culture. The main problems of national self-preservation and civil identity in France have included not just an increase in the number of refugees and economic migrants from the Middle East and Africa, but the ideology of Islamism that they bring. The author draws attention to the changes in the ethnodemographic sphere of France due to the high birth rate of Muslims and the catastrophic drop in the birth rate of the indigenous European population. We can note the crisis of the family as a social institution, as well as the spread of same-sex marriage. Some experts also suggest creating an alternative to Islamism in the form of so-called "Euroislam", which represents a combination of Muslim values with elements of Western culture.

This article discusses the socio-political role of higher education in China, which, according to the author, presents a multi-level problem. The subject of the study is the system of higher education in modernization. The purpose of the study is to determine the vectors of the main development of the higher education system in the new socio-economic conditions, for which the regulatory framework is analyzed. The political analysis carried out allows us to determine conceptual attitudes and identify current trends in the educational sphere of modern China.

Actualizes this problem the fact that higher education is an essential factor in laying the foundation for sustainable development and competitiveness of the country in the world market.

FEATURES OF TRADE AND ECONOMIC DEVELOPMENT OF AZERBAIJAN AFTER THE COLLAPSE OF THE USSR

The author mentions that the transition to a market-based, competitive economy played a crucial role in Azerbaijan’s foreign policy since 1991. Azerbaijan is also the most important and most advantageous land transport and trade corridor that connects China and India with Europe and Central Asia. The author reveals the importance of the construction of Baku-Tbilisi-Kars railway as an historical project of strategic importance which will increase and diversify further trade and will serve to define the Caucasus as a transit land bridge between Europe and Asia.

The strategically advantageous and geographically important position of Azerbaijan, as well as the policy by the government, creates a favorable climate for foreign capital and trading partners. An analysis of the current trade and economic situation in the country shows that a strong economic potential created by successful comprehensive reforms increased the stability of the economy and maintained macroeconomic stability in the country.

TRENDS IN RERTURBATIONS OF THE GLOBAL WORLD ORDER: RUSSIA'S EURASIAN PERSPECTIVE

This article analyzes trends in changing the global world order and new opportunities for Eurasian integration, as well as Russia's role in integration processes. The author considers the quasi-concept «New Yalta» as a variant of a new redistribution of the world with the leadership of Russia–China–the United States. As a consequence of the redistribution of the world, changes in the balance of forces on the world stage, qualitatively new opportunities for integration of the post-Soviet space and interaction within the framework of the Great Eurasian partnership with key actors of Eurasia are analyzed. Considerable emphasis is placed on the forecast of the collapse of the liberal world order as the most characteristic expression of Pax America and the consequences of changing the configuration of forces in world politics in the form of a gradual departure of segments of elites in many countries from the liberal-globalist course. The author comes to the conclusion that the post-Soviet space, the Great Eurasian partnership as a format of interaction between countries in Eurasia, expects a qualitatively new stage of integration and predicts a possible change in the composition of integration actors.

This article defines sanctions and identifies the types and negative consequences of Western sanctions for Russia's development. The article describes main priority ways of countering challenges and dangers posed by sanctions for Russia in modern conditions. The article contains description of international sanctions and of their application within the framework of the system of collective security of the states. Sanctions, which are an integral part of the provisions of the United Nations Charter on collective security, serve as an important tool for the Security Council to implement its decisions.

The article discusses the socio-economic, political impacts and future prospects of the African continental free trade zone. In the context of the global economic crisis, (AfCFTA) is one of the most significant projects within the framework of the African Agenda 2063 of the African Union (AU). This project was approved by the African Union Summit in 2018 and is considered an urgent initiative; its immediate implementation will lead to quick results, affect the socio-economic development of African countries in general and especially for sub-Saharan Africa, provide more confidence to Africans and strengthen their commitment to achievements of the goal of Agenda 2063.
