SOURCES OF CONFLICTS IN THE MOSCOW REGION THROUGH EYES OF A POLITICAL SCIENTIST
Sources and generators of conflicts are always in the focus of political scientists and sociologists regardless of the overall social tension level in a given region. Even more attention should be paid to the conflict situation analysis in Moscow city and around it as this agglomeration refracts and largely forms political processes at the national and global levels. There is no shortage of sociometric studies on the Muscovites’ aspirations and on social irritators which determine their political mode of thinking and civic stand. This article contains some conclusions drawn from general sociological research. The main conclusion is that conflict potential in contemporary Russia has being determined not only by material factors but by negative trends in ethical atmosphere in the society as well.

STRATEGY OF ECONOMIC SANCTIONS IN THE INTERNATIONAL POLITICAL SCIENCE
The complexity of the post-Cold War international environment has driven policymakers to turn to options between military force and orthodox diplomacy. Economic sanctions fit in between these poles, and have become virtually the default option in foreign policy. This issue motivates our research – to analyze the meaning of economic sanctions in the international political science in the light of two main theoretical approaches such as liberalism and realism. The author underscores that in liberalism sanctions are understood as a measure to enforce international obligations fulfillment and the mechanism to ensure international peace and security. Contrary to liberalists, realists argue that economic sanctions are a foreign policy tool directed to produce a policy change in the target, and to coerce an opponent to do what a sanctioning country wants.

PROBLEMS OF POLITICAL NATIONALISM DEVELOPMENT IN CHUVASH REPUBLIC IN THE FIRST HALF OF THE 1990
Chuvash Republic is the subject of contemporary Russian Federation. The collapse of the Soviet Union assisted to the change in the political status of the Republic. Transformation of the Chuvash ASSR into Chuvash Republic led to activization of civil and political nationalism in the region. National Revival, on the one hand, was too short and nationalism did not get the status of determining factor in the political development. On the other hand, the political activization of nationalism institutionalized conditions for development of nationalism in other areas of society.

POLITICAL AND LEGAL ANALYSIS OF PARLIAMENTARY AND PRESIDENTIAL ELECTIONS OF THE YEARS 2011 AND 2012 PARLIAMENTARY ELECTIONS OF 2011: PROTEST AND FALSIFICATIONS Part III
In the submitted material the author continues his research devoted to the political and legal analyses of parliamentary and presidential elections held in the years 2011 and 2012. At the first stage of the12th pre-election congress of the United Russia party, held on September 23 and 24, it was announced that V.V. Putin and D.A. Medvedev would swap jobs with V.V. Putin returning to the position of president and D.A. Medvedev becoming chairman of the government. This event determined the course of the elections. The swap announcement has actually divided the course of the election campaign at the 2011 parliamentary elections into two parallel processes. One was a formally regulated by the election law election campaign carried out by the parties admitted to participate in the elections. Another was an informal info-communicative process that developed among the opposing part of the society, including non-systematic political opposition, a part of which was an exchange of information regarding election campaign frauds and a discussion regarding possible forms and methods of protest participation or non-participation in the vote. The election campaign carried out by the parties was held according to the already traditional under the ruling regime scenario that cannot exist without violations of the election laws and without such manifestation of political corrupt practice as an abuse of all types of administrative resources at all levels, mobilized to support United Russia party. On December 4, the election day, the electorate wave of protests ran across reefs of falsehood that determined the official results of the “2011 parliamentary elections”.

PARTY SYSTEM OF UKRAINE
The article was not written in connection with the events in Ukraine, but coincided with them in time thus raising its topicality. The events in Kiev evidently demonstrated the importaonce of a serious analysis of political and party system in Ukraine with the view to reveal the pain points and, to the extent possible, reasons for the aggravation of the situation in the country. Undoubtedly, that a country with a normally functioning political system with an adequate feedback does not live through power confrontation , power seizure of administrative buildings and the governmnet does not fulfill the demands of the crouds. But it is exactly the scenario that develops in Kiev and other Ukranian cities for the last few months. It is defficult now to identify the underlying causes and the behind the scenes pupeteers of the Ukranian confrontation, but it is possible to follow the development of the situation before the beginning of its aggravation and to show some rules of such development that is in certain parameters similar to what is going on in some other former USSR countries.

