POST-DEMOCRATIC CHANGES OF PARTY DESIGN
The article examines the process of transforming mass parties into new party models, which occurs in the countries of Western democracy and is caused by the growth of socio-political organizations, a reduction in the need for traditional membership, a decrease in the participation of partisans in elections, a weakening of the unifying force and political attractiveness of the parties. Changes party design in the direction of "base-less party". In the context of these changes, the most interesting questions are the identification of trends in the change of mass parties, the correction of inner-party relations, organizational structure, inter-party competition, policy goals and, as a result, a change in the basic characteristics of traditional parties, which suggests new party models with limited social functions and expanded Intermediary and managerial.
The carried out research had the purposes: to describe and order party realities through classification characteristics, to explain the cause-effect relations of the transformation of parties. This led the author to the following conclusions: mass parties were held in the twentieth century and by now they are completing a three-stage transformation (mass parties – catch-all parties – cartel parties), which led to a reduction in party membership; the rigidity of the intra-organizational structure of parties indicates one of the main reasons for its reduction; car\telization of parties indicates the transition of member parties to the final stage, after which speech can go about the meta-models of mass parties, because the membership, although greatly weakened, but did not disappear.

PECULIARITIES OF THE POLICY OF DEVELOPMENT OF THE HIGHER EDUCATION OF THE SOVEREIGN KYRGYZSTAN
In this article the author considers the issue of the current situation and development of higher education in sovereign Kyrgyzstan. Based on the conducted analysis, the process of system development of education in the country, including high education, is divided into four periods. The article gives short description of development specifics for each of the periods and defines goals to improve higher education of the country.

FEATURES OF THE HISTORICAL EVOLUTION OF STATE INSTITUTIONS IN THE SPHERE OF COUNTERACTION OF CORRUPTION IN RUSSIA
The article examines some of the historical features of the evolution of state institutions in the sphere of counteraction of corruption in Russia. In particular, the article examines the features of the initial period of struggle with corruption (bribery), the role of the fief-offices, the formation of the legal framework to combat corruption, the appearance in pre-revolutionary Russia of the first institutions among the most important tasks of which was counteraction of corruption. The article discusses the features of the Soviet historical period in the context of combating corruption. It also examines the current institutional system of corruption counteraction in the Russian Federation. The author makes general conclusions about the historical trends of the evolution of the institutional framework of combating corruption in Russia at various stages.

ISLAMIC VALUES IN THE NATIONAL IDENTITY OF THE PEOPLES OF THE NORTH CAUCASUS
In the present article, the author tries to analyze some key aspects of the influence of values and norms of Islam on the national consciousness and ethno-national identity of the indigenous peoples of the North Caucasus. Recognizing the very fact of the reality of such influence, it is emphasized that this influence was ambiguous among the peoples of the north-western and north-eastern regions. Analyzing the main reasons for the differences in this sphere, it is concluded that with all possible reservations, the values and norms of Islam cannot be regarded as a factor that determines the systemic and structural components of national self-consciousness and ethno-national identity, respectively, of orientations in the most important spheres of public life.

THE BLINDSPOT OF POLITICAL SCIENCE: SOCIETY OUTSIDE THE STATES
Politics and political science often act together, because one legitimizes the other. Imperious and scientific discourse form a specific political space, which Guy Debord called the image of reality, but the reality is different from its "official" representation. So, there are many unrecognized states and communities in the world, existing outside of the world politics and not incorporated in the classical political dictionary: The Icelandic Commonwealth, Zomia, «flight zones» in Latin America, North America, central Europe, kibbutz, Orang Laut, gypsies, cossacks and many others. They are called marginal groups, but there is no objective justification for this. Political and economic systems, governance (or management) strategies, political culture of these communities are rarely researched by political scientists, but anthropologists and economists make up for this omission. On the example of the three-century existence of Icelandic democracy, this article tries to prove that post-anarchy, post-state and cooperative governance are the same political entity, as well as any recognized state in its classic sense. Moreover, many inventions and managerial findings of post-states are definitely interesting for research and extrapolation to classical political systems. The main thing, perhaps, is to overcome the discursive snobbery of the hegemony of absolute political power.

AN EFFECTIVE MODEL FOR THE REGIONAL COOPERATION IN EURASIA: CASE OF KAZAKHSTAN
The article describes Kazakhstan’s experience in implementation an effective national model of economic development and its role for the Eurasian integration.
The recent trends in the economic integration of the Eurasian Economic Union member-states are briefly reviewed. It provides view for key aspects and stages of economic reforms, the public policy programs and strategic planning in Kazakhstan.
The main points of the New Economic Policy "Nurly Zhol" ("The Path towards the Future"), with a special focus for the new initiatives of Kazakhstan President Nursultan Nazarbayev, aimed at the development of transit and transport potential, as well as the mapping out of new Eurasian transport corridors between Europe and Asia.
The author concludes that the Eurasian space obtains a new capacity of the global positioning. For its upgrade, however, all the EEU member-states shall pursue drastic economic reforms.

