ON THE EVOLUTION OF THE CONCEPT OF NATIONAL SECURITY OF RUSSIA
The article attempts to identify and analyze the main factors and milestones of the formation and evolution of the National Security Concept of the Russian Federation. It’s shown that if in the USSR in this sphere it was mainly, if not exclusively, about the security of the state, guarantees of its physical existence, its viability, institutions, interests, then in the Russian Federation, its purpose, system and structural components, goals and objectives have undergone a qualitative transformation. The main attention is concentrated on the substantiation of the thesis according to which the national security system was brought into line with the Constitution and the legislation of the Russian Federation, outlining its main purpose as ensuring the security of the equally multinational Russian people, state, society and an individual person etc.

POLITICS OF MEMORY IN VIRTUAL SPACE: THE INTERNET AS A MEDIATOR OF MEMORY
The article considers the relationship between collective memory and actual politics in the context of a network society. The influence of specific features of Internet communication on the spread of collective historical memory, such as anonymity, lack of moral presumption, a high degree of speech aggression, is noted. The authors describe the emergence of "memory communities" with their own interpretations of history in the course of horizontal communication. The dependence of memory policy in the virtual space on current policy and media agenda is emphasized. The author notes the ideological fragmentation and conflict of post-memory, which transforms history into a struggle of interpretations and identities. On the example of memorial projects, the interaction of real and virtual spaces of collective memory is considered.

COMMUNICATION SPACE OF MODERN YOUTH IN THE CONTEXT INFORMATION TECHNOLOGY FORMATION: SOCIO-POLITICAL ANALYSIS
The article considers the problems of interaction of young people in social reality and the specifics of transition of their communications into virtual space. Problems with communication, disjunctively of stress resistance, lack of skills of rational-legal political socialization, inability to communicate on the basis of common social interests in the local place of residence or certain physical shortcomings preventing social interaction, update the aspirations of teenagers to show themselves in virtual space. The Internet has developed a specific information and communication environment with a certain subculture, in which processes go beyond optimal political socialization in the form of traditional non-radicalized social forms.

ON THE ROLE OF LAW AND THE JUDICIARY IN THE POLITICAL SYSTEM OF MODERN RUSSIA
The judicial system is one of the most important structural components of the public administration system. At the same time, recently, sociologists have recorded a constantly growing alienation of the population from public authorities, a drop in confidence in the judicial system and, as a result, a crisis in the legitimacy of its decisions. There are expert positions of a number of scholars studying the judiciary are also fixing a number of problematic aspects of its functioning. It is concluded that the courts in most cases protect not private, but public interests, which is confirmed by the statistics of the cases examined. The reasons for this state of affairs are being investigated. It is concluded that within the framework of the functioning of the Russian judicial system, two forms of social ordering are mixed: managerial influence and law. After the collapse of the Soviet system of power, this situation is typical for all states of Eastern Europe, including Russia. The current legitimacy of the Russian judiciary is downward and based on the concept of the state, which actually has political responsibility for making judicial decisions. The downward legitimization of the judicial system implies that law is not seen as a product of the interaction of the target orientations of a citizen and the state, but as a one-sided projection of power coming from the government and aimed at the citizen. Thus, the courts are self-relieving from taking responsibility for protecting the interests of citizens and constructing the fabric of social life, considering it a political task that lies with the state, which carries serious risks for the political and legal system. The article shows the orientation of the judiciary towards protecting the interests of the state, not private individuals. In fact, we encounter the use of positivism as a vehicle for the political will of the state, which does not come from the traditionally understood principles of legality. It is concluded that the judicial system is one of the methods of political regulation of vertical governance in the state.

EVOLUTION OF THE CONCEPT OF THE CONSTITUTIONAL RIGHT OF CITIZENS OF THE RUSSIAN FEDERATION TO RELIABLE INFORMATION ABOUT THE STATE OF THE ENVIRONMENT
This article is devoted to the study of the evolution of the concept of the constitutional right of citizens of the Russian Federation to reliable information about the state of the environment. The relevance of this problem, according to the authors, due to the rapidly deteriorating ecological environment, the increasing negative impact of human factor and the inability of authorities in most States to create an adequate legal mechanism of protection of the environment, which would ensure its sustainable preservation and development.
The article used a number of methods of scientific research, in particular: analysis, synthesis, classification, comparative legal, historical.
The article substantiates the author's approach in analyzing the stages of emergence and consolidation of the right of citizens of the Russian Federation to reliable information about the state of the environment in the legislation of the country, by relying on the chronology of its primary institutionalization, disclosure and concretization in Russian legal acts.
According to the authors, the creation of additional conditions for the realization of the right of citizens to reliable information about the state of the environment will improve the environmental situation in Russia and the world.

ARE POLITICAL AND STATE INSTITUTIONS READY FOR THE DIGITAL ECONOMY?
The objective of this article is to analyze the degree of readiness of the current Russia for digital transformation and building a full-fledged digital economy, as well as identifying factors that contribute to the processes of innovative development and factors that impede economic growth, innovative development and digitalization. After analyzing and summarizing the results of studies devoted to the search for the interdependence of the quality of institutions and economic processes, it is concluded that the quality of the institutional environment is a fundamental factor in the development of economic and innovation development. As a result of aggregation and analysis of relevant cases and other empirical data, ten institutional factors of development inhibition in the conditions of the modern Russia are identified.

THE PHENOMENON OF GLOBALIZATION AND CULTURAL POLICY
This study discusses the impact of globalization on cultural policy that is a type of government-oriented culture at the local, national, regional or international level, designed to directly influence the cultural expression of individuals, groups, including the creation and distribution of cultural events, goods, and services and free access to societies to these spheares. This study primarily examines concepts such as culture, cultural policy, identity, as well as how national culture is shaped by the globalization, which affects the local and universal culture. As a result, the author concludes that a culturally homogeneous state is more viable, especially when it successfully manages cultural heterogeneity. In that work neo-institutional, interpretive methods of analysis and political-cultural approaches are used.

