EXPERT COMMUNITY OF POLITICAL SCIENTISTS: PROBLEMS OF INSTITUTIONALIZATION AND COMMUNICATION
The article attempts to identify the main problems of formation and development of the expert political science community in modern Russia. Based on the critical analysis, the author puts forward a hypothesis about the segmentation of the community by the professional dominant, which forms the type of reflection of political reality, which determines the direction, nature and intensity of professional activity. The problems of forming a market for political professions that is poorly connected with the education system are noted, along with positive trends in the development of the expert community.

THEORETICAL MODELS OF ETHNOPOLITICS IN MODERN RUSSIA
Modern national (ethno-national) policy reflects a system of principles, legally fixed views on the content of the activities of state bodies and public organizations in the field of interethnic relations. The development of legislative documents regulating the interaction of social actors is based on certain models that determine vertical and horizontal relations in management and in society as a whole.
The purpose of the article is to identify the main theoretical models of ethnic and national policy at the state and regional levels in modern Russia and conduct a comparative analysis of them. The object of research is the state national policy. The subject of the research: theoretical models of Ethnopolitics in modern Russia. The main research methods were: analysis, synthesis, modeling and typology.
Results. Based on the structural and functional approach, the models were typologized. The paper shows the limitations of the constructivist approach to theorizing in this area and to the mechanism for implementing models that poorly take into account the subjectivity of ethnic communities. Sharing the understanding of Russia as a Eurasian-type civilization, it is proved that the cultural phenomenon of civilization should not be transformed into a political and legal nation-civilization, since this will not contribute to the harmonization of inter-ethnic relations. The structure of a socio-cultural – oriented model of Ethnopolitics that contributes to the solution of the dilemma "ethnonation – civil nation" is proposed.

H. LASSWELL' CONCEPT OF CONTEXTUALITY OF POLICY SCIENCES
The article discusses H. Lasswell' contextuality concept related to his program of policy sciences. The concept of contextuality plays a crucial role in the program, has a capacious content in which fundamental and applied aspects can be distinguished. Of particular interest are the methods proposed by H. Lasswell for developing the contextual orientation of a political analyst. It is noted that these methodological ideas can benefit current science and practice.

LEGAL FRAMEWORK FOR THE ADOPTION OF STATE GOVERNANCE DECISIONS IN THE FIELD OF ENSURING INFORMATION SECURITY OF RUSSIA – POLITICAL ANALYSIS
Analyzing the evolution of the Russian regulatory framework governing state policy in the field of information security, the author notes the growth of threats of an information-political nature both external (creation of cybernetic weapons by advanced countries) and internal (growth of social tension, in which the trigger for the transition to political protests may become any informational occasion). The Russian leadership began to pay special attention to the information sphere with the advent of V.V. Putin, which was expressed in the adoption and editing of the corpus of documents, while there is a commitment to prohibitive and protective tactics. The author draws attention to the need for constructing a dialogue between the government and civil society, suggests strengthening in the educational programs of Russian universities educational modules related to information policy and security issues.

NATIONAL REALITIES OF STATE DEVELOPMENT AND SOCIO-ECONOMIC DISCOURSE
The article analyzes the national realities of state development from the positions of socio-political and socio-economic perspectives. Can the population of Russia form a nation United by a common interest? Who should implement such a merger? The complexity of the situation is due to the fact that the country has entered a critical period when the question of future development must be decided on the basis of choosing a new development scenario. And this choice is due to the formation of opportunities for a modernizing leap, which, according to experts, is allocated no more than 10 years. Will the chosen development strategy allow Russia to enter the top five economies in the world?
Today in Russia there is socio-economic inequality, violations of the social rights of workers and entrepreneurs, alienation of labor, and the prestige of productive and conscientious work has decreased.
In the economic sphere, there is a significant sector of informal labor relations that does not allow the formation of a socially-oriented economy. There is an opacity of economic activity, distortion of law enforcement, and legal nihilism of citizens.
Today, the mass media mainly offer citizens a Western-type society as an optimal model, which has undeniable advantages with everything that is not Western. However, there is an uncritical borrowing of poorly studied and often misunderstood phenomena and mechanisms. This applies to the Bologna process, public procurement tenders, the reorganization of the research system, and so on.

MODEL OF POLITICAL COMMUNICATION IN CONDITIONS OF MODERNISATION OF MODERN RUSSIA
In the study, the authors consider the model of political communication implemented in modern Russia. The peculiarities of functioning of the implemented model are considered, in which two main directions of information reporting are distinguished, which have an influence on the dynamics of political processes. In this regard, attention is focused on the development of digital technologies that contribute to the development of new communication channels in the Internet space, which are not always fully controlled by the state. Traditional channels of political communication have also been further developed as part of the use of relatively new tools for Russia – political shows used by the state to simplify the submission of information material to the widest possible audience.

The devastating consequences of epidemiological outbreaks caused by pathogens of many infectious diseases create conditions for their possible use as biological weapons. In many countries of the world, scientific research in the framework of ensuring the biological safety of the population is one of the most important areas in the field of national security, and is aimed at the study of pathogens that are most likely to be used for terrorist purposes.
The article is devoted to the analysis of natural epidemics, the cause of which remained unclear until the end, the history of the use of biopathogens as biological weapons in state military developments and in attacks by bioterrorists, as well as the problems of recognizing natural and artificial infection.

The education system is a complex socio-economic and scientific-technical complex of the national economy of Russia. The study presents the results of an analysis of the state of the main problems and trends in the development of education in Russia in 1990-2000, the essence and possible consequences of ongoing reforms of education and training systems are evaluated.

EVALUATION BY VIETNAM USERS OF THE LEVEL OF FREEDOM OF EXPRESSION OF OPINIONS ON THE INTERNET SPACE
The article presents the specifics of the assessment by the Vietnamese Internet community of the level of freedom of expression in cyberspace based on the analysis of the results of a mass survey on the following aspects: a sense of comfort and security when criticizing government and politicians in the Internet; perception of the need for the existence/non-existence of the boundaries of freedom of speech in the global network. The linear correlations between the Vietnamese perception of the boundaries of freedom of expression of ideas on the Internet and their assessment of the political function of the global network, their attitude to security and privacy in cyberspace, their level of awareness of the importance of the Internet, their views on the need to strengthen control over the network environment are analyzed. The influence of socio – demographic factors and characteristics of the use of the Internet and social networks of Vietnamese on their perception of the boundaries of freedom of speech in the Internet space was also revealed.

TRENDS AND STRATEGIES OF COUNTER-ELITE ACTIVITY IN THE NORTH CAUCASUS
The Russian North Caucasus is still a region with a high degree of conflitogenicity, where clashes of different political systems and pressure groups are taking place. It combines both centrifugal and centripetal forces, impulses of development and archaization. As a part of the research task, the team of authors found it relevant to identify the main political actors who have the necessary economic and administrative resources, taking into account the socio-cultural specifics of the region. Based on the neo-institutional approach and structural and functional analysis, the authors studied the segment of the elite – counter-elites, which at the present stage are capable of influencing the political process and under certain conditions can transform into extremist groups. In conclusion, scientific conclusions and recommendations are developed.

NATIONAL POLICY IN MODERN RUSSIA, AS A TECHNOLOGY FOR ENSURING POLITICAL STABILITY (USING THE EXAMPLE OF THE REPUBLIC OF DAGESTAN)
The article considers the national policy of modern Russia on the example of one of the subjects – the Republic of Dagestan, in the context of its implementation, as a technology for ensuring political stability. The author notes that the effectiveness of the implementation of national policies depends on the interaction between the authorities and civil society institutions. The factors of the existing problems of interethnic relations in the republic are noted, as well as the most significant of them are distinguished. The study focuses on the risks of the functioning of interethnic relations within the framework of the model of social democracy, as well as the growing popularity of political Islam, in its opposition to secular power. Proposals are made to improve existing instruments for the implementation of national policies, such as technology for political stability, including through the institution of an ombudsman. Based on the materials of the All-Russian population census, data are given on the ethnic composition of the Republic of Dagestan.

