PROBLEMS OF TRANSFORMATION OF REGIONAL ELECTION PROCESS

The article examines the specifics of contemporary transformation of the regional election process. It also studies the specifics of political reforms in the past decade as unification of electoral and political legislation, minimization of acceptable differences in rules of holding regional elections and stiffening state control over political parties. It analyses in details the results of a single voting day held on the 13th of March 2011.

KYRGYZSTAN AS POLITOLOGICAL LABOROTORY OF STATE BUILDING IN THE POST-SOVIET AREA

The Author describes the process of independent national statehood building during twenty years since Kyrgyzstan became independent. The specific features of Kyrgyz political system are defined before and after “tulip” revolution of 2005 and after power change of 2010. The relevance between the human rights and democratic freedoms protection and countering the ochlocracy and rigid dictatorship threats is also the subject of author’s exploration. The significance of Kyrgyzstan’s experience is evaluated for the democracy building in other post-Soviet states and for countering new threats and challenges.
