RETHINKING THE IDEAS OF KEYNES AND ROOSEVELT ON PUBLIC ADMINISTRATION IN THE CONTEXT OF THE PANDEMIC CRISIS AND THE RUSSIAN EXPERIENCE

The article analyzes the values, theoretical aspects, potential and limits of the ideas of Keynes and Roosevelt on public administration in the context of the modern world crisis, taking into account Russian practice. The author proposes to rethink and supplement the anti-crisis ideas of Keynes and Roosevelt with the experience of integrated use of modern digital technologies and platforms for accelerated state regulation of macroeconomic and macro-political processes in the context of a pandemic, economic and structural crisis; targeted policy of creating effective supply and demand; targeted support for various social groups and business organizations.

THE ELEMENTS OF AUGUSTINIANISM IN THE POLITICAL THEORY OF MICHAEL OAKESHOTT

The article identifies the key points of intersection between the tradition of Augustine of Hippo and the political philosophy of the English thinker Michael Oakeshott (1901-1990). The author notes the significant influence of Augustinism in the works of this philosopher, defining the ideological prerequisites for the formation of Oakeshott's theory of human behavior. Based on the analysis of the original works of St. Augustine, M. Oakeshott, C. Abel, H. Deane, P. Riley, G. Worthington, the author traces the philosopher's thought path in the process of his search for an answer to the question – how do Civitas Terrena and Civitas Dei relate in the modern world. As a result of a comparative study of the views of Oakeshott and St. Augustine, the author defines what exactly the philosopher means in the terms religion and world. Contrary to popular beliefs, terms of religion, according to Oakeshott, does not require unconditional agreement with a number of provisions or with a certain creed, it is not dogmatic, it is not a set of moral laws that must be followed. Religion is a way of thinking about the world and acting in it, it is the conviction that life should be accepted as it is, living religiously means living in the present. Oakeshott is not trying to express the naive view that the "physical" world should be totally rejected and that the "spiritual" world should be accepted.

ORIGIN AND MULTIPLICATION OF CORRUPTION IN SOCIO-POLITICAL HIERARCHIES: THE ROLE OF NATURAL PRINCIPLES

Corruption among those in power today is usually considered as a legal, socio-cultural or economic problem. There are no works in the Russian or foreign social science literature revealing the natural roots of corruption. Such a view of the corruption origin is still considered contrary to the ideas about the social essence of man. Meanwhile, almost 2,500 years ago, Aristotle explicitly called sapiens a “political animal,” emphasizing the key role of human nature in the construction of the collective human life. That is why, according to the author, the group of hierarchical inclinations inherited from the hominid ancestors and fully developed historically is preserved in the specific nature of man. It disposes human individuals to self-serving manipulation of the power and subordination of people in order to form “food chains” between them and kleptocratic extraction of vital resources and benefits. Thus, the management of society and the formation of order in it on the basis of corrupt methods erases the seemingly unshakable socio-cultural line between man and his animal ancestors. The article proves that corruption exists not only because of the manifestations of predatory traits in human nature, but, most importantly, for moral, economic and legal reasons. However, the state anti-corruption policy aimed at the elimination of corruption should also take into account the natural human traits.

Corruption and problems associated with it is a multi-factorial process. Among the factors assisting its prevalence or deterrence, we can consider the scale and quality of information presented to the scientific community, civil society, and government agencies about what is being consistently done here. The article is mainly devoted to additional information about the latest events on the given topic held by a dozen scientific, research and educational organizations. The article is also an attempt to show what real and potential results can be achieved in this direction. It also presents a brief and concise palette of opinions, judgments, and assessments by major scientists, specialists, and experts on corruption and ways of preventing or combating it, the article shows the nature and specifics of the controversy in this regard.

EVALUATION OF THE EFFECTIVENESS OF LOCAL AUTHORITIES: METHODOLOGY AND METHODS

Local self-government not only increases the level of responsibility and transparency of decision-making at the local level, but also relieves social tension by ensuring the participation of residents in solving the problems of socio-economic development of the city. The activity of local self-government bodies makes it possible to accumulate thoughts and ideas of the population in order to transform and reorganize public life. In this regard, the development of local self-government and increasing the effectiveness of its activities are two of the conditions for the development of democracy in Russia. To achieve the highest performance in the state, evaluation methods and standards are created, they allow to identify and correct problems and errors in the implementation of management policies. A key role in evaluating the effectiveness of local self-government bodies is assigned to Presidential Decree No. 607 of 28.04.2008 "On evaluating the effectiveness of local self-government bodies of urban districts and municipal districts", which establishes a list of indicators for determining the effectiveness of local self-government bodies of municipalities. Currently, the developed system of indicators and methodology for assessing the effectiveness of local government bodies are constantly being modernized, which is evidence of the relevance and unsolved nature of this problem. It is concluded that the current system of evaluating the effectiveness of municipal authorities does not take into account the peculiarities of the development of territories; there are structural shortcomings regarding the selected evaluation criteria. All of that lead to the fact that the performance assessment system becomes only a tool for reporting to the authorities and the population, and not an effective mechanism for improving the efficiency of activities.

LOBBYISM IN PUBLIC POLITICS

The article examines the role of lobbyism in the system of relations between public institutions of power and civil society. To study this problem, two approaches are used – pluralistic and corporatist, which, despite the contradictions, complement each other: the first approach is focused more on institutions, mechanisms, procedures of influence, and the second is focused on the possibilities of cooperation between the state and civil society on the exchange of concessions and services in the political sphere. The use of these methods helps to understand the construction of a system of interaction between the state and society through a multitude of associated interests, professional mediators – lobbies, public and specialized interest groups. Changing the structure of mediation of interests raises the question: how optimal is the concept of lobbying for analyzing these changes. The study of lobbyism in various political systems helps to comprehend the ways of representing a variety of interests, regardless of the social status and property status of their carriers; to limit the shadow side of lobbying, it is necessary to systematize the subject of lobbying in order to regulate the action of intermediaries between the power and social structures.

CYBER THREATS FOR MODERN RUSSIA IN THE CONTEXT OF THE CORONAVIRUS PANDEMIC

The article deals with issues related to the information security of virtual social environments in Russia during the SARS-CoV-2 coronavirus pandemic. The article discusses the existing cyber threats for the population of the country, analyzes the consequences of cyber attacks. They discuss threats from foreign countries, primarily the United States and NATO countries, and national security problems in these countries themselves. International efforts to ensure cybersecurity and the policy of the Russian Federation on this issue are discussed. It is shown that during the coronavirus pandemic, the globalization of the media space is increasing, and the number of cyber threats to the citizens of our country is increasing. The article is of interest to specialists dealing with the problems of cybersecurity policy and the development of modern virtual social environments.

INFORMATION EXPANSION OF THE WEST IN THE COUNTRIES OF CENTRAL ASIA

Modern information and communication expansion is a tool of geopolitical influence, which is used along with military and economic expansion to achieve dominance in the target region. The article deals with the question of the West's information and communication expansion in the Central Asian arena, where its collective strategy is focused on the maximum separation of these countries from the Russian Federation in order to hinder Russian influence and its integrating influence. The article analyzes the transformation of the strategies of relations between the US and the EU with the Central Asian countries in modern conditions. The main structures of Western information influence in Central Asia (the OSCE Academy, Internews Network International, the Institute for War and Peace Reporting (IWPR) in Central Asia, the Central Asian Bureau for Analytical Reporting (CABAR-Central Asian Bureau for Analytical Reporting), EurasiaNet, etc.) are presented. The article concludes that the creation of a Western, primarily American, information impact infrastructure in the Central Asian region is a natural process, which can only be answered by the creation of a Russian infrastructure of this kind. The author, however, emphasizes that the best way to influence information could be not aggressive propaganda, but joint practical activities, first in the humanitarian sphere, and then in other areas of mutual interest for all parties involved.

In this regard, Asia is a prime example of the formation of bloc thinking and the global political processes that have begun. Need to understand what is at the heart of Asian political processes? In the modern era the ability to work with the media is of decisive importance. Mass media is an opportunity to address a large audience immediately with minimal costs. The article analyzes the phenomenon of black PR in Russia and foreign countries. The author identifies 10 technologies of negativization of politicians, relying on examples from the experience of the Russian elections, electoral processes in the USA, Great Britain, France and other countries. The article discusses the main channels of dissemination of information about the work of youth affairs bodies, non-profit organizations and youth self-government bodies in the framework of interaction with the target audience (young people aged 14 to 30 years). The article presents data on communities, groups, and public posts in the most popular social networks in Russia among young people: Instagram, Vkontakte, YouTube, TikTok, and messengers, as well as the impact of their content on the mood of the audience. Based on the results of the analysis, a set of trends and factors affecting the development of the information space of youth policy in terms of the transformation of political moods of young people is presented. Low efficiency of work in this direction of all considered actors with a tendency of expansion of tools caused, among other things, by the coronavirus pandemic is established.