SECURITY OF THE INFORMATION SPACE: MODERN POLITICAL PROBLEMS OF ADHERENCE
Modern school, within its resources doing everything it can to information security students. However, educational institutions are not able to control the global web space, existing competition laws and regulations, far from the age limit of "16+". Developed entire sectors of the IT industry, delivering on the digital market exclusively forbidden fruit.
Defying the Protestant ethic and Puritan morals, the distributors of content are corrupting immorality and permissiveness in adolescents. Dogmatic advocates of democracy sown in the information field "flowers of evil", treading the sprouts of virtue and the humanism, social justice and citizenship. Complicating the socialization of the Russian youth, unscrupulous opponents blaspheme our country for spirituality, commitment to humanity, indomitable character and identity.
The author of this article, mapping web threats, drew attention of the education community and parents of students on the current issues surrounding the learning of children extra-curricular information space.

UKRAINIAN CRISIS AND ITS IMPACT ON THE GROWTH OF CONFLICTS IN THE REGION
The article discusses specifics of the conflicts in the post-Soviet space, it identifies causes and factors that have contributed to the development of conflict relations. The author notes such reasons as ethnic tensions, territorial disputes and positions of national elites. Special attention is paid to the analysis of the development of the Ukrainian crisis and its destabilizing impact on the regional security. Policy pursued by the Ukrainian leadership, aimed at the glorification of Bandera movement, formation of Russophobic sentiments and imposition of its vision of the past and present, does not contribute to a constructive solution of the existing problems. The author notes that the escalation of tension in Ukraine was significantly influenced by major world and regional power centers and resolution of the conflict is possible only through joint efforts of the international community.

ETHNO-POLITICAL FACTOR OF CONFLICTS IN THE RELATIONSHIPS BETWEEN THE NORTH AND SOUTH CAUCASUS
The article attempts to identify and analyze some of the factors underlying the conflict in the Caucasus as a single geo-political space. The main focus is on the ethno-national component of the region, focusing on the state of affairs in this area in the three independent states of the South Caucasus. It is shown that as a result of the collapse of the USSR, many indigenous peoples of the region were divided state borders between the Russian Federation and the states of the region. Analyzing their real policy in this area, it was concluded that the prospects for the very statehood of the South Caucasian states largely depend on their ability to develop and implement in practice a set of forms, measures, means, ways of resolving the problems of rights and freedoms of national minorities and divided peoples.

DOMESTIC POLICY RESOURSE OF THE RUSSIAN FEDERATION NATIONAL BRANDING: TRUST TO INSTITUTIONS OF STATE POWER AND ITS LEGITIMACY
The article is devoted to research of the ideological bases of national branding within advance of model of the strong defense capable state allocated with military power for reflection of global challenges and threats. The greatness of authority which growth is fixed in mass mind of Russians finds reflection in strong army and innovative achievements of defense industry complex. In domestic policy realization of strategy of the Russian Federation national branding with a support on innovative competences of domestic defense industry complex promotes growth of credibility of citizens to institutes of the government. The trust acts as basis of political support of the power and its legitimation. The trust forms commitment to institutes of the government and political actors, approval of activity of institutes of the power by the population. Adverse geopolitical conditions and counter-measures from Russia, including her participation in the military-political crises in Ukraine and in Syria, inclusion of the Crimea in structure of the Russian Federation promote strengthening of trust of the population to army, her hardware and the ruling authorities that is confirmed by data of sociological polls. Essential decrease in the index of military threat is recorded that also promotes strengthening of trust of citizens to institutes of the government. The specified factors promote political stabilization and integration of society and decrease in transaction expenses of the ruling elite in the course of political management.

TELEGRAM-CHANNELS AS THE PROSPECTIVE TECHNOLOGY IN GOVERNMENT TRANSPARENCY
The paper analyses the influence of the messenger “Telegram”, which was made by Russian programmers, on the development of political transparency under different political regimes. Due to the experience of Islamic Republic Iran there is shown the development of state policy concerning the social net and the performance of opposition powers under strong control. The existence of a political inside in Russian “Telegram”-channels is established and analyzed possible prospects of the usage of the messenger according to Russian political reality.