Based on the normative documents of the CIS Interparliamentary Assembly, the article defines the main directions of inter-parliamentary cooperation within this organization. By analyzing the changes in their tendencies throughout the existence of the organization, the author reveals the restriction of the level of interparliamentary interaction with a certain range of problems that do not affect many real problems of the development of the Commonwealth.

The article examines the changing international situation and the strengthening of cooperation between China and Africa. Because of the current rather long economic crisis, China's views on African countries have increased. These views were aimed at enhancing cooperation between the two countries. One of the main components of cooperation between these countries was investment in rich natural resources. China is starting to cooperate with Africa to solve its problems with raw materials. Due to its resource potential, Africa is becoming a very important object Chinese politics.

Since the end of the Cold War, the energy dialogue between Russia and the European Union has evolved and cooperation has gradually deepened. As a result of this process, the institutionalization of the energy dialogue began to take place, which was expressed in various formats of cooperation: bilateral meetings, summits, thematic groups, etc.
Afterwards, due to the political crisis in Ukraine, the majority of joint initiatives between Russia and the EU were suspended.
However, when analyzing the documents of long-term energy planning, it becomes obvious that both sides continue to talk about the process of institutionalization of energy development.

NORTHERN PACIFICA (NORTH PACIFIC CROSS-BORDER SPACE) IN THE SYSTEM OF REGIONAL AND GLOBAL SECURITY
In this article, the author analyzes the current problem, which explores the main areas of foreign policy activities of the countries of the Northern Pacific (North Pacific Cross-Border Space) (STTP), uniting the basins of Chukchi, Bering, Okhotsk, the Sea of Japan in the formation of regional and global security. The author assumes that the situation in the STTP is a prime example of the "transition" of security from regional to global. The economic interdependence of the states of this macro-region, which emerged as a result of the interweaving of economic interests of the four global (THES, China, Russia and Japan) and the four regional (Canada, two Koreas and Taiwan) powers has a great impact on the entire world situation and the construction of a new archipelago of global security.

LATGALIAN PROBLEM IN THE PERCEPTION OF THE LATVIAN SOCIO-POLITICAL ELITE
Ethnopolitical theory and practice often considers ethnopolitical processes as the interaction of clearly defined and understandable interests of groups. However, in reality, not only the articulation of interests, but also the very existence and boundaries of an ethnic group may be problematic. The complexity and inconsistency of the construction and politicization of the ethnic identity characterize, in particular, the position of Latgalians in modern Latvian society. Latgalian identity is disputed and problematized by the official discourse and is characterized by blurring among the Latgalians themselves. The article presents research data on the perception and assessment of the “Latgalian problem” among the representatives of the Latvian socio-political and managerial elite. Based on 15 interviews, it shows that the perception of the Latgalian ethnicity, the Latgalian language and public policy may have radically different interpretations and systems of argumentation. The differences relate not only to the perception of the status of the Latgalian language, which became the subject of political discussions at the beginning of the twenty-first century, but also to the nature and motivation of the state in relation to Latgalians and, most importantly, to the very existence of Latgalians as a special ethnic group. It is concluded that the fundamental uncertainty of Latgalian ethnicity, as a result of multidirectional mechanisms of social construction, contributes to the implementation of the identity policy by various forces, but at the same time makes it impossible to fix any political interpretation of the Latgalian problem in the public discourse.

COOPERATION POLICY OF THE EUROPEAN UNION WITH INTERNATIONAL ORGANIZATIONS (ON THE EXAMPLE OF THE UN AND THE WTO)
The article presents the results of the analysis of the EU's interaction with the international organizations. In modern conditions, the governments tend to unite their efforts aimed at the resolution of common problems, but the lack of a well-developed contractual process leading to a transparent implementation of the projects by the countries – members of international organizations, forces experts to focus on the ambiguity in the actions of existing cooperation due to the complexity of determining their effectiveness. This article examines the main directions of the EU internal and foreign policy and provides ways for the assessment and usefulness of a potential union. On the example of the UN and the WTO, the EU cooperation policy and its effectiveness are considered in detail.

ANALYSIS OF THE REACTION OF THE LEADING ACTORS IN WORLD POLITICS TO THE EVENTS IN THE COUNTRIES OF THE “ARAB SPRING”
The article presents the reaction of Russia, the US, the EU and China to the events of the “Arab spring.” The position of the world's actors and the priority tasks that they face on the agenda are indicated. Thus, the demands of the protesters, in general, were received with sympathy, and the challenges faced by the powers became various.
Russia, in General, does not interfere in the situation in the region, and has chosen a more active position with regard to Syria. The country's policy demonstrated Russia's return to the Middle East. The US was forced to support the protesters who demanded democratic changes, which went against their own strategic interest. The EU met with crisis phenomena, since the beginning of events in the Arab world increased the flow of migrants, which reached a special scale during the war in Syria. in addition, it was not easy to develop common foreign policy decisions concerning the security of the Union, due to the difficulty of implementing a coordinated policy of many national States. China also faces the task of conducting a more active foreign policy, including in order to protect capital abroad and its citizens.

THE ROLE OF THE LEAGUE OF NATIONS IN RESOLVING THE ALBANIAN-YUGOSLAV CONFLICT (1920-1922)
The Albanian-Yugoslav conflict (1920-1922) is an internationalized regional conflict that has become a classic example of the successful resolution of an international dispute through the mediation of the League of Nations, which was involved in resolving the conflict by Albania; but as the negotiation process developed, all its participants reached a consensus on the political legitimacy of the organization’s activities, and its membership expanded. In addition to the political recognition of the League, the issue of the legal grounds for the participation of an international organization in conflict resolution was positively resolved. During the settlement of the dispute, the League of Nations demonstrated its strengths and potential in resolving such situations, which, in particular, include the creation of a convenient negotiation platform and a favorable environment for the settlement of the dispute, as well as an independent examination of the situation. At the same time, the League showed its weaknesses, such as the indecision (the instruments of political pressure on the parties were not used), dissatisfaction of the main participants with the settlement outcome at the first stages of the conflict.

UNRWA AND ISRAEL RELATIONS: POLITICAL ANALYSIS
The article discusses the development of relations between Israel and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Israel’s attitude towards UNRWA activities has changed significantly over time: from the willingness to provide assistance to criticism and the proposal to eliminate UNRWA. The author concludes that relations between Israel and UNRWA are in decline today and there is no evidence to improve them in the near future.

INTERNAL POLITICAL CONFLICT AS A FACTOR OF EVOLUTION IN THE COLOMBIAN STATE SYSTEM
The long-standing armed conflict in Colombia is one of the main problems concerning not only simple public security in Colombia, but also the controversy over the optimal forms of its internal political development. With the onset of protests in the late 2010s, as well as the ending of the «left swing» and the accompanying ideological shifts in the region, the problem of internal instability in one of the leading countries of Latin America appears to be especially considerable on the background of other discussions regarding the future state structuring route of Colombia, and that’s why the problem is relevant in terms of studying the features of Latin American politics. The current work aims to characterize the impact of the civil war on the adoption of chosen principles of internal political construction. In this context, the work has to complete the following scientific tasks: the analysis of the contemporary political system of Colombia; the use of the retrospective method to consider the development and to identify the essence of the armed conflict as a subject that influences political processes in Colombia; the assessment of this impact in regard of the last stages of the Colombian political system development considering two dimensions: the dimension of formal legal and regulatory acts and that of communicative and cultural aspects. Research methods include analysis of open sources of information, methods of abstract analysis in relation to actual changes that have occurred in the internal political structure of Colombia under the influence of civil conflict.

