RELIGION AND SOCIETY: DIFFERENTIATION AND DIVERSIFICATION OF PROTESTANT MOVEMENTS

This article deals with the social problem of transformation of traditional religious doctrines into non-religious movements, which is most clearly reflected in the process of differentiation and diversification of Protestantism in the form of post – Protestant, or rather pseudo-Protestant movements and cults. The author analyzes the causes, primarily social, of the reformation of the Church, the history of the emergence and strengthening of the first Protestant movements – Lutheranism, Calvinism, Anglicanism and Anabaptism, highlights the social roots and key principles of the Protestant faith. Such an analysis allows us to conclude that, strictly speaking, Protestantism is a historically limited phenomenon, Dating back to the reformation of the XVI century. At the same time, it provided an opportunity for any of its apologists to interpret the Bible in their own way. This resulted in Protestantism failing to remain within a single teaching and cult. It quickly began to appear a large number of similar in spirit, but quite different directions and trends, since the most important criterion for understanding the various provisions of the Bible was considered the point of view of their founders. This circumstance contributed to the degeneration of the very spirit of Protestantism, the traditional Protestant ethics based on asceticism, hard work, modesty, honesty, etc. At the same time, the key motive for the activity of the leaders of post-Protestant neoplasms of various kinds, the number of which is rapidly growing, is exclusively financial success. This circumstance generates a specific reaction from traditional Protestantism in the form of Protestant fundamentalism.

FRENCH REGIONAL POLITICAL SPACE: CONCEPTUAL AND THEORETICAL CHARACTERISTIC

The purpose of this article is to highlight the dominants of the organization of a regional political space using the example of the French Republic. The starting point is the concept of «region» The article discloses the interpretation of the named term, based on a theoretical understanding of its content. The research topic is a characteristic of the French model of regional power organization. The object of research is the imperious technologies of the relations «center-regions».

First of all, the author uses the modeling method as an option to define an object of some kind in order to highlight the defining components for characterizing the regional political space of the French region. This method, in conjunction with a systematic method for determining the required scientific knowledge, makes it possible to identify the main levels of the regional political process in France.

The research question posed in the article is relevant, which is determined by the ongoing search for the right response to the challenges of the administrative effectiveness of relations between «regional politics and power».

A comprehensive study of the conceptual theoretical characteristics of regional politics as such allowed the author to highlight the model and features of the political tools for organizing center-region relations of the modern French Republic.

PROTECTION AND USE OF THE ENVIRONMENT AS THE MAIN POLITICAL TRENDS OF OUR TIME

The article analyzes the protection and use of the environment, the impact of modern environmental trends on the strategy of certain environmental organizations.

In times of crisis, especially acute problems are exposed that put people before choosing priorities for the sake of ensuring security. During infectious epidemics, the question often arises about the attitude of society to the environment. If its use by bioterrorists to achieve political goals is not in doubt, many environmental organizations often prefer to protect high-profile cases that can bring them fame or strengthen their own importance in the eyes of the public.

INFLUENCE OF MEDIA ON PUBLIC POLICY

The article is devoted to the issue of the influence of media on public policy: the extent and nature of such influence on the functioning of public policy, the role of the media in shaping the public opinion of the socially active population of country are considered in detail; actual examples of the influence of media on the behavioral characteristics of society and, as a result, the political shift are provided; an option to minimize the negative influence of media on public policy in the form of a democratic information society is proposed.

POLITICAL AND NATIONAL RESTRICTIONS ON NATIONALIZATION

The article analyzes the political and institutional constraints of nationalization. The process of nationalization itself is seen as a resource that can solve a number of problems facing the state, but at the same time having political and national restrictions. Among the political constraints are: threats of aggravation of relations with countries whose residents may be shareholders (investors) of nationalized companies and the growth of domestic political tension. Among the institutional ones are the threat of using legislation on nationalization to fight competitors (redistributing economic power) and the threat of growing social tension and redistributive sentiments in society. It is emphasized that the political and institutional limitations of the nationalization process depend on objective socio-economic reasons and changes in the leading power elites, and detailed legislative regulation of all nationalization processes will help to remove restrictions, starting with the decision-making process on nationalization and ending with the justification of the forms and sizes of compensation, as well as continuous improvement of law enforcement practice.