BUSINESS INCULTURATION OF SOCIAL MEDIA AND THE ELECTORATE IN RUSSIA
The article is devoted to consideration of the situation of inculturating modern social media and electoral resource of Russia.
The starting point of the study was relevant information permeability of the media environment. Today, social networks not only create information occasions, attracting the attention of users, but also interactively respond to requests from members of the community. Thus, inculturation, a merger of communicative interests into a single socio-cultural space, appears from matching requests and responses on virtual platforms.
The subject of study in this work is a form of business inculturation as a part of the political, party and election processes and technologies that occur between the virtual network and the real electoral resources. Expert evaluation shows that in this respect Russia follows the international trends. In our country, over the past three years the list of instruments of electronic dialogue between the civilian population and the branches of power has expanded and mutual influence of state and party media pages and private accounts has grown. Network portals demonstrate not only programmable interactive communications, national politicians and the electorate are included in the free business inculturation.
Analysts believe the "Direct line with Vladimir Putin" to be a key module, confirming the activity and effectiveness of inculturation. In 2017, official groups of the program re-opened in major domestic social networks, there has also been online tracking of discussions between subscribers of the leading global social media. By the time, when the transmission began, the users have already left about three hundred thousand comments.
Given these serious indicators, the purpose and objectives of this article were based on the hypothesis of the formation of a stable and ambivalent inculturation, and strengthening of interaction between the Russian electoral segment and the political media field. The methodology of syncretism in the aspects of political science, sociology and strategic statistics helped the author to justify this hypothesis.
Present scientific and analytical materials are based on the latest publications of international industry experts.

BULGARIA: PROBLEMS OF ECONOMIC POLICY AND MILITARY COOPERATION
The article analyzes the latest and most frequently discussed topics in the policy of the Republic of Bulgaria. Results of export policy development for 6 months. Considered public opinion on economic development. Also not long ago conducted military exercises of NATO countries and the US in the territory of Bulgaria within the framework of the exercise "Saber quardian 2017" from which follows the conclusions in relation to the security policy and military-economic development of the country. Analyzed military doctrine "Saber quardian 2017". We consider the problems of the military industrial sector and the need for its improvement and updating. The question of improving the country's military equipment is being raised. At the end of the article, the author makes a conclusion about the need for development and logistics provision in the future on the territory of the state.

THE PROBLEM OF VIOLENCE IN RESEARCH OF CONTEMPORARY RUSSIAN POLITICAL SCIENTISTS
The article is devoted to research of the concept of «political violence» in the works of Russian political scientists of the last decade. Two main approaches to the interpretation of political violence are disclosed. Supporters of the first reduce it to physical coercion to achieve political goals. Proponents of the second include to it various types of imposing the political will (psychological, informational, economic, physical etc.). Analyzed the advantages and disadvantages of both approaches.

MUNICIPAL ELECTION CYCLE IN MOSCOW 2017: NEW CHALLENGES
The article is devoted to the evolution of the electoral system on the election of municipal deputies in Russia on the example of Moscow. These elections are of interest in view of recent changes in the structure of electoral districts. The future election campaign may acquire the character keenly competitive, especially after the polling day September 18, 2016 in the Shchukino district are combined in a common group of candidates from the opposition parties (KPRF and Yabloko) failed to obtain a majority of seats in the local Council of deputies.
The purpose of the study is to identify opportunities and threats that are inherent in the new electoral system introduced in municipal elections in a specific region of the country.
The study solved three tasks. The first task is to assess the importance of future municipal elections in Moscow, to reveal the main reasons why the upcoming elections will be important.
The second task is to consider the opportunities and threats offered by the new election system for candidates wishing to stand in deputies of municipal meetings of a city of Moscow.
The third task is to evaluate the possible effects related to the practical application of the new electoral system for local elections in the capital of Russia.
The main research method was the simulation of processes that can occur within multi-member electoral system with their subsequent applied analysis.
The results are presented in the form of brief abstracts of findings summarizing all of the important aspects that may affect the conduct and outcome of election campaigns of candidates for deputies of municipal meetings of a city of Moscow.

POLITICALANDSTATEDECISION: DIAMETRICY OFCONCEPTS
Today any management decision is the result of the process of management activities. It does not matter, whether this decision was taken on international, national, regional or local level. After all, any decision should result in its implementation as it was originally planned, and in achievement of the results sought by managers. This article analyzes the concepts of "state decision" and "political decision", their relationship with the identification of both general and distinct. The author offers some bases to differentiate two concepts with a view to a proper understanding of outcome of the political process, and formulates the concept of political decision which differs from what exists in people’s minds today.