FARC-EP AND ELN: THE ORIGIN AND SCALE OF THE THREAT TO THE NATIONAL SECURITY OF COLOMBIA
This article attempts to provide an overview of the situation that has developed in Colombia around non-state military organizations FARC-EP and ELN, both from the perspective of a historical retrospective, substantiating the causes, prerequisites and course of events, and from the point of view of the main characteristics of the conflict between FARC-EP and ELN and the government of Colombia. The article also touches on the issue of the prospects for the development of the peacekeeping process, initiated in 2016, taking into account modern realities and the aggravation of the situation due to the COVID-19 pandemic.

HISTORY OF THE GENESIS AND ACTIVITY OF SMALL POLITICAL PARTIES OF THE ANCIENT WORLD AND THE MIDDLE AGES: HISTORICAL AND POLITICAL ANALYSIS
The phenomenon of small parties in Ancient Greece, Ancient Rome, Northern and Central Italy during the middle Ages is considered. Attention is focused on the continuous inter-party struggle in separate stages of time. The article identifies and examines two historical types of proto-parties of Ancient Rome: the proto-parties of the patricians and plebeians of the early Republic; the proto-parties of the optimates and populars of the II and I centuries BC, i.e. the period of the developed Roman Republic. The study of the phenomenon of small parties and proto-parties of the Ancient world reveals their organizational and political instability, which did not have the qualities, status, and functions that political parties acquired, for example, at the beginning of the period of Modern history. The paper identifies and examines two levels of parties in Italy during the middle Ages: the first level is the party characteristics of the large, all – Italian level of the party; the second is the small party, that is, the party formed and operated on the territory of Florence.

HEURISTIC POTENTIAL OF THE CONCEPT OF SOCIAL MOBILITY PITIRIM SOROKIN
The purpose of the research: to reveal the high significance and heuristic potential of the theory of Social Mobility Pitirim Sorokin in modern conditions of transformation of society. The article discusses the origins of the theory of Social Mobility, the views of Pitirim Sorokin on the development of society, provides analytical arguments of Pitirim Sorokin and reveals their connection with the present, it is shown that in the context of today's dynamic changes they acquire not just theoretical interest, but become all-explaining rules games. The scientific novelty lies in the fact that so far such an analysis of the connection between the theory of social mobility of Pitirim Sorokin and the social effects that are taking place today has not been carried out. The results of the research contribute to understanding the heuristic potential of Pitirim Sorokin's work and provide some insight into the social and political risks that intensify vertical and horizontal mobility in today's society.

THEORETICAL UNDERSTANDING OF THE CONCEPTS OF “COMMUNICATION” AND “INFORMATION SOCIETY”
The problem of “communication”, as well as the associated “information society”, playes an important role in the theoretical understanding of international relations. The modern development of information delivery systems is seriously changing not only the course of internal political processes, but, in part, is shaping world politics. In public space, one can often find the division of mass media (one of the forms of communication) into “free” and “propaganda”, a number of researchers believe that any form of communication carries a share of political charge. In this regard, it is necessary to consider how scientists understand the nature of “communication” and the “information society” formed by it. Based on what it will be possible to determine what these phenomena play a role in international relations.

STATE AUTHORITIES AND PUBLIC ORGANIZATIONS IN THE CONTEXT OF NEW SOCIO-ECONOMIC CHALLENGES OF THE PANDEMIC AND POST-PANDEMIC
The article is devoted to the identification and study of new socio-economic «challenges» to state authorities and public organizations in modern Russia during the post-pandemic period. The research methodology was based on a project approach to the interpretation of socio-economic and socio-political phenomena. The empirical basis of the analysis was economic statistics, economic forecasts, trust ratings for authorities and public organizations, and expert opinions. As a result of the analysis, the authors identified the following groups of «challenges» to public authorities and public organizations of the post-pandemic period: «project challenges»; «management challenges»; «institutional challenges»; «reform challenges»; «technological challenges». Their nature, orientation, and possible consequences are determined. An assessment of the impact of these «challenges» on the further functioning of state and public structures is presented.

APPLICATION OF THE TRICKSTER ARCHETYPE IN DOMESTIC POLITICAL PRACTICE: FEDERAL AND REGIONAL LEVELS
The article analyzes the use of the archetypal image – the Trickster-in the modern practice of political campaigns in the Urals (Chelyabinsk region) and Yakutsk. To increase the attractiveness of the image of Russian and regional representatives of the political elite in the eyes of the electorate, political technologists «complete» on an archaic basis-a Hero, a Sage, a Ruler, a Trickster-the qualities demanded by the population. The image built on the basis of the trickster archetype-the destroyer of the foundations of the old society, the bearer of new ideals, the audacious critic of the plans and decisions of the establishment-effectively increases the ratings of a politician who is in opposition to the ruling party. The main function of the modern trickster is increasingly becoming «provocative», revealing (V.V. Zhirinovsky, F.S. Tumusov, regional journalists of «independent» Newspapers). In most cases, the trickster destroys the logic of stereotypical official sources, which are filled for regional community, challenges conformism. This position attracts 35 to 42% of young men under 35 (students and specialists with higher education).

Introduction. The authors analyze the state of the fight against corruption in China, conducted under the leadership of Xi Jinping in the period between the XVIII and XIX congresses of the CPC. Based on the review of anti-corruption campaigns conducted by his predecessors, the conclusion is made about the continuity of this work. Several features of the fight against corruption of that period that characterize the new approaches of Xi Jinping and his team to this work are highlighted.
Goal. Intensification of the fight against corruption in China after 2012 is associated with the coming to power of Xi Jinping. Based on this, the authors aim to analyze the main approaches to improving the effectiveness of this work in order to implement the experience of China in the organization and implementation of anti-corruption policy in our country.
Methods. Methodologically, the authors apply the method of analyzing new forms of anti-corruption struggle initiated by Xi Jinping after his election as General Secretary of the CPC Central Committee, which can be transplanted into the practice of this work in our country.
Scientific novelty of the research. The article presents a new approach to the consideration of Xi Jinping's anti-corruption campaign, which he started after the XVIII CPC Congress, based on the examination of original foreign sources, including in Chinese. The authors show that: 1) much of what Xi Jinping did in the fight against corruption had already been done by his predecessors; 2) the new anti-corruption campaign, which began in November 2012, had two main goals: first, to strengthen the position of XI Jinping's supporters in the center and in the field by clearing corrupt party officials, and second, to free the Chinese economy from the heavy burden of corruption; 3) the main features of the fight against corruption in China during that period were new goals, total character of the fight and wide media coverage.
Conclusions: It is shown that the large-scale fight against corruption in China, conducted in the country between the XVIII and XIX congresses of the CPC, led to a serious reduction in corruption crime in the country and contributed to the return of public confidence in the government and the Communist party.

COMMUNICATION AND POLITICAL TECHNOLOGIES IN THE 2016 ELECTION PROCESS
The article defines the understanding of political communication technologies. The article describes the theoretical characteristics of political communication technologies in the electoral process. Their essence in the system of communication influence of the election campaign is determined.
The process of using political communication technologies involved in the 2016 party election process is considered. Examples of the use of technologies in specific situations are given, the mechanism of their action is described, and their impact on the formation of electoral preferences of voters is assessed. The conclusion is made about the role of political communication technologies in the election campaign of political parties, based on the analysis of the elections in the state Duma of the Russian Federation in 2016.