INFORMATION SUPPORT FOR DEMOCRATIC INSTITUTIONS

For Russia as a democratic state, it is important not only to develop democratic institutions, but also to create the necessary basis for their broad information support. Information legislation in Russia is sufficient to satisfy the information needs of citizens and society. The necessary laws governing relations related to the exercise of the right to information and access to information of state bodies of power and administration were adopted in 2006-2010. Much has already been done organizationally in the formation of an outreach system in the process of exercising citizens' electoral rights by the CEC of the Russian Federation. All government bodies at the federal and regional levels in the Russian Federation have their own official websites. It is obvious, however, that existing practices of information support for democratic institutions in Russia are still not enough. In the scientific and theoretical aspect, this problem has not been studied enough and knowledge is not systematized.

In connection with the above, within the framework of this article, problems of a scientific and practical nature on the formation of a system of information support for democratic institutions in modern Russia are indicated and an attempt is made to pose this problem in order to determine the place of information support for democratic institutions in the structure of state information policy.

PUBLIC HEARINGS AS AN INSTITUTE OF LOCAL DELIBERATIVE DEMOCRACY

The article is devoted to the question of how to solve the problem of the legitimacy of public authority in the regions of the Russian Federation. The article considers the issues of the Omsk region in the format of public agitation on the activities of local government and its feedback in the form of platforms for discussing social issues. And also, what is “deliberative democracy”: correspondence questioning, improving the potential of political diagnostics, the possibility of rural settlements to work within the law? Is the practice of public hearings necessary in the context of the local electorate? Is the survey on freedom of discourse relevant to the fundamental factor of good governance?

In the article it is proved the changes in the outlook and appearance of the leader on the background of the spirit of the age, development of eggiciency of the leader’s activity turns into actual problem of the modern age. Accordirng to the opinion of the author all drawbacks in the activity of the modern leader occur from not sufficiently mastering the management pririciples. For overcoming these drawbacks, it is necessary to analyse thoroughly the thoughts and ideas of the leaders of the country and specialists concerning thesematters.

THE ROLE OF CPRF IN REGIONAL POLITICAL PROCESS IN 2000-2006 (IN KIROV REGION)

This article is devoted to the analysis of the role of the Communist Party in the regional political process in 2000-2006. During this period, the party, which previously had a powerful electoral resource, the support of the governor’s corps, had a large fraction in the State Duma, lost its former support and transferred to the rank of “second tier” party. The reasons were both internal and external factors: the strengthening of the "vertical of power"; the Communist Party’s confrontation with allies: the Popular Patriotic Front, the Agrarian Party of Russia; and due to the strengthening of "United Russia". The Kirov region was took as a region for study, as a subject of the Federation, in which the Communists played an important role, but lost the initiative during 2000-2006.

TOTALITARIAN RELIGIOUS SECTS AND DESTRUCTIVE CULTS AS UNSYSTEM ORGANIZATIONS

The article deals with issues related to understanding the essence and role of totalitarian sects and destructive cults in the life of modern Russian societies. In the last few years of the existence of the USSR and the first decade of the existence of the Russian Federation, neutral, if not complacently positive attitudes towards the activities of various "syncretic" religious organizations and entities prevailed on the part of various State officials and institutions. They, in their essence, being anti-system structures and organizations, were actively engaged in various types of activities of a uniquely destructive nature, creating a threat to national security and naturally leading to dysfunction, and ultimately discrediting the institution of religion as a whole. The work is of interest to specialists in religious studies, sociology, political science, cultural studies, and law.

NATIONAL PARTICULARITIES OF RUSSIAN CULTURAL POLICY

The article presents a systemic approach to the new model of conceptual vision of an actual culture of politics. The degree of validity of the value aspect was considered. National features of cultural policy and their conditionality by historical, geopolitical factors are also reflected in the article. Regulation of relations of the subjects of the cultural policy provides, in addition to determining the boundaries of rights and responsibilities of the parties, such aspects important for the development of culture as the regulation of the rights and freedoms of ethnic communities and peoples in the cultural environment; establishment of regulations in relation to the cultural heritage of the peoples of Russia; settlement of relations for the exchange in the cultural sphere; definition of the scope of authority and responsibility of the state bodies for the creation of conditions for the preservation and development of cultural values and heritage.

MANIFESTATION OF RELIGION AND RELIGION IN MODERN YOUTH (BASED ON THE MATERIALS OF THE OMSK REGION)

The subject of the study is the current state and peculiarities of the manifestation of the religious nature of young people in the Omsk region. The object of the study is the participation of religious organizations in the life of young people. The author considers such aspects in detail as a manifestation of the religious, spiritual and church character of young people. Special attention is paid to foreign experience of religious positioning of youth of such countries as England, USA, Germany. Based on the results of the study, a portrait of young people of the Omsk region was drawn up. Sociological studies have shown that survey participants are not true believers, despite positioning themselves with Orthodoxy.