BARRIERS TO THE TRANSFORMATION OF THE SOCIO-POLITICAL SYSTEM OF RUSSIA

The article attempts to identify the main barriers to the transformation of the socio-political system of Russia in the context of the influence of key factors: digitalization, urbanization and generational changes. Among the factors hindering the development of society, the author identifies the following: bureaucratization of the political system, low level of social ties, high rates of distrust in society, pessimism, insufficient transparency of government bodies. In the author's opinion, in order to fulfill their requests, citizens and interested groups within the system will have to overcome the above-mentioned negative factors and become independent actors in the political process (to gain political subjectivity). Overcoming negative factors, increasing the role of social capital and eliminating the trap of distrust will allow Russian society to develop further, becoming a serious political force and an equal actor in the political field.

EMOTIONAL TRIGGERS OF ATTENTION AND REMEMBER OF VISUAL POLITICAL CONTENT

The article shows the importance of visualization as an effective technology of the modern digital age in building a dialogue between the government and youth. The features of perception of visual political content with different emotional contexts (joy, print, anger, neutral emotions) and its influence on such important cognitive processes as attention and memory are considered. An experiment was carried out using the method "Memory Game" proposed by Isola P. The results of descriptive statistics show that the most memorable for young people is political content with the emotion "sadness". The least remembered images are those containing neutral emotions, and the highest number of false alarms is observed for images with an emotional context - anger. The Mann-Whitney test showed differences in image memorability when comparing groups 2 (sadness) and 3 (anger) p = 0.04, as well as 2 (sadness) and 4 (neutral emotions) p = 0.006, which gives us the opportunity to talk about the existence statistically significant differences between them. The results of the experiment can be useful in developing an effective strategy for political communication.

VIDEO STREAMING AS A POLITICAL COMMUNICATION CHANNEL: EXPERIENCE OF MODERN RUSSIA

The article presents a consideration of the phenomenon of video streaming in the context of its influence on the development of political communication in modern Russia. The relevance of the study is due to the intensification of the processes of digitalization of public discourse between political subjects and the population of the Russian Federation. The purpose of this work is to determine the characteristics and specifics of video streaming as a channel of political communication. The authors used such research methods as: typology of material, induction, systematization, forecasting and analysis. The result of the work is the typology of political video streaming according to the streamer positioning criteria, the monetization of the content, and video hosting specialization for broadcasting video materials. Based on the research materials, the authors of the article put forward the thesis that video streaming is an effective means of political communication, thanks to this technology it is possible to monitor and systematize the audience's feedback in real time. Moreover, this channel of network communication allows a political actor to optimize his material costs and connect donate platforms in order to ensure financing of political activities. In the conclusion of the work, it is stated that the current dynamics of the development of video streaming in the Russian Federation testifies to the prospects for the growth of its demand as a channel for ensuring two-way political communication.

THE ROLE OF «UNITED RUSSIA» PARTY IN THE REGIONAL POLICY IN 2002-2007

The article reveals the role of the United Russia party in the regional political process in 2002-2007. The object of research is the political process in the Kirov region. During this period, the "party in power" strengthened its position and became the basis of the party-political system in the region. The processes that took place in 2002-2007 in the subject of the Russian Federation, which was not central from the point of view of the federal political process, make it possible to analyze the place of political competition and the role of parties in peripheral regions where the main forces (either the Communist Party of the Russian Federation or local movements) faced a well-organized and supported by the federal government "United Russia". They were unable to maintain their leading positions, and during the electoral cycle of 2004-2006 either ceased to exist or, as with the Communist Party of the Russian Federation, went over to the opposition to the "party in power".

The paper analyzes the main tendencies of the regional policy of Russia in 2002-2007, talks about the role of the "party of power" in recruiting the elites of the Kirov region and in local self-government on the example of the monotown of Kirov-Chepetsk.

STUDY OF THE JUDICIARY AS AN ELEMENT OF THE POLITICAL SYSTEM IN THE COUNTRIES OF THE CONTINENTAL AND ANGLO-SAXON (ON THE EXAMPLE OF THE USA) SYSTEMS OF LAW

The article presents some of the results of a scientific study of the judiciary in foreign countries, within the framework of the general political system of the state. It is showed the legal thinking of judges within the framework of two main legal systems of the world are shown: Anglo-Saxon and Continental. It is in their consistent centuries-old development and polemics that the role of the judiciary in the political system was formed and interpreted in different ways. In Europe, throughout its historical development, including almost the entire XX-th century, the judicial system was perceived as a derivative of a single state policy formed by the political regime. Judges here were not politically independent subjects, but only the applicants of the law emanating and formed by the monarch (in the past) or the legislature (in the present). Some exceptions are the Constitutional and Supreme Courts. On the contrary is in Common Law countries, especially the USA, the judicial system is perceived as an extension of the political one. There is no difference in approaches to the judicial system or other large institutions operating in the political field. The law is perceived as a product of the activity of judges. In addition, most of the American researchers have been focusing on the micro-level of the behavioral circuit of judges for many decades, while the studies of Europeans are based on the macro-level corresponding to the institutional wing, in general.

HISTORIOGRAPHY OF INTERSTATE RELATIONS BETWEEN THE RUSSIAN FEDERATION AND THE REPUBLIC OF MOLDOVA IN 2009-2018

The work is devoted to the historiography of the development and crisis of relations between the Russian Federation and the Republic of Moldova. The study analyzes the events of 2009-2018 in stages. The starting point is the “color revolution” in Moldova, which took place in 2009. Since that time, the cooperation between Moscow and Chisinau has undergone significant changes.

The aim of the work is a comprehensive analysis of the historiography of interstate relations between the Russian Federation and the Republic of Moldova during the above period. At the same time, the authors separately study the materials connected with the bilateral cooperation between Moscow and Chisinau, as well as the literature on the Transnistrian crisis. The following research methods were used: system and institutional approaches.

Based on the results of the analysis of the materials on the given topic, it can be concluded that the problem of relations between the Russian Federation and the Republic of Moldova is of interest to researchers and has been widely covered in Russian historiography.

ETHNIC CONFLICT MANAGEMENT

This article is devoted to one of the most pressing problems of our time – the need to reduce the level of ethnic tension. The authors characterize ethnic conflict as part of social reality and as a product of social construction. Within this position, ethnic conflict is defined as interrelated processes of institutionalization of subjective meanings and their inclusion in social structures and the inclusion of social structures in the system of subjective meanings. On this basis, the actions of different agents, their motivation, spontaneous social processes are arbitrarily attributed to an «ethnic» meaning, which is introduced mainly indirectly: things, persons and phenomena are placed in the context of ethnic relations or ethnic conflict. Based on this position, the authors propose to manage the conflict not through the regulation of its dynamics, but through changing the semantic content. In the minds of people, it is necessary to form ideas about the non-conflict of certain peoples or nations, then an ethnic conflict will not arise. The main channel through which such meanings can be transmitted is the secondary education system. If we correct the content of textbooks, then it will be possible to broadcast symbols of tolerance and tolerance in the largest scale. In addition, a special place in the internal policy of the state should be occupied by a change in the requirements for obtaining citizenship, which should also include the requirement for knowledge of the traditions and rules of behavior in the society of which people are going to become a part. It would be advisable to apply a similar requirement to refugees, who are often carriers of ethnic conflict values, transmitting them into a multi-ethnic environment.

