EVOLUTION IN FORM OF ADMINISTRATION IN CONTEMPORARY STATES: PROBLEMS OF CLASSIFICATION

The form of administration is regarded as the means of organizing supreme state rule in a country. Its external signs are: procedure of the formation of highest ruling bodies, principles of mutual relations between them, the participation of citizens (ballots) in the election of these bodies. Under contemporary conditions, external factors clearly become insufficient for exactly determining the form of rule of the state. During the globalization, borders between classical forms of administration wear away, and the government is distinguished by definite practical performances rather than accessory to the established political stereotypes.

CONCEPT OF JUSTICE AS POLITICAL MORAL DIMENSION IN RUSSIAN TRADITION

In the article, the author examines the problem of justice as a principle of cooperation between the state and society under contemporary Russian conditions. Studying the given problem, he arrives at a conclusion that for an effective development of the political system further, the formation of stable institutions of civil society and a state govern by the rule-of-law, there is need to make theoretical formulation of principles and values of justice and their practical implementation in social and economic and political areas. This suggests the studying of reasons and factors that led to the formation and development of the concept about justice in Russian political culture.

CURRENT TRENDS OF MODERNIZATION OF ORGANIZATIONAL AND LEGAL MECHANISM OF MUNICIPAL ELECTIONS INSTITUTE IN RUSSIA

The article deals with the institutional design of the existing system of municipal elections. It reviews the efficiency of innovation in the electoral system at the municipal level based on analysis of carried out in April – May 2011 by Public scientific Advisory Council of the CEC RF expert poll (questioning of representatives of the municipal community). The article deals with current trends in improving of the organizational and law regulation of the election of municipalities heads , including the latest legislative initiatives at the federal level. The author also analyzes the existing traditions in the practice of the implementation of the two models of elections of municipalities heads and suggests directions of perfection of the mechanisms and institutional framework of modernization of the municipal election institution.

The importance of the role that is now played by Georgia in the South Caucasus zone in no small measures is determined by the specifics of Tbilisi’s regional policy. The Georgian leaders and the entire Georgian political elite try to play the role of the region’s political leader by suggesting itself as a strategic ally and guide of the regional interests of the Western countries. In view of this, any public and political and social and economic process in Georgia is important from the standpoint of their influence not only on the situation in the republic but also the Caucasus region as a whole.

STATE’S ROLE IN IMPLEMENTATION OF MODERNIZATION PROJECTS: FLEXIBILITY OF RUSSIAN AUTHORITIES

The need for scientific understanding of the phenomenon of modernization of the Russian society is stipulated by complexity and inconsistency of this process during the past 20 years of post-Soviet history. Modernization processes launched in contemporary Russia occupy special place in a row of these phenomena that are being carried out in other countries. At present, the modernization processes are significantly determined by the involvement of the government and its institutional structures in a wide network of social relations, which on their part, cannot be formed without the control and protection of the government. Modernization processes and the problems linked to them have not received comprehensive theoretical explanation in scientific literature dedicated to this topic. In the article, the author makes attempts to examine several peculiarities in the development of modernization in contemporary Russia in a specified retrospective.

SEARCH FOR THEORETICAL AND METHODOLOGICAL PRINCIPLES OF MODERNIZATION: POLITICAL SCIENCE DIMENSION

The vector of the country’s development was determined by D.A. Medvedev in his State of the Nation Address, and this is the path of modernization. The word “modernization” is being always used by politicians, journalists, scientists, students and the population as a whole. As we see, V.V Putin is continuing the course of modernization launched by his predecessor. On the 15th of November of 2012, Russian President D.A. Medvedev submitted to the State Duma a draft law on direct election of the heads of Russian entities. The document triggered a mixed reaction in the country. Some people say that the election of a regional leader is a display of democracy. But some others insist that this is another trick of the authorities, and this is an opportunity to conclude an agreement with the systematic and non-systematic opposition after they stepped up their activity in December 2011. The article analyses the given facts.

SOME ASPECTS OF POLITICAL WORLD ORDER IN THE GLOBALIZATION

Globalization makes the world very quickly becoming more and more interdependent one. But it has not yet developed a system of world order corresponding to the achieved level of international division of labor. The level of the global world management remains extremely low. The enhanced negative impact of global problems more and more requires the effective preemptive measures jointly developed by all stakeholders of the international community and implemented by them at high level of coordination and subordination. Sovereign states can not agree on the measures necessary to preserve the conditions of existence of homo sapiens on the planet. The old political mechanisms are unable to provide effective management of social processes. The world faces a global crisis of governability. The article presents the author's vision of this crises resolution based on discussions within the Strategic Social Initiative "Russia 2045".

This article examines the relationship of knowledge about political and social attitudes, characteristics of public administration, derived from various global rankings, with the desire of people to support this or that political force, formed a political party. It is shown that in the fall of the indices of hope political expectations of the population can be translated into support for exotic, humorous parties which are the paraparties.

ELECTION OF HEADS OF REGIONS OF THE RUSSIAN FEDERATION BY POPULAR VOTE (2004-2012)

The abolition of the direct election of heads of Russian regions in 2004 was originally interpreted ambiguously and stirred a mixed reaction. Dispute over the issue is seen as a competition of political ideologies and associated with the processes of legitimizing (delegitimizing) direct elections of heads of regions of the federation. The declaration of the return to direct election of heads of regions of the federations in the late 2011, was equally unexpected by observers as the declared abolition of these elections in September 2004 in view of the “threat of terrorism”. From this standpoint, it will be interesting to analyze the positions of the participants of the dispute and assess the level of their influence on political process.

The author includes in number of such problems of some functions of traditional media, and also necessity of formation of qualitatively new forms of socio-political interaction at the basis of horizontal network communications. According to the author, Public Policy Online became today an objective reality, and demands to itself corresponding attention of the basic participants of modern political process. Formation of political resonances is an important element of modern Online-publicity and creates essentially new possibilities for a policy-making of the state in modern conditions.

Political processes that are undergoing in the contemporary world have fallen outside the scope of politics and economics and more often appear in the sphere of growing national self conscience by dictating new conditions for interethnic dialogue as well as in bringing forward universal and civilized standards which encourage objective integrating tendencies in all the areas of contemporary society. On the one hand, they help to stabilize federative relations and lower the acuteness of many ethnic problems. On the other hand, they bear the potential of degradation of the previous social identity by weakening historical traditions of ethnicities.

The epoch after the Decembrist uprising is notorious for the intensive search of Russia in political, economic and social spheres of life as well as in cultural and spiritual identity. In Russia many representatives of philosophical thought disputed over the question, if Russia had a propensity for East or West, otherwise it was distinctive. The problem of Russia`s identification still be urgent at the present time, and it can be examined through the different methods, including the Insitutional Matrices Theory.

COLLAPSE OF THE SOVIET UNION AND TRANSFORMATION OF EURASIAN COMMUNITY

The collapse of the USSR and the formation of the Eurasian Union witness the repetition of political phenomena in the form of Eurasian disintegration and integration. The repeating phenomenon raises the question about the consistency of political processes. The problem of Eurasian integration is quite an urgent issue and is in the vision of local and foreign scientists. Initially, Western researchers examined the Eurasian integrations from the practical side, but the examination of theoretical approaches and internal trends of the development of this process remained beyond the scope of scientific research. The given article makes a politological analysis of the transformation of the Eurasian community and the role played by the Russian Federation in it.