In order to identify the modern state and peculiarities of religion in the Omsk region, as well as to study the attitude of young people towards religion, we carried out a sociological study "Attitude towards the religion of modern youth." Organizational assistance in carrying out this sociological study was provided by the virtual research server "VirtualExs" the city of Novosibirsk. The novelty of the study is that the author analyzed the foreign and Russian experience of erecting modern youth. The conditions of influence on the religious character of young people such as the family, economy, educational institutions, internal peace (interests) of young people, atheistic policy of the State have been identified. The "uncertain-religious" type of world view among young people is justified. A special contribution of the author to the study of the topic is the regional component of the Omsk region.

The main conclusions of the study are that the positioning of young people with Orthodoxy is more often formal. The low level of education of young people can be explained by the lack of knowledge about spiritual life. Lack of close links between educational institutions and religious organizations. Among the youth of the Omsk region a new type of worldview "uncertain-religious" is formed.

RUSSIAN-CHINESE HUMANITARIAN COOPERATION IN ROSTOV REGION

Humanitarian cooperation is an extremely important tool for the formation of international cooperation. Russia and China are actively developing cultural cooperation at both the country and regional levels. The article analyzes the directions of interaction between states developed in accordance with the National Security Strategy of the Russian Federation; The significance of the joint Russian-Chinese projects (Year of Russia in China, Year of China in Russia, Year of the Russian language in China and Year of the Chinese language in Russia, the project of Friendly youth exchanges, etc.) is shown. It is proved that the Rostov region is actively participating in all-Russian projects, while strengthening friendly contacts with China in the field of culture and education at the regional level. The data on the interaction in the field of education were analyzed and it has been shown that recently there has been a significant increase in interest in studying the Chinese language at the Rostov State University of Economics. It is concluded that at the regional level, humanitarian cooperation is developing successfully.

THE IMPACT OF THE COVID-19 PANDEMIC ON GLOBALIZATION

The global pandemic has revealed two important parameters of the global political process – the objective need for globalization, on the one hand, and the very low level of integrity and interdependence of the modern world. In this situation, some politicians and political scientists pay attention to the need for global governance identified by the pandemic while another part of researchers categorically “cancels” globalization and postulates the renaissance of the Westphalian system of nation states with the fiasco of the already existing integration formations in world politics and economics.

The presented author argues that globalization is an objective process. It may be slowed down by specific circumstances, but it cannot be “canceled”. Just as the need to improve, global governance cannot be reversed. The essence of the question is what the organizational forms of this global governance should be. Should it be elitist supranational form or democratic functional ones? That is the question.

FEATURES OF DEVELOPMENT OF THE CAUCASIAN MINERAL WATERS SANATORIUM AND RESORT COMPLEX AS A RESULT OF INTEGRATION PROCESSES BETWEEN RUSSIA AND AZERBAIJAN (ON THE EXAMPLE OF REGIONAL INVESTMENT PROJECTS)

The functional orientation of the sub-region of the Russian Federation Caucasian Mineral Waters is due to the uniqueness of its territory in performing a large-scale recreational function, primarily through health resorts and tourist services. Recently, Azerbaijan has been taking a particularly active part in the development of the sanatorium and resort complex in this region, due to the fact that the country has long been a strategic partner of the Stavropol territory, as well as the fact that quite a lot of Azerbaijani citizens rest in the resorts of the Caucasian Mineral Waters. In this article, the author analyzes the main directions of development of cooperation on the territory of the Russian health resort.

While the US strategy showed signs of slowing amid growing violence, Russia developed its strategy and began to implement it under the banner of the SCO.

This article examines the role of the ethno-religious factor in ensuring regional stability and security in the Middle East, the history of the emergence of ethno-political problems against the historic formation of the region. The complexity of ethnic and ethno-confessional relations is analyzed on the example of the Middle East countries such as Israel, Syria and Lebanon, using the facts presented in the scientific literature, and statistical data on the impact of ethno-political relations on their political systems. The author also studyes the attitude of the Middle East countries to such issues, the external power factor, and the co-relation between the above issues and religious problems in the region.