The purpose of this article is to define possibilities of using foreign experience of integration of migrants in the Russian situation. POLITICAL TRUST AS A SOCIAL PHENOMENON AND ITS FEATURES IN MODERN RUSSIA
Trust is one of the main criteria of good governance. The object of study is political trust. The subject of the research – peculiarities of political trust as a social phenomenon in modern Russia. Based on the theoretical interpretation of the concept of «political trust» this article analyses the main determinants of citizens ' confidence in political leaders and institutions are the most important indicators of people's confidence in government. The author examines such aspects as the culture of trust, credibility, determinants and indicators of confidence, social interaction, social communication, and public opinion. The article uses a classification-statistical research method and content analysis. On the basis of their analyses the main processes and factors of formation of political trust in the current situation. The scientific novelty of the study lies in the fact that the article in a single field of analysis covers all the main factors characterizing the scientific category of «political trust» in the modern context. It is necessary for the formation of methods of analysis and rationale strategic objective of political power in Russia – measures to improve the «confidence rating» to the leading political institutions, further reforms and initiatives of government and civil society to prevent conflict between the government and the society, the disruption, and the criminalization of society.
The main conclusion of the study: confidence in the Russian authorities is based on the specific authority of leading actors of politics and such an institution as the army, «credibility», which is steadily growing as a result of government measures.

ELECTORAL CONFLICT AS A FORM OF PUBLIC POLITICAL PROTEST
Of particular interest to the study of electoral conflict in political theory, due to a change in public views on the modern way of life. Modern democratic transition significantly expands the range of substantive electoral and electoral cycles, are also related concepts in this field act in the same sense. So synonymous are the terms «electoral» and «election». Which, in the opinion of the author, have a different meaning. This article examines the electoral conflict, having something more with protest activity than with the electoral conflict.

THE HISTORY OF THE BURYAT LANGUAGE DEVELOPMENT FROM THE OLD-MONGOLIAN SCRIPT TO CYRILLIC
The article analyzes the history of the development of the Buryat language in the Republic of Buryatia presented the historical facts of the formation stages of modern written and oral Buryat language. Considers the problem of transitions of the Buryat language from the old Mongolian written language to the Latin and Cyrillic alphabets, their influence on the formation of the Buryat literary language.

ON THE LIMITS OF SWITZERLAND’S COOPERATION IN THE SPHERE OF DOMESTIC AND INTERNATIONAL SECURITY
This article represents short survey of Swiss national security policy after the end of cold war. Author analyses changes and adjustments in politics of national security and stresses that adoption of the concept of total security became the starting point to move from autonomous concept of security to the concept which is more oriented to international cooperation. New understanding of national security leads to broader version of its concept first of all due to broader understanding of the whole spectrum of threats. The result of total security concept became the integration of domestic security policy and outdoor security policy that leads to comprehensive approach to national security and to readiness of Switzerland to support outdoor missions.

CHINA'S POLICY IN THE INFORMATION SPHERE AS A FACTOR OF INTERNAL POLITICAL STABILITY AND STRENGTHEN NATIONAL SECURITY
The article is concerned with the features of the Chinese government policy in the information sphere. Along with tightening security measures in the information sphere and the number of events, the Chinese authorities carried out the "immunization" of the population, explaining the fallacy or the hostility of ideas aimed at undermining the national security. The author notes such a feature of China's censorship as an opportunity for a broad discussion of the most pressing issues, with the simultaneous suppression of unauthorized rallies and large-scale performances. Emphasizing the trend towards stricter measures to strengthen national security in the information sphere, the author substantiates the necessity of such measures in connection with the increasing number of threats and security challenges of Chinese society.

SOME PRECEDENTS AND PROBLEMS OF ENSURING ENERGY SECURITY OF THE EU COUNTRIES
The European Union is characterized by a high level of energy dependence on Russia. To minimize dependence on Russia, the EU must strengthen its ties with other energy sources, where the Caspian region can play a key role. Access to new sources does not mean that the EU can meet its demands, because Russia will remain an important source of energy, but, conversely, by diversifying the EU will be more "protected" from Russian pressure. As for the diversification of EU energy sources, the energy projects of the transit countries play a very important role. The Balkan region, thanks to its geostrategic position, can play a vital role in this matter. Security and stability are directly related to ensuring the EU's energy security. The case with Ukraine clearly shows the importance of transit countries in ensuring energy security, therefore the EU should pay special attention to the potential and significance of the Balkan region.

«SOFT POWER» IN GERMAN-TURKISH RELATIONS
This article is devoted to the study of the phenomenon of "soft power" in bilateral German-Turkish relations. The author set himself the goal to show the degree of its importance, the practical implementation of "soft-power methods" on specific examples, as well as to identify the goals pursued by subjects of cultural diplomacy and identity politics. Methodologically, the study of this problem lies in the sphere of a context-oriented approach to the study of the phenomenon of force, the subject-oriented approach, as well as the concept of a "third face of power". The study confirmed the fact that now the role of "soft power" in bilateral German-Turkish relations has become no less important than political cooperation or cooperation in the field of security. At the same time, it is necessary to conclude that the intensification of the interaction of different languages and cultures leads not only to mutual cultural enrichment, but also to the growth of semantic and value competition.

