"NORTH-CAUCASIAN IMAGINARY" IN THE SOCIAL ESSENTIAL AND FUNCTIONAL ETHICS OF POLITICAL GOVERNANCE

The article is devoted to the content, doctrine and technologies of political governance in the context of modern global risks and challenges that significantly affect the Russian state and Russian society. In the staging plan, the principle of sociality is being developed as the core of the essential-functional ethics of political governance, taking into account the needs of citizens in humanistic and humanitarian patronage from the state. The author emphasizes the need for doctrinal and technological ethno-cultural organics of the social, essential-functional ethics of political governance in relation to the problems and contradictions of the communities of the North Caucasian Federal District, taking into account the "North Caucasian imaginary" and offers some recommendations.

CONSTANTS OF S. L. FRANK'S RELIGIOUS AND POLITICAL TEACHING: SOCIAL AND PHILOSOPHICAL ANALYSIS

This article analyzes the theoretical aspects of the religious and political teachings of S.L. Frank, highlights the main constants of his social philosophy, examines more specifically the philosophy of religion and politics, the idea of natural law, conciliarity, etc. To the fundamental normative principles of social life in general, and political in particular, Frank attributed "the beginning of service, solidarity and freedom." Special attention is paid to their consideration. The characteristic of the phenomenon of "conciliarity" is presented in detail in the form in which the thinker interpreted it: through the prism of religious life, "common destiny", as well as "the unity of marriage and family relations." The questions about the relationship of morality with politics in line with Christian anthropology, religiosity as the basis of social unity are considered.

FEATURES OF INTEGRATION OF UNMANNED AERIAL VEHICLES IN THE FIELD OF CIVIL AVIATION: POLITICAL AND LEGAL ASPECTS

The article analyzes the origins and stages of development of unmanned aerial vehicles (UAVs), which in recent decades have significantly evolved from the sphere of military use to an independent and promising branch of civil aviation. It is noted that the results achieved in their production are largely due to a wide range of areas in which drones replace traditional aviation in a number of positions due to their relative cheapness of manufacturing and operation. At the same time, experts agree that the emergence of new and original technological solutions in their production often outstrips the efforts of lawmakers, leading to further changes in the political and legal conditions for the use of UAVs, which in the next decade will become equal to the manned aircraft.

APPROACHES TO STUDYING AND MODELING CLANS AS A FACTOR OF A POLITICAL SYSTEM

This work is devoted to identifying common and specific features of the emergence and functioning of political clans in various countries of the world. The authors confirm the findings of some researchers that the political clan is a kind of informal political actors of the closed type, formed on the basis of personal loyalty to the leader and common material interests of members of the Association. Clannishness is not conditioned by a particular socio-political regime or economic model. However, the structure of clans is determined by the level of economic development and existing socio-political institutions. The primitive organization of the economy and the lack of developed socio-political institutions cause the archaization of clans, their transformation into associations of blood relatives up to a partial return to tribal relations. In particular, regional clans are characterized by a high level of identity of the model of their organization, which is manifested in the dynastic scheme of inheritance of power and a direct relationship between the hierarchical position of a member of the organization and the degree of his blood relationship with the leader.

ARTIFICIAL INTELLIGENCE: ATTEMPTS TO APPLY IN SOCIAL SPACE AND PROBLEMS OF ADAPTATION

The research is about a fundamentally new phenomenon of the modern world – artificial intelligence. The article discusses the current problems of using AI technologies in the modern social space and the possible risks of its adaptation to the realities of the modern world. The main ways of using AI for organizing social processes are analyzed on the basis of the practical functioning of social control systems in China (Social Credit System) and the use of new technologies during a global pandemic. The thesis about the relevance of political, legislative and ethical regulation of the problems of interference of AI technologies, including in private life, is substantiated.

