THE PROJECT “ONE BELT, ONE WAY” IN THE GEOPOLITICAL DIMENSION

The article attempts to identify and analyze the place and role of the Chinese project “One belt, one path” in those tectonic shifts that occur in the geopolitical realities of the modern world. The main attention is concentrated on substantiating the thesis that its key goal is to bring up the material base on the Eurasian continent under globalization, which covers, first of all, financial, technological, informational, ideological and other spheres. It is shown that, providing for the creation of a kind of Eurasian axis from a number of transport corridors to connect Asia with Europe, the project is designed to oust the United States from the Eurasian continent as a competitor to China and its possible allies. It is concluded that its implementation may become one of the factors for changing the geopolitical image of not only the Eurasian continent, but also the modern world as a whole.

ON THE ISSUE OF METHODOLOGICAL BASES OF RESEARCH OF APPROACHES TO THE PROBLEMS OF LOCAL CIVILIZATIONS

This article continues the series of articles by authors on a topical topic – the analysis of scientific approaches to the study of civilizations. The task of the authors is to formulate the main differences of concepts, points of common ground, as well as to propose an alternative classification for historical paradigms. The article series proposed earlier by the authors aims to analyse the basic methodological approaches of the study of civilizations. This article explores structurally-developed approaches within the framework of Western-sceptic, cultural, biological or natural, as well as decadent approaches.

ON SOME POLITICAL SCIENCE ASPECTS OF THE 2020 CONSTITUTIONAL REFORM IN THE RUSSIAN FEDERATION

Prior to the 2020 reform, the Constitution, with certain flaws in its content and adoption procedure, was perceived by many as the basis for consensus and further development. The constitutional reform changed a third of the text of the Constitution and has almost completely changed its spirit and public perception of it. It is necessary to analyze the state and prospects of reformatting relations between the state and society, and also the correspondence of the undertaken swing to the growing challenges and clearly increasing public demand for the socio-political development of Russia as a renewed advanced nation. With the adoption of the new version of the Constitution, it is difficult to assume that the reasons for the objective aggravation of contradictions, acute political differentiation of society and subjective difficulties in managing the process of increasing division will disappear. The potential for a mid-decade consensus is coming to an end. We need deep incentives for a new and long-term consolidation of society and the state.

“A AND B WERE SITTING ON THE TUBE”: CONSTRUCTION A PROTEST IDENTITY DURING “THE TARIFF WAR” IN NOVOSIBIRSK (2016-2017)

The article considers the history of the protest against tariff increases in Novosibirsk from December 2016 to mid-April 2017. The enhancing tariffs were canceled during the network confrontation and series of rallies. The focus is on the process of designing protest identity during the confrontation between two groups: the urban regime defined in K. Stone's conceptual perspective, and the protest community, blurry at the first stages of the struggle, friable and unstructured association, which eventually became a quite effective collective entity. Gofman's frame theory, transformation, clarification and fusion of frames in Snou's approach, and Goldstone's model of extroordinate events are the theoretical basis of the analysis. Empirical data are derived from observations, media analysis, content analysis of social networks and series of interviews from organizers and participants of the protest campaign. The authors highlight four key stages of the protest campaign, describe the organizational problems of protesters and the ways to solve them, show changes in the main frames: "we – them," benefit – ideals, "friend – enemy." The conclusions summarize the results of the confrontation, consider the erroneous solutions that have become the source of the conflict, postulate the adequacy of the theoretical models used as a language of description and make assumptions about the emergence of a new non-ideological type of protest identity, oriented towards solving local problems and conditions of efficiency of such communities.

FEATURES OF IMPLEMENTATION OF STATE ANTI-CORRUPTION POLICY IN MODERN RUSSIA: MECHANISM OF STATE CONTROL IN CONTRACT SYSTEM OF PUBLIC PROCUREMENT

The article raises issues of theory and practice of state control over public procurement. Every year, a significant number of amendments are made to the procurement legislation, by-laws are adopted (more than 130), penalties for violations in the sphere of public procurement are increased, control mechanisms are changed, the powers of control bodies are expanded, the legislation seeks to regulate all parties to procurement processes within the framework of the Law on the Contract System. At the same time, the expert and analytical activities and published results of monitoring and reports of various authorities show low indicators of competitiveness and efficiency of public procurement. In this context, the question arises as to the effectiveness of the operations, both of the procurement itself and of the system for monitoring them. In this regard, the author's special attention is paid to the functioning of the system of State control over procurement at present and, on the basis of the analysis carried out, the relevant problem points have been identified. It is obvious that there are peculiarities of state control, which do not yet allow to ensure proper reduction of indicators of corruption in public procurement, which are considered in this article. Meanwhile, the public procurement system accumulates significant economic resources and has the potential to have a significant impact on the development of the State and society as a whole. Issues of improving the efficiency of its functioning are the primary task of the targeted policy of the State in the system of contract relations as a guarantee of the development of the economy of the country and the implementation of national programs.