One of the notions that it is most difficult to determine in political science is the notion “political,” which is being discussed for the last several decades. The difficulties are caused by the fact that it’s impossible to understand political phenomena without understanding essential characteristics of the key systematically important notions of political science, including the notion “political.” In his article, the author makes an attempt to determine the essence and content of this notion. The notion could more or less fully reflect not only the complexity and dynamics, but also the origins and regularities, of the political sphere developments. The content of this notion reflects a complex and multilayer object field of political science.

Permanent transformations taking place in the conditions of Russian reality that have not reached their logical end bring into focus the necessity of revising conceptual approaches towards determining today youth policy under Russian federalism and strengthening of the regions’ responsibility for the efficiency of its implementation. Federal modernization of political foundations of the state is an important factor in the transformation of the youth consciousness. The process becomes more complicated because for a long time all efforts were aimed only at keeping the youth behave within the limits of legal format and more than once it crossed the borders of civilized norms. It is only now, that an express strategy of state youth policy is being formed.

ETHNO-CONFESSIONAL PART OF THE MODERN ARMY MANNING PRINCIPLES: HISTORIC AND POLITOLOGY ASPECT
The army’s correspondence to its external and internal functions directly depends on the principles and ways of its manning, which, in their turn, are subjected to ethno-political influence and are being deformed depending on socio – economic and other circumstances. The search for effective ways of manning the Russian army is still a topical issue. The source of this problem is the fact that despite considerable changes in the status relations between the subjects of the Russian Federation and the federal centre (the Ministry of Defense), the system of army manning remains the same as many years ago.

PRE-REQUISITES FOR TRANSFORMING THE VOLUME OF DELIMITATION OF RESPONSIBILITIES BETWEEN THE FEDERAL AND REGIONAL AUTHORITIES
The article analyses pre-requisites for transforming the volume of responsibilities between the federal and regional authorities, as well as local government bodies. The authors mention the Concept of Federal Reform developed in 2002 by a special Russian Presidential Commission. They touch upon expected changes and lines of development that were proposed by the authors of the Concept of Federal Reform. The article contains a critical analysis of the ways the implementation of the above Concept began and also demonstrates some weak points of its implementation. The authors express an opinion that there is a tendency of total reduction of the subjects of joint jurisdiction (joint competence) of the federal and regional authorities.

INTERNATIONAL PROBLEMS OF THE ARMENIA’S REGIONAL POLICY
In his article, the author analyses main problems and contradictions on the way of formation of the Republic of Armenia’s regional policy. Disintegration of the USSR caused serious geopolitical changes in the international relations. Armenia was one of the countries that proclaimed independence as a result of a referendum held on September 21, 1991. It became an independent country not after a long period of peace and prosperity but after a war, and represents now a plenipotentiary and sovereign participant of international relations. As a landlocked state facing severe problems in its relations with Turkey and Azerbaidzhan, two out of four of its neighboring states, Armenia has to find correct benchmarks in its foreign policy.