MODERNIZATION OF THE IDEOLOGY OF MODERN RUSSIAN NATIONALISM: EVOLUTION AND PROSPECTS OF DEVELOPMENT OF THE NATIONAL DEMOCRATIC DOCTRINE
The article discusses the structure of the ideology of modern Russian nationalism. The purpose of the work is to show the evolution of the development of ideas of Russian nationalism on the example of one of its main directions – national democracy.
The objectives of the study are an attempt to consider the genesis of the modern Russian national-democratic movement, to elucidate its main characteristics and features, general and special in relation to other areas of Russian nationalism (imperial projects, National Socialism). In addition, the specificity of the geographical boundaries of the future Russian state is considered in the opinion of the National Democrats, in contrast to the point of view of other areas of Russian nationalists on this issue, the impact of the current Ukrainian crisis on the state of Russian nationalism in general and the national democratic movement in particular.
The analysis used mainly uses historical and comparative research methods.
As a result of our work, we can note that the Russian national-democratic project has passed a difficult path of development and today is one of the most relevant ideological options in the ideological baggage of Russian nationalists. However, at the same time, by his example, we see that even a established ideology experiences permanent problems associated with the confrontation not only from the official authorities and other currents of Russian nationalism, but also giving rise to various variations within itself. The results of a study of the current state of Russian national democracy indicate its crisis state, when this area does not today have large authoritative organizations capable of maintaining a consistent position on a number of pressing socio-political issues, despite all efforts to present the situation in positive dynamics. This shortcoming is especially clearly manifested after the Ukrainian events of 2014, when the Russian national democrats, like almost the entire Russian national patriotic movement, were actually not only split on the Ukrainian issue, but also opposed each other on the side of various armed groups opposing to each other in real military conditions.

IDEOLOGY AND VALUES IN THE PUBLIC GOVERNANCE OF MODERN RUSSIA PART I
The article is the first part of a study aimed at finding out what role ideology and values play in the public administration of modern Russia: directly in it, as a process of determining the directions of state policy and governance and their implementation, and in its realization in the public space, i.e. for explaining them to the public. At the same time, it is important to highlight the fact which we take into consideration, that in the political communication of the state with society translating the value bases of state policy, values appear mainly in ideological forms. Whereas, for characterizing the perception of this communication by society, the key concept is values. This article, as the first part of this study, is auxiliary to the second part, presented in our next article, in which the settled goal is carried out directly. It is a review of ideological concepts presented in a scientific discussion on the topic of ideology for modern Russia, correlating with public discussion on this theme. It turns out that in these discussions the following ideological guidelines are mainly presented: integrative ideology based on the three main classical ones (conservatism, liberalism and social democracy); ideologies of the “special way” in the forms of Eurasian civilization, Orthodox civilization and the revival of the Soviet project; as well as the imperial sentiments associated with the latter, coupled with imposed patriotism and the concept of the “Russian world”. The found is the basis for the final stage of our study, presented in the next article – correlating of state policy and governance of modern Russia, as well as the values of society with ideological forms circulating in public space. And thus, for finding the role of ideology and values in the public administration of modern Russia.

“GYPSY QUESTION” AS A KEY PROBLEM IN THE ETHNO-NATIONAL POLICY OF THE CZECH REPUBLIC
The article is devoted to the issue of the gypsy national minority living in the Czech Republic, whose situation is noted as problematic. Gypsy topics in ethno-national politics are relevant to this day. The article briefly discusses the problems of the absence of a permanent place of residence, the permanent work of this ethnic group, which allows us to classify them as socially dangerous nations. To solve this problem, to improve the integration of Gypsy society in the social environment of the Czech Republic, the government is working on various measures and various attempts are being made. In particular, the article indicates the creation of special bodies at the government level, focused on correcting the "gypsy problem", a number of documents adopted in the field of this policy are given. Namely, the Government Council for Roma Minorities is indicated as the main one, followed by the Agency for Social Integration, the Agency for Gypsy Community Affairs, which arose on the initiative of the Czech ex-Minister Jamili Steglikova. In addition to the structures, there are also the following legislative foundations for resolving this issue: the Law on Education on “Integrated Schools”, “The Strategy for the Integration of the Gypsy Nationality until 2020”, and the “Decade of Gypsy Integration 2005-2015”. In addition, the so-called Roma Integration Concept has been developed.
After analyzing the situation with gypsies in the Czech Republic, it can be said that government measures alone are not enough; changes in public consciousness on both sides of ethnic groups are also necessary. It is not politicians who must decide the gypsy issue. The final word should be given to experts on national minorities and psychologists. The whole society needs to change. At the moment, on both sides only selfishness and unwillingness to abandon stereotypes are seen. Gypsies need to integrate into this society, but not to assimilate.

ETHNIC TERRORISM AND ETNO-POLITICAL CONFLICTS OF 19th AND 20th CENTURIES: ANALISIS OF SOCIO-POLITICAL AND IDEOLOGICAL FACTORS
The article traces the evolution of ethnic terrorism in 19th through 20th centuries. It links the emergence of ethnic terrorism with growth of nationalism and elevation of national movements. It demonstrates the link between ethno-political conflicts and ethnic terrorism. It underlines that ethnic conflicts are often interconnected with socio-political conflicts. It demonstrates the influence of left-wing revolutionary terrorism on ethnic terrorism since emergence of the latter through more recent times. It compares the influence of radical left-wing and radical right-wing ideologies on ethnic terrorism. It studies ideational political platforms and activities of various ethnic terrorist organizations. The study demonstrates that particular forms and ideational political orientations of ethnic terrorism depend on socio-political situation in particular country and of the tendencies that dominate in world politics in different times.

FOREIGN POLICY FORECASTING IN THE CONTEXT OF GLOBALIZATION. FACTORS-CARRIERS OF THE FUTURE
The globalization makes foreign policy forecasting more and more necessary and more complex one. The requirements for its realism and reliability have sharply increased. At the same time, the periods allocated to both forecasting itself and the decision-making process are reduced.
In the article proposed the author draws some conclusions and experience of his practical prognostic work in the field of foreign policy. A system of future carrier factors is proposed to make the qualitative and quantitative analysis of international situation more realistic and the foreign policy forecast more reliable. Among these factors, political elites attach particular importance to scientific and technological progress and its evaluation. Such an evaluation is vitally needed for the creating a harmonic, stable world order based on social equality and interethnic equality.

THE INFLUENCE OF EASTERN MEDITERRANEAN GAS FIELDS ON EUROPEAN ENERGY SECURITY
The article highlights the latest developments in the energy sector of the Eastern Mediterranean. Over the past ten years, Israel, Cyprus and Egypt have evolved from importers of natural gas to exporters. Each of them has rich reserves of natural gas and seeks to profit from exports. With two major players, such as the EU and Turkey, the problem is becoming politicized. The main driving force behind European gas policy is the diversification of suppliers, while Turkey is on track to become a natural gas distribution hub in Europe and the Middle East. The author considers the natural gas fields of Israel and Cyprus and the possibilities of their export. Having three options for export, such as the East Mediterranean gas pipeline, the Israeli-Turkish pipeline and Egyptian LNG installations, the author gives priority to the latter as the most profitable.