THE CHARACTERISTICS OF THE ORGANISATION AND POLITICAL PARTICIPATION IN “DIGITAL PARTIES” (BASED ON THE MATERIALS OF “FIVE STAR MOVEMENT” IN ITALY)
The purpose of the study is to identify inconsistencies between direct democracy ideas and instruments to guide party policy in “digital parties” on the materials of Five Star Movement in Italy.
The research methods are based on the analysis of regulatory framework of Five Star Movement and scientific literature using the formal-logical method and SWOT analysis.
The results: The key efficiency and implementation flows of digital tools in political parties are identified. The paper concludes that the architecture of the digital platform and the regulatory framework of the Five Star Movement are oriented towards a participatory model of democracy and does not advance the values of direct democracy.
The theoretical implication of the study lies in the application of the assessment criteria internal democracy in political parties in the study of other digital parties or parties’ transformation.
Practical implication is the potential application of Five Star Movements’ experience in parties on adaptation to improving political participation in the context of digital society.

CONCEPTUAL MODEL OF ORGANIZATIONAL FIELDS IN ANALYSIS OF SELF-REGULATION AND POLITICAL ACTIVITY OF INDUSTRY & BUSINESS ASSOCIATIONS IN RUSSIA
Despite substantial interest to the institution of business associations in modern political science in Russia, the mechanisms that provide for political activity carried out by business associations (interaction with the external regulatory environment) in addition to intra-organizational economic activity do not receive sufficient attention. This gap could be addressed using the sociological version of the neo-institutionalist theory and its key concept of organizational field that explains convergence of commercial entities that are association members on the basis of shared internal norms and rules. This article studies organizational field structuration with regard to business association management that contributes to consolidation of industry norms and behavioral patterns and thus building trust between association members. It is concluded that normative convergence of commercial entities as a result of industry self-regulation within an organization field is a factor of political (including lobbying) activity of business associations. In the Russian context, the International Medical Device Manufacturers Association (IMEDA) could be considered an illustrative example, as it serves as a political actor in its efforts to ensure the most favorable regulatory climate possible for its own membership amid the government’s import substitution policy.

MECHANISMS OF MUNICIPAL AND PRIVATE PARTNERSHIP IN THE RUSSIAN FEDERATION: POLITICAL AND LEGAL ASPECT
In article the regulatory legal base existing in the Russian Federation regulating questions of the organization of municipal and private partnership and possible political and administrative mechanisms of its improvement is considered. The author analyzing a retrospective of interaction of the public power and the private capital, considers such cooperation as one instruments of regulation of regional policy of the state, regarding its effective spatial development. The system of regulations of the Russian Federation in the sphere of municipal and private partnership, the organization of local self-government and purchases of goods and services for the state needs is structured. Features of the procedure of conclusion of agreement about municipal and private partnership between public and the individual are considered. Special attention is paid to the system of public administration by institute of municipal and private partnership which developed in the Russian Federation and it standard legal to regulation. The mechanism of monitoring of law-enforcement practice based on strengthening of interdepartmental interaction of the interested authorities of the Russian Federation is offered.

The article considers the issues of urbanization of the population in different countries of the world and in Russia as part of a comparative analysis of trends through the prism of their naturalness in the context of Robert Park's theory of “Urban Ecology”. Attention is focused on the unnatural growth of Moscow through the accession of new territories that are 2.5 times the size of the metropolis itself, which creates an imbalance in social space and negatively affects the possibility of sustainable development of the entire agglomeration.

This article analyses in detail the civil model of territory brand organization from the point of view of its structure and criteria necessary for its work. In the course of the analysis the author considered successful and efficient examples of implementation of civil model of geobrand construction; its structural analysis was carried out and those criteria necessary for its participants for its qualitative work were identified. The main thesis of this article is the need for the state to support local public structures and individual citizens in order to systematize and integrate such an approach into federal and regional programs for the development of territories.

INFLUENCE OF SOCIAL MEDIA AND BLOGS ON POLITICAL PARTICIPATION
This article analyzes the influence of various social networks on the political behavior of citizens in the context of increasing the importance of social networks in political agitation and the practice of political struggle. Researchers based on a full analysis and systematization of information from public resource defined the main mechanisms of work of politicians on the Internet, as well considered the features of various social networks as an agitation platform. In this work, the authors define the features of Russian modern political practice, and propose the possible reasons underpinning the observed trends of using social networks. By studying three blogs of well-known politicians representing different levels of hierarchy and ideology, the difference of the functioning of patterns of interaction between leaders, organizations and their audience is revealed.
As an example, considered a typical representative of the ruling elite blog, the popular and influential blog of the opposition activist, also the blog of representative of the regional elite, maintaining the system position. The choice of an Internet platform and the mechanisms used to influence the political behavior of society representatives is explored based on goals of the actors in question. The article presents the results of the analysis of the Internet audience, which can be divided into readers, whose activities are limited on criticizing in the virtual space and real, but few and non-regular political activists.
After reviewing the main mechanisms and defining the trends of increasing influence of blogs of politicians on the target audience, the authors conclude that the increasing importance of interaction between politicians and civil society in the Internet space.

IMPROVING THE EFFICIENCY OF THE USE OF PUBLIC GOODS BASED ON THE SHARING ECONOMY
In today's dynamically developing world, which has become a reality of life in the virtual space, young people do not want to burden themselves with the acquisition of property. Fortunately, today it is possible to rent expensive things for a while, as a result of which it is possible to save not only personal funds, but also the environment. The purpose of this article was to evaluate the positive and negative aspects of this model of economy. The author analyzes a new model of economy called "sharing economy" or otherwise the economy of shared consumption, namely, trends and drivers of its development in both foreign and domestic markets, and finds out its advantages over the traditional economic model. The present study evaluates the most popular sharing platforms on the Russian market that currently exist. The author also considered the positive and negative sides of this model of economy: positive, expressed in reducing the environmental crisis to a minimum, and reducing the use of limited resources in the world, and negative, which is expressed in the fact that this model of economy is based on the trust of people to each other. A sharing model that initially implies the decency of the user and a careful attitude to the property of another person suffers significant financial losses due to a lack of moral qualities and a lack of desire to take care of someone else's property.
To analyze the new trend in the world economy that is gaining strength and assess its qualities, we used included observation, consultations of professional economists, Internet publications, and also widely used statistical materials from open access for this study.
The author does not claim to have an unambiguous vision of the positive and negative sides of this process and translates his presentation and arguments for further analysis of the problem of the development of the sharing economy raised in the publication.

Nowadays information technologies are becoming one of the key aspects of modern society. They influence and transform the spheres of public life. As a proof of the significance of this phenomenon, most economic, political and other processes are beginning to be rebuilt and modernized on the basis of the latest technologies. That is why it is becoming essential to consider the impact of information technologies on public processes and to identify the dynamics of implementation and the prospects for their use in the political sphere. The immersion of the information space in the world during the pandemic period demonstrated the enormous growth and importance of the use of virtual technologies for all spheres of public life. For the author of the article, the manifestation of information technologies in the economic sphere is of significant importance. So at the moment, digital technologies have almost completely covered the production processes of various enterprises, have become an integral part of accounting and business analytics. Big companies transfer their structures and work activities of personnel to the Internet space. As you know, the economic and political spheres are closely connected, that is why the influence of the latest technologies on economic processes will spread and influence the political life of society. The author of the article aimed to study the influence and penetration of information technologies into political processes based on available sources. Methods included are observation, analysis of scientific literature and the Internet of sources were used to solve this problem. The author draws conclusions about the significance and role of virtual space on modern life and the prospects for the development of society in all areas of its life, and also notes both positive and negative sides of this irreversible process based on the work done.

