EXPERT COMMUNITY OF POLITICAL SCIENTISTS: PROBLEMS OF INSTITUTIONALIZATION AND COMMUNICATION

The article attempts to identify the main problems of formation and development of the expert political science community in modern Russia. Based on the critical analysis, the author puts forward a hypothesis about the segmentation of the community by the professional dominant, which forms the type of reflection of political reality, which determines the direction, nature and intensity of professional activity. The problems of forming a market for political professions that is poorly connected with the education system are noted, along with positive trends in the development of the expert community.

THEORETICAL MODELS OF ETHNOPOLITICS IN MODERN RUSSIA

Modern national (ethno-national) policy reflects a system of principles, legally fixed views on the content of the activities of state bodies and public organizations in the field of interethnic relations. The development of legislative documents regulating the interaction of social actors is based on certain models that determine vertical and horizontal relations in management and in society as a whole.

The purpose of the article is to identify the main theoretical models of ethnic and national policy at the state and regional levels in modern Russia and conduct a comparative analysis of them. The object of research is the state national policy. The subject of the research: theoretical models of Ethnopolitics in modern Russia. The main research methods were: analysis, synthesis, modeling and typology.

Results. Based on the structural and functional approach, the models were typologized. The paper shows the limitations of the constructivist approach to theorizing in this area and to the mechanism for implementing models that poorly take into account the subjectivity of ethnic communities. Sharing the understanding of Russia as a Eurasian-type civilization, it is proved that the cultural phenomenon of civilization should not be transformed into a political and legal nation-civilization, since this will not contribute to the harmonization of inter-ethnic relations. The structure of a socio-cultural – oriented model of Ethnopolitics that contributes to the solution of the dilemma "ethnonation – civil nation" is proposed.

H. LASSWELL' CONCEPT OF CONTEXTUALITY OF POLICY SCIENCES

The article discusses H. Lasswell' contextuality concept related to his program of policy sciences. The concept of contextuality plays a crucial role in the program, has a capacious content in which fundamental and applied aspects can be distinguished. Of particular interest are the methods proposed by H. Lasswell for developing the contextual orientation of a political analyst. It is noted that these methodological ideas can benefit current science and practice.

LEGAL FRAMEWORK FOR THE ADOPTION OF STATE GOVERNANCE DECISIONS IN THE FIELD OF ENSURING INFORMATION SECURITY OF RUSSIA – POLITICAL ANALYSIS

Analyzing the evolution of the Russian regulatory framework governing state policy in the field of information security, the author notes the growth of threats of an information-political nature both external (creation of cybernetic weapons by advanced countries) and internal (growth of social tension, in which the trigger for the transition to political protests may become any informational occasion). The Russian leadership began to pay special attention to the information sphere with the advent of V.V. Putin, which was expressed in the adoption and editing of the corpus of documents, while there is a commitment to prohibitive and protective tactics. The author draws attention to the need for constructing a dialogue between the government and civil society, suggests strengthening in the educational programs of Russian universities educational modules related to information policy and security issues.

NATIONAL REALITIES OF STATE DEVELOPMENT AND SOCIO-ECONOMIC DISCOURSE

The article analyzes the national realities of state development from the positions of socio-political and socio-economic perspectives. Can the population of Russia form a nation United by a common interest? Who should implement such a merger? The complexity of the situation is due to the fact that the country has entered a critical period when the question of future development must be decided on the basis of choosing a new development scenario. And this choice is due to the formation of opportunities for a modernizing leap, which, according to experts, is allocated no more than 10 years. Will the chosen development strategy allow Russia to enter the top five economies in the world?

Today in Russia there is socio-economic inequality, violations of the social rights of workers and entrepreneurs, alienation of labor, and the prestige of productive and conscientious work has decreased.

In the economic sphere, there is a significant sector of informal labor relations that does not allow the formation of a socially-oriented economy. There is an opacity of economic activity, distortion of law enforcement, and legal nihilism of citizens.

Today, the mass media mainly offer citizens a Western-type society as an optimal model, which has undeniable advantages with everything that is not Western. However, there is an uncritical borrowing of poorly studied and often misunderstood phenomena and mechanisms. This applies to the Bologna process, public procurement tenders, the reorganization of the research system, and so on.