POVERTY ALLEVIATION AS ONE OF THE SUSTAINABLE DEVELOPMENT GOALS IN CHINA
It is stated in the article that poverty alleviation is one of the key sustainable development goals in the PRC. China has made substantial progress in this field. An attempt is made in the paper to analyse the poverty alleviation policy of China and reveal new policy trends of the CPC in this field. The research object is the sociopolitical basis of sustainable development in China. The subject is the poverty alleviation policy as an aspect of sustainable development policy in China. The article presents an overview of the poverty alleviation policy from the 1980s to the present days both in the urban and rural areas. It is pointed out that for a long period of time regional development has been the main poverty reduction tool in rural areas while in the cities the main tasks have been creating a social security system according to the local reality as well as carrying out re-employment projects for citizens. Particular emphasis is given to the targeted poverty alleviation policy. The author concludes that the targeted poverty alleviation policy together with regional development and social security policy form the poverty alleviation strategy of China and will stimulate further sustainable development in the PRC.

BRITAIN’S POLICY IN THE MIDDLE EAST: A HUNDRED YEARS OF STAGNATION
In this article we compare the two main directions in the modern Britain’s policy, namely the doctrine of international community and the network doctrine, and come to the conclusion, that both of them are incompatible with modern political reality in the Middle East region. We show that in fact all British foreign policy doctrines are but a disguise made up to hide its nature which still remains completely imperialistic and expansionist.

RESEARCH PROJECT: ATTITUDES TOWARD THE REVOLUTION OF 1917 AND INFLUENCED WHETHER THIS PRESIDENTIAL ELECTIONS 2018?
A research project is being announced on the next two years (2017-2018), initiated by students and supported by a group of teachers, and the results of the trial study. The objective, on the basis of ascertaining the views of young people on the dynamics of the most relevant historical and political events-the 100-year anniversary of the 1917 Revolution in Russia and the presidential election year 2018-show the extent of connections and intersections between history and policy, between the age of consciousness and political matter. It is planned to conduct a series of surveys (questionnaires and interviews) with the youth group of the respondents, mostly university students, receive results in the form of facts, forms and styles of representation of historical memory in contemporary politics. In the theoretical aspect-historic event itself is updated, the Revolution of 1917 year, reading of her nature, roles, values, technologies, entities, and failures in modern terms, the idea of the nature of the inclusion of historical dimension in political practice. In applied and experimental-designing views, values, ideological and political perceptions in the minds of young people, past and present, pragmatists.

STUDY OF CHINESE PEOPLE'S AIDS FOR THE SOVIET UNION DURING THE OCTOBER REVOLUTION
The people from China and Soviet Union had extensive contacts in history. The October Revolution ended class oppression and national oppression in Russia, as well as ushered in a new period of Sino-soviet friendship. At the age of the victory of the revolution, Chinese workers in Russia directly participated in and defended the October Revolution. The Chinese working class in the Middle East Railway area strong attacked the Horvath and Semenov Gang. In severe difficult conditions, Chinese people from all walks of life provided material aids for Soviet people as much as possible. All of this made a solid foundation for the sino-soviet friendship.

THE PROCESS OF CONSOLIDATION THE RUSSIAN ETHNIC POLICY
The ethnic processes attitudes to various nationalist and religious parties in the process of consolidation of the Russian political parties will be considered in this work. We analyzed the problems, forms and methods of ethnic and religious identity of the peoples in Russia in their desire to achieve the basic values of the Russian society. As the result of our analysis of the factual evidence we can consider the factors, which adversely affect the consolidation of the Russian ethnic policy and the possibilities of their levelling.

ON THE QUESTION OF THE CONSTITUTIONAL AND LEGAL BASIS OF THE FRG
The article attempts to analyze some of the key aspects of the constitutional and legal norms that underlie the basis of a federal structure of Germany. It is shown that the ideas and values of federalism are rooted in the history of this country. However, having studied the text of the Basic Law of the Federal Republic of Germany, adopted in 1949 with the relevant amendments throughout its history, it was concluded that the German federation is a radical break with the Nazi regime, existing before the end of the Second World War. Substantiated the thesis that the Basic Law, which serves as the foundation for a very viable political democracy, has become one of the most successful of constituent documents in the history of Germany.

FORMATION OF A FEDERAL LIST OF EXTREMIST MATERIALS: THE POLITICAL AND LEGAL PROBLEMS AND CONTRADICTIONS
The article attempts to analyze the Federal List of Extremist materials drawn up by the Ministry of Justice of the Russian Federation. The purpose of work is to examine the positive and negative aspects of the action of the official register of sanctions. The objectives were the attempt to analyze the history of the Russian state supervision, the study of the existence of religious and secular censorship in the history of Russia, a survey of modern Russian legal framework on this matter, the study of views on this issue authoritative in the field of radicalization of domestic experts. Central to the work is given to the problem of identifying a list of some of the materials related to this aspect of the complex reasons that are obstacles to the effective work of the list in modern conditions. It includes theoretical and practical difficulties in implementing the prevention of extremist phenomena on the basis of materials from the Federal Ministry of Justice list. The results of the study may be revised official approach to such an important problem of modern Russian society as the fight against the spread of xenophobia and extremism.