MODEL OF HARMONIZING STRATEGY AND TACTICS OF RUSSIAN FOREIGN POLICY

In modern conditions, the significance of ability to provide favorable external conditions for national development is increasing. A serious problem in this regard is discrepancy between states’ strategic plans and tactical actions on world stage. An example in this area can be the US adventure in Iraq in 2003-2011, which marked some military successes, but cost Americans thousands of victims and billion dollars of losses. In this regard, the question arises, what kind of model for harmonizing strategy and tactics of states’ foreign policy could be. To develop this model, it is necessary to learn what elements can make it up, what relationship between them could be and with the help of what methods this relationship could be provided. VIRTUAL CALIPHATE: ISIS MEDIA TECHNOLOGIES

Сonsidering that modern terrorist organizations pay great attention to their activities in the media, it seems necessary to study the strategy and methods that allowed radicals to succeed in using modern media for their own purposes. The methodological basis of this study was made up of such general scientific methods as analysis and synthesis. Among the political science approaches used, the network approach is particularly popular in science. The communicative approach examined the features of the new media in general. The work also reflected an institutional approach: new media are also considered as a modern social institution. In addition, comparative analysis was applied in the work, which made it possible to compare various points of view and approaches to assessing the ISIS media organization. Understanding how ISIS is trying to position itself in the international arena is important in the fight against terrorism. The article provides a comparative analysis of two media products of the radical group – the Dabiq magazine and the al-Naba newsletter. A special role in the popularization of ISIS was played by Dabiq magazine. An analysis of its content and media technologies used in its production is key to understanding the success of ISIS recruitment. Various techniques and technologies of influence on readers were used by Dabiq to further globalize the conflict unleashed by ISIS, demonstrating, allegedly, a viable alternative to life in the West, inspiring great hopes for supporters in different countries of the world and stimulating their immigration under the banner of the utopian caliphate. An analysis of statehood coverage technologies in ISIS English and Arabic publications allows the author to conclude that the group used segmentation methods with different visual arguments to target different audience groups.

THE IMAGE OF THE TROLL FACTORY IN THE CONFRONTATION OF US POLITICAL PARTIES

The article is devoted to analyze of «Troll farm» image in US media. The author considers appearance and development of the topic interference of Russia in US President Election of 2016 in US media. It is stated that campaign was launched to accuse Russia of interfering, in which the image of stereotypes was artificially constructed and named. The article reveals the content of the term «Troll Factory», which fills a whole series of figures and symbols. It was concluded that the image of «The Troll Factory» is part of a long propaganda campaign, the main meaning of which was to use this image in opposition to the political situation in the United States.

This paper considers the capability of PRC to conduct operations in informational and cyberspace. The purpose of the article is a comprehensive review and analysis of the PRC experience in conducting information, psychological and cybernetic operations. The objectives of the article include analysis of the PRC legislative base of information security and consideration of the experience in regulating the information space in China; open-source analysis of the PRC tools for manipulating public opinion in the Internet space and possibilities of cyber espionage; analysis of the expansion of the presence of official Chinese mass-media in the global information space. The author comes to the conclusion that today China has wide opportunities to conduct full-scale information and psychological operations to influence domestic and foreign audiences.

ANTI-IMMIGRATION RHETORIC IN ITALY AND IN THE USA: A COMPARATIVE ANALYSIS OF THE NEW MEDIA CONTENT OF DONALD TRUMP AND MATTEO SALVINI

This article presents a comparative analysis of the new media anti-immigration rhetorical strategies of two influential politicians Donald Trump and Matteo Salvini. Migration has become a hot topic in the political agenda and famine led politicians to speak of a “refugee crisis” in both Europe and the United States. With the appearance of the internet the channels of disseminating political information have changed increasingly. Online media sources, also known as the new media, have become an integral part of modern political processes. Drawing on the rhetoric in their Twitter and Facebook posts our analysis highlights remarkably similar ideas and strategies that regarded immigration as a threat of for the security, the economy and the culture of the nation.

DEVELOPMENT AND FEATURES OF CHINA'S MILITARY DIPLOMACY AFTER REFORM AND OPEN

The article summarizes the achievements and features of the PRC's military diplomacy after reform and open. After reform and open, the PRC experienced four eras of administration: Deng Xiaoping, Jiang Zemin, Hu Jintao, and Xi Jinping. The People's Liberation Army of China actively adapted to national strategic changes, deeply understood the world situation and general trends in military development, and restored the strategic policy of active defense. As an important part of the foreign policy and military policy of the PRC, the military-foreign policy of the PRC fully embodies the distinctive features, that is, the military obeys politic, the military strategy obeys the political strategy, and based on the fact that the protection of national interests is always the supreme principle, it has been constantly improved. Constantly expanding military cooperation and interaction with countries around the world, as well as actively participating in military diplomatic operations within the framework of multilateral and international organizations, the PRC has demonstrated completely new looks and features of military diplomacy. As the PRC's influence on the world stage grows over time, and its military power continues to grow, how does Beijing demonstrate its own concept of renouncing hegemony? This article examines the main prerequisites, phases and features of the socio-political crisis in Chile, initiated in October 2019. A kind of parallel is drawn between the historical heritage of Pinochet and the current political situation. The specificity of the Chilean protest movement is analyzed, the most important intermediate results of protest activity are characterized, in particular, the adoption of the "New Social Agenda" by the government of Sebastian Piñera, as well as the holding of a constitutional plebiscite in the context of the COVID-19 pandemic.

SPANISH-AMERICAN RELATIONS IN THE TWENTIETH CENTURY

Today, the world community is a system of States integrated in economic, political and cultural aspects within the framework of the functioning of the United Nations. Over the past twentieth century, countries have had to overcome a long path of domestic and foreign policy searches. The Spanish Kingdom also made such a journey. The country's transition from the Franco regime to a developed European democracy was complicated by a number of problems in connection with the attitude of the world community to Francoism as a phenomenon. In the early 1930s, European countries that had recovered from the war found themselves facing a global crisis. After the victory of the Nazis in the elections in Germany, the "ghost" of war once again hovered under the sky of Europe. Socialism was replaced in Europe by national socialist ideas. In Spain, as a result of the protracted crisis of statehood, right-wing nationalist forces are gaining strength, which are beginning to fight against other political forces in the country. On July 17, 1936, a military mutiny broke out in Morocco, Spain's Achilles ' heel, throwing Spain into the maelstrom of civil war.

THE ROLE OF PUBLIC POLICY IN MODERNIZATION AND SCIENTIFIC AND TECHNICAL DEVELOPMENT

The article investigates the problem of overcoming natural manifestations of instability of increasingly accelerating social development. The main theoretical basis of the research contains the theory of modernization in its political, economic and technological aspects. In this article, modernization is associated with concepts of technological orders and industrial revolutions that are close to each other in meaning. The aim of the article is to substantiate the need for an active role of the state and public policy in socio-technical development and new industrialization with the support of a number of researchers. The article research concludes that the engine of modernization is scientific and technological progress, and public policy is both its wheel and fuel.

THE ROLE OF THE INTERNET IN THE DEVELOPMENT OF CIVIL SOCIETY AND THE DIALOGUE BETWEEN THE POPULATION AND THE GOVERNMENT

The article discusses the impact of the Internet on the development of civil society and building a dialogue between the government and the population. Examples of duality of these processes are given. First of all, this means creating new conditions and forms of communication, transferring public services to an electronic environment, simplifying communication processes, and increasing the scale of information dissemination. On the other hand, these are long-standing issues of legal regulation of the Internet space, examples of building different models of its regulation in countries around the world.

Changes in the processes of interaction between government and society in the socio-political sphere can be traced in many directions: the transition to Internet voting, the formation of new leaders of public opinion in the Internet environment, the development of forms of Internet petitions, etc. The article presents the results of the research conducted by the authors: an expert survey and a quantitative survey among residents of the Yaroslavl region aged 18 years and older. The purpose of the surveys was to identify the role of the Internet in the development of society and intersectoral interaction. The authors discuss the role of the Internet in the system of intersectoral interaction, the practice of using the Internet among participants of intersectoral interaction in the region, censorship on the Internet, etc. The article makes assumptions about the visible prospects that can be expected as a result of the development of forms of communication between civil society and government in the Internet space in Russia.

THE CONDITIONS AND OPPORTUNITIES OF FORMATION CIVIL IDENTITY IN THE NORTH CAUCASUS

In the article devoted to the questions of strengthening Russia's civilization identity the author stresses the importance of identification directives and patterns of political activities of the North Caucasus peoples. Special attention is focused on the factors that impede integrations of Caucasian peoples with the “Big Russia” (author means the rise of nationalism, rebirth of traditional elements of authentic culture and other regulative norms, renewal of clan identifications and ethnic influence on public sphere in the North Caucasus). Taking into account the complexity of identity construction in this region, the author nevertheless does not consider the civil consolidation of multinational Russian society as an impracticable task.

