POLITICAL CONSENSUS: ONCE AGAIN THE ESSENCE OF THE CONCEPT

The article reveals the essence of the notion "political consensus". An attempt is made to give a general typology of political consensus. The characteristics of conflict phenomena in society and in the political sphere are given. The author assesses the role of consensus-based policy decisions and their relevance in modern society.

METHODOLOGICAL APPROACH ASSESSMENT OF INTEGRATION INFLUENCE THE TRENDS OF DEVELOPMENT OF CIVIL SOCIETY

The article reveals the methodological approach of the evaluation of immigration influence on the development of civil society, which is characterized by a system of indicators. The aim of this work was to obtain analytical dependences between indicators of civil society development in some countries of the Eurasian economic Union and countries candidates. Methods: this study is based on political science analysis of information on the development of civil society. As an application of the method of research used regression and correlation analysis, which allowed us to identify trends and to obtain analytical equations of mutual influence of civil society development in some countries of the former Soviet Union. Original information is taken from calculations by USAID. Result: the obtained system of regression equations that identified three types of mutual influence of civil society. In the conclusion refers to the importance of monitoring the state of civil society and trends of its development, it is proposed to prepare certified governmental professionals in development and integration of the civil society.

ESSENCE AND TECHNOLOGIES OF EXTERNAL INFLUENCES DESTABILIZING POLITICAL SYSTEMS

The article defines the essence of external destabilizing influences. It analyzes the causation of the emergence of the newest actors of destabilization and the impact technologies. The classification of actors of external influences is offered.The newest actors of external influence (transnational structures, social media) are revealed. The article considers tools used by the newest actors of external influence. The latest technologies of external influence (behavioral, "nudge", using big data) are revealed. The reasons of efficiency of influence technologies used by the newest actors of destabilization are explained.

STRATEGIC IMPERATIVES OF RUSSIAN POLICY IN MODERN CONDITIONS

The purpose of this article is to identify some of the imperatives of domestic and foreign policy of Russia, which seems to the author, should lie in the basis of strategic planning of the country. The number of tasks to draw attention to the problem of substitution of concepts occurring in the field of demarcation of the functions of strategy and policy in General. The author also touched the issues of the semantic content of the category «strategy» in relation to the realities of today.

ETHNOPOLITICAL MOBILIZATION IN THE CONTEXT OF ETHNOPOLITICAL RESEARCH

The article deals with the concept of ethnopolitical mobilization in the context of ethnopolitical research. In the broadest sense, ethnopolitical mobilization means group readiness for action or actions themselves. Ethnic communities are the focus of ethnopolitical research as groups. Stepwise elements of ethnopolitical mobilization are analyzed. Various structures of this phenomenon are considered and the factors of their occurrence are determined. The essential characteristics of each stage of the given process are analyzed. The typology of ethnopolitical mobilization is being carried out.

APPROACHES TO STUDYING OF INFORMATION SECURITY DEVELOPMENT

In its activity a country or a commercial organization operates with information as specific goods of considerable value. Knowledge of reliable and timely information and also its optimal unilization provide effective functioning of any structured unit as complete complex. As the question of information security (IS) is currently on the agenda in the Russian Federation, it demands quick reaction on the arising threats not only from the state, but also from the society. With the appearance of the first means of telecommunication between people and with understanding that there are interests under threat of digital means of communication providing development between all elements of society, the concept "information security" has appeared. As the title implies the article seeks to study and analyse development of approaches to studying of a concept of information security. On the basis of examination of the main approaches of domestic scientists to definition of IS, it is concluded that the term should cover a state, property of threats management and dangers as key typical signs in order to minimize negative consequences. Considering dynamics and the nature of this type of safety, it also should be discussed not as a state, but as the process demanding on-time reaction, including continuous updating of theoretical, methodological base.

THEORETICAL BASEMENT OF THE MODEL OF INTERNATIONAL RELATIONS WITH THE DOMINANT ELEMENT

The model of international relations with a dominant element could be widely used in political science analysis and political practice. It could be used to study the current Russian relations with various states and would help in effective implementation of Russian national interests. Scientific research on the problems of this model leads to the emergence of new ideas that require a theoretical justification of the model with the dominant element and the mechanism of its functioning.