POLITICAL MARKET IN RUSSIA: STAGES OF FORMATION AND DYNAMICS OF DEVELOPMENT
The article analyzes formation and development of political market in Russia. The author focuses on the following problems of the object of research: time of appearance, periodization and dynamics of development. According to the suggested theory all market players including common people are classified as active ones and passive ones, sellers and buyers. At the same time, market players often act as both sellers and buyers. Some elements of political market existed back in the USSR, however, lack of democracy was the main factor that hindered development of a fully-realised market representing a system of stable socio-political relations that deal with political products exchange and take into account free competition, and supply and demand. Political changes of 1980s, related to M. Gorbachev’s coming to power, led to appearance of political and economic markets. Since then domestic political market has gone through five stages of development. Each of them represents a certain step: appearance, formation, growth, stagnation and volatility. The second and the third steps turned out to be the most difficult ones because they took place in times of crisis that affected all social spheres; the shelling of the Congress of People's Deputies and the Supreme Soviet occurred at that time as well, in October, 1993. V. Putin’s coming to power in 2000 marked a fundamental swing in market growth direction: the state significantly enhanced its presence and control in the market through various techniques and methods, thus supporting its stabilization and stagnation. Burst of activity in political market in 2011-2013 did not lead to drastic changes in existing situation. At the same time periodical ups and downs in the market are not unusual because similar phenomena are typical of any economic market.

POLITICAL AND LEGAL INNOVATIONS IN THE REGULATIONS ON THE VOTE IN PERSON BY THE STATE DUMA DEPUTIES
The article considers changes made to the State Duma Regulations in the part related to the introduction of vote in person by the MPs (ban on the passing of votes to other MPs) and some aspects of penalties for the absence by the members of Parliament from the plenary sessions due to trips in Russia and abroad. The article also cites sociological surveys of the population on issues of enhancing personal responsibility of deputies.

REVISITING THE CLASSIFICATION OF POLITICAL MANIPULATION
The article analyses the history of manipulation from antiquity to modern times, revealed his particular reasons for the spread and increase in the number of psychological coercion. Currently, the range of technologies, techniques, methods and ways of political manipulation has greatly developed, but still there is no clear classification. Several attempts to work out the classification have been taken. The author of this article proposes new criteria to select the base of differentiation techniques and methods of covert influence on the society.

Paul Lazarsfeld held a number of electoral research, which greatly expanded the understanding of the electoral decision-making process. The scientist is the author of the panel method, which allows to study such components of electoral behavior, as the period of decision, factors of influence, influence groups, the effects of media and the importance of personal communication. This article describes the basic principles of the Lazarsfeld’s electoral research, and examines his approach to the verification and application of research results.

The following elements characterizing sport as the tool of political pressure have been detected: sport is directly interacting with politics; achievements in sports are used with the aim of political propaganda; sport competition is applied to political and economical global relations. The differences between mechanisms of using «soft power» by Russia and China have been defined. Conclusions about boosting the political influence of the country via the sports of records have been made.

ELECTORAL PREFERENCES OF YOUTH 18-20 BEFORE ELECTIONS 2016: BETWEEN APOLITISM, ANTIPOLITIC AND ACTIVISM
The Article based on interviews with 500 University students, conducted in May-June of the current year, gives detailed static picture of against this social strata for the forthcoming elections of the year 2016. Analyses the factors that affect the configuration and structure of youth preferences and attitudes and on the strategy of the election campaign, the ruling and opposition parties. Practical results of the study are presented in tables and graphs. In the theoretical and applied aspects, firstly, revealed preferences in campaign strategies for the social stratum from the ruling party and parties non-systemic opposition. Secondly, showing system and inherent to each political misstep configuration in calculations and rates for this social group.

IDENTITY: THE VARIETY OF ITS MANIFESTATIONS
The article analyzes the phenomenon – identity and its variants. The identity of the person, the individual gets reflected only by the fact that there is another identity, is the understanding and awareness of their involvement in the world, the presentation and perception of themselves in life with others, the incentive and the opportunity to develop both themselves and the world. Authors on the basis of study and analysis of the scientific literature identifies the following types of identity: national, state, cultural, civil, religious and others. National identity is aimed at disclosing national problems associated with the state. National identity is a recognition of its independence, the identity of the state itself, or spiritual interests of the nation, which was the subject of in gaining independence, etc. Civil identity - the criterion of human identification as a member of a particular society. In addition to the civil and cultural identity manifests that in a multicultural society is characterized by the unity of the manifold of the principle of development of the modern world is transformed into principles for the development of a particular society. The most important component of the cultural identity of a religious identity. The religious identity of analyzing the value of the company replaced the traditional view of religion, or of any denomination. In respect of religious identity should emphasize its individual character. Freedom of worship - a primordial and original human privilege in the implementation of spirituality. The collective identity consists of the total memory of the past, the consciousness of the continuity, the common destiny of unity and its culture. Ethnic identity is characterized by the expression of the essential features of the ethnos, its national identity, an individual's commitment to its social community.

