CIVIL SOCIETY: TO THE QUESTION OF ITS SOURCE
There are a huge number of articles and monographs devoted to the civil society. Researches have collected the bulk of empirical data, formulated the main theoretical issues and criterion of its maturity. Nevertheless in the majority of the publications the civil society is depicted as static phenomenon, not as a process, which is “coming-to-being”. This explains the overwhelming approach of descriptive methods in the theory of civil society. But the living essence of this phenomenon that pulsates in the continuing springing up and renewal is out of due regard.
Methodological approach that caused this article consists in division of the whole process of civil society development into two moments: the moment of “Ceasing-to-be” and moment of “Coming-to-be”, the moment of static and the moment of dynamic. Normal science deals with static moment of subject because it can be descripted, quantitatively analyzed, formalized and traced in tendencies. The moment of “Coming-to-be” cannot be expressed by formal methods. Investigator here faces with the living process not static post-festum phenomenon. Using method of analogy authors suggest a hypothesis that contemporary type of civil society represents not a particular substructure of society but peculiar “soil structure” so called “social mycelium” that gives birth to number of social institutions and organizations and fertilizes social system with new opportunities. Such kind of approach allows us to mentally submerge into the depth of social reality, to observe the “underwater currents” that bring about visible, fixed and qualitatively evaluated civil society phenomena.
Authors distinguish three historical types of civil society: 1) ancient type; 2) modern type and 3) contemporary postmodern type. All types are different in terms of their social sources, sets of values and historic consequences and prospects. At the same time they all have one invariant element, so called “DNA of civil society”, which causes the consequences and contradictions that brings about its development.

THE ROLE OF THE PROTEST IN THE DEMOCRATIZATION THOUGHT CHARLES TILLY VIEW
The article covers the role of revolusional and protest movements in the process of democratization into the book “Democratia” by Cherles Tilly. Author analyses Tilly`s view on the democracy and underlines the basic concepts. In the article was given historian examples of establishing “radical slogans” as a base of democratical society, for example demands of the eight-hours day. Explained the definition of “trust networks” and their role in democratization.

THE PRESIDENTIAL MESSAGE-2020: AUTHORIZED MESSAGE FOR EXTRAPOLATION OF POWER VERTICAL
The article contains a political analysis of the problematic and thematic trends of the modern political process, taking into account risks and challenges of an economic, social, political and managerial nature. Outlines the main crisis aspects of politics and the political in the context of the economic, financial crisis, as well as the coronavirus pandemic. Independent attention is paid to the Russian segment of the global political crisis trend with an emphasis on the factor of power and management in the context of the Message of the President of the Russian Federation to the Federal Assembly in January 2020. Some political and administrative imperatives of the President of the Russian Federation in their development since 2000 and their modern projections are examined. Such an authoritatively significant message of the highest level as extrapolation of the vertical of power through its personalization in the person of the President of the Russian Federation V.V. Putin is allocated and nominated. The objective and subjective determinants of such an extrapolation are revealed in relation to the urgent problems of the development of Russian society and the Russian state in connection with amendments to the Constitution of the Russian Federation 1993. Extrapolation of the power vertical through its personalization in the person of the President of the Russian Federation V.V. Putin is seen as an objectively determined but intermediate stage of the all-Russian democratic trend, the legitimization of which took place in the 1993 Constitution and the embodiment of which, according to the author, is a strategic course for the development of Russia as a democratic, legal, social state.

DIGITALIZATION OF THE STATE AND NATIONAL SECURITY
The article presents the authors' view on such a phenomenon of the modern Russian state as the formation of digitalization of the state and the related issue of ensuring national security of the country. The emergence of new information technologies today provides the government with new opportunities to optimize interaction processes, which include a set of important factors that have a positive impact on Russia's progressive development. The need to digitalize the socio-economic and socio-political spheres of Russian society today is beyond doubt, since this increases the country's global competitiveness on world markets.
At the same time, global digitalization entails the actualization of new challenges and threats to the national security of the state, making national segments of the economy more vulnerable, which may further lead to pressure from foreign actors pursuing their own economic or political interests. Hence the need to develop and implement effective measures to ensure State cybersecurity as soon as possible.
In the analysis of the problems of state digitalization and national security, it is important to explore such categories as: digitalization of the state, national security, financial system, socio-political spheres of the state, threats to the country's security, national projects. It is also important to explore the foundations of the digitalization of the state and national security in the context of the world humanities of the XXI century.
The authors of the article come to the conclusion that the importance for society of solving the problems of state digitalization and national security in political, economic and social aspects is supplemented by the need to include fundamental scientific developments in the practice of life support of the people.

