“ECO-TERRORISM”: ESSENCE AND SPECIFICITY

The article is devoted to the study of the problems associated with the manifestations of environmental terrorism and the factors leading to its occurrence. The peculiarities of understanding its essence are highlighted. Radical illegal actions of "green" have led to the fact that among the existing approaches to the definition of" environmental terrorism " there is a terminological problem, which is associated with a different understanding of its interpretation. Modern authors define ecoterrorism as radical actions of "green" (environmentalists), and as intentional large-scale pollution of the environment. The article highlights the theoretical foundations of ecoterrorism and ecoanarchism, analyzes the terrorist acts of "green" radicals, the history and development trends of political parties "green".

MOON RACE: LESSONS, CHALLENGES AND PERSPECTIVES

Since the second half of the twentieth century, promising, far-reaching tasks for space exploration were in the USSR among the priority and strategic tasks and were in the sphere of increased attention of the state leadership, the general public and the media. For the first time in human history, the Soviet Union launched an artificial earth satellite, among its heroes are: Yuri Gagarin, the first person to fly into space, V. Tereshkova, the world's first female cosmonaut, and A. Leonov, the first earthman to go into the open space. The USSR was also the first to explore the planets of the Solar system with space crafts, and the first object among them was the Moon, the natural satellite of the Earth. The article contains convincing evidence that the so-called lunar race of the two space superpowers of the USSR and the United States, which unfolded at that time, was conducted at the limit of their scientific, technical and economic capabilities, and the preponderance of forces in favor of the United States during the spontaneously planned flights to the moon by both countries was purely volitional, without taking into account the opportunities to develop its territory and natural resources at the same pace. After several manned flights, the first of which took place exactly 50 years ago, the US lost interest in the lunar project, found it burdensome for the budget and stopped funding.

The article contains the correct analysis of all the main stages of the emergence and development of mankind's interest in the moon, attempts to comprehend and use the possibilities of its conquest and space exploration. Special attention is paid to the twelve-year competition between the USSR and the United States for leadership in the newly discovered space prospects, as the highest point in space exploration, a kind of lunar race, which existed before, but was rather scientific, theoretical and experimental in nature.

The author notes the increasing attention of modern business to the development of research on the Moon and Mars and coming to the forefront in this activity of private space agencies, pursuing primarily their own commercial interests.

MODERNIZATION OF THE SYSTEM OF ENGINEERING EDUCATION IN THE 90S OF THE XX CENTURY: POLITICAL OBJECTIVES AND SOCIO-ECONOMIC CONSTRAINTS

In this article, the author analyzes the main causes of the systemic crisis of engineering education in the late Soviet period (in the 80s of the twentieth century). From the author's point of view, they largely determined the ideology and some areas of higher education reform in the 90s of the twentieth century. It is noted that there is an exceptional public consensus for Russia on the need and main directions of reform of the 90s. The state, represented by the authorities, received a huge credit of confidence from civil society, which became a condition for the effectiveness of a number of measures taken.

IMPROVEMENT OF THE POLITICAL SYSTEM OF THE RUSSIAN FEDERATION

The article is devoted to the consideration of civil society as a subject of political innovations. The author notes that civil society in Russia is a factor in the development of democratic institutions that implement the principles of the rule of law.

On the basis of comparative legal analysis, it is concluded that the current civil society of the Russian Federation is not free from significant shortcomings, which require significant scientific research. The questions of what laws should live and develop modern civil society, how it should be governed, what ideals, social values to profess and how, based on them, to form its culture and legal consciousness are considered.

THE MAIN GOALS AND TASKS OF THE STATE POLICY IN THE SPHERE OF RUSSIAN EDUCATION, ESPECIALLY THEIR ATTAINMENT: POLITICAL PERSPECTIVE

The article presents a critical brief analysis of the field of state policy in the field of education, which is associated with some of the main instruments of implementation of state policy in the field of education and their adjustment. The Central place is occupied by the issues of development and implementation of strategic planning documents, organization of project activities in the field of education, implementation of Federal and departmental projects, legislative support of the education system, licensing and state accreditation of educational activities, etc. The results of the study show, on the one hand, the enormous efforts, the scale of measures and measures to bring national education to the level of new requirements of a global nature and the national interests of the state and society. On the other hand, not only the incomplete development of instruments for the implementation of state policy in the field of education, but also serious miscalculations in determining the strategy, goals and objectives, mixing with these goal-setting elements does not contribute to the consolidation of efforts and creative participation of all agents involved in state policy in the field of education. The reasons for this situation we see, first of all, is not a high level of trust in politics and politicians, in the absence of a strategy to involve the potential of scientists and teachers in the implementation of educational policy, and not the official and administrative staff of educational organizations.