POLITICAL ORIENTATIONS AND POLITICAL BEHAVIOR OF YOUTH PEOPLE IN KRASNOYARSK
The authors of the article conducted a study to determine the political orientation and identify factors and motives that affect the political behavior of young people in Krasnoyarsk.
The results of the study showed a high level of apolitical attitude among the youth of Krasnoyarsk, which corresponds to all-Russian trends. An increase in interest in political events correlates with an increase in age.
Characteristic features of socio-political behavior of Krasnoyarsk youth are absenteeism and a decrease in interest in institutionalized forms of activity, on the other hand, there is an increase in protest moods and an increase in the number of protest forms of behavior.
Within the framework of the identified trends, gender and social characteristics are observed. Men, in contrast to women, traditionally show a greater interest in politics, more often talk about conscious participation in politics, civic duty. Young people who work and study are more politically active, take their role in politics more seriously, and demonstrate established socio-political principles.

This article analyzes ethno-psychological characteristics of Arabs in the context of inter-political interaction and considers the main barriers in communication between representatives of different cultures that impede the establishment of effective relations in the field of politics and diplomacy. The article focuses on the difference in the manifestation of non-verbal means of the communication process between negotiators and the influence of this factor on the productivity of political interaction and successful establishment of contacts. The basis of the analysis of non-verbal means of transmitting information and determining the ethnopsychological type of Arabs is the model of the American anthropologist and cross-cultural researcher Edward Hall. In this article, the author also considers the cultural and ethno-religious specifics of the of Arabs in inter-political interaction.

TO THE QUESTION OF THE MECHANISM OF GEOPOLITICAL STRUGGLE AND HYBRID WAR
The article examines the geopolitical struggle, the main subjects of which are the United States-the West and Russia. In the XXI century, Russia has become an object of “hybrid war.” The article describes the use of the so-called “soft power” as a means for the states to achieve their desired results in the international affairs. The main forms and methods of conducting “hybrid wars” are presented, they include: corruption, terrorism, illegal migration, transnational crime, ethnic and religious conflicts, demographic challenges, etc. Russia is the custodian and owner of the largest territory rich in mineral resources. The West seeks to redistribute Russia, which cannot be done under the current leadership of the country. The United States has begun to form, from among the political elite and oligarchs, a mass entity to replace the President of the country. “New Russian nobility” and “nationalization of elites.”

COVID-19 AS A THREAT TO GLOBAL AND NATIONAL STABILITY
The purpose of the study is to identify and disclose possible manifestations of extremism in the context of the COVID-19 pandemic. The spheres of life of society that are under threat of extremist manifestations due to the spread of the coronavirus have been identified. The scientific novelty of the work is the need for a systematic approach to the study of manifestations of extremism in the context of a pandemic, as well as the information and psychological impact on specific citizens by placing extremist materials in the media and information and telecommunications networks, including the Internet, in order to develop the most effective means of combating them. Statistical data describing the state of terrorist and extremist crimes, as well as their dynamics during the pandemic are presented. Special attention is paid to the measures of the state policy of counteraction aimed at preventing and minimizing negative consequences in the new conditions. The activity of the Prosecutor's office of the Russian Federation as one of the Central subjects of the state policy of countering extremism in the context of the spread of coronavirus infection is noted. As a result of the research, the article identifies the characteristic features of extremist manifestations associated with the pandemic, and also justifies the need to consolidate the efforts of all state bodies in order to develop an adequate policy to counter extremism, including using the opportunities of international cooperation. Considering the topic in the article will be of interest to specialists in the field of political science and law.

"INFORMATION-PSYCHOLOGICAL PANDEMIC" OF GLOBALISTS
The article analyzes the implementation of the project of the transnational financial elite (globalists), who speculatively used the coronavirus pandemic in their interests. A grandiose pandemic bluff allows globalists to transfer responsibility for the global crisis from speculative financial capital to China and gain new leverage to control deceived and frightened humanity in order to preserve the “caste of the elect” and implement global network governance (world domination). Now in Russia it is critically important not to delay the action of quarantine measures and implement a recovery plan and at the same time structural transformation of the economy. The crisis situation may accelerate the course towards systemic updating of the powerful Russian elite, successively carried out by the President of the Russian Federation V.V. Putin.

LASTING PEACE: HOW IS IMPLEMENTED THIS WISH OF THE YALTA CONFERENCE (1945) OF THE HEADS OF THE THREE ALLIED POWERS?
The article gives a detailed analysis of the influence of the basic decisions and documents adopted at the Yalta Conference (1945) by the heads of the three powers winners of WWII (USSR, USA and Great Britain). The authors investigate the situation in the postwar world, based on new archival materials, the causes and consequences of the unilateral withdrawal of the Western allies from the agreement, of their revision of the results of World War II. The article includes proposals and outlines of the New Yalta.

THE MILITARIZATION OF THE INTERNATIONAL INFORMATION SPACE: CAUSES AND PROSPECTS
At present, the trend of militarization of the international information space has already become a kind of Damocles sword, threatening the security of all countries of the world. The article analyzes the reasons for the militarization of the international information space - the unique advantages of information operations; security dilemma in the information space; the divergence of opinions of the international community and the lack of uniform international mechanisms and rules that could effectively regulate the process taking place in the information space. In conclusion, the author concludes that the process of control over the arms race in the information space has come to a standstill and in the coming years it is hardly possible to create uniform global rules in cyberspace due to significant differences between the countries.

IMPACT OF THE NEW CORONAVIRUS PANDEMIC ON THE GLOBAL SITUATION
The article analyzes the main trends in the development of the global political and economic crisis due to the impact of COVID-19. Factors affecting the development of the situation in the middle East in the context of a pandemic are considered. Factors that have a negative impact on the development of the political and economic situation in the Persian Gulf countries are disclosed. The interests and consequences of China's activation in the middle East region are revealed. The main conclusion of the authors is that the pandemic of the new coronavirus accelerated the changes in geopolitics that began before its appearance.

PRESERVATION OF HISTORICAL MEMORY AS AN IMPORTANT CONDITION FOR SOCIAL SECURITY
The article is devoted to the politics of memory as one of the important components of the integrity of states, which plays a significant role in shaping the image of the past in the eyes of the young generation, as well as directly affecting modern foreign policy. The issue of the politics of memory is particularly acute when the rewriting of history takes place on the world stage, the significance of the Soviet Union in World War II decreases. Due to the high socio-political significance of the scientific and theoretical understanding of the role of the armed forces in the "bifurcation points" of history, the interaction of the army and political power for the stable functioning of the state, the study of this problem is one of the most important research tasks.
The material presents the results of the author’s study “World War II in the Context of Historical Memory”, the sample of which was about 100 people. Interdisciplinarity research lies at the intersection of disciplines such as political science, political history, sociology and conflictology, social anthropology and religious studies. In order to increase the effective participation of Russia in the emerging and developing military-political blocs, we should comprehensively study the history of relations with other existing and potential participants in these associations, paying particular attention to their geopolitical position, national characteristics and potential instruments of influence on Russia's domestic policy.

IMPROVING RUSSIAN-CHINESE COOPERATION IN THE INTERESTS OF NATIONAL AND REGIONAL SECURITY
The article is concerned with the need to improve the main areas of cooperation between Russia and China in order to strengthen national and regional security. These directions set strategic national priorities, which are enshrined in the national security Strategy of the Russian Federation. The main idea is that improving a number of areas, including one of the most urgent in the period of the coronavirus pandemic – in the field of health, will significantly increase not only the level of national, but also regional security. At the same time the activities carried out by Russia and China in the framework of strengthening regional stability and strategic security will allow us to develop an algorithm of actions on a global scale. In the context of the strong interdependence of the economy and politics of countries, the role of mutual support and cooperation as a factor that has a direct impact on national security is increasing. Russia, following its own civilizational path of development, will also have to systematically defend its own national interests in the process of cooperation with China in future and in existing integration projects.