The article is devoted to ethnos as a factor that has a great influence on the political and socio-economic processes in West Africa. Ethnos affects the political system with a high level of conflict, which ultimately affects social and economic stability. And when socio-economic stability is affected, discontent among citizens begins to appear, forming the ground for destructive conflicts. In addition to analyzing the phenomenon of ethnos as a factor affecting socio-economic development in West Africa, the article offers a variant of building an effective system in which the diversity of ethnic groups should not in any case be a reason for the appearance of conflicts, but an advantage for the socio-economic development of the region's countries.

Humanitarian cooperation is a natural, historically determined, complex and multidimensional process of mutual relations of peoples. Within the framework of the strategic partnership of the Russian Federation and the Republic of Azerbaijan, the current level of humanitarian cooperation, no doubt, testifies to the continuity of the good traditions of friendship and cultural interaction between our peoples. It seems that the cooperation of states in the cultural sphere brings tangible results and is a solid foundation for the development of friendly interstate relations. The article analyzes the contribution of the Russian Federation and the Republic of Azerbaijan to humanitarian cooperation, considers the main directions in this aspect. The article also addresses the topic of cooperation within the CIS. Particular attention is paid to the main legislative documents in the field of humanitarian cooperation and cultural events. Today, the processes of humanitarian interaction between the two countries (softpower) have become not only a separate complement to the political efforts of states, but also an independent process uniting the Republic of Azerbaijan and the Russian Federation at the level of civil society.

RESEARCH OF EFFICIENCY OF SCIENTIFIC DIPLOMACY OF RUSSIA: ESTABLISHMENT OF INTERACTION WITH FOREIGN COUNTRIES IN THE DIRECTION OF «GLOBAL CHALLENGES» AS A FACTOR OF «SOFT POWER» OF FOREIGN POLICY
The development of scientific diplomacy mechanisms is one of the key elements of scientific and technical policy of every modern state. Classical scientific diplomacy is a tool of «soft power» of the country's foreign policy and includes three directions: science in diplomacy, science for diplomacy, diplomacy for science. The solution to the global problems faced by the world economy and society can be solved exclusively at the international level. The problem of nuclear safety, pollution of the atmosphere and oceans, deforestation, water scarcity, climate change, epidemics, high mortality rates, deforestation of the Arctic territories-problems that require global, joint efforts to preserve scientific and technical cooperation regardless of national programs or political situation of the country. Russia is interested in establishing a scientific dialogue with foreign countries through the establishment of a network of international research centers and institutes, as well as through bilateral scientific exchanges. Thanks to the policy of scientific diplomacy, there is a demonstration of advanced innovations and high achievements in the field of science, increasing the attractiveness of the state for research activities for foreign specialists, solving the problem of «brain drain». At the moment, Russia's scientific diplomacy needs to be improved, strengthening the country's role in the international arena. Building favorable mutually beneficial partnerships with leading world powers will expand Russia's participation in solving global problems and enter the ranking of leading States in research activities.

RUSSIA'S NATIONAL MARITIME POLICY ON THE PACIFIC AND INDO-OCEAN REGIONAL ROUTES
This study is devoted to the topical topic – the implementation of national maritime policy in the Pacific and Indo-Ocean regional areas. The current political process in South-East Asia urges Russia to pursue an effective maritime policy in the region, ensuring its significant role and place in the new realities of geopolitical space. The rapid changes in the post-Westphalian world order have greatly changed the balance of power in the world. This fact puts Russia with increased demands for the effectiveness of its political, but also the economic component. The Russian Federation, as a great maritime power whose maritime capability ensures the realization and protection of its national interests in any area of the world's oceans, is an important factor for international stability and strategic deterrence. This fact makes it possible to pursue an independent national maritime policy as an equal participant in international maritime activities. In this regard, the objectives set in the Russian President's Decree No. 327 "On the approval of the Basic State Policy of the Russian Federation in the field of naval activities for the period up to 2030" of July 25, 2017 require their practical implementation. The effectiveness of Russia's defense of its political and economic interests depends on the implementation of the tasks. With the formation of the Indo-Pacific Region (ITR), new opportunities for Russia to implement the national maritime policy in this maritime zone are opening up. The article examines in detail the combat composition of the fleet, the construction of new types of ships and their capabilities. Analysis of this problem allows us to outline the main ways to solve it.

This article analyzes the results of the elections in Bavaria in October 2018, reveals the reasons for such electoral behavior and its impact on the stability of the party system in Germany as a whole. The reasons for the crisis of modern government parties are revealed. Similarities and fundamental differences in the positions of the CSU and CDU/CSU with other German parties on key issues are analyzed. The author focuses on the current alignment of forces on the political map of Germany.

ACTUAL PROBLEMS AND PROSPECTS OF BRICS DEVELOPMENT
This article is devoted to contemporary problems and development prospects of the BRICS. Object of study: public relations, related to the organization and functioning of the BRICS. Subject of research: international law governing the formation and activities of the BRICS, determining the main directions of its development. The objectives of the study: 1) Justify the provision, that the organization and activities of the BRICS at the entire stage of its existence are fraught with numerous problems, that are objective and subjective in nature; 2) Formulate and justify the main development problems of the BRICS; 3) Develop and justify proposals for resolving main problems (both in terms of improving the regulatory framework governing the activities of the BRICS, and in terms of optimizing its structure, composition and number of members); 4) Substantiate the conclusion that there is a prospect for the existence and development of the BRICS as an international governmental organization. According to the authors of the article, the BRICS has not exhausted its development potential, but needs to implement a system of measures, aimed at expanding the legal framework for its functioning. In this regard, the work has developed and justified proposals for improving the organization and functioning of the BRICS. The article uses a number of methods of scientific research. Such as: analysis; synthesis; formal logical; comparative legal; historical and legal; interpolation; extrapolation.

In world politics, China is a global leader, while avoiding actions that could be perceived as a threat. In the last decade, there has been an increasing influence of China. This is due to the growth of the economy and the use of “soft power” (advertising of Chinese values abroad).
Research methods: theoretical generalization, analysis, synthesis. The goal is to identify the main characteristics of the implementation of the Chinese strategy of “soft power”. Tasks: to study the features of China's interaction with other countries, a description of the application of the “soft power” strategy in Chinese relations.

THE IMPACT GEOPOLITICAL POSITION OF MIDDLE ASIA ON RUSSIAN EXPATRIATE COMMUNITY (POST-SOVIET TIME)
Russia as a geopolitical space, as a separate civilization has always been an alternative, primarily to the «west», inspite of the state system, ideology. In modern realities, Russia is forced to actively oppose both the «west» and the «east» in Central Asia. Since the 2000s, the understanding has come to power that there is no future built on historical community, with a difference of interests, active contr-actors and limited own resources. In such a situation, one of the serious levers of pressure was the large Russian diaspora. The diaspora itself aspires to Russia, it is actively squeezed out of Asia by our Western «partners» new national elites, and the Russian Federation was beneficial to leave the diaspora in the places of residence, as a lever of pressure and opportunities for intervention. Having lost in this confrontation and given the changed geopolitical situation in the world, the Government of the Russian Federation is gradually changing its views on the role and place of diaspora, on the demographic policy of Russia and creating more favorable conditions for the return to the historical homeland of Russians, but years of indifference and humiliating migration legislation have not passed for the Russian diaspora. There is no sharp increase in migration, although the migration potential of the Russian diaspora has not been fully exhausted. In the freed place of the Russian cultural and political tradition comes the Islamic.

