CONCEPTUAL PRINCIPLES OF POLITICAL BEHAVIOUR RESEARCH IN POLITICAL SCIENCE

In the article, the author examines the problem of political behaviour. According to him, a study of motives and ground for political behaviour makes it possible to regulate and direct the society as a whole, allowing finding ways for practical coordination of innovative and traditional content of citizens’ behaviour and also working out theoretical basis for integrating public forces, new democratic as well as conservative groups. The author analyzes basic tendencies of political behavior research.

ELECTION OF HEADS OF REGIONS OF THE RUSSIAN FEDERATION BY POPULAR VOTE (2004-2012)

The abolition of the direct election of heads of Russian regions in 2004 was originally interpreted ambiguously and stirred a mixed reaction. Dispute over the issue is seen as a competition of political ideologies and associated with the processes of legitimizing (delegitimizing) direct elections of heads of regions of the federation. The declaration of the return to direct election of heads of regions of the federations in the late 2011, was equally unexpected by observers as the declared abolition of these elections in September 2004 in view of the “threat of terrorism”. From this standpoint, it will be interesting to analyze the positions of the participants of the dispute and assess the level of their influence on political process.

SOME CONCEPTUAL SPECIFICS IN FORMATION OF CONTEMPORARY POLITICAL PARTIES IN THE RUSSIAN FEDERATION

Democratic regime cannot function to the utmost without political parties. All researchers agree that the political parties, in this sense, can structure citizens’ electoral preferences, represent various social interests, determine policies and create institutional capabilities for the selection and cooperation of the elite. The article examines some specifics in the development of parties during the transformation of political system in the Russian Federation.

PUBLIC POLICY ONLINE AND POLITICAL RESONANCES MANAGEMENT

The article considers problems of change of the maintenance and character of a public policy because of distribution of modern information technologies. The author includes in number of such problems of some functions of traditional media, and also necessity of formation of qualitatively new forms of socio-political interaction at the basis of horizontal network communications. According to the author, Public Policy Online became today an objective reality, and demands to itself corresponding attention of the basic participants of modern political process. Formation of political resonances is an important element of modern Online-publicity and creates essentially new possibilities for a policy-making of the state in modern conditions.

NATIONAL CAUSE AS BASIS OF RUSSIAN CIVILIZATION: CONCEPTUAL AND POLITOLOGICAL ANALYSIS

Political processes that are undergoing in the contemporary world have fallen outside the scope of politics and economics and more often appear in the sphere of growing national self conscience by dictating new conditions for interethnic dialogue as well as in bringing forward universal and civilized standards which encourage objective integrating tendencies in all the areas of contemporary society. On the one hand, they help to stabilize federative relations and lower the acuteness of many ethnic problems. On the other hand, they bear the potential of degradation of the previous social identity by weakening historical traditions of ethnicities.

IS RUSSIA EAST OR WEST?

The epoch after the Decembrist uprising is notorious for the intensive search of Russia in political, economic and social spheres of life as well as in cultural and spiritual identity. In Russia many representatives of philosophical thought disputed over the question, if Russia had a propensity for East or West, otherwise it was distinctive. The problem of Russia`s identification still be urgent at the present time, and it can be examined through the different methods, including the Insitutional Matrices Theory.

COLLAPSE OF THE SOVIET UNION AND TRANSFORMATION OF EURASIAN COMMUNITY

The collapse of the USSR and the formation of the Eurasian Union witness the repetition of political phenomena in the form of Eurasian disintegration and integration. The repeating phenomenon raises the question about the consistency of political processes. The problem of Eurasian integration is quite an urgent issue and is in the vision of local and foreign scientists. Initially, Western researchers examined the Eurasian integrations from the practical side, but the examination of theoretical approaches and internal trends of the development of this process remained beyond the scope of scientific research. The given article makes a politological analysis of the transformation of the Eurasian community and the role played by the Russian Federation in it.

The comparative analysis of some categorical definitions and thesis which form the article context reveals main contradictions in political socialization theory. WHAT IS DEMOCRACY?

The article is about institutional definition of democracy as a form of organizing political and governmental order. A complex of political and governmental orders, which determine the essential characteristics and peculiarities of contemporary polyarchy democracy, has been suggested. This complex includes order that determines the principles of forming the government in a state and activities of citizens, including their interrelations with the political authority as well as order that determines democratic principles of the government’s direct activities.

NEW START OF VLADIMIR PUTIN: HIGH OR LOW?

In view of political developments between late 2011 and early 2012, the formation of a positive image of the country and improving the Russian government’s authority have become very urgent and crucial. MIGRATION POLICY: THEORETICAL, METHODOLOGICAL AND CONCEPTUAL APPROACHES

The article analyzes key concepts of the study area, species, models and types of migration policies. In view of scientific works of foreign and Russian scientists it was determined a variety of approaches to the definition of "migration policy" and was suggested the author's definition of this concept. It is concluded that modern migration policy of Russia has a number of minuses that prevent the effective management of migration processes. One of the main reasons for this is lack of the Concept of State Migration Policy of the Russian Federation. The author has developed a new conceptual approach to the formation of state migration policy.

The specific of the involvement of parties in the process of modernization is the duplicity in their role. On the one hand, parties as legal institution are subjects of modernization. The parties that were founded more often in Modern Times have established relations with government bodies as well as the elements of the civil society. Under the influence of ongoing political and legal processes in the country, their ideology is maturing, structure is transforming and functional system is changing. On the other hand, after fulfilling the role of motive power of reforms, parties are becoming active subjects of modernization process and the parties of reforms. The article reveals some specifics of Russian modernization in the perspective of interrelations between parliament and government and influence of political parties on it.

EFFECTS OF THE ELECTIONS INSTITUTE ON THE FORMATION OF THE REGIONAL LEGISLATIVE ASSEMBLIES INSTITUTE

The author defines the Elections Institution and describes it in detail. There are considered the types of elections and their importance for the development of society. There are considered the interconnection of Electoral Institute and the Regional Legislative Assemblies Institute in the Russian Federation. There are described the common forms of elections fraud. Author gives a legal assessment to the actions of elections swindler. Author makes an attempt to analyze rigged elections by means of statistical analysis. He makes the analysis of the election in 27 regional legislatures on December 4, 2011, which were held simultaneously with elections to the State Duma of the Russian Federation. Author make the graphs, which are based on voter turnout and voting in favor of the party in power. There are conclusions about the relationships identified.