EVOLUTION OF THE US STRATEGY ON THE KURDISH QUESTION IN SYRIA
The article analyzes the strategy of the United States of America on the Kurdish issue in Syria in the context of the ongoing conflict in the region. The author notes that Washington’s attention to the Kurds is partly due to the desire to demonstrate its dissatisfaction with Turkey’s policies in the region. This desire led to closer US ties with the Kurdish militia in northern and western Syria. However, the last two presidential administrations have clearly indicated their unwillingness to turn this tactical interaction with the Kurds into full cooperation with the mutual obligations of the parties. Moreover, the Trump administration made significant concessions on the issue of expanding Turkey’s military presence in northern Syria, despite some conflicting rhetoric and a series of unfriendly actions against Ankara. Therefore, the US strategy can be called a "limited presence": the Americans seek to weaken the political regime in Syria, but they are not ready to take responsibility for the consequences of their actions.

NATIONALISM IN TURKISH FOREIGN POLICY: NATIONALIST DISCOURSE IN GOVERNMENT PROGRAMS
In this article, the phenomenon of nationalism in Turkish foreign policy is examined. Considering nationalism as a fundamental imperative for the nation-state to exist in the system of states, the author gives examples of three types of nationalist ideology in different government programs of Turkey: implicit nationalism, extreme nationalism, ordinary nationalism. The author analyses in detail the foreign policy discourse on the post-soviet space of these types of nationalism in government programs between 1991 and 2017.

PROSPECTS FOR INTERNATIONAL COOPERATION IN THE ARCTIC IN THE CONDITIONS OF NEW CHALLENGES AND COMPETITION
The article is devoted to the study of prospects for the development of international cooperation in the context of the emergence of a chain of interrelated challenges in the Arctic. The author identified the reason for the increased activity of states in the Arctic, which subsequently led to a number of new regional challenges: environmental, transport, economic, political and international legal. The impact of these challenges on the development of international cooperation in the Arctic is analyzed in detail. The article reflects the US’ vision of the Arctic agenda, which, despite the need for a comprehensive approach to solving problems in the Arctic, instead of cooperation, intends to compete with Russia and China. It is revealed that under the guise of an environmental agenda, large international companies can cause difficulties for the development of marine infrastructure for safe navigation in the Arctic by colluding not to use Arctic sea transport routes. The article also provides successful and promising examples of international cooperation in the Arctic, such as the creation of the Polar code. Promising areas for international cooperation have been identified, including scientific research, new technologies, the use of more environmentally friendly fuels (for example, LNG), and the improvement of search and rescue measures at sea. For Russia, international cooperation is an important component for the successful development of the Arctic. In turn, Russia is a bridge for many non-Arctic countries to participate in Arctic projects. Since the United States refused to cooperate with Russia in the Arctic, they were quickly replaced by other interested participants.

This article is devoted to the study of the influence of the political component in international sports, which seems to be an extremely urgent problem today. It is argued that sport has long been outside of politics, and is considered as its effective tool. Using the example of the doping scandal in Russian sports and the political and sports scandals in China, the author analyzes the level of penetration of the political aspect into the world of sports events and the possibility of using sports as an object of geopolitical confrontation.

MODERN TRENDS IN GLOBAL SECURITY
This article analyzes the key trends for different types of global security: economic, political, social, cyber. The study aims to identify new methods and approaches whose use will improve the effectiveness of the security system. The author applies such research methods as systemic and interdisciplinary approaches, comparative and historical analysis, as well as modeling and forecasting methods. The study confirms that the modern security system faces challenges and threats that affect almost all spheres of human activity. Any system faces crises, in the conditions of which it can prove its effectiveness or, on the contrary, demonstrate its inability to respond to challenges. The current security system is unable to deal with a growing number of global problems. Existing means and mechanisms to overcome crises do not meet the realities and require revision. The author of this article offers the use of new approaches to global security which will help to ensure peace and stability in the short and long term and achieve sustainable development goals.

PROBLEMS, SEARCHES AND WAYS TO SOLVE THE FORMATION OF JAPAN'S DEFENSE CONCEPT IN THE SECOND HALF OF THE XX CENTURY
In this article, the author addressed the topical topic – Japan's formation of the defense concept in the second half of the 20th century, where the main forms were the permanent Japan-American Security Advisory Committee, and regular meetings of the heads of military departments of the two countries. These forms of relations between Japan and the United States have become another tool for strengthening the military-political partnership that subsequently led to the union of countries in the field of military, political and economic cooperation. Adopted in 1978, the Japan-U.S. Defense Cooperation Guidelines (Nitibei Boei Koreoku-ni Kansuru Sisin) were the founding document that defined the nature of Japan-U.S. bilateral relations, up to the development of new joint military operational instruments. In addition, the principles were also a detailed development of the Defence Separation Plan. The second instrument for the formation and strengthening of the partnership between Japan and the United States was regular meetings in Honolulu of the heads of military departments of the two countries.

ECONOMIC IMPACT OF COVID-19 IN WEST AFRICAN COUNTRIES
An unexpected «gift» for the Chinese New Year in the form of a coronavirus made the whole world nervous. Coronavirus in China and other countries of the world has become the main news item since the beginning of the year. The pandemic has been a major blow to the global economy, trade and financial system. The coronavirus has already begun to seriously affect economic chains, leading to a slowdown in the global economy. In particular, the economy in some parts of Africa will face a «complete collapse» if the spread of the COVID-19 pandemic is not controlled. Up to 50% of projected job growth in Africa will be lost, as aviation, services, exports, mining, agriculture and the informal sector will be severely affected. The pandemic could seriously hinder already stagnant growth in many countries, as oil-exporting countries such as Nigeria and Angola lose up to $ 65 billion in revenue as a result of falling prices. As a consequence-the complete collapse of economies and livelihoods.
The article reveals the features of the development of the coronavirus outbreak on the African continent; the damage caused by COVID-19 to various sectors of the African economy is determined. The dependence of the impact of coronavirus on the export of raw materials in Africa was also identified, as well as scenarios for GDP growth in the African region in the post-pandemic period.

RELIGION AND SOCIETY: DIFFERENTIATION AND DIVERSIFICATION OF PROTESTANT MOVEMENTS
This article deals with the social problem of transformation of traditional religious doctrines into non-religious movements, which is most clearly reflected in the process of differentiation and diversification of Protestantism in the form of post – Protestant, or rather pseudo-Protestant movements and cults. The author analyzes the causes, primarily social, of the reformation of the Church, the history of the emergence and strengthening of the first Protestant movements – Lutheranism, Calvinism, Anglicanism and Anabaptism, highlights the social roots and key principles of the Protestant faith. Such an analysis allows us to conclude that, strictly speaking, Protestantism is a historically limited phenomenon, Dating back to the reformation of the XVI century. At the same time, it provided an opportunity for any of its apologists to interpret the Bible in their own way. This resulted in Protestantism failing to remain within a single teaching and cult. It quickly began to appear a large number of similar in spirit, but quite different directions and trends, since the most important criterion for understanding the various provisions of the Bible was considered the point of view of their founders. This circumstance contributed to the degeneration of the very spirit of Protestantism, the traditional Protestant ethics based on asceticism, hard work, modesty, honesty, etc. At the same time, the key motive for the activity of the leaders of post-Protestant neoplasms of various kinds, the number of which is rapidly growing, is exclusively financial success. This circumstance generates a specific reaction from traditional Protestantism in the form of Protestant fundamentalism.

FRENCH REGIONAL POLITICAL SPACE: CONCEPTUAL AND THEORETICAL CHARACTERISTIC
The purpose of this article is to highlight the dominants of the organization of a regional political space using the example of the French Republic. The starting point is the concept of «region» The article discloses the interpretation of the named term, based on a theoretical understanding of its content. The research topic is a characteristic of the French model of regional power organization. The object of research is the imperious technologies of the relations «center-regions».
First of all, the author uses the modeling method as an option to define an object of some kind in order to highlight the defining components for characterizing the regional political space of the French region. This method, in conjunction with a systematic method for determining the required scientific knowledge, makes it possible to identify the main levels of the regional political process in France.
The research question posed in the article is relevant, which is determined by the ongoing search for the right response to the challenges of the administrative effectiveness of relations between «regional politics and power».
A comprehensive study of the conceptual theoretical characteristics of regional politics as such allowed the author to highlight the model and features of the political tools for organizing center-region relations of the modern French Republic.