ASSESSMENT OF THE EFFICIENCY OF THE INSTITUTIONAL SYSTEM FOR THE IMPLEMENTATION OF STATE POLICY FOR THE PREVENTION OF CRIME AND MEASURES FOR ITS IMPROVEMENT

The article proposes criteria for assessing the effectiveness of the institutional system for the implementation of state policy on crime prevention on the basis of which this system is assessed. Based on the insufficient efficiency of the system for implementing state policy on crime prevention, the author proposes specific measures to improve the situation in the area under consideration.

FACTORS OF SUCCESS OF THE «NEW PEOPLE» PARTY DURING THE 2020 REGIONAL ELECTIONS IN RUSSIA

The triumphant success of the New People party in the regional elections on September 13, 2020 makes the question of the reasons for supporting such a young player in the political arena urgent. The “new people” managed not only to outstrip the relatively recently formed political associations, but also to compete with those parties that have been part of the State Duma for several decades. In a number of regions, in particular, in Novosibirsk, Ryazan, Kostroma and Kaluga, “New People” managed to achieve a significant advantage over the parties “For Truth” and “Green Alternative”. This allowed the leader of the young political association A. Nechaev to speak with confidence about the need for the party to participate in the upcoming elections in 2021.

In this article, on the basis of a comparative analysis, the most significant factors that influenced the success of the «New People» party in the elections were identified September 13, 2020 The author analyzes the role of these factors, ranging from a well-developed text of the political program of the party, addressed to various categories of citizens, and ending with the appearance of candidates, close to the appearance of ordinary citizens. Based on the results of the study, an important conclusion is drawn that the «New People» party has succeeded in fulfilling the population's request for renewing the composition of the State Duma and changing the political course.

PRIMARIES AS A PR TOOL FOR MOBILIZING CITIZENS IN THE FRAMEWORK OF THE ELECTORAL PROCESS

In conditions of low turnout, the process of political mobilization is of particular importance. In modern society, political mobilization is carried out by various technologies, mainly mediated, involving a manipulative effect on mass groups. Mobilization technologies are a purposeful, systemically organized activity to organize, coordinate and consolidate the public to achieve specific political goals, carried out mainly through PR, mass media and social networks, designed to achieve a quick and maximum effect with given resources. The main feature of mobilization technologies is their focus on the future. A prerequisite is that the mobilized have a rational calculation, convincingly proving that the losses are significantly less than the gains and ideology that makes rational arguments already insignificant. The purpose of mobilization technologies is to induce the population to take action or inaction. At the same time, they can have both a constructive character, that is, harmonize relations between the authorities and society, and a destructive one, introducing discord into social and political relations.

POLITICAL PROCESSES OF THE DIGITAL AGE: INTERDISCIPLINARY SYNTHESIS

Relevance. World development proceeds on the verge of chaos – the tendency that is facilitated by the high coherence of political systems (probability of cascade effects) and the sensitivity of political processes to initial conditions (“butterfly effect”). Political processes are mediated by digital technologies that affect the stability of the order parameters of socio-political systems, as well as direction and speed of changes. In these conditions, interdisciplinary research is relevant, allowing to invite representatives of different research fields to dialogue for theoretical and practical recommendations on how to increase the resilience of political entities to shocks of various origins.

The aim of the study is to analyze the patterns of political development in the digital age. The following tasks are highlighted: to provide an overview of philosophical reflections as a basis for the current development stage of political structures; to elaborate terms conceptualizing political participation and political relations.

The work uses the method of interdisciplinary synthesis, which makes it possible to conduct research at the intersection of philosophy, political science and synergetics.

Results. Digital age affects the dynamics of authority delegation in hierarchical systems, significantly accelerating their homeostasis and challenging order parameters operating in such systems. As to horizontal ties, the digital age creates opportunities for unification based on the principle of interest in common good. At the state level, digital technologies can be used as a means of control and deterrence.

Conclusion. In the context of uncertainty, it is necessary to turn to philosophy as an analytical tool for deconstructing complex reality. The transition to the metalevel can be constructive for political sciences, since it opens them up for dialogue with related scientific areas. In the process of such interaction, there emerge “trading zones” (Galison), in which applied new knowledge is produced.