THE INTERACTION BETWEEN THE EU AND CHINA IN SOUTHEAST EUROPE
Article describes the Balkan dimension of the Chinese foreign policy which is the final part of the European segment of the Belt and Road Initiative. The author argues while presenting the main achievements of the Beijing presence in the region, why the Chinese penetration is seen by the European and Balkan elites as a dichotomy “opportunity” and “danger”. Also the article gives explanation how Chinese presence in the region correlates with the strategy of the European Union towards Southeast Europe.

CONTENT ANALYSIS AS A RESEARCH METHOD OF POLITICAL TEXTS
The article is devoted to such a method of text research as content analysis. The study of various sources, correspondence, propaganda and information messages, articles, speeches and appearance of famous people can not be imagined without analyzing the text. This method can be used especially effectively in the study of political texts, as long as it analyzes the specific content of the text, dropping the idealistic and subjective content. Besides, carrying out this analysis is available, because you can use a whole range of programs, from the standard set of Microsoft Office to more complex ones, such as BAAL, Global QDA, and others. Now it can be seen that content analysis can improve the level of objectivity of research and is available to a wide range of researchers, from students to doctors of science.

70 YEARS OF THE INTERNATIONAL POLITICAL SCIENCE ASSOCIATION: STAGES OF GENESIS AND UNDERSTANDING OF THE POLITICAL WORLD
The article comprehensively complex analyzed of the formation and genesis of the International Political Science Association (IPSA), conceptual meanings, principles and goals of its activities for 70 years of existence (1949-2019 years). The author used historical, institutional, comparative, values and geopolitics approaches, realized expert analysis. He identifies three main historical periods in the formation and development of the International Political Science Association: 1. Creation of the first national associations of the political science researchers and teachers (begin XX age – 1945 years). 2. Activities of the UNESCO Commission for the preparation of creation International Political Science Association and its founding conference (1946-1949 years). 3. LOCAL REGIME IN AN URBAN SETTLEMENT: POLITICAL SITUATION AND PROBLEMS OF LOCAL GOVERNMENT DEVELOPMENT IN AN INDUSTRIAL REGION
The article is devoted to the analysis of the local government reform`s impact in modern Russia on the political situation and problems of local politics at the settlement level. The article presents research approaches to studying local political regimes, preliminary findings and assessments of the influence of various factors on the political situation of urban settlements in the industrial region using the example of the Kemerovo region. The theoretical basis of the study is the theory of urban and regional regimes, as well as the concept of principal-agent relations. The empirical basis of the testing hypothesis was expert interviews, electoral statistics, and document analysis, which revealed the particularities of the institutional choice of local government models and the configuration of power distribution at the micro level.

STATE POLICY OF ENSURING INFORMATION SOVEREIGNTY OF RUSSIA: CURRENT STATE AND PROBLEMS
The article is devoted to the current problems of the Russian state policy in the sphere of information sovereignty. Mechanisms of counteraction of the prohibited information within system of various branches of the power are shown. By using the method of documents' analysis, the number of the main legislative initiatives in the mentioned sphere is considered. Besides the statistical data justifying the problematic nature of the situation are presented. Omissions in the sphere of ensuring the information and psychological component of the information sovereignty of the Russian Federation are noted, as well as number of appropriate response measures to the problem situation are presented. It is concluded that Russia currently has a legal framework to ensure sovereignty in the information sphere, which nevertheless require further improvement.

GEOTARGETING AS FACTOR: IN COMPETITION OF THE UKRAINIAN ESTABLISHMENT
The article provides a retrospective analysis of successful and unsuccessful communication practices and strategies in the context of managing the political elite of Ukraine on the current agenda. The author reveals the specific features of geographical targeting in the context of examining the problems of competition, as well as the cooperation of groups of key groups and coalitions of the Ukrainian elite. The main approaches to the electoral campaigns of leading political parties and their leaders are formulated, on the basis of which a comprehensive assessment of the effectiveness of the undertaken PR initiatives is given, including selected slogans, used positioning strategies, and publicly announced political accents.

FEATURES OF USING THE “POLITICAL INTERNET” TO FORM THE ELECTORAL PREFERENCES OF CITIZENS
Today, the virtual network "Internet" has become an integral part of our lives. With the help of the Internet, people learn news, share information with others, communicate, make purchases, etc. This leads to the fact that most of the time people spend in a virtual network, and if political forces want to be heard and understood, then they also need to use the Internet. The article considers the problem of using the political aspect of Internet technologies as an instrument of struggle in the election race, namely as a way of influencing the electoral preferences of citizens. The content of the term “electoral preferences” is analyzed, its close relationship with the concept of “political culture” is proved, a comparative analysis of approaches to the term “political culture” is carried out. The properties of the virtual network "Internet", the features of the "political Internet", its advantages over traditional media are considered. It is concluded that due to the unique properties of the “political Internet”, it is a high-quality tool for forming and changing the value orientations of individuals in the political sphere, and can be used most effectively by political forces during the election process.

The article gives an analysis of the place and role of Islam in the formation of the national consciousness of the peoples of the Caucasus who profess this religious system. The main attention is focused on substantiating the thesis that the ideas of those analysts who are convinced that in the conditions of the Caucasus Islam can serve as a systematizing factor determining the nature of the political and economic modernization of the region, political behavior and, the choice of appropriate nations forms of political self-organization. In favor of this thesis, convincing evidence is given that indicates that the choice or rejection of political parties, the political course of the authorities, the power system itself is determined basically not so much religious commitment, but socio-cultural, politico-cultural, ethno-national and other factors characteristic of each nation.