FORECASTS OF DEVELOPMENT OF THE PRESIDENTIAL INSTITUTE IN MODERN RUSSIA

In this article, the authors predict the development of the presidency in modern Russia. According to the authors, in the near future the positions of the presidency institute in modern Russia will have certain tendencies to strengthen. This will contribute to a number of factors: the need for a strong power to ensure the security and integrity of the country in the face of negative influence of Western countries on domestic political processes; Existence of stability demands in society.

INCREASE IN THE MIGRATION ATTRACTIVENESS AS A PROGRAMME OF THE STATE YOUTH POLICY IN POLAND

This paper is based on the data of the in-depth-interviews of the Polish respondents which was undertaken within the framework of "The Implementation of Youth Policy in the Countries of Europe, the CIS, in China and in India" research project for the Federal agency for youth affairs of the Russian Federation. Because of the special programs for youth, Poland is more and more attractive for exchange students and enrols from some foreign countries, and from Russia in particular as the Polish universities implement a large number of programs in Russian, and, consequently, allocate grants for young people with knowledge of Russian language. The Polish state offers an active support in the start-ups and development of the youth business, providing students with place and facilities to implement their business ideas. The paper focuses on the political movements of the school and university students, which also receive approval and support from the authorities, because they help to involve young people in the socially significant spheres (health care, education, culture) and act at the same time as an effective tool for shaping the political consciousness of young people. The paper also addresses the negative side of migration such as the gap between the cultural, religious and socio-political identities of the representatives of different countries.

In the modern world, the problem of patriotic upbringing of the younger generation is of considerable relevance in all countries interested in ensuring their spiritual security. Within the framework of this article, the most positive aspects from the experience of the patriotic work of such famous for their strong patriotic traditions as Israel and China are consistently and in detail examined. At the end of the study, the authors cite the main factors that conditioned, from their point of view, the effectiveness of the patriotic systems of Israel and China.

EVOLUTION OF THE IMAGE OF VLADIMIR PUTIN AS NATIONAL LEADER AHEAD OF THE PRESIDENTIAL ELECTIONS IN 2018

The article discusses the evolution of the image of Vladimir Putin as the Russian leader ahead of elections in 2018. The author examines the evolution of the image of Vladimir Putin from 2000 to 2017, focusing on the key image characteristics of the Russian political leader. Also in the article the features of estimation of the image of Vladimir Putin by Western journalists and politicians. The author uses the results of a study by the Levada center.

STATE-CONFESSIONAL RELATIONS IN RUSSIA AT THE PRESENT STAGE

Currently in the modern world there is an active process of transformation of the internal relations of the state and various religious faiths, represented by religious organizations, small religious groups and separately believers. The main problem today, as before, remains the question of the correct interpretation and understanding of the subject of state-interconfessional relations. The article analyzes the different approaches of lawyers-jurists to state-inter-confessional relations, examines the relations of the state and religious organizations that affect the rights and freedoms of a person and a person.

NATIONAL INTERESTS OF THE ISLAMIC REPUBLIC OF IRAN AND THEIR RELATIONSHIP TO THE CONCEPT OF IDENTITY

In its foreign policy, the Islamic Republic of Iran, like other countries, seeks to respect and ensure the values and objectives that enable it to define its ideals in accordance with future needs. The most important motives and values, the highest goals, most important for the life needs of the Islamic Republic of Iran, which form its actions and behavior in the international arena and give them direction, are called national interests. The essence and identity of the Islamic Republic of Iran reinforces the conceptual uncertainty and complexity of the notion of national interests. Different approaches to the concept of national interests of the Islamic Republic of Iran have been formed, which follow from the value orientation of national interests. The article examines relationships between values and national interests, as well as the role of these concepts in the foreign policy of the Islamic Republic of Iran.

