THEORETICAL AND SEMANTIC ASPECTS OF POLITICAL CONSULTING

The article attempts to comprehend the role and significance of political consulting as an integral part of the political process in a democratic society. Political consulting is an area of commercial services of professional consultants in the field of politics, in which the use of political technologies in the analysis of political events, phenomena and processes is interpreted by the consultant in the creation of recommendations that serve as a basis for policy decisions and other actions of a political entity, acting in relationship with the political consultant in the role of the customer. The significance of political consulting modern political life it is difficult to underestimate. Understanding counselling as a political category is a prerequisite for the understanding of politics as a complex technological, institutional, procedural and largely conflicting spheres of public life, in which the presence of the consultant is an indicator of democratic development of the state and society, formation of competition policy, which is based on free choice of the individual. The main objective of this article is to clarify some semantic aspects of the concept of political consulting. In the process of creating articles were used such methods of scientific knowledge, such as analysis, abstraction, synthesis, and logical laws and rules. In the first part of the article provides a retrospective overview of the origin activities of policy advice, and also identifies the key stages in the evolution of this concept. Presents the current views and characteristics of political consulting in the interpretation of well-known scientists-practitioners. Outlines the author's definition of political consulting at the present stage of development of society. Justified and held the distinction of similar categories of "advising" and "advice". Special attention is paid to the etymological foundations of the phenomenon under study. In conclusion, the definition of the investigated phenomenon.

THEORETICAL ANALYSIS OF THE CONCEPT OF INTERNATIONAL LEGITIMIZATION OF UNILATERAL ACTIONS IN FOREIGN POLICY

The article reveals and analyzes the content of the concept of international legitimisation of unilateral actions and provides the author’s definition of the concept. It emphasises the significance of considering the legitimisation in the context of the use of unilateralism under new conditions of the world political processes. The author highlights the need for research of legitimisation as a process of justification and achieving the recognition of foreign policy activities, as well as the importance of assessing and conceptualising the existing legal and political conceptions in order to enhance the legitimisation resource and construct a foreign policy strategy. It points out the legitimisation’s role in achieving a balance of interests and stability of the international system.

BUSINESS ASSOCIATIONS IN MODERN GR-MANAGEMENT IN RUSSIA: THEORETICAL OVERVIEW

International business influences the process of formulating and implementing state industrial policy to change national legislation to the favorable side. One of the effective mechanisms of promoting corporate interests is establishment and management of government relations. Management of government relations is a particular type of management activity located at the crossing of three sectors of society: state, business, and non-commercial organizations including business associations. There are three organizational forms of GR-activity (corporate GR, GR-consulting and GR through trade association). The most widespread form of government relations is corporate GR performed by special departments of large companies. However, it is worth mentioning increasing role of business associations systematically interacting with the government on wide economic agenda. Business unions in Russia are created in majority of sectors of economy and successfully represent industry’s interests in dialogue with government as collective lobbyist. Experts believe that the position of business associations in exchange of opinions between business community and state is institutionalizing. For foreign companies representation of interests through associations becomes the key channel of participation in shaping industrial policy. This raises the need to understand capabilities of business associations to promote corporate interests. The article analyzes the role of associations in performing GR function in Russia. It also considers specific position of associations in structure “company – business association – government”.

SOVIET ERA AS A COMPONENTA OF THE NATIONAL RUSSIAN HISTORY

The central theme of the article is the question of the place and role of the Soviet era in the history of the Russian state. This issue is updated approaching 100th anniversary since the February and October revolutions in Russia, has radically changed the face of the country. In this connection, it draws attention to the social and scientific significance of the problems with no single interpretation today. An attempt to objectively assess the Soviet era as a polysyllabic, acuteconflict historical process embodying both a triumph and a tragedy, and a hitherto unknown achievements and incredibly high price paid for them. It substantiates the idea that in the conditions prevailing in the country after the revolution and civil war, the political system could not suffer moral and legal flaws. Formulates the author's understanding of the national idea of modern Russia in the context of the Soviet period. It is a question of some "convergence", "white" and "red" projects. It is noted that the Soviet era has not only renounced the imperial idea of the White movement, but picked it up to an unprecedented height. At the same time, "Red" project involves the fusion of ideas with the idea of the greatness of the state of social justice. This, in fact, a single Soviet ("red-white") project is acceptable for modern Russia.