In times of crisis, especially acute problems are exposed that put people before choosing priorities for the sake of ensuring security. During infectious epidemics, the question often arises about the attitude of society to the environment. If its use by bioterrorists to achieve political goals is not in doubt, many environmental organizations often prefer to protect high-profile cases that can bring them fame or strengthen their own importance in the eyes of the public.

POLITICAL AND NATIONAL RESTRICTIONS ON NATIONALIZATION
The article analyzes the political and institutional constraints of nationalization. The process of nationalization itself is seen as a resource that can solve a number of problems facing the state, but at the same time having political and national restrictions. Among the political constraints are: threats of aggravation of relations with countries whose residents may be shareholders (investors) of nationalized companies and the growth of domestic political tension. Among the institutional ones are the threat of using legislation on nationalization to fight competitors (redistributing economic power) and the threat of growing social tension and redistributive sentiments in society. It is emphasized that the political and institutional limitations of the nationalization process depend on objective socio-economic reasons and changes in the leading power elites, and detailed legislative regulation of all nationalization processes will help to remove restrictions, starting with the decision-making process on nationalization and ending with the justification of the forms and sizes of compensation, as well as continuous improvement of law enforcement practice.

INFORMATION SUPPORT FOR DEMOCRATIC INSTITUTIONS
For Russia as a democratic state, it is important not only to develop democratic institutions, but also to create the necessary basis for their broad information support. Information legislation in Russia is sufficient to satisfy the information needs of citizens and society. The necessary laws governing relations related to the exercise of the right to information and access to information of state bodies of power and administration were adopted in 2006-2010. Much has already been done organizationally in the formation of an outreach system in the process of exercising citizens' electoral rights by the CEC of the Russian Federation. All government bodies at the federal and regional levels in the Russian Federation have their own official websites. It is obvious, however, that existing practices of information support for democratic institutions in Russia are still not enough. In the scientific and theoretical aspect, this problem has not been studied enough and knowledge is not systematized.
In connection with the above, within the framework of this article, problems of a scientific and practical nature on the formation of a system of information support for democratic institutions in modern Russia are indicated and an attempt is made to pose this problem in order to determine the place of information support for democratic institutions in the structure of state information policy.

THE ROLE OF CPRF IN REGIONAL POLITICAL PROCESS IN 2000-2006 (IN KIROV REGION)
This article is devoted to the analysis of the role of the Communist Party in the regional political process in 2000-2006. During this period, the party, which previously had a powerful electoral resource, the support of the governor’s corps, had a large fraction in the State Duma, lost its former support and transferred to the rank of “second tier” party. The reasons were both internal and external factors: the strengthening of the "vertical of power"; the Communist Party’s confrontation with allies: the Popular Patriotic Front, the Agrarian Party of Russia; and due to the strengthening of "United Russia". The Kirov region was took as a region for study, as a subject of the Federation, in which the Communists played an important role, but lost the initiative during 2000-2006.

The article deals with issues related to understanding the essence and role of totalitarian sects and destructive cults in the life of modern Russian societies. In the last few years of the existence of the USSR and the first decade of the existence of the Russian Federation, neutral, if not complacently positive attitudes towards the activities of various "syncretic" religious organizations and entities prevailed on the part of various State officials and institutions. They, in their essence, being anti-system structures and organizations, were actively engaged in various types of activities of a uniquely destructive nature, creating a threat to national security and naturally leading to dysfunction, and ultimately discrediting the institution of religion as a whole. The work is of interest to specialists in religious studies, sociology, political science, cultural studies, and law.

NATIONAL PARTICULARITIES OF RUSSIAN CULTURAL POLICY
The article presents a systemic approach to the new model of conceptual vision of an actual culture of politics. The degree of validity of the value aspect was considered. National features of cultural policy and their conditionality by historical, geopolitical factors are also reflected in the article. MANIFESTATION OF RELIGION AND RELIGION IN MODERN YOUTH (BASED ON THE MATERIALS OF THE OMSK REGION)
The subject of the study is the current state and peculiarities of the manifestation of the religious nature of young people in the Omsk region. The object of the study is the participation of religious organizations in the life of young people. The author considers such aspects in detail as a manifestation of the religious, spiritual and church character of young people. Special attention is paid to foreign experience of religious positioning of youth of such countries as England, USA, Germany. Based on the results of the study, a portrait of young people of the Omsk region was drawn up. Sociological studies have shown that survey participants are not true believers, despite positioning themselves with Orthodoxy.
In order to identify the modern state and peculiarities of religion in the Omsk region, as well as to study the attitude of young people towards religion, we carried out a sociological study "Attitude towards the religion of modern youth." Organizational assistance in carrying out this sociological study was provided by the virtual research server "VirtualExs" the city of Novosibirsk. The novelty of the study is that the author analyzed the foreign and Russian experience of erecting modern youth. The conditions of influence on the religious character of young people such as the family, economy, educational institutions, internal peace (interests) of young people, atheistic policy of the State have been identified. The "uncertain-religious" type of world view among young people is justified. A special contribution of the author to the study of the topic is the regional component of the Omsk region.
The main conclusions of the study are that the positioning of young people with Orthodoxy is more often formal. The low level of education of young people can be explained by the lack of knowledge about spiritual life. Lack of close links between educational institutions and religious organizations. Among the youth of the Omsk region a new type of worldview "uncertain-religious" is formed.

RUSSIAN-CHINESE HUMANITARIAN COOPERATION IN ROSTOV REGION
Humanitarian cooperation is an extremely important tool for the formation of international cooperation. Russia and China are actively developing cultural cooperation at both the country and regional levels. The article analyzes the directions of interaction between states developed in accordance with the National Security Strategy of the Russian Federation; The significance of the joint Russian-Chinese projects (Year of Russia in China, Year of China in Russia, Year of the Russian language in China and Year of the Chinese language in Russia, the project of Friendly youth exchanges, etc.) is shown. It is proved that the Rostov region is actively participating in all-Russian projects, while strengthening friendly contacts with China in the field of culture and education at the regional level. The data on the interaction in the field of education were analyzed and it has been shown that recently there has been a significant increase in interest in studying the Chinese language at the Rostov State University of Economics. It is concluded that at the regional level, humanitarian cooperation is developing successfully.

THE IMPACT OF THE COVID-19 PANDEMIC ON GLOBALIZATION
The global pandemic has revealed two important parameters of the global political process – the objective need for globalization, on the one hand, and the very low level of integrity and interdependence of the modern world. In this situation, some politicians and political scientists pay attention to the need for global governance identified by the pandemic while another part of researchers categorically “cancels” globalization and postulates the renaissance of the Westphalian system of nation states with the fiasco of the already existing integration formations in world politics and economics.
The presented author argues that globalization is an objective process. It may be slowed down by specific circumstances, but it cannot be “canceled”. Just as the need to improve, global governance cannot be reversed. The essence of the question is what the organizational forms of this global governance should be. Should it be elitist supranational form or democratic functional ones? That is the question.

The functional orientation of the sub-region of the Russian Federation Caucasian Mineral Waters is due to the uniqueness of its territory in performing a large-scale recreational function, primarily through health resorts and tourist services. Recently, Azerbaijan has been taking a particularly active part in the development of the sanatorium and resort complex in this region, due to the fact that the country has long been a strategic partner of the Stavropol territory, as well as the fact that quite a lot of Azerbaijani citizens rest in the resorts of the Caucasian Mineral Waters. In this article, the author analyzes the main directions of development of cooperation on the territory of the Russian health resort.