REGIONAL MIGRATION PROCESSES AND NATIONAL SECURITY OF RUSSIA

The article discusses the migration situation in the regional aspect by the example of Bryansk region. In the research process the analysis of the current migration situation in the border space of the Russian Federation and ongoing political, economic and social manifestations was carried out. The reasons for the attractiveness of the Bryansk region for other regions are analyzed. Influence of migration processes on safety of the state in boundary space is analyzed. Statistical data on migration processes in the Bryansk region is analyzed. The migration policy of the region is examined, the main regulatory documents defining migration policy in the region are presented. It is paid attention to the tense political and economic situation caused by the Ukrainian crisis, therefore, the increase of migratory flows from the Ukraine to Bryansk region is shown. It is noted that the Bryansk region is a transit route for illegal travel to European countries. The attention is focused on the ethnic conflicts and social tension in connection with the large inflow of displaced persons in the boundary space. Necessity of maintenance of the national security in the border areas is highlighted. Revealed the need for strengthening and improvement of migration legislation in connection with the acquisition of migration processes of a global nature.

POLITICAL DEVELOPMENT OF CENTRAL ASIA: CURRENT STAGE RESULTS

Political processes in Central Asian countries have similar features determined by the history of their development. The history of their presence in the USSR has a great impact on their development, such presence allowed the Central Asian republics to form state structures and achieve an economic breakthrough by creating an industrial sector of the economy. The republics gained access to modern methods of management and much has been done for the formation of national statehood. At the same time, a special mechanism of management was formed, when along with the generally accepted party-state approaches there were traditional (regional-clan) principles characteristic of the Central Asian republics. Having accepted Communist ideology in words, the leadership of the Central Asian republics implemented their policy taking into account the inter-clan alignment of forces.

TNCS AND DIPLOMACY IN THE FACE OF GLOBAL POLYCENTRICITY

The emerging polycentric world is characterized by uncertainty and conflictness. Transnational companies as one of the most important subjects of the world economy and politics adapt to these features very effectively. They develop network structures, aim at fierce competition in the market, use advanced forecasting methods, make more flexible decisions. They have created and are fruitfully exploiting competitive intelligence units which contribute to reducing the degree of uncertainty. TNCs change attractive features of their brands in proper time depending on market priorities and consumer demand. The state foreign policy services could learn a lot from the experience of TNCs’ activities on the world economic and political arena.

MODERN IRAN'S POLICY WITH THE CASPIAN REGION IN THE SOUTH CAUCASUS

Cancellation of international sanctions against Iran against Iran in January 2016, was received enthusiastically by the Northern neighbors of the Islamic Republic of Iran in the South Caucasus. Armenia, Azerbaijan and Georgia had hoped that the rapprochement between Iran with the West and the unfreezing of assets abroad valued at several billion dollars will bring this country to enhance its trade and investment activities in the Caucasus. This was especially true of the energy and transport sectors. However, the expected benefits were not as imminent as Iran are reluctant to Finance infrastructure projects in the Caucasus. On the other hand, there have been positive changes in the trade and tourism sectors, as well as in the field of cross-border energy cooperation.

Overall though Iran is interested in closer economic cooperation with the South Caucasus, it relies on conflict-free politics of the countries of the region to ensure momentum and provide the resources necessary to achieve this goal.

COMMON GOOD IN THE POLITICAL DOCTRINE OF POPE FRANCIS

The subject of the study is the doctrinal position of the Vatican on the preferences for various political regimes, forms of government and mechanisms for the exercise of power. The object of the study is the Catholic political doctrine during the pontificate of Francis. The author pays special attention to the fundamentals of the economic policy of state power, especially in the sphere of environmental protection. Various scientific methods such as dialectical, logical, comparative, systemic, and a number of others are widely used in the work. The main conclusion of the author is that the criticism of various scientists about Francis’ leftist political views and his support of globalists does not correspond to reality, whereas new milestones in the political doctrine of the Vatican are more likely due to the challenges facing the Holy See and humanity as a whole.