RADICALISM AS A FACTOR OF INSTABILITY IN THE CAUCASUS AND IN CENTRAL ASIA

The collapse of the Soviet Union, the acquisition of sovereignty by former republics, the emergence of an ideological vacuum, the search for identity and, as a result, the growth of nationalist and separatist sentiments led to socio-political instability and economic crisis in the post-Soviet space. Religion became for many during this period a means of expressing their own identity. After the fall of the iron curtain, emissaries from Saudi Arabia, Turkey, Egypt, and other Muslim countries poured into Russia, Transcaucasia, and Central Asia. They carried their own interpretation of Islam, which often contradicted the traditional one practiced by the peoples who inhabited these territories. The article examines the causes and methods of spreading the ideas of radical Islam, as well as the connection of religious extremism in the post-Soviet space with terrorism on a global scale.

International terrorism is undoubtedly a threat to the national security of all countries in the region. The article substantiates the need for joint efforts to counter religious extremism and terrorism.

The article uses systemic and institutional approaches to analyze the factors of radicalism spread in the Caucasus and the need to take measures to prevent and counter the manifestations of extremism and terrorism.

CONDITIONS AND FORMS OF POLITICAL PARTICIPATION ON THE INTERNET

In the era of information technology, Internet resources are becoming real political instruments and create new opportunities for citizens to participate in the political process: time, geographical and cultural constraints are overcome, group integration is enhanced regardless of place of residence, which makes it possible to instantly respond to emerging political problems. The article examines the typologies of forms of political participation on the Internet, depending on the degree of citizens' involvement in the political process, compliance with the norms of law that regulate people's participation in politics, and the institutionalization of political participation in the Internet. It is concluded that for the successful development of networked civic engagement, there must be special conditions of a socio-ideological, technical, and organizational nature. Important conditions that determine the features of the political participation of citizens on the Internet are the type of political regime of the state, the interests of the main political actors, the features of political leadership and legislative regulation of the Internet.

STUDENT MOBILITY IN THE ERA OF COVID-19: HOW RUSSIAN UNIVERSITIES ADAPT TO THE NEW REALITIES

The article highlights the key challenges faced by the higher education system during the COVID-19 pandemic. In particular, it identifies obstacles to the internationalization of higher education and promotion of the student mobility at the global level, and also identifies difficulties faced by the governments during the transition to distance education. Such difficulties include: inadequate supply of necessary material-technical base, lack of ubiquitous coverage by high-speed Internet networks, student protests against the transfer to online training, the decline in the quality of educational services, as well as insufficient qualification of university employees to the work on the modern educational digital platforms. The paper also lists and analyzes measures aimed at the adaptation of Russian universities to the closure of national borders and restriction of international traffic, taken at the level of the government of the Russian Federation, as well as by individual domestic universities (on the example of FEFU). The author refers to the experience of the Primorsky University, which was one of the first in Russia to start the rapid transition to the distance education in order to minimize negative consequences of the strict quarantine measures. The article presents specific mechanisms taken to support foreign students at the Russian universities, as well as analyzes the dynamics of changes in the number of foreign students at the Russian higher educational institutions. In conclusion, the article identifies the key tasks of Russian universities aimed at maintaining a stable position at the international market of educational services during the coronavirus pandemic through the creation of competitive international educational programs for foreign students on the remote digital platforms, as well as expansion of the online channels of international academic cooperation.

HISTORICAL DEVELOPMENT OF UKRANIAN STATEHOOD

Introduction. Ukraine as itself represents a rather complicated mechanism. The reason for such a phenomenon lies in its’ historical past. As for its’ geographical position, Ukraine is situated between Eastern Europe and Eurasia. In ancient times, the territory of modern Ukraine was the periphery of the Great Roman Empire. Then, the area between the Baltic Sea and the Black Sea became a strip dividing two major civilizations - European and Slavic ones. Therefore, the regions of modern Ukraine were the parts of different civilizations. The absence of a single historical past determines the contemporary specifics of this state. In the article the author shows the features of the Ukrainian statehood development through the prism of the territorial history and focuses on its specific development.

Goals. In this article, the author sets himself the goal of revealing the uniqueness of the Ukrainian statehood development through the prism of its’ territorial specificity.

Methods. The method of secondary text analysis was used in the study, as well as the spatial, temporal and historical approaches.

Results. As a result of the study, the author proves his hypothesis.

Conclusions. Today, Ukraine suffers from prolonged political crisis. To a large extent, a confluence of circumstances led to this crisis, which is explained by specific historical development (in different historical periods, separate parts of Ukraine belonged to various states) and a special geographic position (Ukraine is the periphery of the Great Roman Empire) of Ukraine.

PUBLIC OPINION AND ATTITUDE OF RUSSIAN POLITICAL PARTIES TO THE FIRST CHECHEN WAR (1994-1996)

The article analyzes public opinion and the attitude of Russian political parties to the first Chechen war. It is based on verbatim reports of the State Duma, interviews of political leaders, opinion polls, as well as media materials. The relevance of the study is due to the fact that Russia is a multinational country and any events taking place in one or another part of the country can influence the internal political process. The article shows that the public opinion was opposed to a military solution of the Chechen problem, although there were no mass anti-war protests. The opinions of the political parties were divided. The Chechen war affected the position of Boris Yeltsin prior to the 1996 presidential elections and aggravated the negative attitude of many citizens and political actors to his policy.

As a result, the Strategy for Developing the Russian Arctic Zone and Ensuring National Security for the Period until 2035 has been identified that has the greatest potential effectiveness and efficiency.

THE MAIN TRENDS IN THE FORMATION OF GOVERNMENT STRUCTURES FOR INTERACTION WITH THE RUSSIAN ORTHODOX CHURCH

The article analyzes the main trends in the formation of state structures for interaction with the ROC MP. The state-legal foundations of the activity of the ROC-MP and the theoretical substantiation of the state policy carried out in relation to the Orthodox Church are considered, the legislative aspects of the interaction of the ROC with the authorities are considered. An assessment is given of the attitude of the President and the Prime Minister of the Russian Federation to the ROC MP and their relationship. The fact is noted that the further development of state-church relations meets the interests of state sovereignty, since it brings a spiritual and moral dimension to politics. The FADN National Policy Strategy has been analyzed for its relationship with the ROC. The interaction of the Russian Orthodox Church with federal ministries and the State Duma committee for the development of civil society and issues of public and religious organizations is considered. The interaction of the state and the ROC MP through public and quasi-public structures has been studied. The facts of the interaction of the ROC MP with the state and municipal authorities of the Russian Federation are given. The history of the interaction of the Russian Orthodox Church with the Russian power structures, such as the army of the Ministry of Internal Affairs, the Ministry of Emergencies and the Federal Penitentiary Service, is considered. The main trends in the further development of relations between state structures and the ROC MP are highlighted.

THE STATE-RELIGION ISSUE IN ISRAEL: FORECASTS ASSESSMENT OF THE DISAPPEARANCE OF CONSOCIATIONAL DEMOCRACY IN THE TWENTY-FIRST CENTURY

The article seeks to determine the accuracy of predictions made by Israeli researchers regarding the disappearance of the consociational model in state ‒ religion relations, to be replaced by the emergence of a crisis model, which threatens the stability of Israeli democracy. Using a methodological tool based on the relative importance attached to this issue in the platforms of political parties, the position of the issue on the current agenda was tracked for several years and it was investigated whether this issue has become more prominent since the late 1990s as an indicator of the collapse of the consociational model. The findings revealed, that during the XXI century, the tension has not been rising, while the 2015 and 2020 elections show a dramatic decline in the issue’s positioning on the agenda, which refutes the researchers’ forecast.

POLITICAL ORIENTATIONS OF YOUTH OF PRIMORSKY KRAI IN THE CONTEXT OF ADOPTION OF AMENDMENTS TO THE CONSTITUTION OF THE RUSSIAN FEDERATION. BASED ON A SOCIOLOGICAL SURVEY

The article presents a study of the political and value orientations of the youth of Primorsky Krai in the context of their perception of the amendments to the Constitution of the Russian Federation, adopted by a nationwide vote on July 1, 2020. The purpose of this work is to identify and analyze the political orientations of young people regarding the proposed amendments to the Constitution of the Russian Federation. During the work, the following tasks were identified: conducting a sociological survey, where the respondents were young people aged 18 to 35 years old, living in Primorsky Krai; study of the obtained empirical material; formulating the conclusions of scientific work. The authors of the work used such research methods as the sociological survey, structuring and systematization of empirical data, typology and analysis of the results. The study identified the main political orientations of young people in Primorye. The result of this study is the political orientations of the respondents do not correlate with those that were declared in the amendments to the Constitution. Moreover, the results of the sociological survey showed that the overwhelming majority of young people favored a different format of expression of will. Based on these data, the authors made conclusions according to which the values, formulated by the initiators of the amendments, did not fully correspond to the political orientations of the young generation. The scientific relevance and novelty of the article consists in the fact that it examines the content of the amendments to the Constitution in the context of the specifics of the perception of the selected age group through the prism of political and value orientations.