TRIBALISM IN THE RUSSIA'S FAR EAST: RESIDUAL MANIFESTATIONS OR NEW FORMS OF REGIONAL IDENTITY

The article examines the phenomena whose content or participants' quality allows us to classify them as tribalism. Based on responses regional and national media, this study attempts to state the existence of the formation process of local closed groups that affect state and regional policy of the Russian Federation: business clans, ethnic groups of labor migrants, settlers. This study analyzes the most active regional media that have responded to this topic over the past five years. Based on the data obtained, the authors constructed diagrams that substantiate relevance of this phenomena in the Russia's Far East.

POLICY OF INTEGRATION OF MIGRANTS AND REFUGEES IN THE EU COUNTRIES

The article is devoted to the analysis of modern legal and other means of resolving of integration problems of third country nationals in the EU states and in a number of developed countries of the West. European migration crisis of 2014-2015 and a threat of its recurrence today interfere with efficient functioning of the system of regulation of migration flows, created in the EU. The institutional EU structures as well as European countries face the issue of finding new models and approaches to the solution of problems of forced migrants.

EDUCATION POLICY IN THE PROGRAMS OF POLITICAL PARTIES (ON THE EXAMPLE OF THE COMMUNIST PARTY OF THE RUSSIAN FEDERATION AND FAIR RUSSIA PARTY)

The article looks at the education policy of modern Russia in the context of public management and influence of certain left-wing political parties. In this regard, the key elements of administrative and legal regulation of the sphere are presented, including in the framework of the realization of the profile national project “Education”. The author focuses on the political program of left-wing parties having their representation in the Russian Parliament by analyzing the issues of education policy in the programs of political parties. This choice based on traditional importance of the problem of maintaining the level of social benefits for the left, including publicly available education for the widest range of people. At the same time, the author notes such a feature of the Russian party system as the dominant political party, which actively interacts with the Executive authorities and acts as important actor in political processes in the field of forming state education policy.

A ROLE OF THE ARCTIC MUNICIPALITIES ASSOCIATION IN THE IMPLEMENTATION OF STATE POLICY IN THE ARCTIC ZONE OF THE RUSSIAN FEDERATION

Introduction: The article examines the interaction between public authorities, the authorities of the subjects of Federation and the municipalities through a study of the role of the Association «Arctic municipalities» in the implementation of policy in the Arctic

Aims: To analyze the effectiveness of the work and to evaluate the role of the Association «Arctic Municipalities» in the implementation of the public policy in the Arctic region of the Russian Federation.

The tasks are: To analyze the degree of participation of the Association in the implementation of the public policy in the Arctic zone of Russia and to propose specific measures to improve the activities of the Association of Arctic Municipalities.

The following methods were used: the systems and the historical approaches, the comparative analysis.

Results: The purpose, objectives and the subject of the Association of Arctic Municipalities are discovered.

Conclusions: The Association doesn’t resolve the issues of the ensuring of the environmental safety of the Arctic. The problem is the lack of official reports on the work done in the public domain. The author considers that it necessary to transfer the range of issues on the environmental safety to the competence of local authorities in the person of the Association, as well as to involve the indigenous peoples of the North in the decision-making process at the local level through their representation in the Association.

HOW TO DISCOVER RUSSIA’S FOREIGN POLICY POTENTIAL?

Foreign political potential can be understood as the ability and willingness of a country to use the reserve opportunities and open up new opportunities in the world for the realization of its national interests. The concept of economic potential is most developed in science. Labor, export, defense, personnel, institutional and other types of potential are also distinguished. Realization of the foreign policy potential concerns both the use of reserves known but not previously used for various reasons, and the discovery of new opportunities connected with domestic and foreign policy changes. The countries of the world are actively realizing their foreign policy potential, finding new meanings in world politics, introducing new institutional forms of international interaction, using forecasting and other modern methods more widely. Russia should strive for a leadership position in realizing its foreign policy potential.