SHALE REVOLUTION FACTOR AND ITS ROLE IN MODERN INTERNATIONAL RELATIONS

The article discusses the impact of "shale revolution" as new phenomenon in modern international relations. Special attention is paid to the production of unconventional hydrocarbons in North America. This article includes the analysis of the legal, geological, economic and social conditions for the successful implementation of shale production.

GENESIS OF THE SYRIAN CRISIS AND REASONS FOR RUSSIAN PARTICIPATION

In the article it is analyzed reasons for the beginning Syrian civil war and reasons for Russian military participation in Syrian crisis. All above mentioned aspects are considered from an economic, political, geopolitical perspective. The role of the Russian Federation is evaluated in the context of the Syrian crisis resolution.

The aim of the article is to identify main reasons for the genesis of the Syrian crisis, to analyze motives of Russian military involvement and to establish the character of these motives.

The tasks of the article are to identify all interests of international and regional actors in the Syrian crisis and to trace the dynamics of the Syrian conflict’s development.

Based on the results of the analysis of different scientific efforts, research articles and books which are devoted to the Syrian crisis, synthesis was conducted, with reference to which one established direct and indirect reasons for the genesis of the Syrian crisis and also main and latent motives for the participation of the Russian Air Forces in the Syrian conflict.

Based on the research one should underscore that impulse for mass disorders and rebellion against the Syrian government was informative provocation which was conducted in social nets by all countries concerned. From the undertaken research one comes to the conclusion that the Syrian civil war would not have been led to the Syrian crisis, unless all disorders of armed opposition groups had been supported by financial and military resources from outside. According to some forecasting the Syrian civil war would have been stopped, if some states had not destabilised the situation by encroaching on the territory of Syria, financing and protecting terrorists in Syria. The main aim of the Russian Federation is to protect the national security, so the main purpose is to root out terrorists of ISIL in Syria.

THE ROLE OF THE UN SECURITY COUNCIL IN THE CONFLICT SETTLEMENT OF THE DEMOCRATIC REPUBLIC OF THE CONGO IN THE 1960-1970TH

The research places emphasis on the military-political conflict in the Democratic Republic of the Congo, which was actively developed after having got the independence in 1960th. DRC is reputed to be one of the most unstable countries on the Dark Continent. There are the following elements such as economic backwardness, governmental inability to resolve topical problems and chronical lack of financial resource which exert impact on the conflict escalation. The support from the ex-metropole – Belgium did not lead to the positive changes, vice-versa, only aggravated the situation.

Every new political leader, who appears at the international scene, tries to dictate terms to someone else emerging new crisis in the country.

The goal of the article is to find out the reasons of existing conflict in DRC and to analyze the role of the UN Security Council in the conflict settlement.

The tasks are to follow the dynamics of the Congolese conflict and to determine the role of the UN Security Council.

Having analyzed different scientific articles, thesis works and books on this topic, it was concluded that there were enough reasons and causes to emerge the conflict. In this situation there was a composition of political, economic, social and cultural crises.

Based on the results of the research one should acknowledge the peculiar role of the Security Council and the peacekeeping mission in the country. Despite the prevalent situation «Blue Berets» could reduce risks for the continuation of the conflict and set peace in DRC, although not for a long time.

RELIGION BASED EDUCATIONAL SYSTEM AND ITS ROLE IN INCREASING RELIGIOUS EXTREMISM: A CASE STUDY ON MADRASA IN BANGLADESH

After the attack of 9 /11 in USA the Western researchers became concerned to find the root causes of terrorism and claimed the connection of madrassa with religious extremism. In 90th decade several terrorists groups emerged in Bangladesh and then madrassas were condemned by the secular scholars as the breeding place of terrorism because all of the leaders of these groups were educated from madrassa. But Islamist scholars argued that not only madrassa but also other factors such as social inequality of madrassa students, poverty, social isolation and misinterpretation of Quran by the leaders of these groups are also responsible to increase terrorism. The article is devoted to the narration of the history, education system, structure and lacking of the madrassa in Bangladesh. In this article the author with the help of historical method and based on secondary sources analyzes the role of madrassa in increasing of terrorism in Bangladesh.
