INFORMATION SUPPORT BY THE FEDERAL CHANNELS OF THE 2018 PRESIDENTIAL ELECTION CAMPAIGN

In the article authors consider the activities of the media during the presidential election campaign of 2018. The object of research is the institution of elections in the Russian Federation. The subject of the study is the activity of the media represented by Federal TV channels in the presidential election campaign of 2018. The purpose of the study is to analyze whether the information coverage of the presidential campaign of 2018 complies with the legislation of the Russian Federation.

TRANSFORMATION OF A MODERN RUSSIA`S POLITICAL REGIME IN THE CONTEXT OF A PARADIGM OF SOVEREIGN TRANSIT

This article focuses on the stocktaking of the author`s comprehensive study on transformation of a modern Russia`s political regime. Its underlying assumption is that Russia should be seen in the paradigm of sovereign (not democratic) transit to plan and manage the transformation of a modern Russia`s political regime. For the first time, the Study had proven a conditionality of crisis democratic transit`s paradigm which based on the dysfunction of the western economic powers` democratic institutions; an ideological component of political regimes` transformation was investigated; the complex of subject-object relations approach to the transformation of a modern Russia`s political regime was considered. The prospects for the acquisition by russia of political regime`s national subjectivity were evaluated; the term of a paradigm of sovereign transit is being rolled out in the scientific circulation; international experience with the ideologem changeover as an instrument of political regime`s transformation was be discussed. The core elements of the planning system and management of the transformation of a modern Russia`s political regime in the paradigm of sovereign transit are described; the article justifies the choice of the main premise , the most actual for Russia at the current stage of political regime`s transformation.

ON THE PROBLEM OF INSTITUTIONALIZATION OF POLITICAL PARTIES

The article is devoted to the actualization of the problems of the institutionalization of political parties, which is of particular importance for the development and functioning of modern institutions of representative democracy. The institution of political parties has existed for several centuries, but the legal formalization of their place and role in the political system occurred much later. To obtain official status and consolidate parties in the political system, they need to go not only through political institutionalization, but also constitutional-legal, which is a very long and controversial process. That is why there is a need to consider this problem from the point of view of legal registration at the state level and the definition of the role of political parties in the mechanism of political decision-making, as well as the regulation of education and activities as a special political and legal institution. The authors note the importance of analyzing the methodology of K. Dzhanda, which allows to determine the level of development of the party and its place in the political system, as well as to analyze the institution itself, if it was formed. In modern conditions, the activity of political parties is multifaceted and there is a tendency to expand the indicators of institutionalization in the context of transformation processes.

MULTI-PARTY SYSTEM AS INSTITUTIONAL FACTOR OF ENSURING POLITICAL STABILITY OF THE WESTERN AFRICA`S COUNTRIES

The article considers the multi-party system as institutional factor of ensuring political stability of the Western Africa`s countries. An attempt was made to describe in detail, to analyse and to show a stabilizing effect of the multi-party system for the Western Africa`s countries.

PROBLEMS OF NATION FORMATION IN AFRICAN STATES (ON THE EXAMPLE OF THE REPUBLIC OF MALI)

The article discusses the main factors of the emergence of states and the creation of nations in Africa in general and in particular in the Republic of Mali. The author analyzes the contexts and concepts of the state and nation, and also interprets their implementation in Africa. The emphasis is on ethnicity and ethnic groups that are part of African states, as one of the main problems of the process of nation-building in the Republic of Mali and in many other African states. In the end, the author proposes some ways to solve the problems of building nations in Mali and in Africa.

Patriotism, is being a natural human feeling, expressing the attitude to the Motherland, its history, and prospects of its development, was a human companion throughout the historical period of development of both individual civilizations and society as a whole. Ancient and Roman thinkers determined the main criterion of patriotism – love for the native land. But today, in the context of globalization, intertwining economic interests and geopolitical instability goals and objectives of patriotism and Patriotic education require conceptually new approaches.

The Article reveals the content of the concept of religious security as an important component of the national security of the state. The article considers the analysis of the inter-tajik conflict and national reconciliation in the Republic of Tajikistan, the prerequisites of the inter-tajik conflict, the process and the uniqueness of national reconciliation. The inter-tajik conflict as a phenomenon, its specificity and dynamics of development, as well as the ways and methods of its prevention and settlement turned into an unpredictable turn in the fate of sovereign Tajikistan.

