PRESIDENTIAL FEATURES CAMPAIGN IN FRANCE: RESULTS AND PROSPECTS

The article discusses the technologies of the electoral campaign of Macron (distribution of votes, general provisions, election results), a brief historical digression in the relations between Russia and France, as well as official visits of the Russian president to France in May 2018 and the official visit of French President E. Macron to Russia at the St. Petersburg International Economic Forum. The reasons for the moods and behavior of voters on the eve of the election (on the eve of the elections) with an assessment of the consequences of the financial and economic crisis of 2008-2009 are also considered, and a brief overview / analysis of the board of the two previous Presidents of France is given. The socio-economic aspects of the programs of the main candidates are considered. A detailed consideration is given of some technological devices and novelties of E. Macron elected by the French president, which can be used in the Russian context.

LIGHTING OF WORLD WORLD CHAMPIONSHIP 2018 IN RUSSIAN AND FOREIGN INFORMATION SQUARES

The article is devoted to the actual journalistic theme – coverage of the 2018 World Cup at Russian and foreign information fields. For the analysis, the authors selected the following media and TV programs: thematic broadcasting of "Radio Echo of Moscow" and "Radio Liberty/Radio Free Europe", a telecast of the "late-night talk show" format - "Evening Urgant", "Krylya Sovetov-TV" "Soviet Sport", TV channel "Mir", resource "Bombardier", Uruguayan Internet resource "montevideo.com.uy" and "pantallazo.com.uy". In the article the authors depart from the usual news, which include a purely sporting component and stop their attention on unusual approaches to the coverage of the upcoming mundialya.

Turkey is beginning to rapidly build up its political and diplomatic presence in various regions, primarily in the post-Soviet space, presenting itself as an "older brother" for the Turkic republics or as a strategic partner in order to strengthen its positions in the region And to ensure the role of a mediator in resolving problems and resolving disputes, which contributes to the strengthening of its role in foreign policy processes, and is expressed, among other things, in the export of values and cultural expansion.

INFLUENCE OF POLITICAL WILL ON FORMATION AND STRENGTHENING OF THE ALL-CIVIL NATION

Questions of a natsiyestroitelstvo are in itself topical and relevant not only for political sciences, but also for the whole complex of other disciplines. For the political theory in this aspect the most valuable the models of national policy based on the tolerant relation to each other, constructed by the civil principle are represented. But concentration of internal efforts and opportunities of the political subject in this question, i.e. existence of the "political will" projected in masses is for this purpose necessary. In this article the research problem "What role of political will in formation and strengthening of the all-civil nation rises?", on which authors of article try to give the answer.

RUSSIANS AND RUSSIAN LANGUAGE AS LOST POSSIBILITIES OF SOFT POWER IN CENTRAL ASIA

In article author is characterized the current situation of Russian language as factor of «soft power» in Kirghizia Republic. Parallels are drawn between existence of Russian in Central Asia and presence of «the Russian diaspora». Change of ethnic structure of the countries of the region leads to reduction of the sphere of Russian language, and for preservation of this sphere it isn't enough to advertise Russian language, than enthusiasts, diasporas, various funds are engaged. In article process of gradual expression of Russian of various spheres of activity of Kirghizia Republic is described. Since first «revolution» of 2005 and especially from «revolution» of 2010 when frankly nationalistically oriented people come to the power. Well and, besides, in all countries of the region there are strong nationalist sentiments, and to intercept an initiative at nationalists, the authorities are forced to expand scope of title languages administratively. Expansion of scope of title languages provokes new waves of migration of Russian-speaking diaspora that in turn reduces the sphere of existing of Russian. The statement is proved that in modern conditions of the Russian Federation it is necessary to expand export of educational services which for the last decade was steadily reduced. Only in this case high potential opportunities of expansion of foreign policy influence of Russia in the region, by means of «soft power» remain. Russian language is a considerable component in this region. The author uses various sources, population censuses, data of sociological polls local and foreign, data of the local press, domestic mass media, personal observations. Article is prepared on the basis of statistical information and earlier conducted researches on this problem, both domestic, and foreign.

BIFURCATION POINT OF THE WORLD COMMUNITY AND RUSSIA

The article examines the root causes of unprecedented Russophobia and "demonization" of the Russian President V. Putin in the West. The objective necessity of V. Putin's election as the President of the Russian Federation for the purposes of the evolutionary development of Russia and the world community is ubstantiated. A fundamentally new network approach to the development of a model for the future of Russia is proposed.

WILL BULGARIA BECOME A CATALYST FOR NEW INTEGRATIONS? POLITICAL PROBLEMS OF THE WESTERN BALKANS TO JOIN THE EU

The article is devoted to the possibilities of Bulgaria in becoming the main player in the European political arena and in assisting during the Presidency in the EU Council the countries of the Western Balkans successfully integrate into the EU. The possible problems that the countries of the Western Balkans may face upon accession to the EU are considered. One of the main criteria for entry is the need for conflict resolution (historical, ethnic, etc.). There is a strong need for financial and economic support for these countries, so that their entry into the EU would be effective. Other scenarios of cooperation and regional integration between countries of the Western Balkans and Russia, China, Saudi Arabia are described.

DEGREE OF DEVELOPMENT OF THE PROBLEM OF TURKISH PRESENCE IN THE CENTRAL ASIAN REGION

The paper defines the influence of the Turkish Republic in the post-Soviet space, on the operations and development of the Central Asian countries. The article points out that each of the participants of the above process acts not only as an object of policy, but also a participant in the development of the partner country. The authors show the possibility and coverage of the proposed topic in the literature, mainly foreign historiography.

NEW SOCIAL AND POLITICAL REALITY OF THE MIDDLE EAST AND NORTH AFRICA IN THE CONTEXT OF THE CRISIS CONSEQUENCES OF THE ARABIC SPRING

The article briefly examines the main consequences of the events of the «Arab Spring», as well as their key characteristics, essential for the disclosure of the topic of the article. The author pays special attention to the presentation of the system of geopolitical consequences of socio-political crises in the states of the studied region and, in particular, classifies these consequences into three main groups, based on the geopolitical significance of those states and global organizations that they directly concern.

ENERGY POLICY OF CONTEMPORARY IRAQ: SOME PROBLEMS AND VECTORS OF DEVELOPMENT

There are many approaches to understanding the problems of energy policy. The issues of energy policy in the context of globalization are multifaceted and multi-vector. The process of classifying theoretical approaches to energy policy issues is under the accented influence of political and economic interests of the main actors of the world energy market. The article analyzed the energy policy of modern Iraq. Its capabilities for increasing oil production in a competitive environment were presented. Attention was focused on the important factor of relations with the Iraqi Kurdistan. The influence of the US, Russia and OPEC on the Iraqi energy policy was shown. Potential prospects for strengthening Iraq's energy policy had been noted. The factors influencing this policy were indicated. Some vectors for the development of the Iraqi energy policy had been identified. Iraq's unique competitive advantage in the energy sector is used to solve important domestic and foreign policy issues.