MODEL OF POLITICAL COMMUNICATION IN CONDITIONS OF MODERNISATION OF MODERN RUSSIA

In the study, the authors consider the model of political communication implemented in modern Russia. The peculiarities of functioning of the implemented model are considered, in which two main directions of information reporting are distinguished, which have an influence on the dynamics of political processes. In this regard, attention is focused on the development of digital technologies that contribute to the development of new communication channels in the Internet space, which are not always fully controlled by the state. Traditional channels of political communication have also been further developed as part of the use of relatively new tools for Russia – political shows used by the state to simplify the submission of information material to the widest possible audience.

BIOTERRORISM: THE PROBLEM OF IDENTIFYING

The devastating consequences of epidemiological outbreaks caused by pathogens of many infectious diseases create conditions for their possible use as biological weapons. In many countries of the world, scientific research in the framework of ensuring the biological safety of the population is one of the most important areas in the field of national security, and is aimed at the study of pathogens that are most likely to be used for terrorist purposes.

The article is devoted to the analysis of natural epidemics, the cause of which remained unclear until the end, the history of the use of biopathogens as biological weapons in state military developments and in attacks by bioterrorists, as well as the problems of recognizing natural and artificial infection.

In the modern world, the importance of education is growing as the most important factor in the formation of a new quality of the economy and society along with the growing influence of human capital. In this article, the author noted that education is one of the most important subsystems of the social sphere of the state, which provides a person with the process of acquiring systematic knowledge and skills for their effective use in professional activities. The education system is a complex socio-economic and scientific-technical complex of the national economy of Russia. The study presents the results of an analysis of the state of the main problems and trends in the development of education in Russia in 1990-2000, the essence and possible consequences of ongoing reforms of education and training systems are evaluated.

EVALUATION BY VIETNAM USERS OF THE LEVEL OF FREEDOM OF EXPRESSION OF OPINIONS ON THE INTERNET SPACE

The article presents the specifics of the assessment by the Vietnamese Internet community of the level of freedom of expression in cyberspace based on the analysis of the results of a mass survey on the following aspects: a sense of comfort and security when criticizing government and politicians in the Internet; perception of the need for the existence/non-existence of the boundaries of freedom of speech in the global network. The linear correlations between the Vietnamese perception of the boundaries of freedom of expression of ideas on the Internet and their assessment of the political function of the global network, their attitude to security and privacy in cyberspace, their level of awareness of the importance of the Internet, their views on the need to strengthen control over the network environment are analyzed. The influence of socio – demographic factors and characteristics of the use of the Internet and social networks of Vietnamese on their perception of the boundaries of freedom of speech in the Internet space was also revealed.

TRENDS AND STRATEGIES OF COUNTER-ELITE ACTIVITY IN THE NORTH CAUCASUS

The Russian North Caucasus is still a region with a high degree of conflitogenicity, where clashes of different political systems and pressure groups are taking place. It combines both centrifugal and centripetal forces, impulses of development and archaization. As a part of the research task, the team of authors found it relevant to identify the main political actors who have the necessary economic and administrative resources, taking into account the socio-cultural specifics of the region. Based on the neo-institutional approach and structural and functional analysis, the authors studied the segment of the elite – counter-elites, which at the present stage are capable of influencing the political process and under certain conditions can transform into extremist groups. In conclusion, scientific conclusions and recommendations are developed.

NATIONAL POLICY IN MODERN RUSSIA, AS A TECHNOLOGY FOR ENSURING POLITICAL STABILITY (USING THE EXAMPLE OF THE REPUBLIC OF DAGESTAN)

The article considers the national policy of modern Russia on the example of one of the subjects – the Republic of Dagestan, in the context of its implementation, as a technology for ensuring political stability. The author notes that the effectiveness of the implementation of national policies depends on the interaction between the authorities and civil society institutions. The factors of the existing problems of interethnic relations in the republic are noted, as well as the most significant of them are distinguished. The study focuses on the risks of the functioning of interethnic relations within the framework of the model of social democracy, as well as the growing popularity of political Islam, in its opposition to secular power. Proposals are made to improve existing instruments for the implementation of national policies, such as technology for political stability, including through the institution of an ombudsman. Based on the materials of the All-Russian population census, data are given on the ethnic composition of the Republic of Dagestan.