DIGITALIZATION OF THE RUSSIAN POLITICAL PROCESS
The article deals with the use of digital technologies in the Russian & Global political process. Theses about the need for the evolutionary movement of the modern Russian electoral process are presented. The most significant problems of the electoral process in the conditions of global digitalization and its implementation in a variety of human activities are revealed. The features of functioning and practical realization of blockchain technologies are considered. The scheme of implementation of the electoral process through the use of blockchain technology. The chronological stages of blockchain development and its protocols, as well as their theoretical and practical application in Russian political activity, including the electoral process, are briefly described. Practical examples of the use of digital technologies, especially blockchain in the electoral processes of France, Japan, Switzerland, Sierra Leone and others are given. The definition of blockchain in relation to political science and political process is given. Demonstrates the need for proper attention to the development of blockchain-related platforms and digital technology of today.

THE MAIN POLITICAL TOOLS OF RUSSIAN STATE EXPORT SUPPORT
The foreign economic policy of Russia as an instrument of the country's geopolitical participation in the world economy is focused on ensuring the economic feasibility and effectiveness of economic interaction between subjects of foreign economic activity. It is aimed not only at realizing national political and socio-economic interests, but also at ensuring national security. Thereby, the Russian government pays attention to ensure that the implementation of the state export support policy is harmoniously integrated into the national socio-economic policy.
The article analyzes modern tools of state export support, identifies their features and impact on improving the competitiveness of national companies in the world market, and explores new approaches of the state in this area. The article’s author believes that the tools used to support Russian exports are very effective, but the export potential of the chemical industry, agriculture and engineering products should be developed. The increase in the physical volume of deliveries and the strengthening of the ruble appear today, according to the author, as the most important factors in the growth of Russian exports.

SPECIFICS OF INSTITUTIONALIZATION OF LOBBYING IN DEMOCRATIC REGIMES (ON THE EXAMPLE OF GERMANY AND THE UNITED STATES)
Оver the past 50 years, lobbying in the United States and Germany has experienced a significant boom, and one might assume that the processes in these States are looking more and more similar. Lobbyists have become highly professional and have mastered many places and levels of political power. Direct representation of companies or other interested parties co-exists with an Association representation in both Washington and Berlin. However, the speed of proposals, the fragmentation of public media, the electoral structure, and the transparency of political negotiations create differences in the US and Germany. In this regard, the purpose of the study is to study the functioning of the Institute of lobbying in Germany and the United States. The methodological basis of the study was a systematic approach using institutional and comparative research methods. The results of the study were an understanding of differences in lobbying styles: the often aggressive propaganda approach in the US and more consensus-oriented information lobbying in Germany.

SOCIAL MEDIA AS A TOOL FOR MANAGING PROTEST MOVEMENTS: THE CASE OF THE RUSSIAN FEDERATION AND THE UNITED STATES OF AMERICA
Media as an important part of the life of the information society is a very complex and contradictory phenomenon of society and, accordingly, requires an objective study and comprehensive analysis. The paper is devoted to social media and its impact on the organization of protest actions, in particular, in the Russian Federation and the United States, for this purpose, a comparative analysis of Occupy Wall Street in the United States and the Protest campaign in Russia in 2011 is made. The author identifies and systematizes the distinctive features and prospects of protest virtualization. Based on the conducted research, the effectiveness of new management methods, as well as the features of establishing a dialogue with the authorities, becomes visible. Forms of protest are transformed in accordance with the requirements of time and the level of development of society, this can explain the popularity of modern innovative actions, which are chosen as a platform for protest on the Internet.