HISTORICAL AND LEGAL ASPECTS OF DEVELOPMENT OF REGIONS OF FRANCE

The purpose of writing this article – and theoretical understanding of the specifics of the selection process of the genesis and development of the regional units of the French state. The subject of the study is regional policy of France in the historical-political-legal retrospect. As the object of study are the political community, subnational (regions) of France. Particular attention is paid to the content of the regional policy model of the French Republic. Comprehensive study of the available literature and sources, system-structural method in which social relations are seen as a holistic system of interrelations of phenomena and events of the political process, the level of relations «center – regions», allow you to define basic essential characteristics of the concepts mentioned above. Analysis of Russian and foreign sources leads to the conclusion that the major issues raised in the article is relevant to the current stage of development. Research is possible on the basis of a study of existing research concerning the study of the question posed. It is possible to the theoretical understanding of the issues relating to the history and practice of political and legal regulation of regional political process. The results of the research can be used to isolate and regional policy model the characteristics of the French Republic. The originality, value: The novelty of the study is a comprehensive study of the historical dynamics of the French regions. The work is intended for anyone interested in comparative politics, political regionalism, international and Russian political process.

POLITICAL СONFLICTS AND MULTIPARTY SYSTEM

The article reveals the main problems and sources of latent political conflicts in the context of development of the Russian multi-party system. The article analyzes the results of the elections of deputies to the State Duma from 1993 to 2016 under different electoral systems and the development of the Russian party system. It is concluded that the latent political conflict between the non-systemic political opposition and the parliamentary political parties continues to develop.

The article analyzes the role of mass media in modern political processes. THE PARADIGM OF MOBILITY IN THE MODERN POLITICAL DISCOURSE

The paradigm of mobility of modern political discourse in General and in particular is formed under the influence of different processes of mobility in society, acquiring in the end H1H-early XX centuries, a determining influence on the formation of the media or of media reality. Media reality, which avoid reification (objectification) have been suggested as mediumistically gets qualitatively new character, and that determines the positive and negative features of new generative models of political media discourse. Examines the extensive and intensive aspects, and highlighted the following features of the new paradigm of mobility modern mediadiscourse: increasing growth of information and makes the information "noise"; increases the speed of generation of information on the basis of new technological infrastructure; increasing the rate of formation of standards of perceiving information and how the coding-decoding; the media discourse not only mediates the interaction of policy actors, but also actively shapes them. They bring new challenges of the modern culture that is expressed in the primitivism of the linguistic terms of discourse, the substitution of the semantic content of emotional evaluation in semiotic terms, a kaleidoscopic change of symbolic expressions in order of power-coercive and manipulative influence with the rapidly changing practices. As a result, the media sphere and media discourse depreciate in axiological terms, as there is a rapid substitution of the goals of the change process itself changes.

In the article, the author considers political mediation. He analyzes the shortcomings of this technology and explores the positive results of its use, noting that political mediation is a technology that allows to neutralize the negative attributes of perception of the conflict by the parties and thereby contribute to the start of the negotiation process and the formation of political space.

SOME APPROACHES TO THE COUNTERING OF YOUTH EXTREMISM

The article considers questions of counteraction to youth extremism. In recent years, the problem of engaging young people in extremist terrorist organisations, radical and religious associations is one of the most pressing and debated. Scientists and practitioners are considering it among other threats to the Russia's national security. When analyzing publications in the Russian media on this issue, it becomes clear that the information influence of terrorists and extremists on adolescents and young people is carried out not only on a large scale basis but also very effectively. At the same time, there is an inadequate understanding of the severity of the problem by specialists whose professional activities include organization of educational and other leisure activities for children and youth.

ON THE QUESTION OF GEOPOLITICAL PRIORITIES OF RUSSIA IN THE SOUTH CAUCASUS

The article, proposed to the readers` attention, provides an analysis of some of the most important, in the opinion of the author, aspects of relations between Russia and the South Caucasus countries, in terms of the national security priorities of the Russian Federation in the region. Considerable attention is paid to the factor of energy resources and the selection of export routes to world markets. But the most important place is given to substantiate the thesis according to which the key role, from this point of view, plays the desire of the leading regional states and world powers to use the South Caucasus as a springboard to spread its influence to the surrounding regions.

FOREIGN THREATS TO INFORMATION SECURITY OF PUBLIC ADMINISTRATION

The article classifies foreign threats to the existing order of public administration in the Russian Federation from the point of view of political science. In the conditions of foreign sanctions, the question of not only food and technological but primarily information safety becomes more and more acute. The concept of national security aimed at sovereignty preservation requires the Russian government to seek the best means of confronting information threats and protecting information resources. THE U.S.’ FOREIGN POLICY GENETIC CODE IN FOREIGN POLICY DECISION-MAKING

One of the key and most stable factors influencing foreign policy decision-making in any state is its foreign policy genetic code – a number of dominant features determining a ‘peculiarity’ of each particular international relations actor. The abovementioned is especially true for the United States of America. The history of American nation forming drastically influenced the U.S.’ strategic culture and views towards foreign policy practice. In his article the author describes the main facts that shaped the U.S.’ genetic code and the most important ideas that influence the nature of decisions made in the spheres of foreign policy and national security regardless of all other possible factors.