THE INTERACTION BETWEEN THE STATE AUTHORITIES OF THE RUSSIAN FEDERATION AND THE RUSSIAN ORTHODOX CHURCH IN THE CONTEXT OF THE COMPLICATING EPIDEMIOLOGICAL SITUATION IN THE WORLD

The article examines the interaction of government bodies of the Russian Federation with the Russian Orthodox Church in the context of the COVID-19 pandemic. Some examples of this interaction are given, the possible consequences of these relations are indicated, which can have a significant impact on the further development of state-church relations in the Russian Federation and directly affect the internal policy pursued in the country. When preparing the article, for a more objective analysis of the events, a wide source base was used, the opinions of individual experts and specialists on the issue of state-church relations in the Russian Federation are cited, excerpts from official documents are cited.

The article examines the main possibilities of using social networks in the context of the election campaign of such a political institution as a political party. The authors also conducted a study on the activity of political institutions in the online environment. Using such methods of political analysis as Event Analysis and Case-study, the authors came to the conclusion that the main means of displaying activity is like, and also formulated a hypothesis regarding the future use of these digital platforms in political communication.

CIVIL SOCIETY AS AN ASPECT OF MODERN POLITICAL CULTURE IN RUSSIA

The article examines the development of civil society in modern Russia not only from the point of view of the problem of its formation, but also substantiates that civil society is an indicator of the country's political culture. The author also notes that political culture by its nature can exist in any political regime, while civil society, on the contrary, depends on it. Its fullness is revealed only under a democratic regime; in the rest, only its partial elements are possible. The prospects for the development of civil society in Russia are largely dependent on the state. Although from a historical point of view, civil society is manifested from below by the people, and not from above by the authorities. The specificity of its manifestation and development in Russia can be taken as a necessary component of the idea of building a legal state. Despite the existing problems within the state, which became most obvious in connection with the pandemic, civil society in Russia, as the author emphasizes, is no longer a ripe sprout, but a ramified manifestation of the growing interest of citizens in protecting their personal interests, which is expressed by an increase in the number of public organizations. Thus, a positive dynamics of assimilation of the political culture of a democratic country emerges, since civil society is undoubtedly one of the components of its structure.

PECULIARITIES OF THE VALUE STRUCTURE OF YOUTH IN MODERN RUSSIAN SOCIETY

The article analyzes the structure of values of young people in Russia and compares it with other population groups based on data from the all-Russian sociological study conducted in the spring of 2019 in 22 regions of the Russian Federation. The theoretical and methodological basis of the research is a generalized approach to measuring the values of Rokich and Schwartz. The concept of political culture proposed by R. Inglehart is used to describe the type of society with which a certain structure of values correlates. He distinguishes between "materialists" and "post-materialists" depending on their value orientations. Russian society has remained mostly "materialistic" in its type, but belonging to different generations is an important factor in value changes. Young people still have traditional values that are characteristic of "materialists", related to the importance of family, material prosperity, and security. At the same time, «post-materialistic» values appear in the overall structure: the desire for comfort, creativity, and freedom.

SPIRITUAL ENVIRONMENT: CONTENT, ASPECTS AND BASES OF FORMATION

In the article, the author reflects on the content and main aspects of the spiritual and psychological climate in the team. Its external and internal factors of formation are analyzed. According to the author, economic, social, political, spiritual and cultural changes in society have a significant impact on the spiritual and psychological climate in the team. The article also reveals the dialectical interconnection of the spiritual and psychological climate in a team with its economic, spiritual, psychological, political and cultural functions. The author claims that by improving these functions it is possible to achieve a healthier spiritual and psychological climate in society.