Based on the normative documents of the CIS Interparliamentary Assembly, the article defines the main directions of inter-parliamentary cooperation within this organization. By analyzing the changes in their tendencies throughout the existence of the organization, the author reveals the restriction of the level of interparliamentary interaction with a certain range of problems that do not affect many real problems of the development of the Commonwealth.

The article examines the changing international situation and the strengthening of cooperation between China and Africa. Because of the current rather long economic crisis, China's views on African countries have increased. These views were aimed at enhancing cooperation between the two countries. One of the main components of cooperation between these countries was investment in rich natural resources. China is starting to cooperate with Africa to solve its problems with raw materials. Due to its resource potential, Africa is becoming a very important object Chinese politics.

COMPARATIVE ANALYSIS OF ENERGY STRATEGIES OF THE RUSSIAN FEDERATION AND THE EUROPEAN UNION

Since the end of the Cold War, the energy dialogue between Russia and the European Union has evolved and cooperation has gradually deepened. As a result of this process, the institutionalization of the energy dialogue began to take place, which was expressed in various formats of cooperation: bilateral meetings, summits, thematic groups, etc.

Afterwards, due to the political crisis in Ukraine, the majority of joint initiatives between Russia and the EU were suspended.

NORTHERN PACIFICA (NORTH PACIFIC CROSS-BORDER SPACE) IN THE SYSTEM OF REGIONAL AND GLOBAL SECURITY

In this article, the author analyzes the current problem, which explores the main areas of foreign policy activities of the countries of the Northern Pacific (North Pacific Cross-Border Space) (STTP), uniting the basins of Chukchi, Bering, Okhotsk, the Sea of Japan in the formation of regional and global security. The author assumes that the situation in the STTP is a prime example of the "transition" of security from regional to global. The economic interdependence of the states of this macro-region, which emerged as a result of the interweaving of economic interests of the four global (THES, China, Russia and Japan) and the four regional (Canada, two Koreas and Taiwan) powers has a great impact on the entire world situation and the construction of a new archipelago of global security.

Ensuring national security is a key area of state policy. The security of a country depends directly on the organization and well-coordinated functioning of the institutions responsible for ensuring it. The purpose of this article is to analyze the institutional framework for ensuring national security on the example of the Arctic region. Today, the Arctic vector of state policy is one of the priority areas of the state policy, and therefore, it is very relevant to consider the current system of national security organization in the region.

LATGALIAN PROBLEM IN THE PERCEPTION OF THE LATVIAN SOCIO-POLITICAL ELITE

Ethnopolitical theory and practice often considers ethnopolitical processes as the interaction of clearly defined and understandable interests of groups. However, in reality, not only the articulation of interests, but also the very existence and boundaries of an ethnic group may be problematic. The complexity and inconsistency of the construction and politicization of the ethnic identity characterize, in particular, the position of Latgalians in modern Latvian society. Latgalian identity is disputed and problematized by the official discourse and is characterized by blurring among the Latgalians themselves. The article presents research data on the perception and assessment of the “Latgalian problem” among the representatives of the Latvian socio-political and managerial elite. Based on 15 interviews, it shows that the perception of the Latgalian ethnicity, the Latgalian language and public policy may have radically different interpretations and systems of argumentation. The differences relate not only to the perception of the status of the Latgalian language, which became the subject of political discussions at the beginning of the twenty-first century, but also to the nature and motivation of the state in relation to Latgalians and, most importantly, to the very existence of Latgalians as a special ethnic group. It is concluded that the fundamental uncertainty of Latgalian ethnicity, as a result of multidirectional mechanisms of social construction, contributes to the implementation of the identity policy by various forces, but at the same time makes it impossible to fix any political interpretation of the Latgalian problem in the public discourse.

COOPERATION POLICY OF THE EUROPEAN UNION WITH INTERNATIONAL ORGANIZATIONS (ON THE EXAMPLE OF THE UN AND THE WTO)

The article presents the results of the analysis of the EU's interaction with the international organizations. In modern conditions, the governments tend to unite their efforts aimed at the resolution of common problems, but the lack of a well-developed contractual process leading to a transparent implementation of the projects by the countries – members of international organizations, forces experts to focus on the ambiguity in the actions of existing cooperation due to the complexity of determining their effectiveness. This article examines the main directions of the EU internal and foreign policy and provides ways for the assessment and usefulness of a potential union. On the example of the UN and the WTO, the EU cooperation policy and its effectiveness are considered in detail.