THE INFLUENCE OF INTERNATIONAL ENVIRONMENTAL FACTORS ON THE STATE OF THE KURIL PROBLEM

The article examines one of the most pressing problems in the international arena today – the problem of territorial delimitation in the Kuril Islands, or, as the Japanese side calls it, the problem of the «northern territories» between Russia and Japan. The attempts of the parties to settle the disputed territories have been unsuccessful for a long time, since the parties cannot come to a consensus on the division of territories that would suit both parties. As a result of the solution of this territorial problem, global changes may occur not only in Russian-Japanese relations, but also significant adjustments in the international arena. At the same time, the behavior of the parties and their attitude to the perennial dispute is largely determined by the changing international environment, primarily in the Asia-Pacific region.

WE INTERVIEWED 1,700 RUSSIAN AND FOREIGN STUDENTS. WHAT'S ON THEIR MINDS? IT’S UNBELIEVABLE! OR IS IT A REASON TO BETTER UNDERSTAND AND FIND OUT

The aim of the research was to study the cognitive responses to a number of social and political issues of Russian and foreign students studying in the Russian Federation (Moscow). We tested ideas, feelings, moods, imagination, and reaction abilities in responses to non-standard questions that go far beyond the content of the formalized university system of education and training. The questions were related to those areas and subjects that are widely discussed in the media and find their way to the students’ minds, still weak, but ardent. Their answers are the reaction of the new generation of students to the circumstances and conditions of their involvement in the understanding of their future and present of the Russian Federation, their preferences in determining the best country in the world, attitudes to the politicians, leaders and institutions. The results of our research showed that 71.5% of the respondents from among the Russian students would like to move or possibly move to another country and only 20.5% would stay or would not move under any circumstances. There is also a significant difference between our data and data from other sources, both domestic and foreign, regarding answers to such questions as: what government or social institution of the Russian Federation do you trust more? Which President (head of state) do you trust more? Russian and foreign students answered the above and other questions. No matter how frightening these data are for the official world, no matter how damaging they may seem to Russia's reputation and image and no matter how critical and suspicious we may be of the survey results, we felt it necessary to carefully consider and analyze them. We suggest our own version of the analysis and explanation, debatable, in any case. The totality of the study results is the basis for the updates not of the relevant but of the conceptual nature of understanding, especially by the structures and social-political process participants engaged in the development of the youth policy, and for the analysis of the dynamic changes in the consciousness and behavior of today generation of youth and students.

AZERBAIJANI-ARMENIAN CONFLICTAND ITS CONSEQUENCES FOR RUSSIA

The article attempts to identify and analyze some, in the author's opinion, the most important causes and significant consequences of the Azerbaijani-Armenian conflict in September-November 2020. The main focus is on the role of the Russian Federation in the conclusion of a trilateral statement on the cessation of hostilities, signed by the leaders of Russia, Azerbaijan and Armenia. After analyzing the reasons for the victory of Azerbaijan with the military and political support of Turkey and the defeat of Armenia, it is concluded that the Russian Federation had a serious gain, which had sacked Armenia from the complete loss of Karabakh and the Lachin corridor, and Azerbaijan from too strong "embrace" by R.T. Erdogan.

PROBLEMS AND PROSPECTS OF NATIONAL SECURITY OF THE RUSSIAN FEDERATION

This article is devoted to the study of the main challenges and threats to Russia's national security during the coronavirus pandemic, arising in various spheres of public life. Its purpose is to analyze promising directions for improving the process of ensuring the national security of Russia in a pandemic. The article concludes that close interaction of law enforcement agencies and local self-government bodies is of great importance in neutralizing emerging threats to national security. The effectiveness of the national security system depends on the coordinated work of its structural and functional elements, combined into a single coordinated mechanism. Each of the types of threats considered in the article requires an effective, differentiated and special response from law enforcement agencies, which necessitates a deep analysis and assessment of their actions; assessing the readiness of forces and means to act in a rapidly changing situation. The process of getting out of the economic crisis, overcoming the negative consequences of the pandemic may take a long time, and some of the social transformations caused by it will turn out to be irreversible. In the new reality, such problems of ensuring national security as the success of restoring the state economy, maintaining a decent standard of living for citizens, and preventing acute social conflicts come to the fore. Increasing the efficiency of state regulation and the coherence of the work of government structures will make it possible to neutralize the negative consequences of the pandemic in the interests of the entire Russian society.

ARCTIC COUNCIL AND THE RUSSIAN-CANADIAN COOPERATION

The subject of the research is Russian-Canadian relations within the framework of the Arctic Council, the creation of which in 1996 became possible thanks to the international cooperation in the region that began in the late 1980s. Moreover, the initiative to start international cooperation in the Arctic region was shown both by the USSR during M. Gorbachev's speech in Murmansk in 1987, and by Canada, when Prime Minister B. Mulroney, during his visit to Leningrad, proposed to create the Arctic Council, which united all eight circumpolar states and six organizations of the indigenous peoples of the North.

The main conclusions of the study are possible areas of cooperation between Russia and Canada in the Arctic, which the countries could use during Russia's chairmanship of the Arctic Council in 2021-2023. The most promising areas may be education and science, projects on the issues of the indigenous peoples of the North. Both countries will need to seize opportunities for cooperation, both within the Arctic Council and at the bilateral level. It is worth paying attention to the activities of the Arctic Economic Council, which was initiated in 2013 under the Canadian chairmanship in the Arctic Council.

REGIONAL ASPECTS OF THE SYRIAN CONFLICT

The article examines the economic, ideological and political aspects of the Syrian conflict. When considering these issues, an analysis was made of the economic aspects of the Syrian conflict related to the competition of projects for future transit routes of energy resources: Qatar and the KSA, on the one hand, and the "Four Seas" project of Syria, on the other. The ideological aspects of the informational influence of the Al-Jazeera channel in the coverage of the events of the Arab Spring and the Syrian conflict are considered. The analysis of the internal political imperatives of Turkey and the strategic interests of Iran, which influenced the implemented initiatives during the development of the Syrian conflict, is carried out. In addition, the article examines Israel's interests related to the need to prevent security threats.

THE EXPERIENCE OF SUSTAINABLE DEVELOPMENT OF QUEBEC: POSSIBLE USE IN THE ARCTIC ZONE OF THE RUSSIAN FEDERATION

In the late 1980s, the concept of sustainable development appeared to prevent the depletion of natural resources, degradation of life and social forms of its organization on our planet. And in 1992 in Rio de Janeiro at the UN conference the concept of "sustainable development" was born as a specific term, in which economic growth and an increase in living standards should take place, and the impact on the environment should remain within the economic capacity of the biosphere so that the natural basis of human functioning is not destroyed. In 2015, the UN identified 17 sustainable development goals as the basis for human development, which affect the economic, social and environmental spheres of human life on our planet. The relevance of the topic of sustainable development is due to the peculiarities of socio-economic processes in the countries of the Arctic region, the development strategies of which declare the concept of sustainable development as a basis. The northern regions of the world are also adopting their sustainable development programs. In Russia’s particular interest are the regions of Canada, which conditions for the development of the territories in terms of their climatic and resource indicators are comparable to Russian realities. Currently, among such regions of Canada, the province of Quebec can be noted, in which in 2011 the provincial government has announced the implementation of a unique development plan for the northern territories called the "Northern Plan". This article will attempt to review the main areas of the Northern Plan of the Canadian province of Quebec. Quebec's experience in implementing sustainable development goals in the High North can be useful for the northern regions of the world.

INTERNATIONAL EXPERIENCE IN INSTITUTIONALIZING THE FIGHT AGAINST CORRUPTION OF OFFICIALS: TO THE HISTORY OF THE ISSUE

The study focuses on the development of the practice of international cooperation of states in the field of combating corruption. The authors consider the process of establishing the institution of international legal regulation against corruption under the auspices of global and regional international organizations and interstate unions. The chronology of the adoption of a number of international anti-corruption documents is given, their significant features are distinguished. Anti-corruption among officials is considered in conjunction with the identification of proceeds of crime. This approach provides an overview of international organizations of global and regional format, including in the Commonwealth of Independent States. The peculiarities of ratification of international instruments within the framework of national legislation make it necessary to develop at the international level not uniform legal norms, but a unified system for assessing the anti-corruption policy implemented by the state.