VALUES IN MODERN PUBLIC ADMINISTRATION: DO THEY MATTER
In this article we aim at determining whether values are important in modern public administration and what their role is. The structure of the narrative is defined by the solution of two successive problems: firstly, by clarifying the role of values in the key process of public administration – making decisions, and secondly, in the process of implementing these decisions in society. The tasks are solved by logical analyzing of leading scientific approaches to these issues, coupled with their correlating to modern world practice. Regarding the influence of values directly on public administration, the development of public policy (decision-making), there are three scientific positions: from attributing to the values a fundamental, initial, inalienable role to their almost complete exclusion from this activity considered to be purely rational, through the “middle ground” in the form of a value-rational approach. As for world practice, it demonstrates the value predisposition of state policy in the highest laws of most countries of the world, which, at least formally, determine state policy and governance. The unity of scientific opinions is observed in the view on the role of values in the implementation of adopted state policy, because this requires public consent and support, and the mass consciousness most of all perceives the value parameters of the policy. There are three theoretical and practical ways of bringing public policy into harmony with the values of society: adjusting politics to social values; forming social values corresponding to the chosen policy course; clarifying the current values of society through public discussion and further consideration of these values in the development of policies. However, scientific reflection on the practical implementation of the latter method has revealed that in practice it often turns into forming preferences in society convenient for the state regarding the policy being developed or implemented. Thus, values face constraints in the key process of public administration – decision-making, but are of great importance in the space of their implementation.

NATIONAL MINORITIES IN THE POLITICAL SYSTEM OF THE CZECH REPUBLIC
The article examines the situation of national minorities in the Czech Republic, and also provides some legal policies regarding them. The basic concepts of the studied problem are given; quantitative data of ethnic groups are given. The aim was to consider the state of minorities at the moment and which legislative bodies are present, as well as how they solve language problems, problems of preserving culture, etc. The main source was the official website of the Czech government. It was found that at the local level, the main body coordinating the activities of national minorities is the Government Council for National Minorities. Its main functions are considered. In addition to the Constitution, the Charter (declaration) on human rights, the Czech Foreign Policy Concept, the Law “On National Minorities” is mentioned as a legislative base. The Law enshrines the rights to bilingual names and designations of settlements, areas and streets of residence of representatives of the national minority; the right to use the national language while maintaining official contacts and in court; the right to education in the language of a national minority; the right to disseminate and receive information in the language of the national minority, as well as the right to preserve their traditions and develop culture. Another fundamental document of the Czech Republic in the field of national minority policies is the Framework Convention for the Protection of National Minorities. The article further indicates the obligations of the Czech Republic at regional levels, namely the Council of Europe Convention on the Protection of Human Rights and Fundamental Freedoms, in the UN Human Rights Council.
Thus, the Czech Republic pays great attention to the protection of fundamental human rights and freedoms, both at the state level and at the level of various NGOs.

THE PROBLEM OF JUSTIFYING OF THE CAUCASUS BORDERS
This article considers the problem of the Caucasus borders justification, which is still being discussed in the scientific field. Characteristics of justifications of the boundaries of the Caucasus region were analyzed, for example, the Northern border of the Caucasus is determined by physical-geographical factors while South is determined by a geopolitical factor and lies along the former USSR border. The necessity of complex use of natural-geographical, ethnographic, cultural-geographical and geopolitical analysis methods is highlighted and justified. Based on this research, the author proposes to apply a unique approach to the problem, delve into the history of this region borders formation and pay attention to the dynamic political situation in the Caucasus.

MOBILIZATION STRATEGIC PLANNING FOR THE DEVELOPMENT AND SECURITY OF RUSSIA Part II
The issues of mobilization strategic planning are considered in the article based on the systemic anti-crisis consolidation of the Russian society and the state efforts in response to critical challenges and threats to security and development of the country. A schematic model of an “ideal” socio-economic system is proposed for concretizing the goal-setting function. The role of the elite in the development and ensuring the security of the Russian Federation is critically analyzed. A number of conditions are formulated to ensure the “viability” of strategic planning documents. The necessity of developing and implementing a single mobilization plan under the “patronage” of the President of the Russian Federation and the Presidential Administration, in which it is advisable to make a number of appropriate structural and functional changes, is shown in the article. The unprecedented conditions and prerequisites for the “afterburning” development of the Russian economy are substantiated. Realization of Russia's huge development potential will make it possible to multiply the well-being level of wide sections of the population and the power elite, and to ensure Russia's national security in the context of fierce competition on the world stage.

SHIFTS IN WESTERN RELATIONS WITH RUSSIA IN CONTEXT HER RAPPROCHEMENT WITH CHINA
The article attempts to identify and analyze key factors contributing to some positive shifts in the positions of a number of Western states in relations with Russia over the past year and a half. It is shown that for a variety of reasons, for a number of key issues of world politics as a whole and in assessing the political strategy of Russia in particular between the Western states themselves, there are more or less serious disagreements and contradictions. This provision is based on the fact that a number of states, abandoning sharply anti-Russian policies, take certain steps to normalize relations with Russia, while other states, including the EU level, strongly oppose such changes. Having critically analyzed these tendencies, it is shown that positive shifts in this sphere, in addition to a variety of other reasons, are determined by Russia's strategic turn towards the East and its rapidly growing rapprochement with China.

ON THE PROSPECTS OF “POST-AMERICAN GREATER MIDDLE EAST
The article gives an analysis of some, in the author’s opinion, key factors that gave reason to a number of domestic and foreign analysts to put forward the idea that in modern conditions, when there is a growing tendency to reduce the US presence in the Greater Middle East and even their departure from the region, we can talk about the post-American and even post-Western Greater Middle East. The main focus is on substantiating the thesis that the US position in this highly conflictogenic and explosive region is really weakening, and its military presence is declining. Nevertheless, talking about any kind of US withdrawal from the region seems not entirely correct. Facts and arguments are presented indicating that Washington is not going to leave the region, since as one of the important geopolitical bridgeheads, it continues to occupy one of the key places in the US foreign policy strategy.

UNESCO IN THE MIDDLE EAST IN THE CONTEXT OF GLOBALIZATION
This article discusses the role of UNESCO in the Middle East as an international organization in the context of modern globalization. Today, the activities of international organizations is an integral part of world politics. The presence of internal conflicts and the complexity of the ongoing political processes in the region, their impact on international relations actualizes this topic. The purpose of this study is to identify the growing role of organizations in the region. The used methods of political science allow us to consider the organization’s activities as an instrument of political influence and conclude that UNESCO’s policy in the Middle East represents a system of multifaceted and multilevel measures. CONTEMPORARY POLITICAL ELITE OF CHINA AND ITS FACTORS
This article analyses the internal and external factors of the Chinese political elite development. China emerges as a new world superpower and its elite may influence the political processes in East Asia as well as other regions of the globe. Chinese political elites are the most serious rivals of Japanese and American top grasses in Asia and the Pacific. The factors of the Chinese political elite development are ecological stability in China, expectations of the Chinese population, the policy ‘One family – one child’, globalization, the degree of integration of China in world economy, geopolitical and military rivalry between China and other world actors, scientific and technical revolution, and the Chinese policy ‘One belt and One road’. The article makes use of official Chinese documents as well as the World Bank and other statistical data.

