COMPUTER GAMES AS A TOOL OF POTENTIAL DEVELOPMENT OF POLITICAL CULTURE AND COMMUNICATION

Computer games can become an important technology in the development of political culture and communication, due to the structural and narrative complication of this type of entertainment. Many modern games, which use images and events from real history, put the player before choosing an action related to the sphere of politics. Game community, is the object of impact for political culture and communication.

THE EFFECTIVENESS OF POLITICAL DECISIONS: CONSENSUS AND EXECUTIVE MODELS

The article reveals the scientific basis and features of the theory and political practice under the different models of adoption of state decisions. The article stresses the advantages of the consensual model over the representative model in cases of decision-making in the process of settlement of political and ethno-political conflicts.

INFORMATION INFLUENCE ON THE AGE OF "POST-TRUTH" AND FAKE-NEWS

The transition of human civilization to a postindustrial society is characterized by informatization of all spheres, including political ones. At the same time, ICT tools contribute to the dissemination of a huge array of data and enable its dissemination to both state and non-state actors. A constant news cycle, engaging mass media and wide-spread social networks, according to some political scientists, contributed to the formation of the so-called "post-truth" policy, which has become an integral tool of many states, including the US, China, the EU and Russia. The purpose of the article is to examine the phenomenon of "post-truth" and "fake news", to analyze their application in modern international relations.

FORMS AND METHODS OF INFORMATION-PROPAGANDA EXPOSURE OF RADICAL ISLAMIC ORGANIZATIONS: SPECIFICITY AND MECHANISMS

This article is devoted to the analysis of ways and methods of recruitment and propaganda of radical Islamic movements, including the international terrorist Islamist Sunni organization ISIL, which is prohibited on the territory of the Russian Federation. The study deals with both the global network of information impact and the problems of the spread of radical ideology in Russia.

INFORMATION OPERATIONS IN THE DEMOCRATIC SOCIETY

Involvement of leaders and citizens in information operations against each other is the main driving force for the success of democracy as a system. A failure of the information operation creates indifference of the people and harms the existence of democracy itself. The purpose of the article is to present our own interpretation of democratization as a process. The text focuses on democracy, democratization, leaders and citizens, and the basic provisions contained in the article are that in a successful information operation in a democratic system, leaders and citizens are capable of contributing to the democratic process by taking an active part in it, and if they are indifferent to it, they prevent it and this can lead to the failure of the whole operation.

TRANSFORMATION OF THE SUBJECT STRUCTURE OF RUSSIA AS POLITICAL PROCESS

The topic of improving the subject structure has repeatedly been raised in the history of the Russian state. In the political retrospect, territorial development was accompanied by alternation of processes of consolidation and division, accession and separation, centralization and decentralization, which was determined by the general logic in historical formation and development of Russia. In this article an attempt is made to systematize those procedural and political changes that are inherent in the transformation of the subjective composition of the Russian Federation at the present stage.

POLITICAL LEADERSHIP IN EARLY XXI CENTURY: CASE STUDIES OF PRESIDENT VLADIMIR PUTIN OF RUSSIA AND CHANCELOR ANGELA MERKEL OF GERMANY

The article is devoted to the one of the most relevant problems at all times – political leadership. Today in the context of globalization when the political sphere has become independent and crucial in the decision-making process, this topic the particular interest. The relations between states and politicians has also undergone major changes. Such problems as transformation of international relations, the need to respond promptly to the challenges and threats of the present, and the solution of global problems require new qualities from politicians, namely the formation of a new type of political leader. In this article the author will talk about political leadership as a phenomenon of power and what type of political leadership has the Chancellor of Germany Angela Merkel and President of Russia Vladimir Putin, as well as about the characteristics of the leadership qualities of each politician in the current system of international relations.

TO A QUESTION OF THE LEGITIMATION MECHANISM DEVELOPMENT FORTHE UNRECOGNIZED STATESIN FORMER SOVIET UNION

Article is devoted to a perspective of formation and development of the legitimation mechanism for again formed states. The studied international documents and rules of law and also contradictory practicians of the international recognition for new states, confirm need of study of a political legal mechanism for new state legitimation. As the perspective, direction of such mechanism development is reforming of the UN and expansion of General Assembly role in acceptance of the new states in the international community is offered.