PRACTICE OF IMPLEMENTING PROJECTS BASED ON MUNICIPAL-PRIVATE PARTNERSHIP IN THE RUSSIAN FEDERATION AND THE EUROPEAN UNION: A COMPARATIVE ANALYSIS

Process of development of the municipal-private partnerhip experienced its “rebirth” after 2015, when significant changes were made to the relevant Russian federal legislation. The article analyzes the key problems in the implementation of municipal-private partnership projects, which arose after the above changes. Legislative changes give the possibility to start a new level, in the relationship of municipal authorities and local governments with private business. However, it is necessary to recognize that the pace of development this kind of process in Russia, remains fairly modest, given the huge and constantly growing debt burden on municipalities. Taking into account the fact that the current international political situation does not allow Russian economy to hope for any substantial amount of foreign investment in the regional Russian economy, it is necessary to further improve the partnership mechanisms between state authorities and the private sector. Proceeding from this, it seems important to analyze the experience of the development of the PPP mechanisms in the format of the European Union, which has more historical development experience in this field. This article analyzes the key mechanisms that EU countries use for more effective interaction and the development of joint infrastructure and other socially significant projects, as well as the management principles on which such projects are organized. It seems that some of these tools, especially the co-financing methodology, the principle of “funding gap”, that is, accounting and financing “cash gaps” as well as the introduction of independent arbitration in the implementation of joint projects, are extremely relevant for should be carefully analyzed for the purpose of subsequent adaptation and introduction into Russian economic, legal and political practice.

ANALYSIS OF THE REGIONAL DISTRITUION IN THE PARLIAMENT OF FINLAND IN THE FOUR ELECTORAL CYCLES

Nowadays, studies on elections in different states and analysis of their spatial distribution, which can reflect socio-political processes, taking into account the territorial factor, are gaining popularity. This allows to build certain forecasts about the political course of a given country towards other states, including neighboring states, which is particularly relevant for the Russian Federation. The article reviews the system of elections to the Parliament of Finland and analyses the results of the last four elections cycles to determine the results of the distribution of votes depending on the electoral district. The article reviews the particularities of the electoral system of the Parliament of Finland. The main parties participating in the parliamentary elections over the last 4 years are considered. At the end of the article the results of regional distribution of results of elections to the Parliament of Finland during electoral cycles in 2007, 2011, 2015 and 2019. Based on the results, one may conclude that Finland is characterized by moderate regionalization of the party system with little deviation, which allows to rather precisely consider the preferences of the electorate, considering the territorial factor.

EUROPEAN UNION ENERGY SECURITY: BETWEEN RUSSIA AND THE USA

The article analyses the problems of the energy policy of the European Union in the context of enhancing energy dialogue with the United States and conflicting relations with Russia. Despite disagreements, the EU and the US have strong incentives to work together to expand energy cooperation in implementing renewable energy programs. Diversification of supplies, export of liquefied gas to Europe, energy efficiency have become the main components of US foreign policy and EU energy security. The implementation of these projects leads to a clash of interests of Russia on the European markets, which in the near future will have strong competition from US export gas and an increase in the volume from renewable energy sources in the EU countries.

The article examines the role and importance of the North Caucasus in the context of global international politics of such leading warring players as Russia, Iran, Turkey, the USA and Great Britain. The authors note the main factors that attracted attention to the region both in the past and in the present. The role of the geographical and economic aspects in this policy is emphasized. The article shows how the nature of relations between these states changed and what consequences they had for Russia and the North Caucasus, in particular.

Humanity faces large-scale food-borne diseases every year. But their causes often remain uncertain. In most cases, the question of whether they are accidental or intentional has not been fully clarified. Thus, the specificity of food terrorism lies in the complexity of its identification. And it is only possible to counter the growing threats of terrorists by ensuring food security at a high level, which is currently part of the national security strategy of many countries around the world.

The article is devoted to the analysis of the essence of food terrorism, the features of the methods used by terrorists, possible ways of countering, including along with methods of countering food terrorists, providing a favorable environment for food consumption and minimizing food-borne diseases.

TIBETAN BUDDHISM IN THE POLITICAL CONTEXT OF THE YUAN DYNASTY

In 1267-1279, Khubilai fights for the real conquest of all of China. To begin with, Khubilai found himself the Commander-in-Chief Chinese Shetankze, then he decided to transfer the capital of his kingdom from Karakoram to China, namely to the place of the old capital Dasin, hereinafter referred to as Beijing. A new city is being built in the suburb of Dashin, which is called the great capital or Khanbalyk, in Chinese Dadu. Khubilai lacked religious fanaticism, but there was ethnic fanaticism. In this sense, it is much more interesting to identify the common stereotypical foundations of behavior associated with Khubilai’s psychology, and more so with the nature of the unconscious, which allow us to build a different order of ethnic structure, the basis of which can serve as an immanent sense of unity.