TURKEY'S FOREIGN POLICY EVOLUTION IN THE XXI CENTURY
This article reviews the evolution of the geopolitical priorities of the Republic of Turkey and briefly analyzes the main reasons for these transformations.
Turkey 's geographical location has led to its role as one of the key States of the east. In fact, all Turkey within its modern borders is an instrument without which there can be no influence on the Middle East processes; At the same time, the Turkish Republic itself is today a powerful, economically strong geopolitical player.
After the collapse of the Soviet Union in 1991, the foreign policy of any state, and Turkey here could not be an exception, was primarily to build relations with the only center of geopolitical power – the United States, but at the beginning of the twenty-first century the situation began to change.
Having survived the First World War with enormous territorial losses, Turkey has managed to maintain the core of its statehood, and the country 's elite has drawn appropriate conclusions, including in terms of building geopolitical alliances, based primarily on the interests of the Turkish people and the State, which explains the changes in Turkey 's foreign policy priorities observed in the last 10-15 years.

In recent years, the role of BRICS in international relations has been steadily increasing. China, as the largest economy and the most competitive member of the international association, has a prominent place in the BRICS cooperation mechanism, especially in economic terms. This article is devoted to the strategic economic interests of China in cooperation with the BRICS countries. Two main areas of China's foreign economic activity in the BRICS are analyzed: deepening economic cooperation in the field of trade in goods and ensuring interaction in the field of industrial resources. It is noted that, despite the consequences of the financial crisis and the beginning of trade protectionism, China keeps growth and close cooperation with BRICS partners.

THE ROLES OF BRAIN CENTERS (Think Tanks) AND STUDIES CENTAR IN US FOREIGN POLICY
Brain centers (think tanks) play an important role in shaping US foreign policy; this role seemed to be clearly manifested after the end of the Cold War and the collapse of the Soviet Union. The United States has become the dominant player in the world, and the process of developing and implementing US foreign policy is complex and interconnected and depends on many factors. The study is based on the following hypotheses: Think Thanks research centers play an important and significant role in American foreign policy; research centers influence American foreign policy; There is a correlation between the policies pursued by the American administrations and the research conducted by the research centers, the research centers provide a large number of experts and specialists in foreign policy issues, since their experience is used to work with successive American administrations. The purpose of this study is to demonstrate the influence and role of research centers in the formulation and formation of US foreign policy in general and in relation to the Middle East in particular. The objectives of the study is to study the role of research centers in American foreign policy. This study is based on a descriptive method, in addition, the analytical method is used in the work. The result of these scientific and research centers is the preparation of scientific research and academic research in order to provide them to the American foreign policy leader as a guide for him in making and implementing foreign policy decisions.

CHARACTERISTICS OF THE NEW ZEALAND NATIONAL DEFENCE
The situation in the international security sphere has undergone major changes in the second decade of the twenty-first century. Global terrorism, the nuclear crisis on the Korean Peninsula, the crisis in Russia-West relations that arose as a result of the Crimean spring, the Syrian war, environmental disasters, and much more reasons required the governments of many countries to improve their existing security systems and develop more effective policies in terms of their foreign policy and defence. The former British colony that is New Zealand did not manage to escape these problems. Despite its geopolitical position, the problems and trends of the whole world affect various aspects of its policy, in particular, the changes in the national defence establishment. In this regard, the formation of the key defence parameters of New Zealand's, security and foreign policy can be considered as both a particular practical difficulty and a particular research interest. As a result, it turned out that New Zealand's capacity allows it to have more forces than are actually needed to ensure national security and defence in the second decade of the 21st century. This is determined by the high economic and human potential, the strong political will of the country's authorities and their expert communication with country’s society, the optimal distribution of funds on defence, infrastructure, information management, logistics, a clear division of roles in the armed forces as well as and between the armed forces and the government. All these things together create the required conditions for adequate functioning of the New Zealand armed forces – NZDF, allowing them to perform their tasks clearly. Moreover, political worldview and life and politics approaches in New Zealand, that originate from both European and peoples of the Pacific Islands culture, are the source of a new political strategy development that gives priority to national security and defence.

FACTORS OF THE TRANSFORMATION OF POLITICO-MILITARY CONFLICTS’ NATURE IN THE XXI CENTURY: RESULTS OF THE QUANTITATIVE STUDY
Modern politico-military conflicts regardless of geography, historical and cultural context have common features, such as hybrid and asymmetric character, described by new-war theorists in XX-XXI century. Following historiosophical line of thought the author enumerates global tendencies of modern society development that have made the strongest impact on the nature of modern warfare, including globalization, expansion of offensive liberalism, dilution of sovereignty and loss of legitimacy by state, supranational and non-governmental institutions, privatization of violence, individualization, informatization of society and network society emergence, increasing technological gap between adversaries in modern conflicts. The research is aimed at defining significant factors of the changes in XXI. Each of the above-mentioned tendencies is characterized by a number of variables (time series), which are aggregated by global development institutions and research center all over the globe. In the second part of the article, using the prepared dataset of the variables from the first part, the author trains machine learning algorithm to predict the number of fights and terrorist attacks per country per year. The weights of the parameters are ranked in line with their significance level. The most significant variables interpretation is based on case-by-case analysis of the different in terms of historical, cultural and political context wars in Afghanistan, Iraq, Libya, Syria and Ukraine. The author comes to a conclusion that internal warfare dynamics, the key macroeconomic indicators of the modern states, as well as the indicators correlated with technological and military potential of the parties to the conflict, the level of society informatization and networks’ development are the key factors of the transformation of the nature of war in XXI.

“ECO-TERRORISM”: ESSENCE AND SPECIFICITY
The article is devoted to the study of the problems associated with the manifestations of environmental terrorism and the factors leading to its occurrence. The peculiarities of understanding its essence are highlighted. Radical illegal actions of "green" have led to the fact that among the existing approaches to the definition of" environmental terrorism " there is a terminological problem, which is associated with a different understanding of its interpretation. Modern authors define ecoterrorism as radical actions of "green" (environmentalists), and as intentional large-scale pollution of the environment. The article highlights the theoretical foundations of ecoterrorism and ecoanarchism, analyzes the terrorist acts of "green" radicals, the history and development trends of political parties "green".

