METHODOLOGY OF REGIONAL STUDIES OF POLITICAL SPACE

The purpose of the article is theoretical understanding of the concepts «region», «regionalism», «regionalization», «regional policy», «political process», «regional policy model» from the methodological point of view, to highlight the methodological aspects of political and regional studies. The topic of the research is the methodology of research of the regional political space. The object of research is the methods of political science.

The system-structural method, which regards political relations as an integral system of interrelations between the phenomena and events of the political process, makes it possible to determine the main essential content of this research topic. Institutional approach involves the study of political institutions, their content.

Analysis of Russian and foreign sources allows us to conclude that the main problematic issue posed in the article is relevant at the present stage of development. The research is possible on the basis of studying available scientific research. A comprehensive study of the conceptual methodological characteristics of regional policy allowed the author to identify the main methodological approaches to the study of the political and regional space.

HISTORIC DIMENSION OF RUSSIAN SOCIO-POLITICAL MOVEMENTS: DIALOGUE AND/OR MONOLOGUE?

The article attempts to show that it will be more reasonable to pay attention to the fact that the Russian state power, its policy, and social institutions and forces of the Fatherland in its content and nature never ceased to be in the unity of joint development and movement, and have become a comprehensive and ubiquitous process historically embodied form of nothing else, but an endless series of socio-political movements within the country and the state. We interpret this process as the ratio of three to one fierce struggle, resistance and protest of socio-political movements, destructive in nature, on the one hand, and, on the other - unity, and the celebration of the material and spiritual energy and will of the elites, leaders, rulers, estates, peoples do not mind, and not in parallel development with the state-building, namely for the Russian (Russian) idea of strengthening the state, the development of a single nation and culture, for which the same, if not more natural and organic dialogue, not a monologue.

CLAN ATTRIBUTES IN THE POLITICAL REGULATION OF THE REPUBLIC OF TAJIKISTAN

Describes a particular manifestation of clan relations in the political regulation of the Republic of Tajikistan. Studied the essential content of the category "clan" in the context of concepts: "organizational culture" and "organizational structure". Identified dependencies between political and inter-ethnic tension regulators. Confirmed the hypothesis that the notion of clan has a system of objective assessments.

PRESIDENTIAL AMBITIONS FOR THE ELECTIONS, "2018": THE EPILOGUE TO THE POLITICAL PROGRAMS OF THE CANDIDATES

Three realities highlighted by the author are considered, within which programs of applicants for the Post of the President of the Russian Federation were built. Analyzes the geo-strategic interpretation, the factor validity and the approaches to strategy of economic growth of the country. The socio-economic dynamics through the political interests of the applicants, as well as the readiness (except V.V. Putin) to ensure the "breakthrough" of development through the system "digitalization of the economy" are publicly evaluated. The political program aspirations of each candidate and the overall results of the presidential election "2018" are evaluated.

PRESIDENTIAL RATING IN RUSSIA: REAL SERVICE OR EFFECT OF MANAGED MEDIA?

Putin's high rating is the sum of both the real achievements of the Russian president in stabilizing the political system of modern Russia, as well as the manipulative effects created by the controlled media. The rating of V. Putin begins to be strongly attached to the situation on the international political scene, which in many respects actualizes additional claims of Russian foreign policy and activates information support of the actions of the Russian president. The authors try to confirm their position with the help of a number of examples.

PARTICIPATION OF THE RUSSIA’S POPULATION IN THE POLITICAL AND ECONOMIC PROCESSES AT THE TURN OF XX-XXI CENTURIES

The subject of this research is the features of the formation of identification factors of the population participation in the political and economic process of modern Russia. The authors meticulously examine the following aspects of the topic: key factors that contribute to this process; mechanisms that inhibit the process of personal identification in modern Russia, etc. Special attention is given to analysis of the current stage in the development of the system of representation of the interests of the population in the development of strategic political and socio-economic solutions at various levels of government, due to a number of objective difficulties and characterized by poor knowledge. Moreover, a number of factors hampering the purposeful movement towards the evolution of the institutions of people's representation at various levels of government are in the system of coordinates of state power and require urgent measures to intensify the reform. The research is based on the study and analysis of points of view on this issue in modern political science. The authors analyzed the most significant ways for the population of the state to influence political actors and the decisions they make in democracy. The results of the conducted research became the conclusions about the high-priority measures, theoretical and practical implementation of which within the state construction will contribute into development of the institutions of democratic society and the entire system of realization of the political management.

SPECIFITY AND DYNAMICS OF THE FORMATION OF YOUTH SOCIO-POLITICAL ORGANIZATIONS AS INSTITUTIONS OF THE POLITICAL PARTICIPATION

The issue of increasing of the participation of youth socio-political organizations in the implementation of political-power relations is one of the pressing problems of social development. Today, there is a need to define the conceptual apparatus and functions of youth socio-political organizations as full-fledged institutions of political participation, capable of taking on the role of institutions of political indoctrinuation and education, inculcating a sense of citizenship and searching for new political leaders.