ROBOTIZATION IN THE CONTEXT OF DIGITAL TRANSFORMATION OF PUBLIC ADMINISTRATION IN RUSSIAN FEDERATION

In the context of the digital transformation of public administration, robotic process automation technologies (RPA) are becoming particularly relevant, allowing not only to remove a large amount of routine administrative burden from the average user, but also to increase the competitiveness of the public sector in the face of new requirements of the digital era. Based on the achievements of e-government, RPA automates work with automated information systems already existing in state institutions and organizations, including the electronic document management system, and also contributes to the achievement of the main goals of digital transformation, fixed in the Federal project "Digital public administration".

THE CONCEPT OF THE MACRO-POLITICAL IDENTITY IN THE SCIENTIFIC UNDERSTANDING OF A POLITICAL SCIENCE AND IN THE RELATION TO THE POST-SOVIET SPACE

The article discusses the methodological aspects of the study of macro-political identity in modern political science, analyzes the trends in identity research. From the perspective of political analysis, the concept of post-Soviet identity, methodological approaches to its definition are considered. The factors, stages and specifics of identification processes are analyzed. The relationship of identity with the concept of ideology and the prospects for its institutionalization are shown.

CURRENT UNDERSTANDING AND BASIC CHARACTERISTICS OF CULTURAL EDUCATIONAL ELITE

The article is devoted to the study of elitist concepts, born and formed thanks to, and, to be more precise, – contrary to the various trends of socialism. This is because the emphasis in elitist theories is placed primarily on the elite – the ruling minority, opposing the "mass", incapable of self-organization and self-control. In the history of political thought, a single definition of the elite has not developed, despite numerous concepts. The article discusses the main milestones in the development of political thought, describing the formation of the elite, the criteria for its formation and functions. In addition, for the subject disclosure based on the results of the study, the author draws a number of conclusions about the role and influence exerted by people who have significant intellectual and cultural capital in the hierarchy of society.

CHALLENGES OF THE TODAY NETWORK TERRORISM: POLITICAL ASPECT

The dynamic development and spread of the Internet have opened up a number of new opportunities that allow you to quickly receive, process and disseminate information. However, such a rapid transition to the information society carries potential threats, such as online terrorism. Terrorists use social networks, computer games to disseminate propaganda and recruit supporters, resorting to all kinds of manipulations. The purpose of this article is to determine the potential for the application of communication technologies of the political elite in the fight against online terrorism. The objectives of the work include: identifying risks from the activities of online terrorists in the Internet, identifying layers of society which are most susceptible to manipulation, to analyze the potential for consolidation of the political elite and society. The study was conducted using the following methods: content analysis, event analysis, comparative analysis. As a result of the study, the following conclusions were made: 1) people who do not associate themselves with any social group, the younger generation, which perceives information primarily through emotions, are primarily exposed to the threat of online terrorism; 2) online terrorists are actively using the Internet to disseminate propaganda and operational recruitment of supporters, using manipulative actions both in social networks and in computer games; 3) the elimination of online terrorism is possible if there is effective communication between the elite and society at all levels (municipal, regional and federal); 4) the ideological component is a key tool in the fight against online terrorism, for example, patriotic consolidation plays this role in Russia, but the low level of communication with society in the Internet does not allow to fully reveal the potential. The political elite needs to step up its activities in social networks in order to establish contact with young people, as well as fill the existing information vacuum.

INFLUENCE OF MIGRATION FLOWS TO THE IDENTITY OF RUSSIAN PEOPLE

This article is devoted to the analysis of the influence of migration flows on the identity of Russians in modern socio-political conditions of the country's development. Based on the study of broad theoretical material and analysis of sociological research, the author finds a significantly negative effect of immigration on civil and ethno-cultural identity of Russians. The article also formulates proposals to amend the migration and national policy of the country to level these risks.

The analysis of the influence of migration flows on the identity of Russians is, first of all, pay special attention to the fact that a person's identity from a sociological point of view is multilevel in nature and its formation is influenced by a variety of factors relevant to different levels of identity formation.

The impact of migration flows on the identity of Russian citizens is multifaceted and profound, and is manifested to varying degrees both in different parts of the country and in the context of different types of identity.