GEOPOLITICAL CHANGES OF THE GAS MARKET IN THE CONTEXT OF NEW ENERGY TECHNOLOGIES AND SUSTAINABLE DEVELOPMENT

The article analyzes the role of natural gas as one of the key types of fuel and energy, fuel, the demand for which is constantly increasing in the world. The author reveals the trends transforming the global energy landscape of hydrocarbon resources, emphasizing the importance of natural gas, which can become the basis for the transition to a carbon-neutral economy. The increase in consumption and new production technologies allow us to say that natural gas is changing the situation in international relations, it redefines the interests of the main players in the gas market, the largest producers – the USA, Russia, and consumers – the EU and China, the choice of natural gas as the main energy resource will have a significant impact on global geopolitics, technological and economic trends.

LEGAL FRAMEWORK AND NATIONAL POLICY OF RUSSIA IN THE FIELD OF COUNTERING ISLAMIC EXTREMISM

Despite the fact that the problem of extremism has been relevant for our country for many decades, there was no clear definition of this concept in the legal field. In political science, historical and sociological literature, such concepts as "extremism", "radicalism", "fundamentalism", "Wahhabism" and "terrorism" were used as synonyms. However, the author of this article considers this incorrect, since these concepts do not have a completely identical meaning. In this regard, we consider it necessary to address this issue in more detail. In addition, the author aims to analyze the regulatory and legal framework of the Russian Federation in order to collect in one place the main principles and approaches that are used by the Executive and judicial authorities in countering this problem.

THE BELT AND WAY INITIATIVE IN MODERN CONDITIONS: POLITICAL ASPECTS

A scientific article is devoted to the study of the peculiarities of modern political aspects between Russia and China in the framework of the “Belt and Way” initiative. The relevance of the study lies in the fact that, thanks to the implementation of this strategic concept, the Chinese state is actively pursuing its foreign economic policy with the countries of Europe and Central Asia, using the historical model of the Silk Road. The article highlighted the positive and negative sides of adhering to the policy of the Belt and Way initiative for the Russian Federation. The difficulties and problems of Russian-Chinese relations that impede the implementation of the “Belt and Way” initiative are analyzed. A list of events is proposed, thanks to which the implementation of the “Belt and Way” initiative can lead to mutually beneficial relations for Russia and China, and eliminate their political difficulties. The interests that Russia may have in identifying the political aspects of the “Belt and Way” initiative are highlighted.

GREAT LAKES REGION OF AFRICA (GLR): COLLECTIVE DEFENSE AS AN APPROPRIATE SOLUTION TO THE PROBLEMS OF INCAPACITY OF THE CONGOLEAN ARMED FORCES

The article analysis the problem of incapacity of the Congolese armed forces as well as finding out the reasons connected with this. Particular attention is given to the importance of the regional dimension in terms of security. Collective defense is thus proposed as an appropriate response to the defense challenges facing the Democratic Republic of the Congo (DRC). It is concluded that resolving the problems of the armed forces and the issues of security deficit in the DRC requires coordinating the efforts of states by creating a regional security complex, a mechanism whereby the harmonization of diplomatic relations between the countries of the GLR should be a priority.

THE NORTHERN SEA ROUTE IS A BRIDGE BETWEEN EAST AND WEST PERSPECTIVES AND REALITIES OF THE DEVELOPMENT OF THE TRANS-ARCTIC

The Northern Sea Route, which runs along the water area of the coastline of the Russian Federation, becomes one of the factors of the increase of prospect of developing the Arctic region. The establishment of a year-round water transport flow along the Northern latitude would contribute to the development of the economic component of the region and would also have a beneficial effect on the social and social context. The situation,connected with the development of the NSR, is of strategic importance not only for the Russian Federation, which has plans to implement this sea route, as a transit route from East to West, providing services in the form of escort of merchant ships by Russian icebreakers, but also for all countries, associated with sea transportation. Scientific expeditions, conducted to study the phenomenon of global warming and other challenges, emanating from the Arctic region, become an additional brick of the region's relevance. As a result, the issue of the sovereignty of the Arctic sea waters is raised.

The current policy of introducing non-Arctic states into international relations is expressed in two ways, on the one hand, the emergence of new sources of financing and technological support would be tangible support for the Arctic five, in addition to the emergence of new sales markets for extracted oil and gas raw materials, against increasing the influence of third countries in the region. The adoption of official strategic documents by non-Arctic countries indicates their presence in the region and long-term planning of their policies, which is a signal for the Russian Federation to build the most effective course.