PROBLEMS ON THE IMPLEMENTATION OF THE TOC REGISTRATION MOVEMENT AS AENTITY
The article considers the basics of legal regulation of territorial public self-government (TSG) in the Russian Federation. The significance of TSGfor the state, the system of local self-government and society as a whole is analyzed. The interaction between TSG and local governments is considered. Special attention is paid to the movement of registration of TSG as a legal entity. Based on the analysis of the totality of laws describes the procedure for registration of TSG. The article identifies practical problems faced by citizens, registering TSG as aentity and raises the issue of the need for this registration. The authors have suggested ways to solve the problems associated with a multi-stage registration movement. In conclusion, the conclusion is made about the importance of a more detailed legal regulation of TSG activities.

INFORMATION AND PROPAGANDA SUPPORT OF THE SPACE RIVALRY BETWEEN THE USSR AND THE USA (BASED ON THE MATERIALS OF DOMESTIC AND FOREIGN PUBLICATIONS)
The article makes an attempt to analyse some features of the information and propaganda support of the rivalry of the two superpowers USSR and USA in the field of space in 1950-1960-ies, marked in history as the period of the escalation of the Cold War, nuclear arms race and international tension that began biased coverage and rewriting of the objectionable facts of the space exploration history, strongly detracting from the role and achievements of the Soviet Union, which is particularly important in the modern situation, in many ways similar to the previous one, when the Russian Federation faces discrediting and sanctioning pressure by Western countries.
Scientific monographs, articles, publications and documents published in recent years in Russia and abroad that offer new ways to look at the stereotypes, the true causes and timeline of the space race, in particular, superiority in flying to the Moon, the amounts of financial and intellectual resources spent on it. The above publications allow us in a constructively critical way examine the role of the press, information and propaganda apparatus of both countries in this regard. This is especially important and symbolic because the recently celebrated 50th anniversary of the flight of American astronauts to the Moon has significantly increased the interest of scientists, specialists, and the general public in this topic, and most recently, the US President D. Trump bypassed international agreements and adopted a very controversial decree on the extraction and use of resources in space.

THE EVOLUTION OF WEAPONS IN HUMAN SOCIETY
The article is devoted to the study of the evolution of the development of weapons and the increase in the spectrum of their use in the modern world. Studying the problem of expanding the range of weapons used in the modern world, the author comes to understand the philosophical dictum “all means are good in war”, when any object (substance) in the world can become a means of destroying a person. Due to the awareness by mankind of the dangers of certain types of weapons (weapons of mass destruction), in the practice of armed struggle a whole spectrum of non-military weapons of destruction has appeared, including terrorist weapons. However, expanding the spectrum of non-military means of struggle in the modern world and increasing the frequency of their use against civilians is a serious threat to humanity.

TIBETAN BUDDHISM IN THE POLITICAL CONTEXT OF THE TSYN DYNASTY
The reign of this dynasty was accompanied by numerous cruelties, but the era from 1680 to 1795 was a Golden age, a time of unprecedented prosperity. It was then that the Qing Empire reached its maximum expansion: it included not only China proper, that is, the territory inherited by the Manchus from the previous Chinese Ming dynasty (1368-1644), but also other areas absorbed and conquered by them, such as: Manchuria, East Turkestan, Mongolia and Tibet. Qing China at that time was one of the greatest empires in the world, and the China we know today, in terms of territory, almost directly inherited the Qing oikumen.

SPORTS DIPLOMACY: BASIC FORMS AND KEY ACTORS
The proposed article reveals the essence of the sports diplomacy phenomenon. A brief description of the phenomenon is given, its role in the modern political struggle is analyzed, scientific and theoretical constants verified by researchers of this problem in the XX-XXI centuries are examined. The topic is relevant for research due to such factors as: the growing role of sports diplomacy in international relations and the foreign policy of states; a positive way of sport in the eyes of the world community; the principles of tolerance, mutual respect and non-violence, which are so urgently needed in the modern world, which are the basis of sports diplomacy; the transformation of sports diplomacy has become an integral tool of the diplomatic activity of any state. For example, the Russian Ministry of Foreign Affairs notes that sport and physical education are an important means of strengthening mutual understanding, expressing goodwill and developing contacts between people.
In preparing the study, the authors used the system-analytical method, the analogy method, the content analysis method and the historical-analytical method.