The article is devoted to consideration of the modern concept "the government as the platform", its essence, the principles, conditions of realization, advantage reveal. The reasons of emergence of the concept contact process of the digital transformation, which captured the leading countries of the world. As a result of the concept introduction Russia will also receive the flexible, objective, effective mechanism of adoption of strategic decisions and public administration. That mechanism can become the driver of growth of trust to the state from citizens and business, increase in appeal of the state and competitiveness of its economy in promptly changing global world expressed in inflow of investments and migration to Russia of the people focused on development and innovations.

WHY LOST THE "BLUE LABORISM"

The article discusses the evolution of the software installations of the Labor Party of Great Britain. The main place is given to attempts to renew the ideology of Laborism, undertaken after the defeat of the party in the 2010 elections, and to the reasons that did not allow the representatives of the so-called "blue laborism" to ensure the electoral success of the DP. It is proved that the election of J. Corbin to the post of party chairman was a logical result of the inconsistency of the blue laborism program with the new socio-economic realities and the demands of British society. It is concluded that the assumptions regarding the imminent removal of J. Corbin from the party leadership are weak, because the moderate reformism program adopted by Labor today meets the requirements of growing groups of voters and will be even more in demand in the context of the global economic crisis projected by most analysts.

IDEOLOGY IN THE PUBLIC GOVERNANCE OF MODERNITY: IS THERE A PLACE FOR IT

Relevance of the concept of ideology to the today’s realities is a topic widely discussed in modern science. This article aims to determine whether ideology plays any role in the public administration of a modern country. Firstly, we clarify the role of ideology in public administration as such, in its narrow sense – making political and managerial decisions, and secondly, in the process of their implementation in society. These tasks are solved by analyzing the main scientific approaches matching to these topics and correlating them with modern reality. Such a study gave the following results. Even being formally defined by ideological forms, state policy (and governance) in fact encounters restrictions on the action of ideologies in it. But ideology plays a rather significant role in the implementation of state policy (and governance) within the public space of politics. Namely, it serves the realization of the policy determined by a state, the achievement of state goals. And this is despite the fact that in the public space of politics too, ideology in a modern country runs into limitations. Here, these restrictions are associated mainly with the increasingly strong fragmentation of society and individualism of its members, which changes the mentality of people in such a way that their identification with others through ideology in its traditional sense becomes irrelevant. Wherein, this trend is characteristic to a much greater extent of the countries of the Western world. Ideology is still significant in post-totalitarian countries, due to the settled mentality of their societies. But in Western countries too, it plays a role, despite the pointed limitations. This is because the "new" ideologies replace the “old” ones, or rather, the "old” ones adapt to modernity, incorporating the “new’. In addition, many scholars believe that in the modern world, ideology, on the contrary, has strengthened its influence thanks to the emerging "technological" capabilities of the state – mainly the media.

THE ROLE OF STATE CULTURAL POLICY IN THE FORMATION OF CIVIL SOCIETY

Cultural policy, along with education and healthcare, is one of the resources of social and economic transformations and development of human capital. Civil society not only hosts human capital, but also actively employs it in different civic initiatives aimed at public good production. The main aim of the article is to reveal principles of state cultural policy, which will foster potential and development of civil society. In conclusion, the author suggests recommendations on more active involvement of civil society itself in realization of state cultural policy.

EUROPEAN POLICY IN THE CONFLICT OF GEORGIA AND SOUTH OSSETIA

The emergence in the post-Soviet space of new independent states, for example, such as South Ossetia and Abkhazia, led to the development by the European Union of its own foreign policy approach in this direction. It is clear that the states of the South Caucasus, despite their geographical remoteness, are of particular importance for the EU. Georgia’s disinterest in a constructive dialogue and the lack of proper reaction from the international community, including the European Union and the OSCE, are fraught with relapse and repetition of the events of August 2008, the embassy of the partially recognized Republic of South Ossetia in the Russian Federation says. In the second half of August 2019, the adviser to the president of South Ossetia, Soslan Kokoev, said that Georgian police established a checkpoint on the territory of South Ossetia near the village of Tsnelis. In response, the South Ossetian security forces raided armored vehicles.