TOWARDS THE OUTCOME OF THE ASEAN SUMMIT IN HANOI IN 2020

The article is devoted to the results of ASEAN summit 2020 held on-line in Hanoi. The ASEAN members (Indonesia, Malaysia, Singapore, Vietnam, Cambodia, Laos, Myanma, Philippines, Thailand, Brunei) agreed that the most serious problem nowadays is the struggle against the pandemia COVID-19. Some steps agreed by ASEAN countries should be of help in this direction. The most prominent event of the summit is the signing the agreement of Regional Comprehensive Economic Partnership (RCEP) by 15 states of Asia Pacific Region.

This article is devoted to the study of the place and role of the elite, in particular, the political elite, in the power system of modern Japan. The article presents the main theoretical approaches and scientific concepts used by Japanese and foreign political scientists to study the processes of formation and functioning of the elite in Japan. The article describes the key selection criteria for the country's political elite. Thus, the article presents an analysis of the process of involvement of the political elite in the mechanisms of power in modern Japan.

INTERACTION BETWEEN THE EU AND THE EAEU ON MIGRATION POLICY

The article is devoted to the issue of the migration policy of the EU countries and their interaction with the EAEU countries. This problem is relevant today, when the mobility of the population has increased significantly. In the twenty-first century, migration processes have acquired a large-scale character within the borders of the European Union, and the topic of migration and its regulation have acquired the primary interest, especially after the migration crisis of 2015. Countries need to unite to make common political decisions, coordinate migration flows and prevent an increase in the number of illegal migrants.

THE POLICY OF EU COUNTRIES WITH REGARD TO THE REPUBLIC OF AZERBAIJAN (ENERGY ASPECT)

The article is devoted to the consideration of the policy of the EU countries towards the Republic of Azerbaijan through the prism of energy cooperation. The analysis made it possible to come to the conclusion that interaction in this area between the EU and Azerbaijan is carried out in two key areas: ensuring the energy security of the EU member states; ensuring the internal energy security of Azerbaijan. Special attention is paid to the cooperation of Azerbaijan with individual EU countries, and a special emphasis is placed on the environmental requirements of the energy policy of Europe.

CASPIAN ISSUES IN THE CONTEXT OF BILATERAL COOPERATION BETWEEN KAZAKHSTAN AND AZERBAIJAN

The article is devoted to the analysis of bilateral cooperation between Kazakhstan and Azerbaijan on the Caspian issue, including issues of determining the status of the Caspian sea, regional security, subsurface use and transportation of energy resources. The article examines the history of mutually beneficial cooperation between Kazakhstan and Azerbaijan in the Caspian region, the foreign policy strategies of both countries, as well as the role of TRANS-Caspian projects in establishing a strategic partnership. Based on a comparative analysis of the positions of the Caspian States, the ratio of the positions of Kazakhstan and Azerbaijan, and the study of the legal framework of bilateral cooperation, the article attempts to identify the advantages and disadvantages of interaction, and build prospects for cooperation between the two countries in the Caspian region. The article focuses on determining the role of TRANS-Caspian projects in expanding bilateral relations, as well as in realizing the national interests of Kazakhstan and Azerbaijan in the Caspian region.

The article is dedicated to the analysis of French role in the European Parliament, European Commission, the EU Council over the past 20 years. The article considers the main factors shaping France’s changing role and place in the European Union institutions. In the scope of the article the particular attention is given to the analysis of French representation in the European Parliament. The results of the research demonstrate that despite the French government active foreign policy towards the EU the state’s influence in the European institutions has been diminishing, Germany plays a considerable role in the EU’s legislative and administrative processes.

TERRITORIAL DISPUTE OF GIBRALTAR: POSITION OF POLITICAL PARTIES AND SCENARIOS

The territorial dispute over Gibraltar has caused tensions in relations between Great Britain and Spain for several centuries. Gibraltar is a British overseas territory and strategically important object in international relations. Despite the decline of tensions brought about by the Gibraltar Tripartite Dialogue Forum, the Gibraltar issue has again become a burning one after the UK's withdrawal from the European Union was launched. It was then that Spain, which does not recognize Great Britain's sovereignty over the Rock and seeks to regain the lost territory, began to force the problem of Gibraltar, which became an obstacle to Brexit. The article analyses the position of the main political parties of Gibraltar regarding territorial dispute in the context of Brexit. The position of the European Union and the attitude of the Spanish to the territorial dispute are also revealed. Historical, comparative, sociological and forecasting methods were used. The author came to the conclusion that in the 21st century it is impossible to consider modern Spanish-British relations in the context of the Gibraltar issue without taking into account the position of Gibraltar itself. Nowadays Gibraltar should act as an equal negotiator in Spanish-British relations. This is why the Gibraltar Parliament considers a return to the Trilateral Forum to be the best solution for building future relations between Spain, the UK and Gibraltar after Brexit.

"NORTH-CAUCASIAN IMAGINARY" IN THE SOCIAL ESSENTIAL AND FUNCTIONAL ETHICS OF POLITICAL GOVERNANCE

The article is devoted to the content, doctrine and technologies of political governance in the context of modern global risks and challenges that significantly affect the Russian state and Russian society. In the staging plan, the principle of sociality is being developed as the core of the essential-functional ethics of political governance, taking into account the needs of citizens in humanistic and humanitarian patronage from the state. The author emphasizes the need for doctrinal and technological ethno-cultural organics of the social, essential-functional ethics of political governance in relation to the problems and contradictions of the communities of the North Caucasian Federal District, taking into account the "North Caucasian imaginary" and offers some recommendations.

CONSTANTS OF S. L. FRANK'S RELIGIOUS AND POLITICAL TEACHING: SOCIAL AND PHILOSOPHICAL ANALYSIS

This article analyzes the theoretical aspects of the religious and political teachings of S.L. Frank, highlights the main constants of his social philosophy, examines more specifically the philosophy of religion and politics, the idea of natural law, conciliarity, etc. To the fundamental normative principles of social life in general, and political in particular, Frank attributed "the beginning of service, solidarity and freedom." Special attention is paid to their consideration. The characteristic of the phenomenon of "conciliarity" is presented in detail in the form in which the thinker interpreted it: through the prism of religious life, "common destiny", as well as "the unity of marriage and family relations." The questions about the relationship of morality with politics in line with Christian anthropology, religiosity as the basis of social unity are considered.

FEATURES OF INTEGRATION OF UNMANNED AERIAL VEHICLES IN THE FIELD OF CIVIL AVIATION: POLITICAL AND LEGAL ASPECTS

The article analyzes the origins and stages of development of unmanned aerial vehicles (UAVs), which in recent decades have significantly evolved from the sphere of military use to an independent and promising branch of civil aviation. It is noted that the results achieved in their production are largely due to a wide range of areas in which drones replace traditional aviation in a number of positions due to their relative cheapness of manufacturing and operation. At the same time, experts agree that the emergence of new and original technological solutions in their production often outstrips the efforts of lawmakers, leading to further changes in the political and legal conditions for the use of UAVs, which in the next decade will become equal to the manned aircraft.

APPROACHES TO STUDYING AND MODELING CLANS AS A FACTOR OF A POLITICAL SYSTEM

This work is devoted to identifying common and specific features of the emergence and functioning of political clans in various countries of the world. The authors confirm the findings of some researchers that the political clan is a kind of informal political actors of the closed type, formed on the basis of personal loyalty to the leader and common material interests of members of the Association. Clannishness is not conditioned by a particular socio-political regime or economic model. However, the structure of clans is determined by the level of economic development and existing socio-political institutions. The primitive organization of the economy and the lack of developed socio-political institutions cause the archaization of clans, their transformation into associations of blood relatives up to a partial return to tribal relations. In particular, regional clans are characterized by a high level of identity of the model of their organization, which is manifested in the dynastic scheme of inheritance of power and a direct relationship between the hierarchical position of a member of the organization and the degree of his blood relationship with the leader.

The research is about a fundamentally new phenomenon of the modern world – artificial intelligence. The article discusses the current problems of using AI technologies in the modern social space and the possible risks of its adaptation to the realities of the modern world. The main ways of using AI for organizing social processes are analyzed on the basis of the practical functioning of social control systems in China (Social Credit System) and the use of new technologies during a global pandemic. The thesis about the relevance of political, legislative and ethical regulation of the problems of interference of AI technologies, including in private life, is substantiated.