The Northern Sea Route, starting from Murmansk and actually ending with the port of Pevek, is the first branch of the sea route from Europe to Asia, but there is a second branch in the form of the North-West Sea Route, which is an analogue of the NSR that runs along the water area of Canada, which also becomes a promising project connecting marine logistics, forming in the Arctic a wide waterway from anywhere in the world, changing the status of Arctic waters in the trans-Arctic.

WHITE PAPER: CHINA'S ARCTIC POLICY – PRESENT STRATEGY OF THE PRC IN THE ARCTIC

The article discusses Chinese Arctic policy, the country is ready to actively participate in resolving the issue of developing the Arctic together with all interested parties and jointly respond to global challenges, maintain and promote peace, stability and sustainable development of the region. The Arctic issue does not only concern the Arctic countries and peoples of the north, it also affects the interests of countries outside the Arctic and the common interests of the international community, also it is directly related to the common destiny of human survival and development. As a geographically “subarctic country”, China is an important player in Arctic affairs. The advantages in the field of diplomacy, economics, technology and market capacity allow China to play an active role in maintaining the security of the Arctic region, the environmental use of Arctic resources and balancing the interests of both Arctic and non-Arctic countries. It is noted that China’s Arctic policy is aimed at protecting the common interests of all countries and the international community, promoting the sustainable development of the Arctic, promoting the economic and social development of the region and improving the living conditions of local residents in order to achieve common development.

The subject of this article is the international legal regime of the Arctic. The article examines the existing approaches to the legal regulation of the Arctic Ocean, the heterogeneity of the existing international legal regime in the Arctic in the perspective of the Arctic strategies of the interested states. Special attention is paid to the national interests of the Russian Federation in the Arctic and the specifics of implementing the Arctic vector of foreign policy within the framework of the 1982 Convention on the Law of the Sea.

NORTHERN PACIFIC CROSS-BORDER SPACE (NORTH PACIFIC CROSS-BORDER SPACE) IN REGIONAL AND GLOBAL SECURITY

This article addresses a topical topic: the study of key security challenges in Northeast Asia in the last decade of the last century, which is based on the Joint Declaration on the Security Alliance for the 21st Century adopted by the Governments of Japan and the United States. This declaration became the basis for the formation of a military-political partnership between the two countries and the creation of a new format of military-political union. In addition, the Bilateral Declaration served to expand and strengthen the defense cooperation enshrined in the 1978 Japan-U.S. Defence Relations Guidelines, thanks to the adoption of the Declaration, the Governments of Japan and the United States stated that Japan-U.S. cooperation remains strong and that partnership will remain vital for the 21st century.

ON THE ISSUE OF INTERACTION BETWEEN RUSSIAN ISLAM AND THE GLOBAL ISLAMIC WORLD IN THE CONTEXT OF RUSSIA'S SECURITY

Purpose: the Main task of our research is to analyze and characterize the position of Islam and its various trends in the Russian Federation and its impact on the national security of Russia. Model: the Research is based on identifying the main Islamic trends, both traditional for the Russian state and those that have appeared relatively recently, and analyzing their position in the structure of Russian Islam, religion and society. In addition, the connection of phenomena and figures of the global Muslim world with the phenomena and spiritual leaders of the Islamic Ummah of Russia is studied and analyzed. The main most serious risks associated with the activities of Muslims in Russia and the positive activities of the authorities of the Russian Federation aimed at overcoming them are highlighted. Conclusions: the main measures aimed at preserving interfaith peace and preserving the unity of the Russian Federation are proposed. Despite the fact that many of these measures are being implemented by the Russian leadership today, this implementation, in our opinion, is not carried out thoroughly enough and not in all possible directions. Relevance of the topic: This work is relevant to describe the current state of Islam and its trends in the Russian Federation. In order to preserve inter-religious peace, implement measures to counter the development of radicalism (both Islamic and Islamophobic) and promote the development of Islamic religion in Russia, we must understand how the Islamic Russian community is organized, what processes are taking place in it, and how it interacts with the global Islamic world. This explains the relevance of this work. This work may be intended for researchers dealing with the relationship between politics, religion and the state in the modern Russian state.

Donald Trump makes extensive use of Twitter as an instrument of political communication. His victory in 2016 and the increased attention to his publications on this social network suggest that Trump uses Twitter efficiently and rationally. The image-building strategy of Donald Trump has created a fundamentally new political image that distinguishes Donald Trump from his competitors and predecessors. In terms of political psychology, Donald Trump is “a superhero anti-political celebrity”.