TO THE ISSUE OF PATTERNS IN POLITICAL PROCESSES
The article raises the issue of correlation between objective and subjective in the political development of the society. RUSSIAN INTERNET: FICTION OR REALITY?
The subject of the research in this paper is the problem of implementation of the idea of creation and the security of the Russian information space. Relevance of the research reflects the fact that in the conditions of foreign sanctions more acutely the question arises not only of food and process safety, but also information. In this regard, according to the author, more actualized issues of implementation of the state policy in the field of information security and the protection of state information resources. The author believes that information security issues in terms of foreign policy instability forced political elites to raise questions about the possible need for autochthonous Russian Internet, as previously stated the scientific community.

THE RELATIONSHIP OF GOVERNMENT TO THE INSTITUTIONS OF CIVIL SOCIETY (IN THE YAROSLAVL REGION)
The article deals with the authorities’ attitude to the institutions of civil society. Russian state intensifies activities oriented on the interaction with civil society institutions. At the same time there is increasing activities of NGOs and social movements, whose cooperation with the authorities is carried out in many directions. The article presents the data of sociological research held in January 2016 which was aimed at investigating of the authorities staffs` attitudes to the institutions of civil society at the regional level and theirs understanding of relationships between them. During the research employees of regional and local authorities of the Yaroslavl region were interviewed. The research`s results allow us to see the dynamics of the transformation of the analyzed indicators by comparison with the annual results of similar researches carried out since 2012. The article presents assessments of employees of regional and local authorities of Yaroslavl region about trends in the development of civil society institutions. Authors present estimates of the level of development of philanthropy, volunteerism and public control in Yaroslavl region. The dynamics of these estimates are demonstrated over 3 years. The research`s results allowed to characterized the perception of the importance of public chambers` (operating on the territory of Yaroslavl region) activities. Authors present estimates of expectations from the activities of public councils at executive authorities of the Yaroslavl region, as well as the results of their work in 2015. The authors point out the increasing role of the Internet in the organization and implementation of civic engagement, NGO activities. Authors present estimates of the employees about influence of Internet activity of citizens and NGOs.

THE “GRAY” RULING ELITE OF RUSSIA AND SOCIO-ECONOMIC DEVELOPMENT OF THE COUNTRY IN THE 2000-S.: LOST DECADE
The article analyzes capabilities of the Russian ruling elite in transformation of socio-economic area of the country in 2000-2009. The author states that all the necessary favourable external and internal conditions for carrying out fundamental reforms were present. However, the ruling elite did not take advantage of the situation because it consisted of “grey”, mediocre leaders who lacked required political will.

THE SUBJECTS OF RESPONSIBILITY IN TAX RELATIONS
A State exercising the power at establishing and imposing a levy, argues that the taxpayer is obliged to independently fulfill the duty to pay tax. Recognition of the possibility of execution of tax obligation for integrated subjects poses the question on the definition of the subject of fiscal responsibility and the definition of the legal personality of delictual capacity. ISLAMIC NODE IN THE RELATIONS BETWEEN THE CAUCASUS AND THE GREATER MIDDLE EAST
The article attempts to provide an analysis and evaluation of some aspects of the place and importance of Islam in the relations between the Caucasus and the so-called Greater Middle East Caucasus. It is shown that in the confessional terms the southern borders of the North Caucasus extends to the South Caucasus and further to the territory of the Islamic world. Substantiated the thesis that the Caucasus as a whole is part of the so-called "Muslim North" and from this point of view, this region forms a single geopolitical space with the Greater Middle East.

SUBSTITUTION OF TRADITIONAL FORMS OF INTER-CIVILIZATIONAL CONFLICTS ON THE EXAMPLE OF ISIS
Regardless of the tremendous efforts invested by the international community in the maintenance of peace and despite the global trend towards reshaping the system of collective security and the military-political blocs for the fulfillment of peacekeeping tasks, the modern world order is characterized by a high degree of global instability caused primarily by the appearance of new international conflicts. Along with the development of conflict situations, the nature and essence of such conflicts change, actually leading to a more complex internal structure of international conflicts that prevents their resolution through traditional regulatory instruments. Along with this, there are trends demonstrating replacement of traditional conflicts by their new forms – civilizational, ethno-political, ethno-religious and other conflicts. After an evolutionary path from the local, national liberation wars to the regional inter-civilizational conflicts, modern international conflicts have become key factors of political instability on the global stage. The search for ways of resolving such conflicts leads to a confrontation of a different kind, caused by the conflict of interests among the countries of the world involved in solving the problems, which, as a rule, are Russia, China, the European Union or the United States.