RUSSIA, CHINA, IRAN: ISSUES OF COMPATIBILITY OF INTERESTS
The article attempts to identify and analyze the relationships between Russia, China and the states of the Greater Middle East in their confrontation with the powerful extra-regional actor represented by the United States. The main attention is concentrated on relations between Russia and China with Iran, which, being one of the key regional powers, embodies in its foreign policy strategy many trends, features, contradictions, which together determine the geopolitical situation in the entire region. It is shown that for all the problematic knots and contradictions that exist between the three states, their leadership managed to establish mutually beneficial relations that, under certain conditions, can reach a strategic level and in the future, can form a kind of geopolitical triangle Russia-China-Iran.

The article presents an analysis of China's development of outer space, the main current trends in political interaction in the field of space cooperation between China and other countries. The subject of the study is the strategy of China in space exploration, this study suggests a significant role of this sector in the foreign context.

THE SOFT POWER OF RUSSIA IN THE CONTEXT OF GLOBALIZATION: THE CULTURAL ASPECT
The article explores the significance of russian culture in the foreign policy. The author consideres the features of using national culture as a forceful resource of russian soft power in the era of globalization. The main idea of this research is to proof that if Russia needs to develop and support modern and traditional culture as the soft power tools, goverment should fix the systematic work on the development of national culture. The features and significance of traditional national culture in the development of international relations are revealed in this text.

EURASIAN INTEGRATION THROUGH THE PRISM OF IMPERIAL DISCOURSE
This article highlights the Imperial paradigm in the context of analyzing the possibilities of defining the basic conceptual foundations of the Eurasian space. The author attempts to trace significant connections between a nation, Empire, and civilization. Apologizer conservative approach to the essence of Empire, stresses the importance state-forming ethnic group in Imperial issues, raises the problem of the ideological component in the Foundation of a supranational identity in conjunction with the national idea. The author comes to the conclusion that the Imperial approach is closest to the essence of Russia and is able to develop regionalism in a new quality.

The article deals with the phenomenon of cultural conflicts and, as a result, cultural wars as the main issues in the sphere of cultural diplomacy. The emphasis is placed on the role of language, historical memory and historical culture as the main components of socio-cultural identity, the study of which is most important for specialists in the field of cultural diplomacy. The article also raises the question of the extent to which an impeccable knowledge of the language and language policy of the host country can help diplomats resolve cultural conflicts during their service.

RUSSIA'S FACTOR IN GEORGIA'S FOREIGN POLICY
The bilateral relations between Russia and Georgia and also a role of these relations in foreign policy agenda of Georgia are considered in this article. The Caucasian orientation in Russian foreign policy is a great importance of ensuring national security of Russia. The vital questions for the South Caucasian region are the world peas and stability. And Russia plays a key role in these issues.
Georgia, which is guided by Euro-Atlantic structures, already realizes that it won`t be admitted to NATO, so problems of territorial integrity of the country and threat of its safety will force the Georgian leaders to look for new allies. And Russia can become the key ally in this context.
The growing influence of Turkey is also of concern to Georgia. Has come an understanding that to balance the influence of Turkey will be possible only with the support of Russia. It should be noted that understanding the role of Russia and its potential in the region in Georgian politics is difficult, but the fact that the process has moved on says a lot.

AN INTERNATIONAL SCIENTIFIC AND PARCTICAL CONFERENCE “THE INTELLECTUAL LEGACY OF BABUR AND MODERNITY”
This paper is a brief review of an International scientific and practical conference “The Intellectual Legacy of Babur and Modernity”, devoted to the prominent statesman, poet of the Medieval Orient and founder of the Baburid Empire, Zahiriddin Muhammad Babur.
The main goal of the conference was to develop interdisciplinary approaches to understanding and describing Babur’s political and intellectual activities in the context of today’s anthropocentric paradigm of humanitarian knowledge.
The conference took place on February 28th, 2020 and was organized by the Institute of Asian and African Studies of Lomonosov State University in cooperation with the State Museum of Oriental Art (Moscow, Russia), Saint Petersburg State University (Saint Petersburg, Russia), the Alisher Navoi Tashkent State University of Uzbek Language and Literature (Tashkent, Uzbekistan), the Samarkand State Institute of Foreign Languages (Samarkand, Uzbekistan). The event was supported by the Embassy of the Republic of Uzbekistan in the Russian Federation.