RELATIONSHIP BETWEEN FORMS OF GOVERNMENT AND ETHNIC CONFLICTS: STATISTICAL ANALYSIS

Ethnic conflicts are a topical subject of research for the political science. Modern political scientists are looking for an answer to the question of how to avoid and mitigate ethnic conflicts. Within the framework of the neo-institutional approach, this issue is narrowed down to the search for the optimal institutional structure that prevents and mitigates ethnic conflicts. The purpose of our research was to find out the degree of relationship between the form of government and ethnic conflicts. To do this, we conducted a statistical analysis using databases on forms of government, ethnic conflicts, and political regimes. The results of the analysis showed that in non-democratic countries, the form of government does not affect the intensity of ethnic conflictsв. At the same time, in the group of democratic countries, we can talk about a weak correlation between these two variables. Further research on the impact of political institutions on ethnic conflicts should use a broader time horizon for analysis and focus on a larger number of cases.

SANCTIONS POLICY OF THE WORLD'S LEADING COUNTRIES AGAINST THE RUSSIAN FEDERATION: THREATS AND MAIN AREAS OF COUNTERACTION

The article is devoted to the study of the essence and structure of the modern sanctions policy of the leading countries of the world in relation to the Russian Federation, including through the prism of threats and the main directions of counteraction. The problem of sanctions and counter-sanctions as a political tool used by the United States, the European Union and Russia in the period from 2013 to the present time is considered by the author through the prism of social conflictology. The author proves the thesis that the restrictive measures taken by the leading countries of the world in 2020 lose the protective and regulatory functions originally laid down in the notion of sanctions. The priority functions of the sanctions today are creation and/or expansion of conflicts (sanctions result in a conflict and (or) act as a source or catalyst of a conflict). This, according to the author, may cause increased geopolitical tensions and, as a result, threaten the sovereignty of countries that are survive in the international “ecosystem of sanctions.”

YOUTH AS A PROMISING RESOURCE FOR RUSSIAN-BELARUSIAN INTEGRATION

The article presents the results of research on the perception of Belarusian and Russian students of each other's national characteristics and the formation of the image of both countries in their minds. Modern relations between the two Slavic countries of Russia and the Republic of Belarus are at a new stage of development, which consists in creating a single Union state. The level of mutual understanding between two independent States largely depends on how well the younger generations understand each other's national character, value priorities and worldview positions of their peers living in the neighboring country. The problems of establishing mutual understanding among young people are complicated by the fact that both countries are heirs of the common Soviet past, but they are experiencing certain difficulties in the process of its modernization. On the other hand, representatives of the Zet generation, born at the turn of the Millennium, form their own values and development guidelines, which also affects the search for mutual understanding between the two countries.

ANALYSIS OF THE REASONS FOR UNSUCCESSFUL BORROWING OF BEST POLICY AND LEGAL INSTITUTIONAL EXPERIENCE COUNTRIES OF AFRICA AND LATIN AMERICA

Today, the success of states in the world arena largely depends on the effectiveness of functioning political and legal institutions, largely guaranteeing the success of modernization. However, the best practices of institution building are not always the guarantor of social stability and evolution. The article, continuing the author's series of works on the study of institutional orders around the world, examines the reasons for the failures of transferring the Western experience of political and legal construction in Africa and Latin America. The history of the liberation of regions from colonial influence is considered. The examples are shown, according to which the reasons are identified that make it difficult to transfer the best practices of political and legal institutional transformations.

CHILE AND THE PACIFIC ALLIANCE: NEW VECTORS OF INTERACTION

The article analyzes the General prospects of interaction between the Republic of Chile and the Pacific Alliance. Considering these figures, the author of the article emphasizes the importance of integration trends in the whole Latin American region for their sustainable development and resistance to the challenges of the time. Noting the growing role of the countries of the Asia-Pacific region in the world economy every year, the author also focuses on the possible rapid growth of their political influence in the process of building a new pan-region in the near future. The article highlights the idea of the success of the Pacific Alliance, which was the result of the formation of an alternative regional center. This Association has become a productive model of interaction between several not very strong States, even in the context of the global economic crisis and the coronavirus pandemic. Today, the Pacific Alliance is becoming one of the most prominent regional centers, meeting the requirements of building a multipolar world. The article provides an overview of new vectors of interaction between the countries of this region in the radically changed economic and political conditions during 2020.