The increase in consumption and new production technologies allow us to say that natural gas is changing the situation in international relations, it redefines the interests of the main players in the gas market, the largest producers – the USA, Russia, and consumers – the EU and China, the choice of natural gas as the main energy resource will have a significant impact on global geopolitics, technological and economic trends.

However, the author of this article considers this incorrect, since these concepts do not have a completely identical meaning. In this regard, we consider it necessary to address this issue in more detail. A scientific article is devoted to the study of the peculiarities of modern political aspects between Russia and China in the framework of the “Belt and Way” initiative. The relevance of the study lies in the fact that, thanks to the implementation of this strategic concept, the Chinese state is actively pursuing its foreign economic policy with the countries of Europe and Central Asia, using the historical model of the Silk Road. The article highlighted the positive and negative sides of adhering to the policy of the Belt and Way initiative for the Russian Federation. The difficulties and problems of Russian-Chinese relations that impede the implementation of the “Belt and Way” initiative are analyzed. A list of events is proposed, thanks to which the implementation of the “Belt and Way” initiative can lead to mutually beneficial relations for Russia and China, and eliminate their political difficulties. The interests that Russia may have in identifying the political aspects of the “Belt and Way” initiative are highlighted.

GREAT LAKES REGION OF AFRICA (GLR): COLLECTIVE DEFENSE AS AN APPROPRIATE SOLUTION TO THE PROBLEMS OF INCAPACITY OF THE CONGOLEAN ARMED FORCES
The article analysis the problem of incapacity of the Congolese armed forces as well as finding out the reasons connected with this. Particular attention is given to the importance of the regional dimension in terms of security. Collective defense is thus proposed as an appropriate response to the defense challenges facing the Democratic Republic of the Congo (DRC). It is concluded that resolving the problems of the armed forces and the issues of security deficit in the DRC requires coordinating the efforts of states by creating a regional security complex, a mechanism whereby the harmonization of diplomatic relations between the countries of the GLR should be a priority.

THE NORTHERN SEA ROUTE IS A BRIDGE BETWEEN EAST AND WEST PERSPECTIVES AND REALITIES OF THE DEVELOPMENT OF THE TRANS-ARCTIC
The Northern Sea Route, which runs along the water area of the coastline of the Russian Federation, becomes one of the factors of the increase of prospect of developing the Arctic region. The establishment of a year-round water transport flow along the Northern latitude would contribute to the development of the economic component of the region and would also have a beneficial effect on the social and social context. The situation,connected with the development of the NSR, is of strategic importance not only for the Russian Federation, which has plans to implement this sea route, as a transit route from East to West, providing services in the form of escort of merchant ships by Russian icebreakers, but also for all countries, associated with sea transportation. Scientific expeditions, conducted to study the phenomenon of global warming and other challenges, emanating from the Arctic region, become an additional brick of the region's relevance. As a result, the issue of the sovereignty of the Arctic sea waters is raised.
The current policy of introducing non-Arctic states into international relations is expressed in two ways, on the one hand, the emergence of new sources of financing and technological support would be tangible support for the Arctic five, in addition to the emergence of new sales markets for extracted oil and gas raw materials, against increasing the influence of third countries in the region. The adoption of official strategic documents by non-Arctic countries indicates their presence in the region and long-term planning of their policies, which is a signal for the Russian Federation to build the most effective course.
The Northern Sea Route, starting from Murmansk and actually ending with the port of Pevek, is the first branch of the sea route from Europe to Asia, but there is a second branch in the form of the North-West Sea Route, which is an analogue of the NSR that runs along the water area of Canada, which also becomes a promising project connecting marine logistics, forming in the Arctic a wide waterway from anywhere in the world, changing the status of Arctic waters in the trans-Arctic.

The article discusses Chinese Arctic policy, the country is ready to actively participate in resolving the issue of developing the Arctic together with all interested parties and jointly respond to global challenges, maintain and promote peace, stability and sustainable development of the region. The Arctic issue does not only concern the Arctic countries and peoples of the north, it also affects the interests of countries outside the Arctic and the common interests of the international community, also it is directly related to the common destiny of human survival and development. As a geographically “subarctic country”, China is an important player in Arctic affairs. The advantages in the field of diplomacy, economics, technology and market capacity allow China to play an active role in maintaining the security of the Arctic region, the environmental use of Arctic resources and balancing the interests of both Arctic and non-Arctic countries. It is noted that China’s Arctic policy is aimed at protecting the common interests of all countries and the international community, promoting the sustainable development of the Arctic, promoting the economic and social development of the region and improving the living conditions of local residents in order to achieve common development.

The importance of this research relates to the increasing role of regions and cities in world politics, as well as their will to interact between each other within the sister cities’ relations. The purpose of the study is to identify the main areas of such cooperation and evaluate its effectiveness. The results allow us to conclude that the Finnish sister cities show the highest importance for St. Petersburg in the region.

The article examines the existing approaches to the legal regulation of the Arctic Ocean, the heterogeneity of the existing international legal regime in the Arctic in the perspective of the Arctic strategies of the interested states. Special attention is paid to the national interests of the Russian Federation in the Arctic and the specifics of implementing the Arctic vector of foreign policy within the framework of the 1982 Convention on the Law of the Sea.

NORTHERN PACIFIC CROSS-BORDER SPACE (NORTH PACIFIC CROSS-BORDER SPACE) IN REGIONAL AND GLOBAL SECURITY
This article addresses a topical topic: the study of key security challenges in Northeast Asia in the last decade of the last century, which is based on the Joint Declaration on the Security Alliance for the 21st Century adopted by the Governments of Japan and the United States. This declaration became the basis for the formation of a military-political partnership between the two countries and the creation of a new format of military-political union. In addition, the Bilateral Declaration served to expand and strengthen the defense cooperation enshrined in the 1978 Japan-U.S. Defence Relations Guidelines, thanks to the adoption of the Declaration, the Governments of Japan and the United States stated that Japan-U.S. cooperation remains strong and that partnership will remain vital for the 21st century.

ON THE ISSUE OF INTERACTION BETWEEN RUSSIAN ISLAM AND THE GLOBAL ISLAMIC WORLD IN THE CONTEXT OF RUSSIA'S SECURITY
Purpose: the Main task of our research is to analyze and characterize the position of Islam and its various trends in the Russian Federation and its impact on the national security of Russia. Model: the Research is based on identifying the main Islamic trends, both traditional for the Russian state and those that have appeared relatively recently, and analyzing their position in the structure of Russian Islam, religion and society. In addition, the connection of phenomena and figures of the global Muslim world with the phenomena and spiritual leaders of the Islamic Ummah of Russia is studied and analyzed. The main most serious risks associated with the activities of Muslims in Russia and the positive activities of the authorities of the Russian Federation aimed at overcoming them are highlighted. Conclusions: the main measures aimed at preserving interfaith peace and preserving the unity of the Russian Federation are proposed. Despite the fact that many of these measures are being implemented by the Russian leadership today, this implementation, in our opinion, is not carried out thoroughly enough and not in all possible directions. Relevance of the topic: This work is relevant to describe the current state of Islam and its trends in the Russian Federation. In order to preserve inter-religious peace, implement measures to counter the development of radicalism (both Islamic and Islamophobic) and promote the development of Islamic religion in Russia, we must understand how the Islamic Russian community is organized, what processes are taking place in it, and how it interacts with the global Islamic world. This explains the relevance of this work. This work may be intended for researchers dealing with the relationship between politics, religion and the state in the modern Russian state.

The image-building strategy of Donald Trump has created a fundamentally new political image that distinguishes Donald Trump from his competitors and predecessors. In terms of political psychology, Donald Trump is “a superhero anti-political celebrity”.