PROBLEMS AND PROSPECTS OF DEVELOPMENT OF PRIVATE MILITARY AND SECURITY COMPANIES’ REGULATION SYSTEM
In recent years there has been rapid growth in the private military and security sector. A lot of problems have emerged related to the regulation of its activities in complex environments. At the international level in the framework of the UN a Convention on private military and security companies is under work to improve the effectiveness of this regulation. For their self-regulation the International Code of Conduct for Private Security Providers’ Association was created in 2013. At the national level many countries are working out procedures to secure proper regulation of private military and security sector in accordance with their national particularities. Russia needs to take energetic political and legal steps to ensure that its companies take a due place in this promising sector of the world politics and economy.

REACTION OF THE CATHOLIC CHURCH TO THE POST-REVOLUTIONARY POLITICAL PROCESSES IN EUROPE IN THE FIRST HALF OF THE NINETEENTH CENTURY
The subject of the research is the attitude of the Catholic Church to the most important aspects of political and economic development in the period after the great French Revolution. The article examines the body of papal encyclicals containing the doctrinal position of the Church against the background of a gradual growth of the Church reactionism towards the emerging political movements and ideologies. The work in particular covers the period of the pontificate of Pius VII (1800-1823), Leo XII (1823-1829), Pius VIII (1829-1830) and Gregory XVI (1831-1846). It uses both politological and general scientific research methods such as historical, value-normative, institutional and other. The main conclusions of the study reflect the author's views that despite the attempts and willingness of the Catholic Church to find a compromise with the new political regimes, established as a result of the coming to power of the revolutionary republican movements, the Holy See did not find understanding among republicans and other revolutionary groups.

CONCEPTUAL MODEL OF RUSSIAN FEDERATION NATIONAL BRANDING STRATEGY FORMING
The actuality of the theme is determined of the global competition increase and necessity of the national brand forming for the strengthening of Russian political influence in the international arena. The article is devoted the exposure of definition “national brand” and methodological fundamentals of state national branding strategy. The formation of scientific approach to analysis of national brand and its dialectical association with the processes of construction of country image and state positioning are demonstrated. Different scientific approaches to understanding of the mechanisms of country symbolic capital forming are cited. The conditions of national brand forming are analyzed: they are virtualization and mediatization of the world of the politics. The main functions of national branding are picked out. The conceptual step-by-step model of national branding strategy forming is demonstrated. The structure of the national brand, which consists of identity, position and image, is given. The conclusion about the necessity of the national brand identity definition on the base of the key state competences is put. As the strategic national brand identity is offered to use the innovation achievements of Russian defense industry with an obligatory communication representation through relevant channels of communication. The key target groups in the national branding strategy realization are found. The conclusion about the possibility of widening of Russian political influence in the world, rise of the global competitiveness and increase of the patriotic sentiment in the country in consequence of an effective realization of the national branding strategy on the base of the innovation competences of national defense industry is made.

REGIONAL LEVEL POWER PRACTICES FRANCE
Within the framework of regional policy are governed by the relationship between the center and regions, defines the rights and powers of the administrative units, formed the center of the practice effect on regions and areas of the center. The purpose of writing this article - the theoretical understanding of the practice of the ruling political institutions Technology Management at the regional level authorities of the French Republic. Subject of research - the political practice of interaction between the center and regions. As the object of study are the political actors – the «center» and «regions». System-structural method in which social relations are seen as a holistic system of interrelations of phenomena and events of the political process, the level of relations «center – regions», allow you to define basic essential content of this research topic. Analysis of Russian and foreign sources leads to the conclusion that the major issues raised in the article is relevant to the current stage of development. Research is possible on the basis of a study of existing research. A comprehensive study of all aspects of the organization of the regional management of France, allowed the author to identify possible areas of reception and improve the organization of the regional government in Russia.

RUSSIA'S NATIONAL INTERESTS IN THE MIDDLE EAST: MODERN PERSPECTIVE
The article discusses some of the current national interests of the Russian Federation in the Middle East. The author focuses on the foreign policy potential in realization of such interests. He discloses the essence of the Russian state interests in raising its geopolitical status, reducing international terrorism, building political influence and intensifying international economic relations in the Middle East. He also highlights Russia’s role in addressing the "Kurdish issue".

It is shown how the two countries partnership in the energy sector is accompanied by a successful economic and trade cooperation that enables modernization of the Serbian railway infrastructure, agriculture, pharmaceutical industry etc.