MOON RACE: LESSONS, CHALLENGES AND PERSPECTIVES
Since the second half of the twentieth century, promising, far-reaching tasks for space exploration were in the USSR among the priority and strategic tasks and were in the sphere of increased attention of the state leadership, the general public and the media. For the first time in human history, the Soviet Union launched an artificial earth satellite, among its heroes are: Yuri Gagarin, the first person to fly into space, V. Tereshkova, the world's first female cosmonaut, and A. Leonov, the first earthman to go into the open space. The USSR was also the first to explore the planets of the Solar system with space crafts, and the first object among them was the Moon, the natural satellite of the Earth. The article contains convincing evidence that the so-called lunar race of the two space superpowers of the USSR and the United States, which unfolded at that time, was conducted at the limit of their scientific, technical and economic capabilities, and the preponderance of forces in favor of the United States during the spontaneously planned flights to the moon by both countries was purely volitional, without taking into account the opportunities to develop its territory and natural resources at the same pace. After several manned flights, the first of which took place exactly 50 years ago, the US lost interest in the lunar project, found it burdensome for the budget and stopped funding.
The article contains the correct analysis of all the main stages of the emergence and development of mankind's interest in the moon, attempts to comprehend and use the possibilities of its conquest and space exploration. Special attention is paid to the twelve-year competition between the USSR and the United States for leadership in the newly discovered space prospects, as the highest point in space exploration, a kind of lunar race, which existed before, but was rather scientific, theoretical and experimental in nature.
The author notes the increasing attention of modern business to the development of research on the Moon and Mars and coming to the forefront in this activity of private space agencies, pursuing primarily their own commercial interests.

MODERNIZATION OF THE SYSTEM OF ENGINEERING EDUCATION IN THE 90S OF THE XX CENTURY: POLITICAL OBJECTIVES AND SOCIO-ECONOMIC CONSTRAINTS
In this article, the author analyzes the main causes of the systemic crisis of engineering education in the late Soviet period (in the 80s of the twentieth century). From the author's point of view, they largely determined the ideology and some areas of higher education reform in the 90s of the twentieth century. It is noted that there is an exceptional public consensus for Russia on the need and main directions of reform of the 90s. The state, represented by the authorities, received a huge credit of confidence from civil society, which became a condition for the effectiveness of a number of measures taken.

THE MAIN GOALS AND TASKS OF THE STATE POLICY IN THE SPHERE OF RUSSIAN EDUCATION, ESPECIALLY THEIR ATTAINMENT: POLITICAL PERSPECTIVE
The article presents a critical brief analysis of the field of state policy in the field of education, which is associated with some of the main instruments of implementation of state policy in the field of education and their adjustment. The Central place is occupied by the issues of development and implementation of strategic planning documents, organization of project activities in the field of education, implementation of Federal and departmental projects, legislative support of the education system, licensing and state accreditation of educational activities, etc. The results of the study show, on the one hand, the enormous efforts, the scale of measures and measures to bring national education to the level of new requirements of a global nature and the national interests of the state and society. On the other hand, not only the incomplete development of instruments for the implementation of state policy in the field of education, but also serious miscalculations in determining the strategy, goals and objectives, mixing with these goal-setting elements does not contribute to the consolidation of efforts and creative participation of all agents involved in state policy in the field of education. CURRENT UNDERSTANDING AND BASIC CHARACTERISTICS OF CULTURAL EDUCATIONAL ELITE
The article is devoted to the study of elitist concepts, born and formed thanks to, and, to be more precise, – contrary to the various trends of socialism. This is because the emphasis in elitist theories is placed primarily on the elite – the ruling minority, opposing the "mass", incapable of self-organization and self-control. In the history of political thought, a single definition of the elite has not developed, despite numerous concepts. The article discusses the main milestones in the development of political thought, describing the formation of the elite, the criteria for its formation and functions. In addition, for the subject disclosure based on the results of the study, the author draws a number of conclusions about the role and influence exerted by people who have significant intellectual and cultural capital in the hierarchy of society.

CHALLENGES OF THE TODAY NETWORK TERRORISM: POLITICAL ASPECT
The dynamic development and spread of the Internet have opened up a number of new opportunities that allow you to quickly receive, process and disseminate information. However, such a rapid transition to the information society carries potential threats, such as online terrorism. Terrorists use social networks, computer games to disseminate propaganda and recruit supporters, resorting to all kinds of manipulations. The purpose of this article is to determine the potential for the application of communication technologies of the political elite in the fight against online terrorism. The objectives of the work include: identifying risks from the activities of online terrorists in the Internet, identifying layers of society which are most susceptible to manipulation, to analyze the potential for consolidation of the political elite and society. The study was conducted using the following methods: content analysis, event analysis, comparative analysis. As a result of the study, the following conclusions were made: 1) people who do not associate themselves with any social group, the younger generation, which perceives information primarily through emotions, are primarily exposed to the threat of online terrorism; 2) online terrorists are actively using the Internet to disseminate propaganda and operational recruitment of supporters, using manipulative actions both in social networks and in computer games; 3) the elimination of online terrorism is possible if there is effective communication between the elite and society at all levels (municipal, regional and federal); 4) the ideological component is a key tool in the fight against online terrorism, for example, patriotic consolidation plays this role in Russia, but the low level of communication with society in the Internet does not allow to fully reveal the potential. The political elite needs to step up its activities in social networks in order to establish contact with young people, as well as fill the existing information vacuum.

INFLUENCE OF MIGRATION FLOWS TO THE IDENTITY OF RUSSIAN PEOPLE
This article is devoted to the analysis of the influence of migration flows on the identity of Russians in modern socio-political conditions of the country's development. Based on the study of broad theoretical material and analysis of sociological research, the author finds a significantly negative effect of immigration on civil and ethno-cultural identity of Russians. The article also formulates proposals to amend the migration and national policy of the country to level these risks.
The analysis of the influence of migration flows on the identity of Russians is, first of all, pay special attention to the fact that a person's identity from a sociological point of view is multilevel in nature and its formation is influenced by a variety of factors relevant to different levels of identity formation.
The impact of migration flows on the identity of Russian citizens is multifaceted and profound, and is manifested to varying degrees both in different parts of the country and in the context of different types of identity.

WHY LOST THE "BLUE LABORISM"
The article discusses the evolution of the software installations of the Labor Party of Great Britain. The main place is given to attempts to renew the ideology of Laborism, undertaken after the defeat of the party in the 2010 elections, and to the reasons that did not allow the representatives of the so-called "blue laborism" to ensure the electoral success of the DP. It is proved that the election of J. Corbin to the post of party chairman was a logical result of the inconsistency of the blue laborism program with the new socio-economic realities and the demands of British society. It is concluded that the assumptions regarding the imminent removal of J. Corbin from the party leadership are weak, because the moderate reformism program adopted by Labor today meets the requirements of growing groups of voters and will be even more in demand in the context of the global economic crisis projected by most analysts.