PART I. 2011 PARLIAMENTARY ELECTIONS: PROTEST AND FALSIFICATIONS
This material is a research devoted to political and legal analysis of 2011/ 2012parliamentary and presidential elections. Part one represents political and legal analysis of the 2011 State Duma elections. At the first stage of the12th pre-election congress of the United Russia party, held on September 23 and 24, it was announced that V.V. Putin and D.A. Medvedev would swap jobs with V.V. Putin returning to the position of president and D.A. Medvedev becoming chairman of the government. This event determined the course of the elections. The swap announcement has actually divided the course of the election campaign at the 2011 parliamentary elections into two parallel processes. One was a formally regulated by the election law election campaign carried out by the parties admitted to participate in the elections. Another was an informal info-communicative process that developed among the opposing part of the society, including non-systematic political opposition, a part of which was an exchange of information regarding election campaign frauds and a discussion regarding possible forms and methods of protest participation or non-participation in the vote. The election campaign carried out by the parties was held according to the already traditional under the ruling regime scenario that cannot exist without violations of the election laws and without such manifestation of political corrupt practice as an abuse of all types of administrative resources at all levels, mobilized to support United Russia party. On December 4, the election day, the electorate wave of protests ran across reefs of falsehood that determined the official results of the “2011 parliamentary elections”.

SOCIAL SYNERGETICS AS A METHOD OF POLITICAL SCIENCE
Resort of political science to synergetics is determined by the fact that classic methodology analyses systems in the state of relative stability, but the moment of their transformation from one qualitative condition to another, described by the notion of a “leap,” is being neglected. What happens to a system at the moment of the leap? Classic methodology does not make it possible to answer this question. In the situation of time compression and globalization of the world space, qualitative changes of the system accompanied by crisises are becoming its constant feature. This demands new methodological approaches to the researche of the society’s transient conditions.

ACCOUNTABILITY AND CONTROL OVER THE ACTIVITIES OF PUBLIC AUTHORITIES AS THE BASES FOR FIGHTING CORRUPTION
The article examines accountability and control over the activities of public authorities as a necessary precondition for fighting corruption. The article demonstrates that accountability and control over the activities of public authorities, namely decisions and acts of its agencies and officials, can be ensured by simultaneous and parallel civilian control. The article analyses mechanisms of political and civilian control during election campaigns and in the periods between elections. The fact that accountability of public authorities is an important factor in fighting corruption is confirmed empirically by applying the method of comparative and institutional analyses with the use of the research results obtained by the World Bank and an international NGO Transparency International.

POLITICAL ISSUES OF THE PENSION REFORM IN RUSSIA
The author describes differences between the distribution and accumulation pension systems, demonstrates their drawbacks and explains why the Pension Fund of Russia will always operate at a loss. The author also shows how this situation may provoke an economic collapse. The present pension system is at the root of the low birth rate in Russia. The author introduces a new notion: a “family pension system” which may help Russia to come out of the demographic crisis, save the economy and improve social relations. If such pension system of a new type is introduced, Russia will have all the chances for becoming a country with prospering economy and a population of several billion people.

Ideas of information-oriented society are growing more and more popular in modern world and the Russian Federation takes gradual measures for development of institutions of civil society connected with interaction between the people and the government particularly via the Internet sources. For instance, Dmitry Medvedev on 8, February 2012 signed the Decree “About a workgroup on preparation of suggestions on formation of “Open Government” system in the Russian Federation. Also one of the burning issues of the day is publication and preservation of legal information. It’s known that the article 15 of the Constitution of the Russian Federation states necessity of official publication of legal acts traditionally done in written form. Electronic publication is a new progressive trend in this area as well as digitization of legal material in official legal databases. Nowadays in Russia the Parliament passed a bill which from now on allows us to consider the publication on the Official Internet-portal of legal information (www.pravo.gov.ru) as official. However, there are problems that make it difficult to use it properly (the low level of informatization of society and so on).

LEGAL SITUATION AND INITIAL ADAPTATION OF THE NATIONS DEPORTED FROM THE CAUCASUS TO KYRGYZSTAN
The article examines issues connected with the forced deportation of the Caucasus nations, their legal situation and adaptation to the new life conditions in the territory of Kyrgyzstan. Using archive documents dating back to the period of the beginning of the Caucasus nations deportation to the territory of Central Asia and Kyrgyzstan – October 1943 and the period of their initial adaptation in the Kyrgyz SSR – 1944-1946 the article analyses mass repressions as an element of a complex of compulsory and repressive steps undertaken by the Soviet leadership.