FACTORS OF SUCCESS OF THE «NEW PEOPLE» PARTY DURING THE 2020 REGIONAL ELECTIONS IN RUSSIA

The triumphant success of the New People party in the regional elections on September 13, 2020 makes the question of the reasons for supporting such a young player in the political arena urgent. The “new people” managed not only to outstrip the relatively recently formed political associations, but also to compete with those parties that have been part of the State Duma for several decades. In a number of regions, in particular, in Novosibirsk, Ryazan, Kostroma and Kaluga, “New People” managed to achieve a significant advantage over the parties “For Truth” and “Green Alternative”. This allowed the leader of the young political association A. Nechaev to speak with confidence about the need for the party to participate in the upcoming elections in 2021.

In this article, on the basis of a comparative analysis, the most significant factors that influenced the success of the «New People» party in the elections were identified September 13, 2020 The author analyzes the role of these factors, ranging from a well-developed text of the political program of the party, addressed to various categories of citizens, and ending with the appearance of candidates, close to the appearance of ordinary citizens. Based on the results of the study, an important conclusion is drawn that the «New People» party has succeeded in fulfilling the population's request for renewing the composition of the State Duma and changing the political course.

PRIMARIES AS A PR TOOL FOR MOBILIZING CITIZENS IN THE FRAMEWORK OF THE ELECTORAL PROCESS

In conditions of low turnout, the process of political mobilization is of particular importance. In modern society, political mobilization is carried out by various technologies, mainly mediated, involving a manipulative effect on mass groups. Mobilization technologies are a purposeful, systemically organized activity to organize, coordinate and consolidate the public to achieve specific political goals, carried out mainly through PR, mass media and social networks, designed to achieve a quick and maximum effect with given resources. The main feature of mobilization technologies is their focus on the future. A prerequisite is that the mobilized have a rational calculation, convincingly proving that the losses are significantly less than the gains and ideology that makes rational arguments already insignificant. The purpose of mobilization technologies is to induce the population to take action or inaction. At the same time, they can have both a constructive character, that is, harmonize relations between the authorities and society, and a destructive one, introducing discord into social and political relations.

POLITICAL PROCESSES OF THE DIGITAL AGE: INTERDISCIPLINARY SYNTHESIS

Relevance. World development proceeds on the verge of chaos – the tendency that is facilitated by the high coherence of political systems (probability of cascade effects) and the sensitivity of political processes to initial conditions (“butterfly effect”). Political processes are mediated by digital technologies that affect the stability of the order parameters of socio-political systems, as well as direction and speed of changes. In these conditions, interdisciplinary research is relevant, allowing to invite representatives of different research fields to dialogue for theoretical and practical recommendations on how to increase the resilience of political entities to shocks of various origins.

The aim of the study is to analyze the patterns of political development in the digital age. The following tasks are highlighted: to provide an overview of philosophical reflections as a basis for the current development stage of political structures; to elaborate terms conceptualizing political participation and political relations.

The work uses the method of interdisciplinary synthesis, which makes it possible to conduct research at the intersection of philosophy, political science and synergetics.

Results. Digital age affects the dynamics of authority delegation in hierarchical systems, significantly accelerating their homeostasis and challenging order parameters operating in such systems. As to horizontal ties, the digital age creates opportunities for unification based on the principle of interest in common good. At the state level, digital technologies can be used as a means of control and deterrence.

Conclusion. In the context of uncertainty, it is necessary to turn to philosophy as an analytical tool for deconstructing complex reality. The transition to the metalevel can be constructive for political sciences, since it opens them up for dialogue with related scientific areas. In the process of such interaction, there emerge “trading zones” (Galison), in which applied new knowledge is produced.

The article examines the interaction of government bodies of the Russian Federation with the Russian Orthodox Church in the context of the COVID-19 pandemic. Some examples of this interaction are given, the possible consequences of these relations are indicated, which can have a significant impact on the further development of state-church relations in the Russian Federation and directly affect the internal policy pursued in the country. CIVIL SOCIETY AS AN ASPECT OF MODERN POLITICAL CULTURE IN RUSSIA

The article examines the development of civil society in modern Russia not only from the point of view of the problem of its formation, but also substantiates that civil society is an indicator of the country's political culture. The author also notes that political culture by its nature can exist in any political regime, while civil society, on the contrary, depends on it. Its fullness is revealed only under a democratic regime; in the rest, only its partial elements are possible. The prospects for the development of civil society in Russia are largely dependent on the state. Although from a historical point of view, civil society is manifested from below by the people, and not from above by the authorities. The specificity of its manifestation and development in Russia can be taken as a necessary component of the idea of building a legal state. Despite the existing problems within the state, which became most obvious in connection with the pandemic, civil society in Russia, as the author emphasizes, is no longer a ripe sprout, but a ramified manifestation of the growing interest of citizens in protecting their personal interests, which is expressed by an increase in the number of public organizations. Thus, a positive dynamics of assimilation of the political culture of a democratic country emerges, since civil society is undoubtedly one of the components of its structure.

PECULIARITIES OF THE VALUE STRUCTURE OF YOUTH IN MODERN RUSSIAN SOCIETY

The article analyzes the structure of values of young people in Russia and compares it with other population groups based on data from the all-Russian sociological study conducted in the spring of 2019 in 22 regions of the Russian Federation. The theoretical and methodological basis of the research is a generalized approach to measuring the values of Rokich and Schwartz. The concept of political culture proposed by R. Inglehart is used to describe the type of society with which a certain structure of values correlates. He distinguishes between "materialists" and "post-materialists" depending on their value orientations. Russian society has remained mostly "materialistic" in its type, but belonging to different generations is an important factor in value changes. Young people still have traditional values that are characteristic of "materialists", related to the importance of family, material prosperity, and security. At the same time, «post-materialistic» values appear in the overall structure: the desire for comfort, creativity, and freedom.

RELATIONSHIP BETWEEN FORMS OF GOVERNMENT AND ETHNIC CONFLICTS: STATISTICAL ANALYSIS

Ethnic conflicts are a topical subject of research for the political science. Modern political scientists are looking for an answer to the question of how to avoid and mitigate ethnic conflicts. Within the framework of the neo-institutional approach, this issue is narrowed down to the search for the optimal institutional structure that prevents and mitigates ethnic conflicts. The purpose of our research was to find out the degree of relationship between the form of government and ethnic conflicts. To do this, we conducted a statistical analysis using databases on forms of government, ethnic conflicts, and political regimes. The results of the analysis showed that in non-democratic countries, the form of government does not affect the intensity of ethnic conflictsв. At the same time, in the group of democratic countries, we can talk about a weak correlation between these two variables. Further research on the impact of political institutions on ethnic conflicts should use a broader time horizon for analysis and focus on a larger number of cases.

SANCTIONS POLICY OF THE WORLD'S LEADING COUNTRIES AGAINST THE RUSSIAN FEDERATION: THREATS AND MAIN AREAS OF COUNTERACTION

The article is devoted to the study of the essence and structure of the modern sanctions policy of the leading countries of the world in relation to the Russian Federation, including through the prism of threats and the main directions of counteraction. The problem of sanctions and counter-sanctions as a political tool used by the United States, the European Union and Russia in the period from 2013 to the present time is considered by the author through the prism of social conflictology. The author proves the thesis that the restrictive measures taken by the leading countries of the world in 2020 lose the protective and regulatory functions originally laid down in the notion of sanctions. The priority functions of the sanctions today are creation and/or expansion of conflicts (sanctions result in a conflict and (or) act as a source or catalyst of a conflict). This, according to the author, may cause increased geopolitical tensions and, as a result, threaten the sovereignty of countries that are survive in the international “ecosystem of sanctions.”

YOUTH AS A PROMISING RESOURCE FOR RUSSIAN-BELARUSIAN INTEGRATION

The article presents the results of research on the perception of Belarusian and Russian students of each other's national characteristics and the formation of the image of both countries in their minds. Modern relations between the two Slavic countries of Russia and the Republic of Belarus are at a new stage of development, which consists in creating a single Union state. The level of mutual understanding between two independent States largely depends on how well the younger generations understand each other's national character, value priorities and worldview positions of their peers living in the neighboring country. The problems of establishing mutual understanding among young people are complicated by the fact that both countries are heirs of the common Soviet past, but they are experiencing certain difficulties in the process of its modernization. On the other hand, representatives of the Zet generation, born at the turn of the Millennium, form their own values and development guidelines, which also affects the search for mutual understanding between the two countries.