IDEOLOGY IN THE PUBLIC GOVERNANCE OF MODERNITY: IS THERE A PLACE FOR IT
Relevance of the concept of ideology to the today’s realities is a topic widely discussed in modern science. This article aims to determine whether ideology plays any role in the public administration of a modern country. Firstly, we clarify the role of ideology in public administration as such, in its narrow sense – making political and managerial decisions, and secondly, in the process of their implementation in society. These tasks are solved by analyzing the main scientific approaches matching to these topics and correlating them with modern reality. Such a study gave the following results. Even being formally defined by ideological forms, state policy (and governance) in fact encounters restrictions on the action of ideologies in it. But ideology plays a rather significant role in the implementation of state policy (and governance) within the public space of politics. Namely, it serves the realization of the policy determined by a state, the achievement of state goals. And this is despite the fact that in the public space of politics too, ideology in a modern country runs into limitations. Here, these restrictions are associated mainly with the increasingly strong fragmentation of society and individualism of its members, which changes the mentality of people in such a way that their identification with others through ideology in its traditional sense becomes irrelevant. Wherein, this trend is characteristic to a much greater extent of the countries of the Western world. Ideology is still significant in post-totalitarian countries, due to the settled mentality of their societies. But in Western countries too, it plays a role, despite the pointed limitations. This is because the "new" ideologies replace the “old” ones, or rather, the "old” ones adapt to modernity, incorporating the “new’. In addition, many scholars believe that in the modern world, ideology, on the contrary, has strengthened its influence thanks to the emerging "technological" capabilities of the state – mainly the media.

THE ROLE OF STATE CULTURAL POLICY IN THE FORMATION OF CIVIL SOCIETY
Cultural policy, along with education and healthcare, is one of the resources of social and economic transformations and development of human capital. Civil society not only hosts human capital, but also actively employs it in different civic initiatives aimed at public good production. The main aim of the article is to reveal principles of state cultural policy, which will foster potential and development of civil society. In conclusion, the author suggests recommendations on more active involvement of civil society itself in realization of state cultural policy.

EUROPEAN POLICY IN THE CONFLICT OF GEORGIA AND SOUTH OSSETIA
The emergence in the post-Soviet space of new independent states, for example, such as South Ossetia and Abkhazia, led to the development by the European Union of its own foreign policy approach in this direction. It is clear that the states of the South Caucasus, despite their geographical remoteness, are of particular importance for the EU. Georgia’s disinterest in a constructive dialogue and the lack of proper reaction from the international community, including the European Union and the OSCE, are fraught with relapse and repetition of the events of August 2008, the embassy of the partially recognized Republic of South Ossetia in the Russian Federation says. In the second half of August 2019, the adviser to the president of South Ossetia, Soslan Kokoev, said that Georgian police established a checkpoint on the territory of South Ossetia near the village of Tsnelis. In response, the South Ossetian security forces raided armored vehicles.

THE RELATIONSHIP BETWEEN ETHNICITY, SEPARATIST SENTIMENT AND TERRORISM IN THE SAHEL: THE CASE OF REPUBLIC OF MALI
The article considers the problem of political stability, terrorism and ethnic separatism in the Sahel, especially in the Republic of Mali. An important emphasis is placed on the role of neighboring countries (Mauritania, Algeria and Niger) in strengthening the terrorist and separatist sentiments of certain ethnic groups. The author also analyzes the role of ethnicity and religion in the difficult geographical and economic situation of the states of this region. In the end, the author assesses the influence of the geopolitical and geostrategic interests of France and other world powers in the Sahel.

MOBILIZATION STRATEGIC PLANNING FOR THE DEVELOPMENT AND SECURITY OF RUSSIA
Part I
The issues of mobilization strategic planning are considered in the article based on the systemic anti-crisis consolidation of the Russian society and the state efforts in response to critical challenges and threats to security and development of the country. A schematic model of an “ideal” socio-economic system is proposed for concretizing the goal-setting function. The role of the elite in the development and ensuring the security of the Russian Federation is critically analyzed. A number of conditions are formulated to ensure the “viability” of strategic planning documents. The necessity of developing and implementing a single mobilization plan under the “patronage” of the President of the Russian Federation and the Presidential Administration, in which it is advisable to make a number of appropriate structural and functional changes, is shown in the article. The unprecedented conditions and prerequisites for the “afterburning” development of the Russian economy are substantiated. Realization of Russia's huge development potential will make it possible to multiply the well-being level of wide sections of the population and the power elite, and to ensure Russia's national security in the context of fierce competition on the world stage.

BASIC PRINCIPLES, PROBLEMS AND PROSPECTS OF COOPERATION OF REGIONAL INTERNATIONAL ORGANIZATIONS IN A MULTIPOLAR WORLD
(BY THE EXAMPLE OF NATO AND THE AFRICAN UNION)
In the context of the strengthening of globalization processes, as well as the emergence of new interregional contradictions, the deepening of cooperation between international organizations is increasing. The article discusses the evolution of interaction between two organizations – the North Atlantic Treaty Organisation (NATO) and the African Union (AU). It is proposed to emphasize the three most important conflicts in which NATO and the African Union have shown the greatest effectiveness of collaboration: the Darfur conflict, the operation in Somalia and the Libyan conflict. As a result, the author made conclusions which of the parties receives the greatest benefit from cooperation, identified the main contradictions that prevent the deepening of partnership, and analyzed the prospects.

THE PROBLEM OF BUILDING CORPORATE POLITICAL STRATEGIES OF INTERNATIONAL BUSINESS: CONCEPTUAL ASPECTS
The article explores the possibility of developing a conceptual model of analysis of international political strategies of transnational business. Having accumulated significant financial and economic resources, often exceeding the gross national product of individual States, international expertise, networks and influence, TNCs have begun to expand intensively into the political sphere of their activities. This is reflected in the participation in the formulation of public policy through influence (lobbying or GR-campaigns) on the political systems of countries and, in particular, on the decision-making process with the aim to change the regulatory environment. Given the structure of corporations, their «foreignness» to target markets, building of lobbying strategies turn out to be a rather complex process, requiring consideration of internal and external factors affecting the company’s activities. The article provides the intermediate results of a study on technologies of political and economic influence of various business entities on state industrial decisions.

THE FEATURES OF SOCIAL-POLITICAL CRISIS IN NICARAGUA: INTERNATIONAL ASPECT
The article analyzes the background of the socio-political crisis, identifies the features of the organization of political protests in Nicaragua, which began in April 2018. On the basis of systematic approach, regional and extra-regional vectors of Nicaragua's foreign policy are considered, which allows to determine Nicaragua's place on the world stage, to identify the reasons for the transformation of the intra-state conflict into an international hotbed of political tension. Noting the importance of the external factor in deepening the Nicaraguan crisis, the author comes to the conclusion that these events are part of the strategy of "regime change" and political reformatting of Latin America. The results make a theoretical contribution to the study of modern political processes and crisis phenomena in Latin America.