PUBLIC CHAMBER OF THE REPUBLIC OF TATARSTAN

One of priority problems of development of civil society in the Russian Federation is a prolifikation of its institutes. Formation of Public chamber of the Russian Federation according to the federal law from 4/4/2005 of No. 32-FZ "About Public chamber of the Russian Federation" as mechanism of interaction of civil society and bodies of the state and municipal authority, it is possible to consider as one of stages of realization of political strategy of the Russian Federation. In this article the author reveals degree of efficiency of activity of Public chamber of the Republic of Tatarstan which works according to the Law of the Republic of Tatarstan from 4/27/2017 24-ZRT "About Public chamber of the Republic of Tatarstan". Due to the lack of information on earlier conducted sociological surveys on the announced subject in the territory of the Republic of Tatarstan, for determination of efficiency of activity of Public chamber of the Republic of Tatarstan by the author the sociological research on the basis of the program of the All-Russian civil forum and the Committee of Civil Initiatives is conducted. According to information data and earlier conducted sociological researches activity of Public chamber of the Russian Federation is estimated from 1 to 5 points on a 10-mark scale. Activity of Public chamber of the Republic of Tatarstan, in turn, is estimated above, than activity of this institute at the federal level. In the territory of the Republic of Tatarstan the presented institute of civil society acts as a real form of interaction with bodies of the state and municipal authority, directed to strengthening of other institutes of civil society and the constitutional state. Besides, the Public chamber of the Republic of Tatarstan can be represented as the instrument of realization of the territorial strategic objectives enshrined in the Constitution of the Republic of Tatarstan.

ETHNIC DISCOURSE IN THE MEDIA: POLITOLIGICAL ANALYSIS

Although ethnic discourse belongs to the problematic field of socio-political disciplines, it is relatively recently studied from the point of view of representation in the media, as broadcasters of materials on the state of interethnic relations in the society. As a powerful regulator and source of information flows, the media can focus public attention on the subjects that do not always contain an ethnic component, but in the hands of experienced journalists, such phenomena are subjected to artificial ethnicization. The paper presents a politological analysis of ethnic discourse in the work of mass media and identifies the most problematic aspects in this area.

MECHANISM OF OPTIMIZING SUBJECT STRUCTURE OF THE RUSSIAN FEDERATION

In the context of democratic and federative development of Russia, the ideas of optimizing its subject composition, which are discussed in the scientific, academic and expert spheres, are of particular importance for the political agenda. In the course of the discussions, various models of transformation and optimization of the subject composition of the Russian Federation capable, according to experts, to improve the quality of political regulation of federative and national relations in the country, are proposed. The article contains polititological analysis of the mechanisms aimed at optimizing the subject structure of the Russian Federation.

EXTERNAL FACTORS CAUSING CONFRONTATION BETWEEN THE FOREIGN POLICY PARADIGMS OF THE RUSSIAN AND GEORGIAN POLITICAL ELITES

In the proposed article, against the background of the collision of two theoretical models – liberal theory and the theory of realism in international relations, and taking into account the factor of interaction of large states in the international system, the causes that give rise to collisions of the foreign policy paradigms of the political elites of the Russian Federation and Georgia are analyzed. The paper also presents abstracts that have a recommendatory character, taking into account that, it seems, there is an opportunity to overcome the confrontational regime between the elites of the two countries.

SOUTHERN GAS CORRIDOR IN EU ENERGY POLICY

The article is devoted to the issues of transportation of Caspian energy resources through gas pipelines under construction to European markets. The authors consider the potential of the Southern Gas Corridor and its prospects in terms of ensuring the energy security of European countries in the future. The authors come to the conclusion that the significance of such a corridor will grow as deposits are developed and the export infrastructure is expanded.

CONTEMPORARY CHALLENGES TO BRICS COOPERATION

Today BRICS is not just a marketing term introduced in 2001 by Goldman Sachs for attracting investments to emerging countries but the new geopolitical reality as well. The association has outgrown the assigned formal economic framework, and already today, in the part dependent on it, has provided a fundamental shift in influence from the Western world by now. For its further advancements and increase the efficiency of the work, it is necessary to analyze the current challenges. In this paper which is limited in scope, only a part of the risks faced by the BRICS association today for fruitful cooperation are indicated, which, however, are overcome by countries in a pragmatic and balanced approach.

BILATERAL GERMAN-TURKISH COOPERATION IN THE FIELD OF COMBATING TERRORISM

Any bilateral and multilateral relations in the modern world include the antiterrorist agenda. It consists not only in preventing attacks on people and infrastructure, but also in trying to develop common approaches to determining what terrorism is, who to consider a terrorist, and who does not and what methods must be used to combat this phenomenon. As NATO allies and partners in matters of European integration, Germany and Turkey pay much attention to combating threats to collective security. This article is devoted to the analysis of the directions of the German-Turkish antiterrorist cooperation and the problems that hamper more productive cooperation.

THEORY OF SMALL STATES AND V4 IN EUROPEAN SECURITY SYSTEM

The presented piece seeks to explain the participation of Visegrad group states in European security system employing the theory of small states. It argues that currently V4 have made a shift from bandwagoning strategy toward soft-balancing on the interests of all key actors of the system. We apply to Ilya Prigogine theory of complex systems in bifurcation point to answer the question about the further path of this development.

US FOREIGN POLICY STRATEGY ON IRAN UNDER ADMINISTRATION GEORGE W. BUSH

In the modern world, we can observe that there are still sharp contradictions in US-Iranian relations, which are a kind of inheritance that passes from one administration of the US president to another. US-Iranian relations are one of the factors of the political and economic development of both the Middle East region and international stability. After the 43rd US president became George W. Bush, he continued the continuity of the "containment policy" with elements of uncompromising and cruelty. In 2002, George W. Bush declared Iran part of the "axis of evil", treating him as a potential enemy of the United States.