PROSPECTS FOR RUSSIAN AMERICAN RELATIONS IN THE CONTEXT OF THE POLICY PURSUED BY THE PRESIDENT TRUMP ADMINISTRATION AND ITS IMPACT ON THE TRANSFORMATION OF THE AMERICAN MARKET

The article examines the reasons for Donald Trump's coming to power in the United States as a result of the 2016 presidential elections; analyzed the relations between the USA and Russia, as well as the USA and the EU during the Trump presidency (2017-2021); the policy of Donald Trump in the post-Soviet space is considered as one of the foundations of US-Russian relations. In addition, the energy policy was designated as one of the areas of interaction between the United States and the EU and Russia. It was concluded that the foreign policy of the Donald Trump administration was not isolationist, despite the reduction in US international activity. US neutrality in the post-Soviet space has gone far from favoring Russia. The integration of the USA and the EU turned out to be slightly reduced, due to which the political subjectivity in the EU increased. Following the Donald Trump phenomenon, the popularity of right-wing populists in the EU has grown. Prospects for expanding integration between the US and the EU are possible under the administration of Joseph (Joe) Biden; the assumption is made that the competitive relations between the United States and Russia will be preserved when their details change.

«COLOR REVOLUTIONS» AS A HYBRID TECHNOLOGY TOOL IN FOREIGN POLICY

This article looks into the application of color revolution technologies in foreign policy. It explores the theoretical framework and practice of using the methods of "nonviolent struggle" to dismantle unwanted political regimes. The authors analyze the latest instances of employing color revolution technologies in the world and provide insight into new trends and special aspects of their application. It is noted that other countries, not only the United States, and large businesses began to resort to this technologies due to their effectiveness. The article concludes that color revolution technologies are being modernized after a number of cases where they failed to change the political course of a state.

EVOLUTION OF THE SYRIAN CONFLICT: FROM DEMANDS FOR DEMOCRATIC TRANSFORMATION TO RELIGIOUSLY MOTIVATED TERROR

This article describes the main results of the research work, the purpose of which was to study and describe the development of the Syrian conflict. In particular, the article examines the results of the analysis of the development of events in the Syrian conflict, starting in March 2011, with a description of the main opposition socio-political formations. The article also examines the results of the work, obtained using the methodology of binary comparison and comparative analysis, which made it possible to identify general trends in the development of the Syrian conflict and the revolutionary events of the “Arab Spring”. One of the main conclusions and results of the work carried out is the substantiation of the paradoxical algorithm for the rapid transition of protest actions, initially directed in line with the demands of democratic transformations, into the form of an acute armed confrontation, with the dominant participation of religiously motivated terrorist groups.

ON THE QUESTION OF PERCEPTION OF THE PHENOMENON OF “SOFT POWER” IN THE CONTEXT OF RUSSIAN FOREIGN POLICY

This article is dedicated to the analysis of the utilization of the concept of “soft power” in the Russian political space. A concept proposed in the early 1990s by the American neoliberal political scientist J. Nye is firmly established in the field of international relations, however, its interpretation, presented by the author, differs from that established in the Russian political discourse, in which a realistic approach to the assessment of international politics prevails. In this work, based on the methods of informal data analysis, the statements of political leaders were considered, as well as key official documents regulating the main directions of the Russian Federation's foreign policy. It is concluded that “soft power” is percept as a kind of weapon using against opposing states.