This article discusses conceptual approaches to the formation of a national model for the development of civil society in Uzbekistan, analyzes international experience in supporting civil society institutions, assesses the applicability for the conditions of Uzbekistan, the Concept of inextricable unity of state and civil society. And also, for the program and target orientation of the national model of development of civil society marked by the need for the development of performance measurement indicators of civil society, allow at any given point in time to objectively assess the current level of and trends in development of civil society and, in accordance with that assessment, make adjustments to the strategic directions of development of civil society in the near and medium term. The article emphasizes that the relationship and interaction of civil society institutions with representatives of the second sector is the most effective mechanism for solving socio-economic problems.

THE BALTIC СOUNTRIES EXIT FROM THE BRELL “ENERGY RING”: CAUSES AND EFFECTS

The article discusses the main reasons for the Baltic countries (Latvia, Lithuania and Estonia) to leave the “energy ring” BRELL. Among the basic reasons: political ones (the need to ensure regional energy security of the EU) and technical ones are determined, due to the specifics of the European energy networks. The main consequences are the technical work on the transformation of energy networks and the ongoing dialogue between the EU and Russia.

PREVENTION OF ISLAMIC EXTREMISM AND TERRORRISM IN THE REPUBLIC OF TATARSTAN

The article gives a brief description of the Muslim community of the Republic of Tatarstan, identifies the reasons for the radicalization of the followers of Islam in the region. The article describes a set of measures implemented by the authorities of the Republic, workers of culture and education, in accordance with the Republican Target Program for the Prevention of Terrorism and Extremism for 2009-2011, received continuation in the form of the program “Prevention of Terrorism and Extremism in the Republic of Tatarstan for 2014-2022” or Subprogram-3 in 2012-2014. This Subprogram provides a set of measures aimed at preventing inter-confessional and interethnic conflicts in the Republic. The article also analyzes the results achieved during the implementation of the Program.

THE PLAGUES OF AFRICA

Global manufacturers will not be stopped by ethical considerations regarding the supply of weapons to a conflict engulfed or humanitarian crisis region. Africa has become the subject of fierce competition of global weapons/defense industrial companies. Drawing on the theoretical framework of structural differentiation of states and the international system, this article ascertains the African Union's strategic plans to build a peaceful and prosperous Africa with an inclusive society aimed at disarmament and arms control for development. However, the illicit flow of arms fuel conflict especially in the African context. This essay in a broad framework will contribute to development studies and the role of international organizations in strategic planning and communication for development. It concludes on emphasizing the continuous efforts to ensure that the effective and transparent implementation of the Arms Trade Treaty in regards to Africa.

THE POLITICAL ANALYSIS OF THE SINO-U.S. TRADE WAR AND IMPLICATIONS

This article highlights its focus on the current trade war between China and the United States, the two economic giants in the modern world, its impact and implications for China’s policy-making, from the political perspective. The Sino-U.S. bilateral relations, which lasted for 4 decades, are now facing a major challenge under President D. Trump era. The research methodology is based on a complex combination of scientific methods, mainly analytical, systematic and comparative. The scientific novelty of this article is to provide the general survey of the current Sino-U.S. relations status under Trump administration and the trade war factor, indicating some fresh implications from China’s point of view. The obtained conclusions can be applied in managing more stable and positive bilateral relations in complexity of modern international relations and comtemporary global politics amid President Trump’s unpredictable personal character and governing style.

RELATIONS BETWEEN BURKINA FASO AND TAIWAN BETWEEN 2000 AND 2018

This article focuses on the relationship between Burkina Faso and Taiwan between 2000 and 2018. The article considers the development of international relations between the African country of Burkina Faso and the so-called Republic of China (Taiwan). The author reveals their specifics, Taiwan's assistance in the form of economic, military cooperation, as well as in cooperation in the field of health. The author analyzes the reasons why the Republic of Burkina Faso, which has long been one of Taiwan's few allies, established diplomatic contacts with the PRC and broke off with Taiwan. This was perceived very painfully in Taiwan, as the number of countries that recognize Taiwan as the only Republic of China is decreasing. Special attention is paid to the impact of Chinese economic expansion in Africa on the breakdown of relations between Burkina Faso and Taiwan. At the end of the article, the author answers the question whether it is possible that Burkina Faso will restore diplomatic relations with Taiwan.