ON THE CONTROVERSIAL NATURE OF LOCAL GOVERNMENT

The article analyzes some of the controversial issues relating to the nature, systemic components and purpose of the institution of local self-government, its position and prospects in the Russian Federation, drawing on the example of the Republic of Dagestan. The main focus is on the controversial nature of its status, the essence of which is that, on the one hand, local governments are removed from the system of state power, on the other hand, they perform similar powers and functions at the lowest level that the federation and the subjects of the federation perform at the two highest levels of government. At the same time, in Russia, especially in the national republics of the North Caucasus and other less developed subjects, their financial base is so weak that they cannot function without the support of state power.

ECONOMY OF ISRAEL: THE LAST OF DEVELOPED OR THE FIRST AMONG DEVELOPING?

Unusual combination of features inherent to developed economies, on the one hand, and problems of developing countries on the other hand, explains the unique specific of Israeli economy. Despite of Israel being young state with the population of only 8.5 million people, it is one of the world leaders in high technology sector, medicine and industrial manufacturing. The basic economic indicators promise rapid development of the country, as in 2018, inflation was 0.2%, GDP – $319 billion, and GDP per capita exceeded $33 thousand. Total export amounted to $92 billion, with $23 billion of export of high-technology products. At the same time, Israel faces a serious social gap – one of the largest in the developed world. At the end of 2018, it has become clear that the economy requires serious structural changes and reforms; otherwise, the social inequality will increase further and provoke or exacerbate other economic problems. This specific determines the scientific interest. The article analyses general parameters of the economic development of Israel, and deals with the most critical problems and their causes. In the first part of article author provides an overview of the most competitive parts of the Israeli economy and the dynamics of the most important economic indicators, and in the second part she analyses the problem of social inequality.

«THE SYRIAN ISSUE» IN GERMAN POLITICS

The Syrian conflict touched upon the interests of Germany. The migration crisis in Europe, initiated by the conflict, directly affected the internal political situation in the country. The inability of the political leadership to resolve the problem in a diplomatic or military way led to a decrease in its popularity among Germans. At the same time, Germany was forced to intensify the dialogue on solving the Syrian crisis with many countries and take part in NATO’s military operations in Syria and it once again raised the question of the combat readiness of the German army and the political preferences of German citizens.

EUROPEAN SECURITY SYSTEM AT THE PRESENT STAGE: PROBLEMS AND PERSPECTIVES

The European security system has undergone strong changes at the beginning of the XXI century. There are many reasons for this: the end of the Cold War, integration within the European Union, conflicts that unfolded amid the collapse of several European countries, strengthening of NATO’s role in Europe, deterioration of relations between the West and Russia, change of the geopolitical picture of Europe and the world as a whole, the emergence of new challenges and threats the face of terrorism, the proliferation of WMD, illegal migration. For all these reasons, the European security architecture has acquired new contours, and its construction has become an interdependent process of global players – Russia, EU and NATO. The article analyzes the main problems of the European security system and discusses the main prospects for its further development.

VIRTUAL STATES IN THE PRESENT-DAY WORLD: PROBLEMS OF POLITICAL ANALYSIS

In the present-day world the fashion for creation of virtual states is actively getting popular. There is nothing surprising in it indeed. It’s in nature of people to strive to power even if the way of its acquiring looks rather doubtful.

The article presents analysis of the phenomenon of virtual states. It suggests full definition depicting all the aspects of existence of similar formations. The evaluation of appearance of virtual states and their general role in history is given in this article. For this purpose there are some examples of the most known virtual state formations in the world actual for today, the history (and prerequisites) of their appearance possessing the features of state organization and also the interaction of virtual states with really existing ones (especially with those on which territories they pretend) and with the international association as a whole.

The analysis of the role of virtual states in the protest movements takes a special place in the article. In most cases the article makes a conclusion about absence of any real threat to the national security and integrity of the UN member states while the appearance and further existence of the virtual formations themselves as a rule are connected with desire of their founders to attract the greatest attention to them (both in the information and economic sense).

On the basis of the above statements the article makes a conclusion about considerable variety of virtual states. Very often such states are disregarded believing that they don’t have an opportunity to render any influence on the world association. However, one mustn’t call such an approach objective because it doesn’t characterize the whole spectrum of the problematical character of virtual formations.