ANALYSIS OF THE REACTION OF THE LEADING ACTORS IN WORLD POLITICS TO THE EVENTS IN THE COUNTRIES OF THE “ARAB SPRING”

The article presents the reaction of Russia, the US, the EU and China to the events of the “Arab spring.” The position of the world's actors and the priority tasks that they face on the agenda are indicated. Thus, the demands of the protesters, in general, were received with sympathy, and the challenges faced by the powers became various.

Russia, in General, does not interfere in the situation in the region, and has chosen a more active position with regard to Syria. The country's policy demonstrated Russia's return to the Middle East. The US was forced to support the protesters who demanded democratic changes, which went against their own strategic interest. The EU met with crisis phenomena, since the beginning of events in the Arab world increased the flow of migrants, which reached a special scale during the war in Syria. in addition, it was not easy to develop common foreign policy decisions concerning the security of the Union, due to the difficulty of implementing a coordinated policy of many national States. China also faces the task of conducting a more active foreign policy, including in order to protect capital abroad and its citizens.

THE ROLE OF THE LEAGUE OF NATIONS IN RESOLVING THE ALBANIAN-YUGOSLAV CONFLICT (1920-1922)

The Albanian-Yugoslav conflict (1920-1922) is an internationalized regional conflict that has become a classic example of the successful resolution of an international dispute through the mediation of the League of Nations, which was involved in resolving the conflict by Albania; but as the negotiation process developed, all its participants reached a consensus on the political legitimacy of the organization’s activities, and its membership expanded. In addition to the political recognition of the League, the issue of the legal grounds for the participation of an international organization in conflict resolution was positively resolved. During the settlement of the dispute, the League of Nations demonstrated its strengths and potential in resolving such situations, which, in particular, include the creation of a convenient negotiation platform and a favorable environment for the settlement of the dispute, as well as an independent examination of the situation. At the same time, the League showed its weaknesses, such as the indecision (the instruments of political pressure on the parties were not used), dissatisfaction of the main participants with the settlement outcome at the first stages of the conflict.

UNRWA AND ISRAEL RELATIONS: POLITICAL ANALYSIS

The article discusses the development of relations between Israel and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Israel’s attitude towards UNRWA activities has changed significantly over time: from the willingness to provide assistance to criticism and the proposal to eliminate UNRWA. The author concludes that relations between Israel and UNRWA are in decline today and there is no evidence to improve them in the near future.

INTERNAL POLITICAL CONFLICT AS A FACTOR OF EVOLUTION IN THE COLOMBIAN STATE SYSTEM

The long-standing armed conflict in Colombia is one of the main problems concerning not only simple public security in Colombia, but also the controversy over the optimal forms of its internal political development. With the onset of protests in the late 2010s, as well as the ending of the «left swing» and the accompanying ideological shifts in the region, the problem of internal instability in one of the leading countries of Latin America appears to be especially considerable on the background of other discussions regarding the future state structuring route of Colombia, and that’s why the problem is relevant in terms of studying the features of Latin American politics. The current work aims to characterize the impact of the civil war on the adoption of chosen principles of internal political construction. In this context, the work has to complete the following scientific tasks: the analysis of the contemporary political system of Colombia; the use of the retrospective method to consider the development and to identify the essence of the armed conflict as a subject that influences political processes in Colombia; the assessment of this impact in regard of the last stages of the Colombian political system development considering two dimensions: the dimension of formal legal and regulatory acts and that of communicative and cultural aspects. Research methods include analysis of open sources of information, methods of abstract analysis in relation to actual changes that have occurred in the internal political structure of Colombia under the influence of civil conflict.

FARC-EP AND ELN: THE ORIGIN AND SCALE OF THE THREAT TO THE NATIONAL SECURITY OF COLOMBIA

This article attempts to provide an overview of the situation that has developed in Colombia around non-state military organizations FARC-EP and ELN, both from the perspective of a historical retrospective, substantiating the causes, prerequisites and course of events, and from the point of view of the main characteristics of the conflict between FARC-EP and ELN and the government of Colombia. The article also touches on the issue of the prospects for the development of the peacekeeping process, initiated in 2016, taking into account modern realities and the aggravation of the situation due to the COVID-19 pandemic.