ABOUT THE CLANNISHNESS IN THE POWER SYSTEM OF THE NORTH CAUCASUS REPUBLICS

The article attempts to identify and analyze the main factors of the emergence and institutionalization of the phenomenon of the clan and the clan system in the national republics of the North Caucasus. It is shown that this system, with its roots going back to ancient times, is one of the essential elements of the social and cultural system and the political culture of the peoples of the region. The main attention is focused on those aspects that relate to the role of ethnic clans in the economic and political modernization, respectively, in the power system of the republics of the region.

RUSSIAN MEANS ORTHODOX: STATE NATIONAL POLICY IN INNER ASIA

This article deals with the problem of identification of religious and national identity in the formation and realization of the Russian policy in Inner Asia. The relevance of the topic due to the fact that there is a need to understand the role of government in the position of the Russian-speaking population of the region, located in the ever-changing, difficult to predict cultural environment. The purpose of this research – to study this phenomenon from the perspective of institutional theory. The choice of this methodology has allowed to trace the origins and dynamics of transformation rules that define the state policy in relation to Russian in the region. The situation in the present-day Mongolia and Buryatia was analyzed. Comparison of the results allowed to make general conclusions about the trends of the state policy in the region. Various documents, containing information about the Russian policy in the address of the Russian population of the studied regions is the empirical base of the research. The author, comparing public policy institutions in Buryatia and Mongolia, the process of their formation and current state, came to the following conclusions. The basis of public policy is the norm, linking religious and ethnicity affiliation. It allows to organize the object of control, to realize the state policy in a predictable and understandable conditions, and is perceived as a deep-rooted knowledge doesn’t require evidence. This increases the role of the Russian Orthodox Church in the realization of the state policy, which is an equitable partner of the state and an instrument of the state programs.

This article considers interethnic concord as an important factor of the national identity. It is noted that regardless of the national and ethnic affiliation, all citizens of a state should realize his or her inherent connections in the decision-making on a state level, contribution to building a civilized state, civil consent and national consolidation. It is important to note that provision and development of interethnic consent requires a systematic analysis based on academic research, carried out through comprehensive study of genuine processes in its all complexity and variety embracing strategies of the general population.

SOCIAL POLICY IN RUSSIA: PROBLEMS OF INTRODUCTION OF THE HOURLY MINIMUM WAGE

The ongoing global economic crisis is forcing governments to look for new forms, methods and ways of social support of the population. The article is devoted to the system of hourly wages as a way of citizens’ welfare improvement. Highlighted positive and negative aspects of this system, and presents the international experience of the use of hourly wage system employees, based on statistical analysis. The purpose of the research is to provide expert assessment of the legislative initiative group of the State Duma deputies in favour of practical implementation of the system of hourly wages in Russia. The research solved two tasks. The first task is to reveal the contents, typology and characteristics of the concept «system of hourly wages». The second task is the selection of a number of qualitative socio-economic indicators required for the examination of draft law under consideration. These indicators consist of two groups: monetary regional indicators and indicators of employment in the Central Federal district. The main research method is the comparative analysis of selected socio-economic indicators conducted on the basis of data of Federal service of state statistics in regions of the CFD (18 subjects) of the Russian Federation. The results are presented in two summary tables which reflect the socio-economic situation of the citizens of the regions of the Central Federal district. According to the survey peer assessment considered the legislative initiative. Allocated and describes the main shortcomings and defects of the examined draft law, but also made practical recommendations to improve and refine its guidelines for their adaptation of the current economic situation in Russia and maximize the positive effect of the implementation of the draft law, if adopted in the State Duma.

CHINESE INVESTMENT POLICY IN THE OIL AND GAS INDUSTRY IN RUSSIA

Chinese consumption of energetic resources has a large growth with the fast-growing economy. China has become a largest energetic consumer in the world. The domestic oil production and imported oil can no longer satisfy China's oil demand. Under this circumstance, investing in overseas oil industry is a solution need to be considered. This paper by analyzing statistics from China's Outward Foreign Direct Investment Bulletin, conducted analysis of the nature and pattern of Chinese oil investments in the world. The result are the opportunities and challenges of Chinese oil companies overseas, provide a corresponding «strategy exit outside» strategy of Chinese petroleum industry.

INTEGRATION PROCESSES AS A CONTROL MECHANISM IN THE SYSTEM OF INTERREGIONAL ECONOMIC RELATIONS

In the article, the author analyses the development of integration processes in the system of interregional economic relations, which, in turn, are an essential feature of the modern economy. The integration processes have intensified in the second half of the twentieth century. Integration processes are essential as a factor of recovery and development of their economic complexesв. Unfortunately, in many cases the discussion of these problems does not go beyond political declarations and is not embodied in the system of practical actions. The necessary theoretical and methodological framework is insufficiently developed.