THE RELATIONSHIP BETWEEN ETHNICITY, SEPARATIST SENTIMENT AND TERRORISM IN THE SAHEL: THE CASE OF REPUBLIC OF MALI

The article considers the problem of political stability, terrorism and ethnic separatism in the Sahel, especially in the Republic of Mali. An important emphasis is placed on the role of neighboring countries (Mauritania, Algeria and Niger) in strengthening the terrorist and separatist sentiments of certain ethnic groups. The author also analyzes the role of ethnicity and religion in the difficult geographical and economic situation of the states of this region. In the end, the author assesses the influence of the geopolitical and geostrategic interests of France and other world powers in the Sahel.

MOBILIZATION STRATEGIC PLANNING FOR THE DEVELOPMENT AND SECURITY OF RUSSIA

Part I

The issues of mobilization strategic planning are considered in the article based on the systemic anti-crisis consolidation of the Russian society and the state efforts in response to critical challenges and threats to security and development of the country. A schematic model of an “ideal” socio-economic system is proposed for concretizing the goal-setting function. The role of the elite in the development and ensuring the security of the Russian Federation is critically analyzed. A number of conditions are formulated to ensure the “viability” of strategic planning documents. The necessity of developing and implementing a single mobilization plan under the “patronage” of the President of the Russian Federation and the Presidential Administration, in which it is advisable to make a number of appropriate structural and functional changes, is shown in the article. The unprecedented conditions and prerequisites for the “afterburning” development of the Russian economy are substantiated. Realization of Russia's huge development potential will make it possible to multiply the well-being level of wide sections of the population and the power elite, and to ensure Russia's national security in the context of fierce competition on the world stage.

In this article, the authors consider the changes in the political life of Russia, its transformation during the presidency of Vladimir Putin. It was during this period that the Concept of Russia's foreign policy was adopted and significant measures were taken to restore Russia as a strong power. At the same time, the authors provide a comparative analysis of the Concepts of 2000 and 2016, demonstrating the process of transformation of international relations.

BASIC PRINCIPLES, PROBLEMS AND PROSPECTS OF COOPERATION OF REGIONAL INTERNATIONAL ORGANIZATIONS IN A MULTIPOLAR WORLD

(BY THE EXAMPLE OF NATO AND THE AFRICAN UNION)

In the context of the strengthening of globalization processes, as well as the emergence of new interregional contradictions, the deepening of cooperation between international organizations is increasing. The article discusses the evolution of interaction between two organizations – the North Atlantic Treaty Organisation (NATO) and the African Union (AU). It is proposed to emphasize the three most important conflicts in which NATO and the African Union have shown the greatest effectiveness of collaboration: the Darfur conflict, the operation in Somalia and the Libyan conflict. As a result, the author made conclusions which of the parties receives the greatest benefit from cooperation, identified the main contradictions that prevent the deepening of partnership, and analyzed the prospects.

THE PROBLEM OF BUILDING CORPORATE POLITICAL STRATEGIES OF INTERNATIONAL BUSINESS: CONCEPTUAL ASPECTS

The article explores the possibility of developing a conceptual model of analysis of international political strategies of transnational business. Having accumulated significant financial and economic resources, often exceeding the gross national product of individual States, international expertise, networks and influence, TNCs have begun to expand intensively into the political sphere of their activities. This is reflected in the participation in the formulation of public policy through influence (lobbying or GR-campaigns) on the political systems of countries and, in particular, on the decision-making process with the aim to change the regulatory environment. Given the structure of corporations, their «foreignness» to target markets, building of lobbying strategies turn out to be a rather complex process, requiring consideration of internal and external factors affecting the company’s activities. The article provides the intermediate results of a study on technologies of political and economic influence of various business entities on state industrial decisions.

Drug trafficking intersects with such serious security problems as failed states and rogue states, rebel wars and terrorism, transnational organized crime and protracted intra-state conflicts. THE FEATURES OF SOCIAL-POLITICAL CRISIS IN NICARAGUA: INTERNATIONAL ASPECT

The article analyzes the background of the socio-political crisis, identifies the features of the organization of political protests in Nicaragua, which began in April 2018. On the basis of systematic approach, regional and extra-regional vectors of Nicaragua's foreign policy are considered, which allows to determine Nicaragua's place on the world stage, to identify the reasons for the transformation of the intra-state conflict into an international hotbed of political tension. Noting the importance of the external factor in deepening the Nicaraguan crisis, the author comes to the conclusion that these events are part of the strategy of "regime change" and political reformatting of Latin America. The results make a theoretical contribution to the study of modern political processes and crisis phenomena in Latin America.

An attempt is made to systematize the causes of the manifestation of interethnic conflict in East and Southeast Africa.