PROSPECTS OF DEVELOPMENT OF POLITICAL PROCESS KAZAKHSTAN AND ITS IMPACT ON EURASIAN INTEGRATION

The research subject of this article are the main aspects of the influence of the political process in the Republic of Kazakhstan on Eurasian integration. The author considers how the problems of the transition of power and the development of civil society are reflected in the integration strategy of the state. Particular attention is paid to the "Kazakhstan-2050" strategy, which reflects the main goals of the Republic; the article highlights the analysis of the activities of the opposition, which increases its influence on the Kazakh public. The relevance of the study is due to the prospect of significant changes in the domestic political process in Kazakhstan. The study of the peculiarities of the current political situation in the Republic makes it possible to trace the pattern of decisions taken. Now, we can talk about the determining role of political and economic modernization, which, according to President Nazarbayev's Address to the People of Kazakhstan of 2018, will determine the internal and external goals of the state.

The purpose of this research conducted at the MGIMO Department of Diplomacy is to highlight the problem of international (foreign) lobbyism as an instrument for influencing the foreign policy of states. The authors set themselves the task of identifying the significance of certain subjects of lobbyism and the threats they present to the security with regard to the Russian Federation. GEOPOLITIZATION OF THE SPACE IS THE LIMIT OF RESOURCES FOR THE WESTERN VERSION OF SOCIALITY

The article discusses such an important socio-political problem as a correlation between the Western geopolitical paradigm and the social essence of the earth's space. INTERNATIONAL LEGAL ASPECTS OF ENERGY COOPERATION WITHIN THE FRAMEWORK OF THE ORGANIZATION OF THE BLACK SEA ECONOMIC COOPERATION

The subject of the study is the cooperation of the states-participants of the Organization of the Black Sea Economic Cooperation (BSEC) in the energy field. The article examines the overall goals of the organization, as well as the most priority areas for the implementation of regional cooperation. The institutional framework created to implement energy cooperation in practice is considered. The article focuses on the study of the legal aspects of this cooperation, examines the provisions of the constituent instruments of the organization, as well as the main documents adopted by the member countries for the implementation of the set goals. In addition, the article explored such concepts as "green economy" and "green energy", characteristic of the Black Sea Economic Cooperation (BSEC). The main mechanisms for the development of these phenomena in the Russian Federation and the corresponding domestic legal and regulatory framework were considered. The authors also identified the main trends in the development of this area in the Russian Federation and the fulfillment of the commitments adopted on the basis of the BSEC documents.

POLITICAL PERSPECTIVES OF THE INFLUENCE OF TRANSNATIONAL CORPORATIONS IN A CHANGING MODERN WORLD

Today, the world economic system has revived, international competition has increased significantly, national and international relations have become more liberal, and the largest transnational companies (TNCs) flexibly react to the development of scientific and technical progress. TNCs are one of the most important institutions of the political process in the modern world and play an important role in the political process. They affect all processes that take place in states where corporations conduct their activities, contributing to the formation of a single political space. The foregoing emphasizes the need to study the activities of transnational corporations and its impact on political processes in a changing modern world. In the home country, TNCs interact and maintain contacts with the leadership of the legislative, executive and judicial branches, with political parties and public organizations, as well as with the media. TNCs interfere in the formation of foreign and domestic policies of states, are engaged in its implementation, have a huge number of means and opportunities to implement and monitor their interests, they are politically active and implement their political goals, conditioned by economic interests, at the world level. The influence of TNCs on the world economy and politics is constantly growing. The growth of the political influence of global capital potentially leads to the transfer of power over society from national states to TNCs.

THE MAIN PRIORITIES OF THE FOREIGN POLICY OF MONGOLIA IN CONCEPT OF GLOBALIZATION

This article attempts to analyze a structure and main contention of the Concept of Mongolia’s Foreign Policy (1994 and 2011), the basis Mongolia’s independent and sovereign. Mongolia has been restructuring and reforming to a new political system and integrated with the global approach. Mongolia needs to underline a new and more flexible approach to addressing international issues on its foreign policy due to technological development and global issues. The Concept of Mongolia’s Foreign Policy (2011) resides in ensuring Mongolia’s independence and sovereignty and endeavoring to maintain the friendly relations with the “multilateral foreign policy” with Russia, China and the West and other developed countries.

MODERN PROBLEMS OF INTERSTATE RELATIONS: THE EXACERBATION OF NATIONALISM

The lack of stability in international relations at this stage of their development testifies to the revival, strengthening and transformation of the "classical" inter-state problems, in the first place, radical nationalism, in the context of the new reality. Awareness of the source of tension, the reasons for the development of this phenomenon may help lower the level of conflict in world politics.