Today, the success of states in the world arena largely depends on the effectiveness of functioning political and legal institutions, largely guaranteeing the success of modernization. However, the best practices of institution building are not always the guarantor of social stability and evolution. The article, continuing the author's series of works on the study of institutional orders around the world, examines the reasons for the failures of transferring the Western experience of political and legal construction in Africa and Latin America. The history of the liberation of regions from colonial influence is considered. The examples are shown, according to which the reasons are identified that make it difficult to transfer the best practices of political and legal institutional transformations.

CHILE AND THE PACIFIC ALLIANCE: NEW VECTORS OF INTERACTION

The article analyzes the General prospects of interaction between the Republic of Chile and the Pacific Alliance. Considering these figures, the author of the article emphasizes the importance of integration trends in the whole Latin American region for their sustainable development and resistance to the challenges of the time. Noting the growing role of the countries of the Asia-Pacific region in the world economy every year, the author also focuses on the possible rapid growth of their political influence in the process of building a new pan-region in the near future. The article highlights the idea of the success of the Pacific Alliance, which was the result of the formation of an alternative regional center. This Association has become a productive model of interaction between several not very strong States, even in the context of the global economic crisis and the coronavirus pandemic. Today, the Pacific Alliance is becoming one of the most prominent regional centers, meeting the requirements of building a multipolar world. The article provides an overview of new vectors of interaction between the countries of this region in the radically changed economic and political conditions during 2020.

PROSPECTS FOR RUSSIAN AMERICAN RELATIONS IN THE CONTEXT OF THE POLICY PURSUED BY THE PRESIDENT TRUMP ADMINISTRATION AND ITS IMPACT ON THE TRANSFORMATION OF THE AMERICAN MARKET

The article examines the reasons for Donald Trump's coming to power in the United States as a result of the 2016 presidential elections; analyzed the relations between the USA and Russia, as well as the USA and the EU during the Trump presidency (2017-2021); the policy of Donald Trump in the post-Soviet space is considered as one of the foundations of US-Russian relations. In addition, the energy policy was designated as one of the areas of interaction between the United States and the EU and Russia. It was concluded that the foreign policy of the Donald Trump administration was not isolationist, despite the reduction in US international activity. US neutrality in the post-Soviet space has gone far from favoring Russia. The integration of the USA and the EU turned out to be slightly reduced, due to which the political subjectivity in the EU increased. Following the Donald Trump phenomenon, the popularity of right-wing populists in the EU has grown. Prospects for expanding integration between the US and the EU are possible under the administration of Joseph (Joe) Biden; the assumption is made that the competitive relations between the United States and Russia will be preserved when their details change.

This article looks into the application of color revolution technologies in foreign policy. It explores the theoretical framework and practice of using the methods of "nonviolent struggle" to dismantle unwanted political regimes. The authors analyze the latest instances of employing color revolution technologies in the world and provide insight into new trends and special aspects of their application. It is noted that other countries, not only the United States, and large businesses began to resort to this technologies due to their effectiveness. The article concludes that color revolution technologies are being modernized after a number of cases where they failed to change the political course of a state.

EVOLUTION OF THE SYRIAN CONFLICT: FROM DEMANDS FOR DEMOCRATIC TRANSFORMATION TO RELIGIOUSLY MOTIVATED TERROR

This article describes the main results of the research work, the purpose of which was to study and describe the development of the Syrian conflict. In particular, the article examines the results of the analysis of the development of events in the Syrian conflict, starting in March 2011, with a description of the main opposition socio-political formations. The article also examines the results of the work, obtained using the methodology of binary comparison and comparative analysis, which made it possible to identify general trends in the development of the Syrian conflict and the revolutionary events of the “Arab Spring”. One of the main conclusions and results of the work carried out is the substantiation of the paradoxical algorithm for the rapid transition of protest actions, initially directed in line with the demands of democratic transformations, into the form of an acute armed confrontation, with the dominant participation of religiously motivated terrorist groups.

ON THE QUESTION OF PERCEPTION OF THE PHENOMENON OF “SOFT POWER” IN THE CONTEXT OF RUSSIAN FOREIGN POLICY

This article is dedicated to the analysis of the utilization of the concept of “soft power” in the Russian political space. A concept proposed in the early 1990s by the American neoliberal political scientist J. Nye is firmly established in the field of international relations, however, its interpretation, presented by the author, differs from that established in the Russian political discourse, in which a realistic approach to the assessment of international politics prevails. In this work, based on the methods of informal data analysis, the statements of political leaders were considered, as well as key official documents regulating the main directions of the Russian Federation's foreign policy. It is concluded that “soft power” is percept as a kind of weapon using against opposing states.

Among the factors motivating companies to engage in humanitarian activities, one can single out a reduction in the volume of the tax burden, the formation of a reputation and a reliable image, as well as the creation of new forms of interstate partnership, aimed primarily at the interests of the individual. The activities of the largest Russian TNC “Gazprom” are especially active in this area, which pays significant attention to social issues, provides financial support for major cultural, sports and other similar events, sponsors environmental events, charitable programs, helps low-income citizens, etc.

FEATURES OF E-PARTICIPATIONIN THE PIRATE PARTY GERMANY

The purpose of the study is to study the practice of using the LiquidFeedback platform in the Pirate Party of Germany.

The research methods are based on the case study using the formal-logical method and the analysis of the party statute.

The results: The paper concludes that the LiquidFeedback platform ineffectiveness consists in the contradictory requirements of anonymous and transparent voting, the manipulative nature of “liquid democracy” and flaws in the legal framework.

The theoretical implication of the study lies in the application of the considered assessment criteria in the study of other digital parties or parties’ transformation.

Practical implication is the potential application of Pirate Partys’ Germanys experience in parties on adaptation to improving political participation in the context of digital society.

ACTUAL ISSUES OF STABILITY POLITICAL SYSTEMS OF UNRECOGNIZED STATES

The article presents the main problems associated with the stability of the political systems of the unrecognized republics. In addition to describing the theoretical position, the article contains internal and external factors that determine the uniqueness of the unrecognized states of the post-Soviet space. The role of ethnopolitical conflicts in the formation of unrecognized states is presented.

The existence of different approaches to understanding the problem of unrecognized states reveal contradictions and provide a basis for scientific discussion.

INFORMATION SOCIETY: MODERN REALITIES AND DEVELOPMENT PROBLEMS

The article is devoted to the main concepts of the information society theory created by the leading scientists of the post-industrial era. The general characteristics of the information society are given, and the features of its formation are determined. The research is relevant because it defines the concept of the information society and identifies the main problems of its development due to the global changes in the social structure and the rapid spread of global scientific and technological progress. The purpose of the research is to analyze the main concepts, characteristics and features of the information society and determine the new content of the “information society” concept adequate to the today's realities, and identify the difficulties in the development of the information society.

The article considers the main concepts of the information society formation formulated in the scientific publications of the leading economists, philosophers and sociologists, such as D. Bell, T. Stonier, E. Toffler, J. Massoud, M. Castels and others. Such author applies such research methods as methods and principles of the system approach, analysis and synthesis, and the comparative method.

As a result of the research, based on the theories of the information society by leading foreign and domestic scientists, the following features of the information society are identified: innovation, globality, fundamental nature, mass character. It is noted that understanding the interpretation of the society in which we now live is necessary for the correct choice of the vector of economic development and the functioning of the state as a whole.

The article analyzes the problems and prospects for the development of railway passenger transport in the Moscow region in the context of socio-political design from a theoretical perspective. The range of studies of economic and political science is considered. The main elements of the tasks of a socio-political nature, which must be solved by improving the railway complex of the Moscow region, are indicated. Several recommendations were given for the development of railway passenger transport in the Moscow region.

“ETHNO-SOCIOCULTURAL PROCESSES IN THE COUNTRIES OF ASIA AND AFRICA: THE PROBLEM OF IDENTITY" – ONLINE INTERNATIONAL APPLIED RESEARCH CONFERENCE FOR YOUNG SCHOLARS

The article contains a brief report on the online international applied research conference for young scholars “Ethno-Sociocultural Processes in the Countries of Asia and Africa: The Problem of Identity”, which was held on 30th October 2020 in the Institute of Asian and African Studies of Lomonosov Moscow State University with the support of RF Presidential Grant MK-636.2929.6 for young Candidates of Sciences.

Around 200 young scholars took part in the conference, including orientalists, philosophers, historians, political scientists, sociologists, ethnographers and religious studies scholars. Well-known Russian orientalists spoke in the plenary session and during the sections as experts and moderators. The conference took a multi-faceted approach to exploring the problems of identify and attracted much interest among the research community in Russia and abroad.