CULTURAL POLICY OF GAZPROM: DOMESTIC AND FOREIGN POLICY ASPECTS

Today, the humanitarian sphere, including educational, cultural, sports, scientific and other social areas, has left the boundaries of a narrow focus and transformed into one of the most important spheres that can influence foreign policy and economic processes. Here the important role of transnational corporations is manifested, carrying out many projects at the state, regional and international levels in educational, cultural, sports, environmental and other spheres. Among the factors motivating companies to engage in humanitarian activities, one can single out a reduction in the volume of the tax burden, the formation of a reputation and a reliable image, as well as the creation of new forms of interstate partnership, aimed primarily at the interests of the individual. The activities of the largest Russian TNC “Gazprom” are especially active in this area, which pays significant attention to social issues, provides financial support for major cultural, sports and other similar events, sponsors environmental events, charitable programs, helps low-income citizens, etc.

FEATURES OF E-PARTICIPATIONIN THE PIRATE PARTY GERMANY

The purpose of the study is to study the practice of using the LiquidFeedback platform in the Pirate Party of Germany.

The research methods are based on the case study using the formal-logical method and the analysis of the party statute.

The results: The paper concludes that the LiquidFeedback platform ineffectiveness consists in the contradictory requirements of anonymous and transparent voting, the manipulative nature of “liquid democracy” and flaws in the legal framework.

The theoretical implication of the study lies in the application of the considered assessment criteria in the study of other digital parties or parties’ transformation.

Practical implication is the potential application of Pirate Partys’ Germanys experience in parties on adaptation to improving political participation in the context of digital society.

In addition to describing the theoretical position, the article contains internal and external factors that determine the uniqueness of the unrecognized states of the post-Soviet space. The role of ethnopolitical conflicts in the formation of unrecognized states is presented.

The existence of different approaches to understanding the problem of unrecognized states reveal contradictions and provide a basis for scientific discussion.

INFORMATION SOCIETY: MODERN REALITIES AND DEVELOPMENT PROBLEMS

The article is devoted to the main concepts of the information society theory created by the leading scientists of the post-industrial era. The general characteristics of the information society are given, and the features of its formation are determined. The research is relevant because it defines the concept of the information society and identifies the main problems of its development due to the global changes in the social structure and the rapid spread of global scientific and technological progress. The purpose of the research is to analyze the main concepts, characteristics and features of the information society and determine the new content of the “information society” concept adequate to the today's realities, and identify the difficulties in the development of the information society.

The article considers the main concepts of the information society formation formulated in the scientific publications of the leading economists, philosophers and sociologists, such as D. Bell, T. Stonier, E. Toffler, J. Massoud, M. Castels and others. Such author applies such research methods as methods and principles of the system approach, analysis and synthesis, and the comparative method.

As a result of the research, based on the theories of the information society by leading foreign and domestic scientists, the following features of the information society are identified: innovation, globality, fundamental nature, mass character. It is noted that understanding the interpretation of the society in which we now live is necessary for the correct choice of the vector of economic development and the functioning of the state as a whole.

The article analyzes the problems and prospects for the development of railway passenger transport in the Moscow region in the context of socio-political design from a theoretical perspective. The range of studies of economic and political science is considered. The main elements of the tasks of a socio-political nature, which must be solved by improving the railway complex of the Moscow region, are indicated. Several recommendations were given for the development of railway passenger transport in the Moscow region.

“ETHNO-SOCIOCULTURAL PROCESSES IN THE COUNTRIES OF ASIA AND AFRICA: THE PROBLEM OF IDENTITY" – ONLINE INTERNATIONAL APPLIED RESEARCH CONFERENCE FOR YOUNG SCHOLARS

The article contains a brief report on the online international applied research conference for young scholars “Ethno-Sociocultural Processes in the Countries of Asia and Africa: The Problem of Identity”, which was held on 30th October 2020 in the Institute of Asian and African Studies of Lomonosov Moscow State University with the support of RF Presidential Grant MK-636.2929.6 for young Candidates of Sciences.

Around 200 young scholars took part in the conference, including orientalists, philosophers, historians, political scientists, sociologists, ethnographers and religious studies scholars. Well-known Russian orientalists spoke in the plenary session and during the sections as experts and moderators. The conference took a multi-faceted approach to exploring the problems of identify and attracted much interest among the research community in Russia and abroad.
